They claim to lead a group of
Earth warriors based in L.A.

And you said these
two are local?

Eliza Crane, Zane Graham.

They're a couple, they
moved in last year.

The boyfriend has
almost no footprint.

But there's plenty
of intel on Eliza.

called 911 to report a break-i.

20 minutes later, the
responding patrol officer

radioed dispatch that
she was taking fire.

She hasn't been
heard from since.

The site manager said
security was hired

to protect dangerous materials

being stored in an
outbuilding on site,

so use extreme caution.

LAPD investigated and
I was cleared, Pop.

Sergeant Becker and the rest of

They suffered some
serious shrapnel

they're all in good hands

at L.A. General, and I'm told
they're fighting like hell.

And that's exactly
what we're going to do

until we find whoever did this.

Just before dawn,

an armed crew broke into
a Sun Valley mining site.

They made off with
an unknown amount

of Semtex plastic explosives.

They killed the guard

and the responding officer.

And when SWAT arrived,

they left a lone man
behind to blow himself up

to take 60-Squad down with him.

Now, this is the only footage

we were able to
salvage from the site.

Sir, those light flares...

They're wearing the same masks

the Green Rebellion
kidnappers wore.

My thoughts exactly,

so our tech crew has
scrubbed the activist forums

that Green Rebellion
communicates through.

We found this,
posted one day after

we took the group down.

My fellow warriors of justice,

the time for
complacency is over.

Our hearts have been scarred,

and our dreams
shattered by the LAPD's

senseless and unwarranted murder

of our beloved Eliza.

says there was over

If this guy got away
with even half that,

the explosion that

is only a taste of the
damage he'll be able to do.

Every available officer
has been called up.

We are all in this until
we stop this psycho.

kidnapper we didn't catch.

of the Green Rebellion

Their masks make them
impossible to ID,

and the explosion
destroyed any evidence

they may have left behind.

ALFARO: That's
not entirely true.

Forensic team found a titanium
rod in the blast debris,

type that's used to surgically
repair a broken femur.

They suspect it belongs to
the guy who self-detonated.

Serial number got
zero hits in the U.S.

FBI's running it now through
its international database.

Forensic team find
anything else?

It's pretty melty,

but this was found
near the body, too.

It's a rinky-dink
place out in Van Nuys.

the surgical rod

found this morning to
a hospital in Holland.

It belonged to Karl
Gore, a Dutch radical

wanted for bombing a military
intelligence building in 2015.

Well, how does a
tree hugger like Zane

know a Dutch
terrorist like Gore?

Not through a mutual
love of Mother Earth,

I can tell you that.

This picture is from
an early meeting

of a group called the
Anti Imperialist Movement.

It seems both Zane

and Gore were
founding members.

Yeah, I've heard of AIM.

Over the last decade,
they've expanded into one of

the most radical
terrorist cells in Europe.

Well, now Zane's brought
'em here to our city.

What's their next move?

FBI has assembled a list
of likely terror targets

in Los Angeles.

Given AIM's MO, any of
these local landmarks

could be the target.

explosive firepower

to demolish half of these.

The way Tan described
it, smells like

that's about as long as
he's been at that motel.

So Zane, Gore and whoever
else lures a city planner

to a motel and kills him? Why?

My guess is it's something
to do with the project

Humphrey's headed up for
the last three months:

the renovation of the
downtown convention center.

The convention center's on the
Bureau's terror target list.

It gets worse. Today is
Cal State's graduation.

They're expecting over 12,000
guests in just a few hours.

HONDO: We don't have
a second to waste.

I'll call the Bureau,
roll the bomb squad.

And I'll direct
Deacon to meet you,

but you need to get there now.

convention center now.

DEACON: Alfaro and I

was coming or going from
the convention center.

If we got to them before
they reached it...

Then that van could be
packed full of explosives.

If that's the case,
we can't risk a crash.

We got to bring her down gently.

'em at the south end

and force 'em towards you, Deac.

DEACON: I'll beat

We can pitch him

Commander, we got a
van, but no explosives.

The bomb's already in
the convention center.

We've got the wrong target.
FBI and the LAPD bomb squads

have been over every inch
of the convention center.

They found no trace
of explosives.

That doesn't make sense.
According to traffic cams,

Zane's van was inside
for almost an hour.

If they were here to plant a
bomb, we would have found it.

Just what the hell
are they up to?

We don't know yet.

First thing they did
when they got here

was disable the building's
security cameras.

So right now, we got
no Zane, no target,

but an ungodly amount
of missing explosives.

We at least get anything
off the two from the van?

POWELL: Both of
them are on FBI's

watch list as suspected
members of the AIM terror cell.

Murders, political kidnappings.

Embassy shooting?

Zane's friends just keep
getting worse and worse.

to kill this morning?

This is their house.

Those were my brothers.

compared to what's coming.

And the beautiful irony
of this whole thing?

scorched-earth now.

Before Zane met Eliza,

ah, he was merciless.

In his eyes, no
citizen was innocent

of their nation's crimes.

The higher the casualties,
the bigger the statement.

Eliza softened him.

She smoothed down his edges,

she focused his rage on a cause.

And now, with Eliza gone?

Well, there's no one
holding him back.

I mean, what he did in
Devonport, León, Jakarta...

those attacks were nothing.

Nothing compared to what
he plans to do here.

Buildings will fall,
thousands will die,

millions will suffer.

He will wipe Los
Angeles off the map.

Math's not adding up.

Zane stole enough Semtex
to do some damage--

destroy a building,
city block, maybe.

But wipe L.A. off the map?

That's got to be just talk.

those were devastating attacks
that reshaped entire cities.

I need to make some calls.

Don't let the stuff Boyd is

I set this in motion.

And now a lot of innocent people

are in danger.

the infrastructure
of major cities.

The resulting explosions
killed thousands of civilians.

for these attacks.

out who was behind them?

They had enough intel to
determine they were planned

by the same man, but they
could never identify him.

The trail went cold in 2019.

Now he's just a ghost story.

has ties to that terrorist?

that terrorist.

Boyd threatened that
Zane would do to L.A.

what he did to those cities.

If Zane was behind
these three attacks,

then Boyd wasn't
exaggerating when he said

that Zane would devastate L.A.

through a poker app we
found on their phones.

His messages seemed like
nonsense, strings of numbers.

Then I realized,
each chat was sent

about an hour before
Zane showed up somewhere.

It hit me, the
numbers aren't a code.

They're coordinates.

The first lines up with the site
where the Semtex was stolen.

The second's for the - convention center.
- And the most recent one?

TAN: A chemical processing
plant in West Adams.

- Sent 20 minutes ago.
- HICKS: All right, you two grab whoever you can

and get over there now.

I'll send the
cavalry behind you.

And keep your head on a swivel.

We know what this
guy is capable of.

Two men with guns rounded
us up. They went that way.

Out the back door.

Powell, Alfaro, get
these guys out of here.

TAN: There's nothing here
except tools and ammo.

- Where's the Semtex?
- They didn't bring any.

Just like the
convention center.

This must not be where
they're planning to attack.

Then what were they doing here?

DEACON: Well, whatever
this is, it's useless now.

It's been welded.
Completely inoperable.

What's it connected to?

The Paclink pipeline.

It runs jet fuel from the
coast all the way to the desert

- Over 100,000 barrels a day.
- Stretching underneath

the whole city of Los Angeles.

That's Zane's plan.

The Semtex is just the fuse.

The pipeline's the bomb.

If he sets it off...

most of L.A. could be lost.

The Bureau's anti-terror team
has run simulations on what

a detonation of the Paclink
pipeline might look like,

red being the most
severe damage.

[exhales] That's a
hell of a lot of red.

I can't help but notice that
most of it's concentrated

in the poorer neighborhoods,
including my own.

That's because the
pipeline isn't buried

- as deep in those areas.
- Big companies

love cutting corners in
our neck of the woods.

Estimated casualties
are upwards of 50,000.

"He will wipe Los
Angeles off the map."

Boyd wasn't lying.

Why can't we just
shut off the pipeline?

Wouldn't help. It'd
still be full of fuel.

- There's no way to drain it?
- Normally, yes.

The process requires the
use of two bleeder valves.

But Zane's men
destroyed them both.

The convention center,
the chemical plant.

That's what his
guys were doing.

There were destroying
the valves.

The Paclink runs

from the ocean to the desert.

All it takes is a single blast

anywhere on the line to open
the city up like a zipper.

Well, wherever Zane's
planning to set it off,

he's gonna have to dig.

These points are where the
pipeline is shallowest.

Why is that dot a
different color?

VASQUEZ: The pipe
comes above ground

briefly at a private
airstrip in Pomona.

FBI's already secured the area.

Zane's been plotting
this since Eliza's death.

He's got a specific spot in
mind, somewhere personal.

And we need find it--
not tomorrow, now.

What happened to 60-Squad
is all over the news.

where it all ends?

I've been combing through

old Green Rebellion social
media posts and found this.

From 2019.

I'm thinking this
is the protest

where Zane and
Eliza first met.

The site was almost a refinery
until the protests shut it down.

Now it's abandoned.
Trucking companies lease it

for storage, and guess what?

Pipeline runs
directly beneath that.

It's symbolic, and Zane could
dig there and no one would know.

It has to be where he's
planting the Semtex.

Nice work, Alfaro.

Hey, we just got a lead on where
Zane's planting the Semtex.

I got Tan prepping
Black Betty now.

Homeland Security's escalated
the level of the attack.

They're authorizing
the National Guard.

can meet us there.

If Zane blows that pipeline,

you know which communities
are gonna get hit the hardest.

The same communities that
have always taken a beating

in this city, including mine.

The Semtex bomb

in a stolen oil tanker.

the Pomona airfield.

That's the aboveground part
of the Paclink pipeline.

whole thing off.
