telemarketing was.

The whole art was the brainchild
of this operation.

Every other telemarketer
who drives you crazy,

in the whole world,
is because of CDG.

SAM: Civic Development Group
had been around since the '90s

and had offices all over Jersey.

TOM WHITE: CDG came up
with a tremendous idea.

They would be
the fundraising company

for a lot
of charitable organizations.

Let's say you've got
the firemen's organization

in New Jersey.

And when
that firemen's organization

does their own fundraising,

let's say they get
175,000 bucks a year.

Along comes CDG. And CDG says,

"Boom! All you guys have to do
is accept this check

for 350,000 dollars
and allow us to use your name,

and we'll take care
of everything else."

SAM: They told me
that my job would be

to make calls on behalf
of charitable police groups.

Ten bucks an hour,
no commission.

that couldn't get other jobs

because they had
criminal records.
