Are you saying they will cut someone's body for stealing...

one bucket of water?

I cannot engage in their affairs for they have autonomous jurisdiction.

It is beyond my control. If I release him...

Someone's life depends on it, and you are talking...

about jurisdiction. Is that your job as a government official?

A few days ago,

there was a thief who climbed over a wall to save his father's life.

The King showed mercy on him and released him.

He said you should strive after virtue rather than the law.

Can you not save this boy's father according to the precedent?

Father.

Deputy Magistrate Han.

Please help him.

Deputy Magistrate Han!

That is right.

Virtues do come before the law.

Thank you.

Thank you.

(Episode 4)

Raise your head.

Raise your head.

I said raise your head!

Yes, master.

You are a water deliverer...

who gets his wage from the our bureau.

How dare you steal our water?

I thought my wife and child might die before my eyes,

so I lost my mind for a minute.

Please forgive me this once, master.

Is that so?

You deserve to have your limbs cut off,

but you have worked for our bureau.

We will...

let you go after cutting off your wrist, so you will not steal again.

Master!

Please spare me!

All my family members...

will starve to die, master!

Master, please!

You should have thought of it before stealing water.

Master.

Proceed.

Master.

Stop.

Father!

Father. Get off.

Father, are you okay?

Gosh.

Goodness.

Deputy Magistrate Han, what brings you here?

The Capital District Office will be in charge of him from now on.

Have you forgotten...

the Bureau of Water Supply has a right to freely hold a trial?

He did steal the Bureau of Water Supply's water,

but the place is within my control.

So it is reasonable that the Capital District Office takes in charge.

Will you be okay...

with crossing the line?

Take the criminal.

- Yes, master. - Yes, master.

Son...

Thank you.

Thank goodness.

Right.

- He is safe now. - Right.

- That is good. - Thank goodness.

Wait, goodness.

Chung Woon!

But how did you recognize me?

I chose the one that looked most foolish and immature.

It was you, Your Highness.

I missed your sarcastic remarks.

You must hurry back.

I cannot not return yet.

Do you realize how dangerous situation you are in?

One subject is in more danger than me now.

I barely made a way to return safely.

We do not have much time. Follow me.

Chung Woon.

Do you remember what you said to me...

when I did not want to practice swordsmanship?

You asked me if I was giving up on protecting my subjects.

You scared me saying...

a monster would eat my subjects up if the Crown Prince gave up on it.

Are you saying...

to give up on protecting my subject?

It is the Capital District Office's authority...

to arrest and punish criminals.

Sure.

You are right about it.

However, what you did today is disobeying the King's orders.

You will have to take responsibility.

- What? - To begin with,

when the King made...

the Bureau of Water Supply for his subjects,

he gave us full authority on the use of water...

and any trials related to it.

However,

you took this criminal in the middle of the trial...

and brought him to here.

This is certainly breaking the King's orders. Am I not right?

It was only a bucket of water.

What he did was to save his dying wife and child.

We should show him mercy.

Show mercy.

- Show mercy. - Show mercy.

Chief Magistrate.

- Show mercy. - Show mercy.

Is he the man who stole water at the Bureau of Water Supply?

Let the Bureau of Water Supply have him.

Chief Magistrate.

He is not just a thief.

You know they have the right to trials.

Since he stole water from them, they should take care of the case.

I am not competent enough that I made you come this far.

It is all right. Go ahead and take him.

Well...

- Take him. - Yes, master.

- Master... - Halt!

It is the Crown Prince. Show courtesy.

It is the sign of the Crown Prince.

It is His Highness!

- The Crown Prince? - Gosh!

Whose is that jade jewelry?

It is Your Highness' jewelry.

According to your reason,

since it is within your hands,

it should be yours.

Well...

What do you mean by that?

How could I dare possess your jade jewelry?

A crown prince is chosen by deity,

so you will not become one even if you hold that jade jewelry.

Water is given by deity as well.

Wherever it is, it cannot be possessed by someone...

because it was given to the subjects from up high.

Am I wrong?

That is... Well...

Chief Magistrate is where you protect the subjects.

Do you not consider him a subject...

just because he is under the Bureau of Water Supply?

However, Your Highness,

there are rules His Majesty created.

Rules.

You must think of protecting the subjects with those rules,

not punishing them.

Release him right this instant.

What are you waiting for? Release him now!

Great!

Thank you, Your Highness!

- Long live the Crown Prince! - Long live the Crown Prince!

- Thank you! - Thank you so much!

- Long live the Crown Prince! - Long live the Crown Prince!

- Long live the Crown Prince! - Long live the Crown Prince!

- Long live the Crown Prince! - Long live the Crown Prince!

- Indeed, he is my Crown Prince. - Long live the Crown Prince!

- Long live the Crown Prince! - Long live the Crown Prince!

Lady Kim.

Wait.

Let us wait until he leaves the Capital District Office.

Gosh.

Gosh.

Your Highness.

Goodness!

You wanted us to leave as soon as possible before.

Why can we not leave now?

You just announced everyone that you are here.

It is too dangerous. Wait until the Commandant of Palace Guards arrives.

I have someone I must meet before leaving.

I have something I must hear too.

I have the King's orders...

to bring you safe and secure.

Why did you come to such suspicions?

Well...

Some laborer got drunk...

and said that the public water dries up as they continue on...

constructing waterways for the Bureau of Water Supply.

That is how I began my investigations.

This year's precipitation is twice the amount of last year's.

Why are the wells drying up more this year?

That is right.

I got suspicious...

and pulled out burlaps they buried in the ground.

Then water started to rise up in a nearby well.

They blocked the waterways on purpose...

to cause public wells to dry up.

Then they turned the water to flow into their storage. Is that right?

Why did you try to sneak this matter in my room...

instead of reporting it straight to the government?

Your Highness.

It is the Bureau of Water Supply.

How can I investigate and judge the Bureau of Water Supply?

Officials with power are not willing to accuse them.

Those who are honest do not have such power.

Is that why you are reporting it to him?

I saw Your Highness at the trial.

I thought...

you would understand.

Please excuse me.

Stop right there.

Proceed a proper investigation.

I will straighten out any wrongdoing.

Will you investigate them yourself?

No.

I will have Deputy Magistrate Han be in charge.

Summon Deputy Magistrate Han.

Why are you out here?

Did you leave the Crown Prince alone?

He said he was thirsty.

Deputy Magistrate Han Gyu Ho.

Adjunct Park Moo Ha will proceed a thorough investigation of...

the Bureau of Water Supply's construction.

I, Han Gyu Ho,

will take your order, Your Highness.

I will also take...

Do I have a choice?

Gosh.

That man...

is the Crown Prince.

He is not the Crown Prince.

Find Lady Kim now.

Where have you been?

The Crown Prince saved Sun's father. Did you see that?

I see. That is good news.

"You must think of protecting the subjects, not punishing them."

"Release him right this instant."

He was really amazing.

Amazing?

- Is that true? - Yes.

- Really? - He was really amazing.

Is that so?

Hwa Gun misled you to find the Crown Prince herself?

Hwa Gun can recognize the Crown Prince?

I pity the Crown Prince and his fate.

- Bring Hwa Gun back. - Yes, sir.

Master Dae Mok.

The head of the Capital District Bureau asks to see you.

The Crown Prince appeared suddenly, so it could not be helped.

I detest the phrase, "It could not be helped."

To make sure it does not happen again,

what should you do?

Thank you. Thank you, master.

Get on my back.

That is not necessary.

I am still fine.

It is okay. Get on my back.

Do you know...

how to write the name...

Lady Ga Eun gave you?

I can read and write anything. Just tell me.

I will write it.

Is that really true?

It must be.

Master Woo Bo said you should continue to study.

You gave me a hard time for studying.

Why did you fill up Master Woo Bo's water bucket?

That is because he is poor. Must you ask?

Do you want to keep studying?

However, do not let others hit you.

If someone hits you for studying as a butcher's son,

tell them your father is no longer a butcher.

Tell them that I carry water.

Do you hear me?

I will work from early morning.

I will study in the evening.

If you want.

Am I not too heavy?

No, you are not.

- Really? - Really.

Father...

Father.

Father.

Father.

Father.

Father.

You know the way to Master Woo Bo's.

How do you want to go with me?

Until when should I act as your guide?

How about for a lifetime?

Ga Eun.

To be honest,

there is something I must tell you.

What I mean is...

I am...

I am the nation's...

Master Woo Bo.

Goodness.

It was better to lose an arm or a leg.

What happened to you?

Do you not get it?

This is a warning.

This is what happens if you rebel against the Bureau of Water Supply.

That is why they killed him.

Move his body.

Master.

A moment ago,

Sun went after them to take revenge for his father.

What should we do?

Should we not go after him?

Where did he go?

Let me go.

You must not take revenge.

Darn it.

Do you want to die? Do not stop me.

I cannot let you become a murderer.

Get out of my way.

Taking revenge is not just.

That is why law exists.

Justice? Law?

Law does not save low-class people like me.

Please let him go.

Let him go.

I am sorry.

This is all my fault.

I should not have meddled in the trial.

I am so sorry.

You must go.

Until...

I pay back for your father's unjust death,

please wait.

Who do you think you are?

Why do I have to wait for you?

I am...

You cannot reveal your identity.

I am the Crown Prince of this country.

The Crown Prince?

Are you saying you are the Crown Prince?

It is your fault.

My father died because of you.

He died because of you!

I am sorry.

Father!

Where on earth have you been?

How do you know the face of the Crown Prince?

I guess it is true that you have seen...

his face.

Master.

I found Chung Woon, but he is with two other men.

Is he with the Crown Prince?

He is, is he not?

Bring the Crown Prince to me immediately.

Yes, master.

Are you...

going to kill him?

I will tell the King that the deputy magistrate and the adjunct are...

investigating Bureau of Water Supply.

I will ask him to punish them for killing your father as well.

Do not worry.

Yes.

Your Highness.

Here.

Keep it as a token of the promise.

When I make them pay for your father's death,

give it back to me.

Your Highness.

When will Chief Commander Lee get here?

(The Emperor)

Water must be free to the people, but the Bureau of Water Supply is...

using water to exploit them. The bureau is even killing people.

The life of Crown Prince and Bureau of Water Supply are the same,

but His Highness struck the bureau.

Are you threatening me that he might lose his life?

It will only harm the Crown Prince.

Did you even think about the consequences...

of your immature actions?

If you keep compromising without taking actions,

who will protect the powerless people?
