But you all know so far the untouchables of Mahad have not
implemented this resolution because they have been afraid.

So I appeal to this conference
to give a lead in this matter.

So let us all go out to the Chowdar tank
and drink water as is our legal right.

I hate the spirit of Brahminism

which may be found in Brahmins

been called to inaugurate

an era of equality in India,

has no parallel in Indian history.

I can only compare this to a
meeting held in France in 1789,

that ushered the French revolution.

abolition of untouchabilty,

but a war against the caste system itself.

We will not be immortalised by

that status in India shall

Hindu scriptures that are bound in inequality.

Religion and slavary are not compatible.

even though I'm a Brahmin by birth.

I condemn outright,

the doctrines of the Manu Smruti.

It is the symbol not of religion,

But of inequality, cruelty and injustice.

I move a resolution,

that the Manu Smruti which has been the cause
of untold sufferings for the generations

be publicly burned.

But a Sudra, whether bought or unbought,

he may be compelled to do servile work;

For he was created by the Self-existent,

(Svayambhu) to be the slave of a Brahmana.
The king should carefully compel,

Vaisyas and Sudra to perform
the work for them;

For if these two (castes)
swerved from their duties,

they would throw this
world into confusion,

A Sudra, though emancipated by his master,

not released from servitude;

Since that is innate in him,

who can set him free from it?

Dear Bhawra, Congress has

Our experience on the
administration of the law is very bitter.

In most of the cases, the law is administered
to the disadvantage of the depressed class man.

in the uplift of the depressed classes.

Do the higher classes
help you in this work?

The whole cast in the population insist upon
the depressed classes doing the unclean jobs.

Because giving up doing these jobs means that the
depressed classes are exceeding their social status

rivaling the upper class.

What do you want to represent as the proper way in which the
constitution of India should deal with the depressed classes?

The first thing I would like to submit is that, we
claim that we must be treated as a distinct minority

separate from the Hindu community.

Secondly the depressed classes minority

needs a far greater political protection
than any other minority in British India,

for the simple reason that it has been
kept educationally ever backward

economically poor, socially enslaved and
suffers from grave political disabilities,

from which no other community suffers.

So we claim, reserved seats, if
accompanied by adult franchise.

And if there is no adult franchise?

Then we would ask for
a separate electorate,

certain safeguards regarding the education of the
depressed classes and their entailed public service.

Mr. Solanki, do you keep
the same view.

If the details of the scheme
which you have layed out,

were to be introduced into the
constitution of this country,

would it not lead to perpetual class war?

It might.

But it would depend on the attitude
of the majority Sir John.

Therefore you would not,
as a sagacious statement?

I do contemplate and I do desire
the time when India shall be one.

And I believe that a time will come when
all these things will not be necessary.

But again, it would depend upon the atttitude

the Hindus and disregarded by the Muslims.

We are left in a most
intolerable position of

utter helplessness to which,
I'm sure, there is no parallel.

We hold that the problem of the depressed
classes will never be solved

until they get power in their own hands.

Given the present temper of the country,
no constitution will be workable

which is not acceptable by the
majority of the people.

The time when Britishers were to choose

and India was to accept is gone.

You have agreed to political safeguards for
the Muslims and Sikhs

who are politically and economically much
more advanced than the untouchables.

The Round Table Conference
has recommended

similar political safeguards
for the untouchables too.

What's your opinion about that?

I am against the political separation of
the untouchables from the Hindus.

That would be absolutely suicidal.

to speak for the whole of the untouchables.

I can say with humility that
I represent the vast masses

of the untouchables.

Those who speak of the political rights of
the untouchables, do not know their India.

I would resist this kind of a
political separation

with my life.

announced the Communal Award

granting separate
seats to the repressed classes.

It is feared in some quarters that this
award might politically balkanize India.

So we felt it is our duty to safeguard

the rights of the depressed classes

to a fair proportion of

Mr. Gandhi, must be that

the Government's decision stands.

drafting this constitution

The credit that is given to
me does not belong to me.

It belongs partly to Sir. B.N Rau,

the constitutional adviser

to the constituent assembly

who prepared a rough draft to the
constitution

for the consideration of the drafting
committee.

A part of the credit,

must go to the members of the drafting
committee also.

I shall not enter into the merits of the
constitution because I feel

however good a constitution may be

it is sure to turn out bad,

because those who were called to work it
happened to be a bad lot.

However bad a constitution may be.

It may turn out to be good.

If those who were called to work upon it

happened to be a good lot.

It is therefore

futile to pass any judgement
upon the constitution

without
