ROBINS: We're acting on intel.
There's a dangerous individual
preparing a bomb factory in these flats.
We have a woman and a child needing medical attention.
ON RADIO: 'EXPO, bathroom, now.'
Oh, God...
She says they spoke a mixture of English and Arabic. Arabic?
We're trying to maintain control
of an increasingly hostile situation.
We're gonna need a wider exclusion zone before we get started.
Have you seen that?
What do you think that is?
Stand by. Firing!
Fireworks?
The fact that it's a non-lethal, low-explosive device,
could be significant.
ON RADIO: 'What is she doing?'
Er, a manual check.
Gonna help you, but I need you
to stay really, really still for me, please!
'EXPO Two. Get back!'
Someone else is in control of the IED.
There's a mobile phone attached.
ECM is active. We're jamming.
Andy, is there anything there?! No! Got it.
DEVICE BEEPS
Thank God you're OK, darling.
I'm a tough nut to crack.
Anyone who knows how to rig up a pressure plate and attach it
to a secondary wouldn't use a low-explosive charge.
What, you think they messed up deliberately?
I think it was a come on, to lure us in,
make us evacuate the building and give them a bigger target.
It's an organised terror cell.
Hey, Wash!
RADIO: 'The death toll from the Westhaven terror attack
'now stands at 18, making it the deadliest attack
'London has seen since the 7/7 terror attacks.
'Among the dead was an experienced explosives officer,
'40-year-old father of two Joel Nut...'
POLICE SIREN
Bus driver was alerted by a passenger.
We evacuated the bus and didn't touch anything.
Right, Danny, get kit up. Right.
What kind of bag is it?
A sports hold-all with red wires sticking out. Whereabouts?
Back lower deck. How far back is that cordon?
About 50 metres. Right.
Send that back another 50 metres and keep all comms off the device, yeah?
Right, we need to push back another 50 metres.
Keep all comms clear.
No, Danny, my day sack. No, Lana.
Please.
SHE TUTS

DEEP BREATHS CONTINUE
Fuck's sake!

All clear! Danny!
What is it? Headphones.
Headphones? Headphones. False alarm.
All right, all right.
Cheers.
Let's get it off. Easy, easy.
Thanks, Danny.
MAN: Morning.
Morning, Sergeant.
LIFT: 'Doors opening.'
Lana Washington?
'Doors closing.'
'Doors opening.'
Cheers.
You all right, Sonya? Hey.
They've already begun.
I'll see if they're ready for you.
I read your report earlier.
I'm so sorry, mate, about Nutkins.
..must be absolutely certain before we go public
with any information about the suspects,
especially in the run-up to the Deptford South by-election.
Oh, please.
Thank you both for coming in.
The DAC is unavailable,
so as Commander I'll be chairing the meeting.
Before we get to you, I want to hand over
to Detective Superintendent Hamilton to give us an idea where we are.
Thank you, Commander.
I'm afraid we've just had an update from the Royal Lewisham Hospital.
We are now four days post-attack,
and as of 9.00am this morning
the death toll now stands at 18, with another 27 critical.
We received a tip-off at 7.49am on Friday the 25th of June
that there was a significant amount of explosives
being prepared at a flat in the Westhaven Estate.
The flat was leased to an Andrew Phelan.
Do we know why Phelan was targeted? DI Youngblood?
Er, Andrew Phelan has been on the watchlist of our colleagues
in the Security Services for three years.
A right-wing activist, ex-English Flag,
with a criminal record for violent assault
on Black, Asian and LGBT targets.
In his interviews, Phelan is adamant he was the victim
of an Islamist terrorist cell, but given his far-right background
we're being cautious about accepting it.
We're exploring leads on who might have targeted him.
We're looking at his prison time, his connections,
maybe even the victims of his assaults.
Sam?
Um, we found "one, nine, one, two",
1912, written on the wall.
Could be a code, a date, a signature.
Could be nothing at all.
Moira, does that mean anything to the Security Services?
We've been unable to link this to any known terrorist group, erm,
but we'll liaise with SO-15 if anything comes up.
Thank you.
We believe this is how the attackers got away from the crime scene.
CCTV from the estate was reported vandalised,
destroyed, maybe, the day before the attack,
but we found CCTV on the nearby A205.
This van with stolen plates joined the road
one minute after the service vehicle exploded.
Working hypothesis?
A targeted attack by an Islamist group
against an active white supremacist.
I have the EXPO here from the scene, Lana Washington.
She's already circulated her report,
but I've asked her to come in to give us her account.
Lana, thank you for this.
I'm sure it's all quite raw.
Thank you.
Call received 0800 to give EXPO support to SCO-19,
address Westhaven Estate.
We found a victim-operated IED in the toilet.
As you can see from the report...
..the low explosive used shows
that it wasn't designed to cause a large explosion.
Fireworks, basically? Yeah.
I believe the attackers' intent was to lure in emergency services,
force an evacuation and set off a larger device...
..the service vehicle, causing mass casualties.
Andrew Phelan was strapped into a suicide belt,
a remote controlled IED,
and then placed into the boot of his own vehicle.
In the initial SO-15 report,
it says that Andrew Phelan was able to leave the car
and move towards the crowd with an operational device.
We had sniper cover.
Yeah, it was, erm, a fairly simple suicide vest,
but it had a sophisticated firing switch
which I used my snips to deal with.
At approximately 1200 hours
a vehicle-borne IED was detonated outside of the cordon.
We didn't have time to engage.
Joel did try to push the crowd back but he took the brunt of the blast.
You did an excellent job, Lana.
Joel Nutkins will be put forward for commendation,
and we would all like to pass on our condolences
to you and your team.
This is Sonya Reeves from the Bomb Data Centre.
Sonya, what can you tell us about the devices? Thank you.
Er, the suicide belt's main charges were triacetone triperoxide - TATP -
similar to what we've seen used in the attacks
on Manchester Arena and 7/7.
TATP is volatile and unstable.
It's the go-to chemical for these types of attacks.
We're still analysing the scene at Westhaven.
Thank you, Sonya.
OK, let's go to work.
Well done.
Lana, do you have a moment?
I'm heading to the incident room. Thom, I'll see you there.
I really appreciate you coming in and giving us your report.
Again, my condolences.
I feel like you wanted to say something else in there
during Sonya's briefing.
It's just they were able to bypass our ECM.
That's military tactics.
My gut tells me we're dealing with sophisticated bombers,
not some amateur Islamist who's got a grudge against Phelan.
I'll cut to the chase, Lana. We're short a senior.
I'd like you to take over.
We need you.
Right, listen up.
I've just been at ELG.
We've got a load of work to do.
These are the priority lines of enquiry:
CCTV, forensics, suspect identification.
Security Services has given us a list of top suspects.
Head to Thames House,
work with them to eliminate as many as possible.
Leave no stone unturned.
Don't forget, they've killed one of our EXPOs.

'I hope it goes OK.' Yeah, thanks, Sam.
Sorry.
I, erm, I read something once...
"Grief and love are forever intertwined.
"Grief is the terrible reminder of the depths of our love."
Shit.
How far we got? CAR HORN HONKS
Er, half a mile or so.

It'll move soon.

Maybe you don't need to keep taking chances.
I'm not taking chances, Dad. It's my job.
I've been doing it for years and I'm really good at it.
So don't worry about me.
Right, you two go home. I'll see you soon.
Come on, then, let's go get hammered.
I should really get back.
Oh, OK.
Do you wanna come with me? No, I should be here.
Yeah. Yeah, you should.
OK, darling, see you later. See you in a bit.

It's Karl. Karl, I knew that.
You said Chris.
Karl, I know, from Bastion. Yeah. Yeah.
Yeah, did basic training for a few months
but couldn't keep up with you and Nut.
Well, what can I say?

You've just gotta stick at it.
What do you do now, Karl? I'm a mechanic.
Nice. I fix up old motorbikes.
Tapped into the old midlife crisis market.
Bobby, innit? Is it Bobby?
Bobby? It's Billy! Billy.
Mini Washington. Shut up.
You know, listen, mate,
Wash has been telling us all about you.

Wash. Hi.
More footage from Westhaven. Slightly closer angle, slowed down.
Look at the initial colour of the blast.
Damn.
It's white. Pure burn explosive.
What does that mean?
Well, look at how clean the burn is. Pure white.
That's a hell of a lot of powder. So they know what they're doing?
It's not something you could cook up in a garden shed?
PHONE PINGS
The yield of the explosion says
that they've got very professional manufacturing methods.
They're pros.
Everything OK, Washington? Yeah.

Hello? Can we trace the explosive?
If I can isolate it in the mix, yes.
Right, OK, we're on our way.
They've found the bombers' van. We need to move.
All right?
That's the only obvious point of access.
We need to get rid of the van.
OK. Lana, what do you think?

OK, let's check the van, then look in the building.

There's nothing here.

Right, so, what's the plan?
Let's see if they've gone for a secondary.
Oh, God.
Looks like we've found the bomb factory.
Lana?
Yeah, all clear.
Go and get the disruptor so we can separate the components.
Right.

CAMERA CLICKS
Sonya. Look.
Could be nothing, but...
I saw Special Forces using an FG9 blip enhancer in Afghanistan.
Well, it would suggest they've had military training,
but it doesn't explain how they got past our jammers at Westhaven.
There's a weird stain over there. Worth checking out.
Boss, am I OK to bag and tag this desk now?
Can you just hang on? Yeah.
Everything else looks pristine, apart from this.
Leave it with you? Yeah, cheers.
Can we get some shots of this?
Oh, Lana.
All good? Yeah.
Erm...
You all right, mate? Yeah.
It's just, when you saw the device you looked a little bit...
Don't know what you're talking about.
All right. I'm gonna go sort out the rest of the equipment.
It's pristine.
DESAI: What do you mean, "pristine"?
Well, have you ever seen a bomb factory that neat and tidy?
What have we got, OCD terrorists?
I bet you don't even pull prints.
Come on, Wash.
Well, name me one Islamist attack we've had using jammers
and high-grade explosives, like the one at Westhaven.
We don't know they used a jammer, that's just your theory.
This is a set-up and you're falling for it.
DI Desai, DI Youngblood. We found this.
What are we looking at here, then? Improvised detonator.
ISIS's go-to det of choice.
Ain't that right, Wash?
DS HAMILTON: Yesterday we were able to trace the vehicle
we identified leaving Westhaven.
It was found outside an industrial building in Tooting
where we found evidence of bomb-making facilities.
DI Youngblood?
A booby trap detected at the bomb factory was neutralised by EXPO,
enabling a full forensic examination of the evidence.
This improvised detonator was found at the location,
typically associated with suicide bombers.
Which suggests it was an Islamist bomb factory.
Do we have any names?
CCTV? Forensics?
No. They've covered their tracks.
No fingerprints at the site at all.
Not even on the detonator, deliberately left for us to find.
Funny that.
That booby trap was meant to mess up the scene.
Defusing it allowed us to see how pristine the place was.
Hm, we seem to have hit a brick wall.
Let's try and keep this information
about possible Islamist attackers between ourselves
until we're in a position to make arrests.
A group-slash-persons unknown are placing London under threat.
And I'd like to have progress on that ahead of the 5.00pm meeting.
Thank you.
Lana, why are implying evidence was planted?
Just stick to what YOU know, OK?
Listen, Thom, I'm not a detective.
I'll happily leave that side of things to you, no danger.
But when it comes to explosives, I'm the expert.
I know what I saw.
'Today, at Westhaven Estate,
'the site of the deadly terrorist attack
'that rocked the capital last Friday.
'18 people lost their lives, including army veteran Joel Nutkins,
'an experienced explosives officer working for the Metropolitan Police.
'With no group yet claiming they carried out the attack
'and no arrests made, the far-right group English Flag
'has kept up its campaign of blaming Islamists,
'as the city continues to swelter under the heatwave...'
The factory job.
Seemed like you had a moment or something
when you were in front of that device.
No, all good. If you say so.
I, er, I saw that Special Forces battery they found.
You do know you can use lead acid batteries in other things, Wash,
not just military-grade jammers.
You saw the improvised detonator at the bomb factory, right?
The only bombers that use them
are the ones that are happy to blow 'emselves up.
It's too easy, John. Smells like bullshit.
They're leading us up the garden path.
SHE SIGHS
Stop making excuses for 'em, Wash.
Wash.
Ay up, Sonya.
Prelim report came back on that stain
you spotted at the bomb factory.
Come with me.
It's HMX-319.
Basically, HMX combined with an additive.
And there's more.
I finished my analysis on the main charge at Westhaven
and it contains the same HMX mix.
You were right, Wash.
They abandoned their factory and planted evidence
to make it look Islamist.
How the hell are the bombers getting military-grade explosive?
Lana, we gotta go. There's another device.
Do me a favour, dig a bit. Yeah.
SIREN BLARING, TRUCK HORN HONKS
A mosque?
TRUCK HORN HONKS
The device was found by a worshiper.
The first response unit have left it well alone
and as you can see, everyone has been evacuated.
Islamists don't bomb mosques. True.
I'll have my guys on standby. Lana?
Danny, kit up.
This is Imam Mohammed, he found the device. Right, OK.
Mohammed, I need as much information as you can give me, OK?
It's upstairs. There's, like, a bag, on the door.
Did you touch it?
Yes, it's tied on with one of those plastics...
Right, like a cable tie?
I just need you to tell me, did you see what was inside the bag?
A jar, with nuts and bolts. Right.
And was there anything attached, a mobile phone or a watch?
Yeah, yeah, a watch.
One of them, er, cheap ones. A timer?
Is that bad? What does that mean?
If you could just follow me, I'm just trying to clear this area.
Thank you very much.
If you wouldn't mind taking this gentleman behind the cordon,
that would be great.
Right, I'm gonna be radio silent around the device. OK.
Radio silence from now on.
RADIO BEEPS

What have we got? Nail bomb.
Shit. Timed explosion, five minutes remaining.
I'll disrupt, but I don't want to damage the timer for forensics.
All right, OK.

Hello?
Help! OK, OK. Just lay really, really still, OK?
There's an explosive device triggered by movement,
so I'm gonna have to do a bit of work on the door.
Just stay really still and really quiet, yeah?
Please get me out of here. Stay quiet!
Come on, please, get me out of here!
You're gonna have to be quiet, I'm telling you.
This is really difficult.
Danny, I don't mean to be the bearer of bad news or anything
but I've got three minutes on my clock.
I understand. I'm seeing no movement from inside.
I need to be able to get a message in there, get her out.
