In the thousand and one corruptions that
have become cinders in the eye of history,

One of the more painful was
the story of Harvey Bregan,

a powerful labor racketeer of our time.

Pinning a conviction on him had
been almost an impossible task,

despite unimpeachable
testimony that he had given orders

to and received tribute
from government officeholders,

business leaders, and
labor unions in particular.

There had been two hard-fought
mistrials before a third arraignment

finally overcame his expensive
battery of high-powered attorneys.

The verdict was one to ten
for the crime of extortion.

Warden Prisoner Bregan.

That'll do, Willis.

Reagan, I didn't get you in here just to
lay down the rules of this institution.

You're probably better at
laying down rules than I am.

You probably just laugh
up your sleeve at me.

Anybody who reads the
newspapers knows that you've

been a mighty important man up to now.

Some people might even call you notorious.

Either way, you've been sitting
high and mighty, pulling string,

just like a man working puppets.

You know, they say when
a fella goes to prison,

He becomes nothing more than a number.

But not in my book. No, sir.

Every man here remains an individual
until he proves he doesn't deserve the title.

That's why I'm telling you for your own
good to put all that stuff behind you.

Every man here gets the
same treatment, everyone.

No exceptions.

is a pleasant surprise.

And so a story that should
have ended in prison began the

day Harvey Bregan was
handed over to Warden Blakely.

The months in prison hadn't yet taken
their toll of Warden Blakely's special guest.

His little trick in
passing the time of day

was acting the great guy with the inmates.

They listened to him, took orders, knew
that Harvey had connections on the outside.

They could ride the gravy train
operating between Bregan and his empire,

consisting of the construction
workers' union and politicians

anxious to remain in Harvey's good graces.

All part of the world
he had carved out for

himself before the law caught up with him.

The question in the minds of
many was not whether there

would be another boss to pick up
the pieces left, but who it would be.

This is what I set out to learn from
my newspaper column, The Corruptors.

And the reason I found
myself sitting in on

a special meeting of construction workers.

Maybe you're wondering why
I asked Mr. Marino here.

After all, this is a special
meeting for those of you guys who feel

the same way I do about what's
been happening to our union.

I want to tell you that
we're still not in the clear,

even though Bragan was put away where he
can't get his hands on our local. Like Mr.

Marino said in his column today,

there will always be some guy
waiting around to take over.

While Bragan's leftover
goons are still hanging around,

and until we clear them all
out, we're not on safe ground.

How about if we find out there are
shenanigans going on, Mr. Marino?

You have my word.

I'll use it where it'll do
the most good for this local.

not being presently run
by qualified leadership.

Therefore, this local is hereby
being placed under a trusteeship.

Now, it is purely a temporary measure.

Until you can learn to handle
yourselves in accordance with our Constitution.

The last time we had a temporary
supervising state for 13 years.

13 years without an
election. You guys want that again?

on the democratic

What is meant by a
member in good standing?

Is it someone who stands and
takes it without complaining?

Or is it somebody who
stands up and fights back,

even though it means
losing the first few rounds?

up to national headquarters.

picked up a few pointers on his own.

He's been with Reagan long enough.

No, no, Arnold wouldn't have the
nerve to stage such an out-and-out frame.

And that ridiculous act of
Whitey in the wheelchair.

I was sure you wouldn't.

But did you find any hospital or
doctor that treated Whitey? No.

Either way, Arnold's following
in the old master's footsteps.

His father, a man
dedicated to honest unionism?

I never met a newspaper man

sacrificing fool who is now

finally wound up with
holes in his pockets.

your time on just a feature story, Marino?

control of the union treasury

meant contributions to
political campaigns.

And state majority leader Adolph Wayne,

who knew that Bregan controlled thousands
of job openings to accommodate payoffs.

A great source of power
with political figures.

Ined Moyer, attorney for
one of the top sports arenas.

In Duncan Waterbury, ex-police
commissioner, head of several building projects,

as well as member of the parole board,
Harvey Bregan was still giving the orders,

and the big guns danced to his tune.

Only two visitors all week, huh?

Arnold and the Miss Sunshine Ryan.

strike in a vital industry.

Also, breaking controls some 4,000
jobs in your district alone every fall.
