The first time I took heroin,
I didn't know it was heroin.

When I was 18,
I went away to Germany.

So I came home after being away
for eight or nine months

and all my friends had been taking gear.

I didn't know what gear was,
so I was intrigued.

I'd only ever smoked a bit of weed,
a bit of hash,

but I was up for anything.

Give anything a shot once.
That's all I did.

I went to my friend's house,
where we met on a Friday night.

I was amazed at how they knew
how to prepare this,

almost like I was watching
this homemade kitchen chemistry.

A spoon was taken out, and then
a certain amount of mils

were added with a syringe. I'm like,

"Where did they
even get the syringe?!"

I took the pop in the arm.

I sat down.

And a rush, like from my toes, came
up and over my body.

If you can imagine, I was just
a tense vibrating bag of the nerves,

and then this calm
comes over from inside out

and melts over me
like milk and honey.

That's all I can describe,
that kind of texture.

I felt like I fell back
into a pink, fluffy cloud.

And I floated on that.

And every neurosis, anxiety,

nervousness
or sense of doubt evaporated

and left me
in a blissful state of...

And I thought, "Jesus Christ!
If I could feel like this every day,

I could take on the world."
It was very empowering.

I felt I could actually live
with this stuff, like, very well.

You know, I thought I discovered
something that was like,

"I'm not going to get addicted
to this shit.

I feel more productive.
I have more energy."

And all that's true...
to begin with.

And what was a core group of us

doing something strange, unique and different,

turned into...
everyone just doing it.

In the '80s, drugs changed
the fabric of the city.

I think the reason as Irish people
we took so readily to heroin,

we had a lot of disenfranchised
youth and high unemployment.

And there was the beginning of the
rejection of the Catholic Church...

...cos it had such a hold on people.

So we took to heroin here
like ducks to water.

And straightaway the fingers
were pointed at the Dunnes.

The Dunnes are the ones credited
for bringing heroin into Dublin.

What's wrong with ya?
Fucking batteries are dead!

Larry Dunne was the Al Capone
of Dublin in the late '70s

up until the mid-'80s.

Why? Because he pioneered heroin distribution

and he created a huge consumer base.

And the collateral damage
from his enterprise,

we're still suffering
with the effects of it today.

I joined the police force in 1977.
I was 20 years of age.

Back in the late '70s,

the most infamous and most active
criminal group

were a number of brothers
known as the Dunne family.

Working in Dublin City
the Dunnes were legends.

They were a very violent group
who... engaged in armed robberies

and in burglaries...

...and had developed a reputation...
for ruthlessness.

Now, sir.
Thanks very much.

It was a dog-eat-dog world...

...and these people were certainly
on top of that pile.

Christy, I read that you once
punched a judge in a courtroom.

Yeah. I hit him right in the jaw and
knocked him off the fucking bench.

I think the best way to handle this

How many brothers and sisters
did you have in total?

I had ten brothers
and... five sisters.

That's a lot of brothers

My parents, they were actually
called the pride of the Liberties.

They were like film stars
when they walked down the street.

My dad was a very handsome
looking fella, right?

They were known
as quiet, gentle people,

but not to be messed with.

My brothers never hurt anybody.

But some of them, they could kill
you if they wanted to.

As you grew up, you and your
brothers got a bit of a reputation

for being very successful robbers.

Er... not me, my brothers.

They had no choice.

Economic necessity,
that's what it was.

Most of the people who live here

would like to get away to somewhere
that they could be proud of.

The only thing I ever thought about

when I was young,
like all kids, was food.

Right? Because
it was very scarce food was.

Were you aware that your sons
- were robbing banks?
- I was, yes.

Yes. And I quite admired them.

You admired them
- for robbing banks?Yes.
- Why?

So long as nobody was hurt.

- Why?
- Well, they were getting money
the... the handy way.

But they're taking
- someone else's money?

depending on whose money it is
that's in the bank?

It's often said that your brother
Larry and the Dunne family

are responsible for bringing heroin
into Dublin.

- Is that... is that true?
- No. Rubbish.

They needed someone to blame.

For any policeman to arrest
and convict any of the Dunnes

was a big promotion for them.

Tell me a bit about
what Larry was really like.

- What was his personality like?
- The
nicest person you could ever meet.

And if you want to... contradict me,

all you have to do
is drive up the Rat Farm

and anyone you meet say,
"You remember Larry Dunne?"

A gentleman.

He was a fitness fanatic.

Oh, he was so fit, yeah. Very fit.

Amazing to see.

Why did heroin take off in Ireland?

You had the invasion of Afghanistan
by the Soviet Union

on Christmas Day in 1979.

And in order for the Mujahideen
to fund their fight,

there was a vast increase in the
cultivation of the opium poppy.

You have you also had
the Islamic Revolution in Iran.

And people would use heroin
as currency when they fled.

Ever since the collapse
of the Shah's regime,

large amounts of Iranian heroin have
been on the move

to America and Europe.

In Dublin around this time there was
a number of successful Garda raids

which led to a drought
and shortage of hash.

Because of a shortage, then people
are gonna look for something else.

The Dunnes, allegedly,
would have been involved

in the distribution of hash.

And they were viewed
as pillars of the community.

Larry Dunn seized the opportunity.

He realised that there were easier
ways of making money...

than robbing banks.

He had contacts in the UK selling
heroin. And he said,

"If it works in Bradford and
Manchester and London,

it's gonna work in Dublin."

So strategically,
he set about importing heroin

and he built his empire.

And Ireland
would never be the same again.

Skag, gear...

spinach was a huge one in Dublin.

Like Popeye.

You know,
when you get that tin of spinach

into you, yeah, it's the same thing.
Heroin's like that.

It's your lust for life,
it's your reason to get up,

it's your motivation for the day.
It's everything.

And in the early '80s,

heroin started to spread around
Dublin like wildfire.

What's it like to be addicted to
something like morphine or heroin?

You know, it's... it's cool.

I do find find that it helps to
release my inhibitions, you know?

And that way,
I feel a lot freer in society.

♪ Confusion in her eyes
that says it all

Using an opiate over a period raises
the body's tolerance for the drug.

The addict must have more and more
of it to get the effect,

or high, as he calls it.

All is sacrificed to this craving,

job, sex life, self-respect.

When heroin arrived, nobody
really knew what was happening.

It almost exploded... quite suddenly,
but with very devastating effects.

Dublin's sudden heroin epidemic
is now threatening

the very lifestyle of the city.

Boys would take women's handbags
or rob money out of shops.

I just hit them
and take the money off them.

What do you hit them with?
A pick-axe handle.

The obsession was on me. I crossed
my own moral boundaries.

I stole from my mum's handbag.

Nothing was safe
when I was on heroin as a young man.

Petty crime just mushroomed
over a couple of months.

All of these young people
were on heroin.

They took ornaments,

a lot of little antiques
that me mammy gave me.

I actually sleep with a hammer
under me bed.

The speed with which drug dealing
became profitable,

that was phenomenal to witness.

I was a young reporter covering
crime and the rising tide of drugs.

Dublin was erm...

It's difficult to quantify now,
but it was a much smaller city.

You knew the police.

If you were down around the port,
you also got to know the criminals.

Larry Dunne had this reputation
for being affable...

...but you didn't hold sway
in a city like Dublin

in the criminal fraternity
without having a fear factor.

He was the kingpin and there was an
awful lot of money... changing hands.

Customs officers in Britain

seized record quantities of heroin
last year.

One thing which has emerged,
which has been very difficult,

is the carriage of drugs
in the natural cavities of the body.

What we refer to
as the swallowers and stuffers.

I went over to Europe to do this run

and pick up a couple of ounces
for a friend of mine.

On the way to the airport
in the back of the taxi,

everything I had packed away
in my back end just... blew out.

And it was in my pants,
in my long johns.

A small airport, six bored customs
officers standing there.

And I'm coming through. And if you
look down at this flimsy suit,

you can actually see that there was
three separate ounces.

They're sitting on my legs.

And I go through the metal detector
and it beeps.

And I apologise. I come back. And
the last thing I want is a pat down.

And the guy opens the door and says,
"Please, just come in, sir."

Because the thing kept beeping.
And then I just remembered...

And I just pulled up my shirt.
And he came over with a wand

and waved it in front
and it started to beep.

And he laughed and the others
laughed and ...and that was it.

And I pretend to be embarrassed,
but I was shitting myself.

I came that close.
Did that experience

- put you off doing it again?
- No.

Jesus! Unfortunately, no.

This particular suitcase is purpose
built for heroin smuggling,

made up specially at a leather goods
shop in Tehran.

Behind the lining, all the way
around the sides,

the front and the back,
hidden in hollowed out compartments,

three kilos of heroin
with a street value

of about half a million pounds.

For every kilogram seized
perhaps ten get through.

Fucking yes! Here we go.

All right there, Mairead?
All right, Mickey.

Four kilos.

Howe was your flight, Mairead?

Grand.

- No hassle?
- No.

We're a bag short.

Mairead.

A wee bit shy.

Mairead.

If she does it again...

put her in the Liffey.

Back in the early '80s,
the deep priority, the big challenge

for the state
and for law enforcement

for the Garda Siochana was the IRA.

There were kidnappings, there were shootings,

there were bodies on the border.
Drugs wasn't seen as a problem,

er, the Troubles were the problem.

And the police force
wasn't structured

to deal with a heroin epidemic.

It was like this big ship trying
to turn to meet the challenge...

but... I could see the gap.

The modus operandi
of these drug dealers

was to sell
in city centre flat complexes.

And the only way to get to them
was to get up close and personal

and try and buy drugs.

But undercover at that time
was completely unheard of.

I put this suggestion forward
to our bosses

and was basically told,
"It's crazy. Don't do it."

So I went back to the group
that I was working with,

and we decided
we'd give it a try anyway.

I had borrowed a motorbike jacket,

and I went into a city centre flat
complex on the north side of Dublin.

And I went to a particular flat...

...where I knocked on the door.

The door was opened by this big guy.

I can still see him
looking down on me.

I'd like some gear.
Some smack, please.

It's ten for one, yeah?

DS. You're under arrest.

The what?
Drug Squad. You're coming with me.

He picked up a bag
which contained drugs

and threw it into the blazing fire.

I knew without the drugs,
I didn't have a case.

Argh!

So I pit my hand back into the fire,
picked out the bags.

- Come here!
- Get off!

You're going down!

This was the first undercover drugs
buy in the history of the state.

Myself and that group of people
began to work together

and executed our own undercover operations.

And locals started to call the group Mockies,

possibly on the understanding that
we were all mock addicts.

We were called mavericks
and renegades,

not just from those in authority,
but from some of our peers as well.

I grew up in a working-class area.

I was adventurous,
probably a little bit daring.

In the Guards in those days,

women were very much confined
to particular roles,

but I wanted some excitement,

so I found myself getting more
and more involved in drugs work.

Across the city,
you could see people

suffering in front of your eyes.

And when heroin hit first,

the Guards were scrambling
to deal with that.

But once you started
working up the chain,

the Dunne family
came into that picture.

Larry Dunn
was the biggest drug-pushing bastard

that ever walked the Earth.

We were such a content,
happy community.

Then in came the drug lords.

And I noticed a coupe of the lads,
they didn't seem with it.

When you'd look in their eyes...

...their eyes were like filmed.

It was heroin.

I've seen it in their arms.

How old were they?

11, 12...13.

Kids like.

Drug dealers. They'd gathered,
lighting fires in the fields.

The guys were afraid of Mick.

I said, "To hell with this."

So I marched up onto the field.

And they were all...

But they realised then
I...I meant business.

And then I was in bed one night...
and there was a noise.

And was a van
parked outside my door there.

And there was guns.

Shotguns... aimed at the bedroom.

That's when I said, "Right,
something has gotta be done.

What the fuck can we do?"

A lot of flat complexes in Dublin
were built to clear the tenements.

Some of the older residents
were here from the beginning.

They'd talked about
shiny new houses,

having a safe area for kids to play,
so they were proud of it.

But suddenly you'd see people
coming in in the courtyard here,

or in the stairwells, shooting up
heroin all day, all night.

Phil Lynott came up.

Phil Lynott from Thin Lizzy
came up one evening to buy heroin.

And even though Phil Lynott's loved
and adored by everybody in Dublin,

it was like, "Is that what we are?

Is that what this community is?
Are we a supermarket?"

So something kicked in to say
we just can't tolerate that.

So meetings were called.

And very much
this was like a people's court.

The atmosphere was electric.

You couldn't move in this hall.

Those corridors, all the way down...

...jam packed.

We were angry.

We wanted something done.

We had identified the pusher
on the road.

And the decision was made
that evening...

...to march on that house

and put this person... out.

Meetings like this were taking place
all over Dublin.

Pushers, pushers, pushers!

Out, out, out!

Basically, the message was,
"Look, we live here.

We don't want you selling drugs."
And that pressure was huge.

Pushers out!

There was an excitement of power.

And if somebody
was very, very resistant and said,

"I'm not moving. Fuck yous."
In that case, they would be evicted.

A movement developed then.

It actually called itself
Concerned Parents Against Drugs.

I would have been 14 say.

And literally
you would have maybe 200 people

standing at the bottom
of a tower block,

and then they'd have a group of men
going up,

kicking the door in and people
shouting, "It is you, it's not me."

And you would see furniture
coming out over the block.

And then going back over
to the pub and skull 20 pints

and talk about it. I just thought,
as a kid, "Why is that drug bad,

but this drug,
that my community seems to love,

which is probably a bigger killer,

why is this one all right,
but that one's bad."

We understood
how to deal with the drinking,

we just didn't understand this.

We didn't understand
why they needed it.

What kind of pain must you have
been feeling

in order to inject that heroin
into your body?

But there's
a lot of pain and trauma,

a lot of abuse in Dublin.

And heroin became a hero for people

who needed something stronger
than Guinness just to feel... normal,

just not to be in pain for a while.

And then
it devastated the community.

But people started to make huge
money on the back of all this.

This is Gorse Rock,
a £150,000 spread

in the foothills
of the Dublin Mountains.

The man who owns it
was described as a leading figure

in the distribution of heroin in
Dublin. His name is Larry Dunne.

In the spring of 1981, Irish
Prime Minister Charles Haughey

summoned the country's
top four policemen

to an unprecedented emergency
meeting on drugs.

He began by asking,
"Will someone tell me

who the hell are the Dunnes?"

Most of Dublin already knew
the answer to that question.

Charles Haughey called in
the Guarda commissioner

and gave him an ultimatum

that he wanted the Dunne crime
family broken up within 18 months.

The hunt was on
to bring them to justice.

In the Republic of Ireland

the age of criminal responsibility
is only seven.

1,800 children aged between 7 and 16
are in special institutions.

They're doing terms of up to eight
years for offences

like petty theft and truancy.

From a young age
a number of the Dunnes

were incarcerated in industrial
schools run by the Catholic Church.

In a lot of cases, the individuals
who ran these institutions,

they were psychopathic,
there were sociopathic,

there were sadistic...

in their treatment
of young, vulnerable children.

They were run by Christian Brothers,

but they were all saints, and they
had the stockade in the place.

You put your hands in, your fucking
head in and it comes down on you.

- Stocks?!
- Yeah.
- Like in mediaeval times?
- Yeah!

I escaped and they shaved me
head, right?

And there was fucking skin on the
thing they shaved me head with.

It was for shearing
sheep and... cattle.

We were all beaten, driven mad.

The we went to a place
called Daingean.

They were the epitome
of fucking evil.

The experiences...
that those children endured

is what formed them
for the rest of their lives.

For a lot of the individuals

who became involved
in drug-related criminality

that was their experience
from a young age.

"In Dublin City the Concerned
Parents anti-drugs movement

is fighting back
against the drug pushers."

Fucking Concerned Parents!

Fucking...!

We're satisfied now that... the
flats is rid of all our problems

in regards to the drugs.

"Tonight, the residents of
St Teresa's Gardens are celebrating.

This community has broken the grip
of the pushers."

People power.

We had a big success.

We thought, "We're untouchable."

By the early 1980s,
the Concerned Parents

seemed to have had success

in pushing the dealers
out of parts of the city,

and it looked as if the heroin
epidemic was getting under control.

that are narrow ...♪

Unfortunately, the dealers
just relocated to other complexes.

The reality was that heroin in
Dublin was almost unstoppable.

'We continued
our undercover operations

and our group had some success,

but the nature of the job,
it carries a lot of risks.'

Dealers were watching out for what
they would see as traditional cops,

so it was very important that we
actually looked like addicts.

I shaved my head...
I dyed it different colours.

You're dealing with violent people,

and the only thing between them
and a prison sentence was you.

I remember this particular guy
headbutted me straight in the face,

but I was intent on holding onto him
till we got assistance,

so that he could be arrested.

We were stabbed with syringes, bitten.

One guy held the record,
he was bitten four times

- And nobody gave in.
- You must have
- been scared?
- Yeah, terrified.

But it was the only way of doing it.
You just took your chances.

But a lot of the work
that was being done by the Mockies,

it wasn't always spoken about.

So that created a perception
that very little has being done.

These dealers
are building up their profits.

They have the nicest cars,
the fanciest houses.

And that's where you had
a lot of frustration

developing in the communities.

But as that developed,
it became... problematic.

The protesters were from

the Concerned Parents Against Drugs movement.

They say the house was being used
for drug pushing.

The Garda moved in
to arrest the protesters inside.

I am not anyway political,
but... I was arrested.

The police, they asked me, "Do you
know who you're involved with?

The IRA.

All the bombings, the shootings,
all this going on, it's the IRA.

Are you involved in that?"

Soon after its formation,

the Concerned Parents Against Drugs movement

attracted
the involvement of Sinn Fein,

allegedly the then political wing
of the IRA.

This Sinn Fein article ended
with a warning to pushers,

"they will not be safe
no matter where they live."

And the state for a time actually
thought the Concerned Parents

were gonna start
a revolution within Ireland

through their anti-drugs movement.

Pusher, pusher, pusher!

The Concerned Parents group,
it was mob rule,

whether you like it or not.
There's no due process,

somebody decides, "This guy
should go. We don't like him."

Where does it stop?

Had I stayed in the area,
when things got really heavy,

I have no doubt my gaff
would have been marched on.

♪ She said it's getting better... ♪

I decided to go back to Germany.
I actually managed to get clean.

And I was in a band, and we
could have done something maybe,

but heroin had already
got its nasty claws into me.

One of my friends came over.

I used with him a couple of times.

That summer, he called me from
London and told me that he had AIDS.

I took an AIDS test.

And the doctor
called me into a little room.

He said, "I got your results.
Oh, great!

Could you take a seat, please? I'm
sorry to tell you, you have AIDS."

And then he started explaining about
white cells and red cells

in German to me.
And I had to stop him.

And I said to him in English,
"How long have I got to live now?"

He said, "When do you think
you got infected?"

I said, "Last year." He said, "Oh,
good, you could have 5-7 years."

And I'm like 21.

And I thought, "Well, I'd rather
have two fucking year on my terms."

And I went straight
to the Reeperbahn

and I bought ten bags of gear.

And I locked the door for a week.

I thought,
"Oh, I'm gonna take heroin

and go out like like a true hero."

What we're facing is a doubling of
AIDS cases in a nine month period.

Today, the biggest risk

lies with the large community of
intravenous heroin users in Dublin.

Do they want their brothers and
sisters and children

to be sticking these fucking things
into the arms?

As we continued our investigations,
we worked up through the pyramid.

We realised that there
was a central supply unit.

And it was Mickey "Dazzler" Dunne,
a brother of Larry Dunne...

...who at the time
was living in Fatima Mansions,

an inner city flat complex.

Mickey Dunn was known as "Dazzler"
because he was this flash guy.

And he revelled in it.

He was a suave sort of a guy
who loved himself.

Mickey was a lovely fella,

but he was never in trouble
or anything like that.

He worked all his life.

So why do you think he was targeted?

Because he was the brother
of Larry Dunne.

You're a Dunne,
and that's it, you're done!

Are you with me?
That's the mentality of 'em, man.

We identified Micky "Dazzler" Dunne

as being a linchpin
within the whole gang.

So we devised a plan to arrest him
and take him out of the picture.

We had watched the flat for a while.

We saw addicts coming and going.

There were a lot of criminals
at the time living there,

so it was difficult to get in.

And if something happened, it was
even more difficult to get out of.

Yeah?

We'd like some gear.

Just selling the big weights, lads.

Go downstairs, yeah?

Mickey, we're the DS.

- Fuck off!
- Mickey?

We're the Guards. We've
got a warrant to search the place.

We tumble in the door.

You fucking prick!

And then
I looked into his living room...

...and I realised
we were way out of our depth.

Don't fucking move, lads.

Garda are here.
We've got the place surrounded.

And I said the place was surrounded.
And I said, "Look..."

Was it surrounded?
No. It was a complete bluff.

These were hardened criminals.

It was on a knife edge.

But we were lucky.

Mickey kept them under control.

And we got to him and got the drugs.

Michael Dunne,
known as Mickey Dazzler.

"He was described as having taken
a major part

in the distribution
of heroin in Dublin."

The pressure
was getting to Larry Dunn.

"Michael Dunne,
seen here with his wife Delores,

was sentenced to seven years in jail
for possession of heroin."

The people he depended on...
were dropping like flies.

He was getting more paranoid.

And there was a suggestion
that he was using the drugs.

And then there was a big problem.

Larry's house
had been raided back in 1980,

and a quantity of heroin had been
found in a pillowcase

in his daughter's bedroom.

But due to legal delays,
he had... remained at large

and built up his drugs empire.

But finally, in 1983,

Larry Dunne was due to come
before the courts to face justice.

When Larry got trialled,
there were thousands of the public.

When the herd moves... that's it.

Larry had no chance.

It was like getting
thrown into the Colosseum

and eaten by lions.

So Larry's number was called

and there was nothing...
that could be done.

Yeah.

How d'you think it's going?

I think you're bollocksed, pal

I think you might be right there, fella.

Larry Dunn began to realise

that his... trial
was not running as it should.

So when he went for his lunch...

...Ireland's most infamous criminal

got into a taxi, got a ferry,
and left the country.

- He absconded?
- Yeah.

- Do you remember that?
- Yeah.

Yeah. Did you...? I have to ask, did
you have anything to do with it?

- No.No.
- No, but I would have done
the same thing he done.

Oh, I certainly would have, yeah.

Larry Dawn turned up in Spain,

where a lot of the Irish criminal
fraternity made second homes.

But then he ventured into Portugal,

where he was identified and arrested
and extradited back to Ireland.

Dunne, who tried to hide his face
with his hand,

had grown a beard since he absconded
from the court 21 months ago.

Dunn told the court that he'd been
abducted from a Dublin public house

and that because of the abduction

he'd been unable
to attend his trial.

Anti-drugs campaigners were out in force

at Green Street Court again today,

as they have been every time
Dunne's appeared.

This time they had something
to cheer about...

...as one of Dublin's biggest
drugs dealers was sent to jail.

Oh, yeah, they really...
they crucified Larry.

When they gave him 14 years, er...

I mean it was...

a diabolical sentence
for what was involved.

Some of the protesters
felt the sentence was too lenient.

100 years he shoulda got.

The lot of 'em!
And anyone who belongs to 'em!

There's plenty more
Larry Dunnes around.

Everybody'll have to stand together
and root them all out.

That's what I say.

When Larry Dunne was arrested,

It was never going to get better,

The drugs business was in its
infancy when Larry Dunne started it,

and it's gone
from strength to strength...

...with millions of euros being generated,

a large number of deaths.

The regrettable thing is that we're
all probably targets, unfortunately.

With criminal rivalry, it has gone
forward in leaps and bounds,

unenvisaged by anybody
who was policing back in the '80s.

It's gone multinational...

...from a small beginnings
in the inner city.

Obviously, I didn't die of AIDS.

I'm still here...

...all these years later.

We were inches away from
petrol bombing the fella's house,

and then looking at meself going,
"What the fuck am I doing?!

Who are these people?"
You know what I mean?

I know he's a rat,
and I know he's this,

I heard he's a dealer.
You're looking around going,

"Where the fuck are we going?"

So that's where I was
growing up in Dublin...

17 years of age.
