I'm touching on something that's CSAM related.

CSAM is child sex abuse material.

There's a market for this.

And when there's a market for something,

there are people who are trying to generate a profit.

"You don't have any nudes on you?"

"Well, do you wanna use the school bathroom just for a quick one?"

There are people that aren't just looking to buy or collect.

There are people that are looking to create.

People who distribute CSAM,

either professionally or for money,

they're deep in the child pornography community.

There's a lot of exchanging on the dark web.

So, we find that these people are harder to nail down.

What do we do?

What can we do?

[Roo] Every day, adults exploit and abuse minors online.

Look, my instincts tell me that he's not 17.

But there is a world in which he's still 17.

The amount of cash that he purports to have,

he could be 17 and be a drug dealer.

Those are things that would push me in that direction.

He could be 17, and someone's using him

because of the access of the fact that he's a teenager.

I really don't feel like he's 17.

First of all, Kik was another social media app.

He's 17, and he's been on Kik for 1,500 days.

Uh, that'd be four years.

So, he's been on Kik since he was 13?

He's saying that he goes to this magnet school.

He just sent me the calendar, the school calendar,

like he had it.

If, ultimately, he's trying to get a bunch of material to sell,

I could see him having all of this, like,

in his bag, so he could send it to people and be like, "No,

I really go here." Doing what we do, I guess, to build trust.

And then he said, "I'll send you $200

if you send me some nudes."

What 17-year-old would pay $200

for nudes when there's...

-when he can go on Pornhub or... -...very extreme.

-Yeah. -Yeah.

I said, "Are you really 17? It's okay if you're not."

He goes, "Tell me where you live.

I will come to your house and I will show you my ID."

That sounds like,

if I wanna go to the worst-case scenario,

it won't matter how old I am

because once I come to your house, you're SOL.

What's different about him is if he is really 17,

which I don't believe he is,

he has offered Flori $200 for nudes.

It's atypical behavior for a 17-year-old.

Which makes me wonder

if he's actually part of a CSAM ring

or something more nefarious.

And the only way I find out is if I keep talking with him.

So, what I've done

is I've made Flori's Instagram private.

So, the only way he could look at it now

is if he requests to follow and then we have his IG.

So that is strategic

because I want to know more about him,

and he's being so elusive.

With a username,

we may be able to get information to determine Garrett's real age.

But the last two numbers of his username are 98.

If that's the year he graduated high school,

that would make him around 41.

If it's his birth year, that can make him 22 or 23.

and syntax and tone and jargon.

really common to say two years ago is not common today.

That's mostly like something for like an older person to use.

Two spaces after a period is like absolutely a giveaway.

A teenager doesn't have time to be worried

about whether or not something is capitalized.

They're more concerned with getting their message out immediately.

And the more I talk to him, the more information,

I believe, I will get.

Garrett agrees to Flori's request for a call

We have guesses on why he doesn't want to be seen.

Our biggest suspicion is that it would expose his real age.

and they are requiring a lot of our time.

for a teenage girl to go through.

The presence of LinkedIn really does make me think that he's not 17.

to ID Garrett in the safety of a public space.

If Flori can be physically seen disembarking the commuter rail,

There's just so many unknowns, and then,

of course, the level of crimes that he's committed

or is wanting to commit.

because they know what they're doing is criminal

We keep losing ACMs

who are clearly out to collect CSAM.

where we're not willing to give nudity

and they're certainly not willing to give their information.

It is more likely than not that he will be in the wind

and he will continue to commit his crimes

We are going to keep speaking with him

because we do not want him to be suspicious

because of the amount of CSAM

we think he has in his devices.

The goal is to empower our communities as a whole

to combat online sex abuse and exploitation.

So, when we think about the one case

or the one ACM, it's still upsetting.

But there's more work to be done.
