staged a military coup
and abolished the 1978 Constitution.

Why is Thailand stuck
in this cycle of coups?

Why can't we have a sustainable democracy?

And where are the people
in Thai democracy?

Professor Piyabutr and I have known
each other for quite awhile.

He shaped public discussions about
politics under the Nitirat banner.

NITIRAT: A COLLECTIVE OF LEGAL SCHOLARS
PROTESTING COUP D'ETATS

The problem is that
we inserted soldiers into politics

since the 1932 Siamese Revolution.

And they have never left.

The military is ever-present
in Thai politics.

They regard national stability
as their responsibility.

If we remove them,
the politicians will be on their own.

Expel the military from politics,
amend the constitution,

then we can return to normalcy.

We will amend the constitution

so judicial bodies
are forbidden from legitimizing

junta leaders as head of government
following a coup.

Moreover, we will amend article 113 of the
Criminal Code on overthrowing government.

These are not vengeful
or radical policies.

We are only trying to
return normalcy to Thailand.

We don't want a superficial solution.

after a coup is staged

the junta must first abolish
the constitution.

So their actions are legitimized.

Once a junta abolishes the constitution,
they must write a new one.

A certain group of soldiers

regard the country as theirs.

Prayut once said the 2014 coup
must not go to waste like the 2006 coup.

It was clear in the new constitution,
the junta intended to stay.

They never intended to give up power,
but to establish a new order.

THE CONSTITUTION PASSED IN
A REFERENDUM ON 7 AUGUST 2016.

AT LEAST 212 ACTIVISTS
WERE PROSECUTED FOR PROTESTING IT.

THE THAI PARLIAMENT IS COMPRISED OF

THE LOWER HOUSE
OR THE HOUSE OF REPRESENTATIVES

AND THE UPPER HOUSE OR THE SENATE.

TRANSITORY PROVISIONS

Under the 2017 constitution,
the candidate for Prime Minister

must receive a majority of votes
from both houses of Parliament.

500 elected Members of Parliament
from the lower house.

500 MEMBERS OF PARLIAMENT

And 250 senators appointed by the NCPO
from the upper house.

250 SENATORS

Taken together, a candidate would need
376 votes to become Prime Minister.

Say, some Senators vote for a candidate,
you still need a number of MPs.

Without any Senator's votes, a candidate
would need all 376 from 500 MPs.

That would be almost impossible.

I drafted and proposed the constitution

so that the 250 Senators

can also vote for the Prime Minister.

From now on, a Prime Minister candidate
needs more than 375 votes.

And the NCPO already has 250 in hand.

for Thanathorn as Prime Minister!

The 2017 constitution states that
senators must be appointed.

They won't let us elect our senators

because they fear a people's parliament

will pass laws that benefit the people
and curb their power.

This is an on-going fight.

This is a fight
to protect the people's rights.

This is a fight
to establish that all Thais

whether Hmong or Karen,

LGBT or disabled,

farmer or doctor,

lawyer or fisherman,

if you are a Thai citizen in this country,

then you are all equal.

Our goal for the 2019 election was to

establish a beachhead
for progressive ideas.

To reclaim the definition of our future
that we want.

Those that think Prayut is still
necessary, are our opposition.

Thanathorn said on stage that
the 2017 constitution must be abolished.

That's tough talk. But their rallies

still need to abide by NCPO regulations.

One should tread carefully.
The law is not up for discussion.

We believe in pushing progressive ideas.

So we campaigned heavily
outside the capitol.

Every second I spend on the campaign trail
is a chance to persuade.

THE NORTH

It's time we usher

in a new era where coups become extinct.

Don't let our children inherit
this kind of society.

BANGKOK

Politics alone cannot move
the country forward,

if our culture benefits only
the top of society.

The closer we get to election day
the more confident FFP's leader becomes.

THE SOUTH

There is no reason
for mandatory conscription.

We can make the military an occupation

that you can be proud to join
without the need for conscription.

The NCPO's rule made us realize
