to help protect the underaged.

It's Saturday night in a city in Connecticut.

For me and my team, it's the most important part of the week.

All right, so we're gonna man our battle stations here.

We're a non-profit organization called SOSA,

dedicated to the prevention and awareness of sex abuse

and the exploitation of children online.

I just got a new friend on Snapchat. Like, yeah, this guy is...

-He only wants photos. -He only wants photos.

[Roo] The house is the setting for fictitious underage girls,

each living unrelated lives in different cities across the country.

Let me ask you this, can you take this eyebrow and just...

eliminate a little bit of the arch that's reading a little bit too old?

The team members are experts in photo-retouching, social media

and online research.

This is clearly a burner account. Zero followers.

[Roo] I know that a night like tonight, every aspect of what we do matters.

So, Flori's quite popular on Instagram.

We're doing a really good job of getting her verified,

making people believe that she's real and getting her in there.

She has been contacted by someone,

he's an older man.

[Roo] In order to protect the identities of those who find this online,

we give them each a pseudonym.

This man will be called Kevin.

[Shelby] This is, "Hi, Flori, you're gorgeous," "Thank you."

They chitchat just a little bit.

She lets him know she just moved to Stamford,

he, you know, "This is a nice town."

And then sends a photo of himself.

Boop-boop. You see it? Everyone sees it?

Mmm.

[Roo] Adults preying on minors online

continues to be a growing concern.

Adults send nude images,

coerce minors into sharing explicit material

and groom them to meet for sex.

Most perpetrators go unpunished, and so they're not fearful of the law

because they don't think anyone's, one, reporting it, and two, able to find them.

And then he asks, "Would you like get together?" "Would you like to go out?"

Um, and Flori, to kind of push again that she's quite young,

you know, she says, "I'm too young to get a drink but I'd love to eat."

[Roo] He clearly knows the law.

He says, "You would need to be 16."

-Right. -Flori's feigning a little, uh, ignorance,

and saying, "Oh wait, why?"

And then he, sort of, deflects and says, "We can still grab some food."

Seems like he's laying out his intentions pretty quickly,

-considering-- -And he's local.

-He's local and he sent an underwear pic... -Yes.

-...in like, the first two minutes of talking. -Yeah.

-Yeah. -Yeah.

This man is clearly looking for sex.

[Roo] Every adult that contacts one of our personas

is explicitly told

from the outset,

that they're speaking to a 15-year-old girl.

And it takes our entire team to sustain that belief.

Okay, I'm changing into Flori.

A persona is a decoy,

a fictitious character.

In the house, we've set up three bedrooms belonging to three teenage personas,

Nola, Alex and Floribeth.

When we create a persona, it's like we're creating a person out of thin air.

The hair color and eye color really do look different.

She looks different.

And we've spent time building what a teenager's life might be.

So they have family and friends and hobbies.

All right. Let's go be 15.

We have to create her community as well.

So, we're creating a background, a history. Where she goes to school.

Does she takes piano lessons?

Authenticity is in details.

This girl's not just a TikTok queen.

This is crazy embarrassing.

So, who are they in their downtime when no one else is watching them?

[Shelby] Floribeth is half Filipina, she's half-white.

Her mom is a nurse, they've recently moved from Brooklyn.

We purposefully made Floribeth

really emotionally fragile.

She's never known her dad, really.

We put in our due diligence when we made these characters real girls

because they have to be.

Okay, do you buy it?

[Roo] I know I am 38.

In my head I'm going, "Have you aged out of this?"

Maybe you can no longer pull off a high voice."

or "Maybe you can no longer pull off being a teen."

or "Maybe you're out of touch with teens."

And no one's gonna believe you.

That is a little nerve-wracking.

-You tell me what to do with my body. 'Cause I don't... -Just like that.

[Roo] Part of me thinks, "You have no business doing this."

I think I look old there.

[Matt Monath] For a living, I'm a photographer and retoucher

usually focusing in, fashion, beauty, lifestyle, tech, food.

And for the team for this, I'm the visuals lead.

Right now, I'm kinda doing all of the key things

that would take place for age regression, so,

I am taking out any sort of, like, neck wrinkles, anything that shows

Roo's true age, since we're trying to make her into a 15, 16-year-old.

Usually the goal of the retouching is, like, make the picture look perfect.

This is, "Make something believable."

[Roo] Kevin requests a video call with our persona, Flori.

Video chats are a critical part of our process.

Shelby, I need my phone. So you need to post that now.

[Roo] Perpetrators are always concerned they might be talking to law enforcement.

Appearing on a video chat as a 15-year-old persona

builds an essential level of trust

and allows me the opportunity to gain information to discover their identity.

-Can I get a time check? -[Shelby] You have eight minutes.

I am nervous about talking to this guy at 10:00.

When I do a video chat, I mean, I... [chuckles softly] I sweat my way through it.

It's very nerve-wracking, it's intense, I'm always scared that

something's gonna give me up.

Whether it's my hands, you know, being older, or my voice.

It's so hard to pretend you're someone else,

much less someone that's a lot younger than you are.

So, it's panicky, for sure.

I won't lie about that.

[Matt] What time is it, guys?

-9:57. -9:57.

[Avalon] We don't have a lot of time. You have the braces?

Ah! Braces! Oh, here they are.

[Matt] And, your laptop can stay right there, right?

-[faint laughter] -Yes.

He just asked for a live.

[Roo] Kevin has asked for a live photo,

something we can't edit.

It's a huge risk.

-[camera shutter clicks] -We decide to comply.

Building trust with him is vital.

[sighs and whispers] Why isn't he calling?

[Roo] If the perpetrator realizes I'm an adult, they might expose my account

or disappear.

If we lose them, we fear they'll move on to abuse an actual minor.

Oh, my God, he's typing.

It's a relief. Kevin buys that Flori is a 15-year-old girl.

But the video call hasn't begun and we're not sure why.

He said that he is...

essentially, to finish.

To finish some self-gratification.

An adult sending pornographic material to a minor is a crime.

So, he's committed a crime.

I'm not part of law enforcement.

So, in order for perpetrators to be charged and brought to justice,

we need law enforcement's insight.

Do you this is one of those cases

that where there's smoke there's fire?

And he probably has done some stuff that's illegal?

To me, what you're telling me, what he's saying to you, he's a seasoned predator.

My name Mark Suda with the Norwalk Police Department.

Um, I've been involved in all kinds of local, state and federal task forces.

I'm an investigator in the Special Services Unit.

And my unit investigates narcotics, gangs and vice.

So, we deal with a lot of human trafficking, prostitution cases.

The way these guys go after some of these kids and...

and the predator end of it,

it's unfortunate for a lot of families but that's our job

and that's what we're here for,

to take these guys off the street.

Would this be enough to get a warrant to search his phone,

or his computer or his home?

All you need is a probable cause.

But... but we just don't know who he is.

We don't know who he is.

Once we ID him, pretty much the investigation starts rolling.

So, once we get a search warrant,

we can go in, we can search his house,

take his phones, any tablets, computers, see where we turn up with that.

But, this particular guy right here,

there is no doubt in my mind that he's a seasoned predator.

[Roo] We need to gain more information about his identity.

[Shelby] Something that is crucial,

every time that you're talking to an ACM, an Adult Contacting Minor,

is the way that you're gonna be engaging in speaking with them.

[Matt] I asked Shelby, like, every little detail,

because I personally, am not very, like,

versed on all the intricacies of each persona.

The only thing he knows about her so far is like, her mom left,

lives with her aunt, because Dad moved in with a girlfriend.

I came in today and I had 50 chat requests.

It can be tricky when someone's asking you rapid-fire questions,

trying to figure out if you're real or not.

And they wanna know, like, "How much do you weigh?" "How tall are you?"

"Where do you actually live?" "What's your sign?"

"When you were born?" "What's your birthday?"

We're not using a 16-years-old hashtag anymore for her, right?

Instead of hashtag junior, I've been saying

hashtag freshman, hashtag 15 years old.

Like most teen girls, these personas have the same username across the board.

If I say that I'm a Capricorn on Reddit,

I've gotta make sure I'm always saying

I'm a Capricorn in all my other platforms.

When I mentioned, you know, "I'm 15, is that okay?" They replied,

"Yeah, why not?"

[Matt] Video call?

[Shelby] Go, go, go!

[Roo speaking]

[Kelly] Uh, sure.

[Roo speaking indistinctly]

[Kelly] I'm workin' on it.

[Roo] Uh, there are jeans, folded bottom or sweatpants.

-Here. -[Roo] Really anything.

[Roo] Without warning, Kevin finally wants a video call at 4:00 a.m.

But I'm dressed as myself.

No makeup, no teen clothing, no wig.

What if he asks to see my bedroom?

No, other way around. I need to show him this corner.

That... has nothing in it.

It's a risk.

But it also may be our last opportunity to identify him.

I do not look young here.

I need a new shirt. This shirt is too dark.

[Roo] It's been three days since a man calling himself Kevin

reached out to our 15-year-old persona, Flori.

He's sending a photo right at the outset and...

still talking to her, even though she's only 15,

An ACM, an Adult Contacting a Minor,

will usually go to great lengths to conceal their identity.

He knows he's committing a crime

and he knows the punishment can be severe if caught.

Our job is to take the little information an ACM gives us

and turn it into an identity.

Kevin's still remains a mystery.

So, what's your story?

[Kevin speaking]

Well, give me the... I don't know, the paragraph or, not the full essay.

How long were you doing cars?

[Roo] The more information we gather,

the closer we get to ID-ing an ACM.

But what we've learned about Kevin isn't adding up.

He's semi-retired

and he owns property and he rents them out.

Like, I wanna say maybe he owns an apartment building.

I think he mentioned a couple of houses.

Um, he owned 19 car dealerships.

He has a brother, he's not currently married.

[Shelby] We're hoping that given these small facts that he keeps peppering in,

we'll be able to find something.

I just want a big list of all the personal details he's given.

I think if we see it all together, we could see how things connect.

[Shelby] He's told us how long he's owned his house,

how many trees he's planted.

To what capacity all of that is true is all up for debate.

Honestly, what it comes down to is,

all of this information we have,

we still don't have this guy's name.

We still don't know who he is,

we've searched via his dog's name and we've looked at property

and we still don't have enough.

He's asking for a photo of my feet.

[Roo] One of the most challenging parts of what we do

is submitting to a perpetrator's demands.

But, in order to get Kevin on another call,

we decide to comply.

-[Matt] Does it need any retouching? -I don't know, does it?

Not really, those look like 15-year-old feet.

[notification chimes]

[cell phone ringing]

[call connects]

[Kevin speaking]

Okay, what's your favorite restaurant?

[Kevin speaking]

Do you live downtown? Do you... Can you, like, walk down to all the cool spots?

[Kevin speaking]

I told you to ask me some and you didn't have any for me.

[Kevin speaking]

[Roo] Kevin seems to know exactly how much information to give us

or how little

to keep from revealing his identity.

He said he'd recently remodeled.

So, I noticed here that the curtains changed.

Same bathroom each time.

So, we know it's his home, not a hotel.

I'm just trying to dump everything I have got so far.

[Kevin speaking]

[laughs]

[Roo] We've hit a wall with Kevin.

And the next morning a concerning new ACM reaches out to Flori.

He's claiming to be 50.

He looks like he's at least 60.

What's interesting is that his display name

seems to be a first name and a last name.

So, I am going to look it up and see if I can actually find him.

It is not a fake name.

I have an address

and a landline.

So, this tactic that he's using is what we call the "white knight" tactic.

They start-off by saying "The Internet is a scary place,

you have to watch out for bad guys. But not me."

It's a way for them to get a teenager to trust them.

[Roo] He just sent naked photos to Flori,

who he knows is 15.

He knows it's a crime.

And he just does not care.

Mitch's name and nude photograph

are all we need to turn his case over to the authorities.

Later that night, 15-year-old Flori

receives a new, much more disturbing request from Kevin.

-Hey, Shelby? -Yeah.

Shelby.

Kevin is asking to meet at a hotel.

Oh, it's...

15 minutes away.

He's got a hotel in his back pocket.

He said, "I'll be in the room with my bag of tricks." And so,

I said, "What bag of tricks?"

[Shelby] And we've made it abundantly clear

that Floribeth is 15, just turned 15 in December.

[Roo] We have a meet in an hour and 20 minutes.

I'm gonna get ready as Flori.

[Roo] We can't hand over evidence to law enforcement

until we have a positive ID.

A name and an address.

We do this with one goal in mind, and in this case with Kevin,

the goal is not to make an arrest tonight,

the goal is to get an ID on him.

We're gonna be, hopefully, grabbing plates from that in the parking lot.

And Mark is gonna be my Uber driver.

Posing as a ride-share driver allows detective Suda, our consultant,

to monitor a meet-up without suspicion.

We need to go now.

[Shelby] Okay, let's go.

[Suda] Think like a 15-year-old girl, you know?

You're gonna go and meet a stranger for the first time.

-Yeah. -Um...

I mean, the good news is I'm already nervous, so playing...

a nervous 15-year-old isn't gonna be too much of a stretch.

[Roo] As our consultant, Detective Suda acts as a witness

and advisor to our investigations.

He helps ensure our actions and our evidence collection

are up to law enforcement standards.

He said he's there.

Still, the situation is nerve-wracking.

If Kevin realizes I'm not a 15-year-old girl,

there's no telling how he might react.

[Suda] Okay, so, the hotel's right in front of us.

I'm just trying to see if there's anybody looking out these windows.

[Roo speaking]

[Suda] You wanna get out here?

[Roo] No, I want...

'cause an Uber driver would drop me off right at the front.

[Roo] Before we go into the hotel, Detective Suda changes course.

He wants to scout the parking lot first.

I would assume that all these plates are for the diner.

[Roo] We believe we know the make and model of one of Kevin's cars.

If we spot it, we can use the license plate number to ID him.

[Suda] We got a temporary reg, two-seven-[bleep].

Oh, my God, stop. He just said that he wants to meet at [bleep] at 7:00.

He said, "Yeah, we're gonna have dinner. Then I'll bring you home."

And I said, "I can always Uber home, too.

I'm gonna Uber there, but I'm gonna be hungry."

He said, "I'll take you home. No sex for you. Just food."

And I wonder if that's to imply that, like,

he's not gonna have sex with a minor.

That's like covering his tracks.

So, we still want his ID.

[Suda] We can go to [bleep] and sit right out front.

And let's try to watch him walk in.

[Roo] The restaurant is in the heart of downtown Stamford.

In more densely populated areas, surveillance is a challenge.

Does he want to actually meet Flori or will he be watching us?

[Suda] I think he's just getting nervous, little bit.

He looks like he could be Kevin.

I think he watched me walk in.

I saw a guy who fits the description.

Walking across the street,

standing in front of the restaurant and then split.

Leaving his car running. I think he's here.

[Roo] Tonight was a test.

Did I pass?

Have I been made?

If Kevin saw me up close, or made my team,

he's gone forever.

He's says he's at... the same restaurant but in a different location.

Which isn't true because he was just at the hotel in the same town, so,

that's why I think this was a test,

that's why I think he was watching me as I walked in.

[Roo] That night, I wait at the house in case Kevin reaches back out.

But I'm exhausted.

And all I want to do is go home to my three girls.

Wear normal clothes.

Not be 15. Just... be their mom.

but because the online world can feel like uncharted territory.

And every kid needs someone in their corner.

I think the reason why it means so much to me is because

it can happen so quietly and sneakily.

A child can be alone in her room and parents can be downstairs

and someone in a house seven states away

could be sexually abusing her

via her phone.

I did a series of videos online about

online sex abuse and how

it's never a victim's fault.

And these adults are tricky and sneaky and manipulative.

The comments I got, blew me away and broke my heart.

And it was, "I could've used you when I was 12."

"Nobody told me this in school."

"I've dealt with shame of this since I was 13."

"I figured since it was online it wasn't real."

I remember a couple people asking,

"Can you create a video

as a mom,

[voice falters] telling me that it wasn't my fault?"

All they wanted was a mom.

All I wanted was a parent.

All I wanted was an adult to say,

"What happened to you was not your fault."

The work we do might not seem like enough on most days.

But when we think about how much damage one perpetrator can do

to a child or multiple children

and the long-lasting effects that it can have,

then...

that's enough.

[Roo] Our ACM, Mitch, continues to contact Flori.

So, we continue to gather evidence against him.

I think Mitch thinks that he will never get caught.

It's been nearly two weeks since Kevin first reached out

to our underage persona, Flori.

Tonight he messages saying he wants to talk.

While it's a relief that Kevin hasn't gone dark,

[Roo] This time, Kevin gives us something concrete to dig into.

Years ago, he sponsored a car show.

We're hoping this is the lead we've been waiting for.

If they shut the street down that's probably in some local paper.

Yes, that's what I'm looking for now.

[Kelly] I think it was an event that he's got his name on.

I mean, I'm looking into what the events are. There's nothing about, like,

racing at all.

But also, I can't imagine the city would allow that.

Like, did he really shut down the road?

If he's a literal sponsor then it's definitely more sanctioned.

I mean, this is massive though, all these sponsors.

I'm on just the Connecticut Seaport Car Club.

[Matt] That's what I tried doing.

How is he giving us so much and yet so little?

[Kelly] We have so much information.

Why can't we connect it all?

But I think that is truly very intentional on his part.

He's choosing pieces of information that don't have a connection.

[Roo] As the authorities prep to arrest Mitch,

he continues to contact Flori.

The things that he said to Flori, and knowing that he has access

to minors every single day

is incredibly scary.

He's infiltrated a safe space

and he's around kids who trust him.

School officials say that they're working closely with police

following the arrest of one of their food service workers.

62-year-old [bleep] of Bridgeport

was arrested on federal charges Wednesday.

Prosecutors say that [bleep] sent obscene messages and pictures

to an undercover FBI agent who was posing

as a 14-year-old girl.

[Kevin speaking]

[Roo] Does she live close by?

Kevin has begun talking about a woman he's sleeping with.

He says she's upstairs in his bedroom.

Detective Suda and I head down to the area.

Once we get the name of the restaurant,

we'll wait it out and make an ID.

that Kevin said he's at currently with a date.

There are two cars that match

the description of his own

and we're just kinda watching to see who comes in and out of the restaurant at the moment.

So, if he comes out we've got a direct line of sight.

We're actually parked right next to the...

to the one BMW that fits the description he gave.

[Roo] It's a grey-haired man. Oh, but he looks so thin.

And a dark-haired woman. And they're going to another car.

If he's not here, then he's been

living out this really strange fantasy,

pretending that there's a woman staying with him.

Conjuring up her pictures, and video chatting with Flori

and pretending this woman is "just upstairs."

And to think that he's doing that in an empty house,

is unsettling.

with Kevin.

[Suda] I think he's just...

He's living a dream. Like, his own little fantasy.

And he wants her to believe it.

He saying, doing all the right things.

He's saying that he's rich,

he's saying that he goes to these high-end restaurants

he says he drives a high-end car.

At the end of the day, I think he's just trying to lure her.

The restaurant just turned all the lights on.
