The Baxter fortunes have dwindled down to practically nothing.

Alec's used to high living, so he's made himself a deal.

Why not hold him for the authorities?

You can't arrest a man for spending legitimate $1,000 bills.

We'd have to prove he had a considerable amount in his possession.

He's got them somewhere,

but that's pretty flimsy evidence to ask for a search warrant.
