to have to argue

on the merits of their bills.

I could argue it's
unconstitutional:

money equals speech.

But we don't allow bribery,

that's speech

voted for lobbying reform

when Fields introduced
it three years ago.

When we were in the

We finally have a
fund-raising advantage,

to switch the rules.

And how does a process issue

If we shut out insurance
industry lobbyists,

it helps us pass
health care reform.

If we shut out drug

prescription drug benefit.

This is the bill that lets
us pass every other bill.

until we fill up this bucket."

Well, we'd brought
a shotgun along

in case we ran into any bears.

Leo picks up the gun,

fires it into the
water, both barrels.

He reloads and fires again.

Pretty soon, fish are rising
to the surface all around me.

He calmly turns to me and says,

"Now, give me the
damn bucket, please."
