Wrapped up in the bow rope,
or whatever.

This is my escape.
This is...this is...

I don't drink, I don't drug,

I have nothing to escape
the realities of the island.

But...coming out of these pierheads

is the only sort of respite
I really get.

It puts it into context.
You think you've got it tough?
You've got it bad?

What about the victims
and survivors, what they've been
through?

A lot of them didn't survive.

And some say it's the lucky ones
that died.

If I had the choice of knowing
what I know now or not knowing it,

if I could turn the clock back,
I wish I could, I...

I wouldn't want to know what I know.

Many try and describe us
as a sleazy offshore tax haven,

and nothing, but nothing,
could be further from the truth.

The people putting their money
in somewhere safe do not care
about the natives,

they care about their money.

And that's billions and billions
of dark money in there.

Nothing in Jersey is as it seems.

It all looks very chocolate box

and nice and cute on the surface.

There was a desire to deny it

so as not to actually face
the reality.

You've got that darkest desire
to believe in evil.

These people were scared.

They wanted to tell their stories.

Who controls our island?
Who runs our island?

It's not the elected politicians,

it's the Crown officers.

Many people said,
"Don't take an island job,
they always end in tears.

"Don't take an island job unless

"you can afford to walk away
from it."

Well, I could, but I didn't.

I got advice from an old,
experienced island officer

at one point, when I first
started there, and he said,

"Look, you've got to understand,

"in these islands, what
the politicians expect you to do

"is to lock up the drunks
on a Saturday night,

"catch a few burglars

"and otherwise,
mind your own business.

"Don't go looking for trouble."

There was a vacancy
for the Deputy Chief Officer.

Lenny Harper quickly made it through
to the shortlist.

He also had some senior
detective experience.

One of his references from the Met
described him as,

"One of the best detectives
of his generation".

My first six weeks in Jersey
were spent very much, um...

..getting to know people.

Intelligence we've received
in the last few days...

The head of the law department
at the police was convinced

that there was a paedophile ring
operating on the island.

And the reasons that he gave
for this was

his difficulty in ever getting
any prosecutions.

And he kept hammering away at this
to me.

I then started examining old cases.

There had already been a couple
of trials in Jersey

in respect of sexual assaults
of children,

and one name kept popping up
again and again.

That was Haut de la Garenne
children's home.

There was one particular casefile
I looked at

where there appeared to be gaps.

I was given some excuses as to
why it hadn't been dealt with.

And when we looked into it,
those excuses just fell apart.

And that was the real beginning,
then, of Operation Rectangle,

although it didn't become
Operation Rectangle
for a little while after that.

The few victims that I met
totally impressed me

with their sincerity and their fear.

I was born in Jersey
to Irish parents.

My parents were from Cork,
Churchtown.

When I was five, I went to
Haut de la Garenne children's home.

We had a lot of children living
in the home.

Not only from Jersey,
we had them from Guernsey, as well.

You had a lot of French immigrants
that came to work on the farms.

They were poor people, as well.

They found that the accommodation
for their children,

it wasn't there for them.

So they ended up in the home,
you see.

Myself and some other lads
had broken into a shop.

And we'd stolen some cigarettes
and, er...chocolates

and various other things.

So I was sent to,
um...Haut de la Garenne

by the Royal Court of Jersey.

I was there between 1963 and '64.

It was run by a man called
Colin Tilbrook.

He ran the home like an army camp.

Tilbrook, he was a very strict,
very, very aggressive man.

And when he spoke to you, he didn't
speak to you, he shouted at you.

As young boys,
we made up this little song.

There's a man who walks
through the ward late at night

Mr Tilbrook, Mr Tilbrook

With his little black bag
held so tight

Mr Tilbrook, Mr Tilbrook.

I was terrified

if he was to call me into
his little office.

Because I knew what he wanted
from me, you see.

It wasn't just myself, he used to
call on other children, as well.

We used to say we were going to tell
somebody

and he used to say, "Well, go ahead,

"because no-one's going
to believe you."

Operational police officers
were saying,

"There is a historic problem
of child abuse

"at Haut de la Garenne."

We were getting snippets of it
as part of other inquiries.

Graham Power then decided
that we would instigate

Operation Rectangle,
but keep it under wraps.

Along the way,
I found myself having to deal...

..a little bit with Stuart Syvret,

who then, at that time,
was Health Minister in Jersey.

And Stuart was saying,

"Look, I'm picking up stories
about historic abuse.

"I know that you've been told
about it.

"And if you don't get out there
and do something about it,

"I'm going to whistle-blow."

Jersey's a very small community
and a lot of people know each other.

In late 2006, word started
to reach me

about abuses that were still
going on

and that had been covered up
in the past.

As the Health and Social
Services Minister,

this was deeply concerning to me.

So I began making my own inquiries.

This was a catastrophic failure
of the island's system of government

and of its ability to protect
its population.

This went back decades and decades.

I would sometimes speak to people
over the phone.

Sometimes they wouldn't want
to contact me directly,

they'd be too scared.

Sometimes I had to meet people
in very obscure locations

at strange times.

I had to meet one man
who was a victim

on a bleak December Monday morning.

He told me of the abuse he suffered.

This man ended up crying
on my shoulder.

You know, in a doorway
in a back alley in St Helier.

A lot of the meetings
I was having with survivors

were deeply harrowing.

I'm a lifelong Jersey resident

and I served in Jersey's government
for 18 years.

Everyone recognises
that child abuse takes place,

sadly, everywhere.

But it had never been an issue
in Jersey.

And I think most of us believed
that if it was taking place,

it was taking place
in a very, um...limited way.

At the time of Operation Rectangle,

my role was one of oversight
of the police service.

I was in a meeting with both
the Chief of Police, Graham Power,

and the Deputy Chief, Lenny Harper.

And when I was briefed about, um...

..how far they had got, if you like,
in terms of the covert operation,

and now they felt that other
ministers had to be told,

particularly,
obviously, the Chief Minister,

and that very soon,
we would have to, um...

..make the whole operation public,

I did say, "Well, they won't
like this one little bit

"and we could all lose our jobs
over this."

Senator Syvret had been
very concerned

and he made a statement
in the States of Jersey

that he did not have any confidence
in his own department

in terms of the way in which they
dealt with child protection.

All of a sudden, he was making
these really strong allegations

against his own officers publicly.

That's unacceptable
under any ministerial code.

I had a great kind of sympathy
for the issues that he was raising,

but very often, he was very
confrontational in terms of staff.

And he did lay himself open, really,

to the possibility of his removal,
which is very unfortunate.

Senior operational people
were convened

to sign a motion of no confidence

in Senator Stuart Syvret
as Health Minister.

And that would be taken forward
by the Chief Minister

and used as a vehicle...

..to get rid of him.

Rather than the child abuse
being the problem,

they flipped the script
so I was the problem.

That I had been...

By saying these things,
I was bullying staff,

undermining staff morale.

And this became the pretext
to having me sacked as

Health and Social Services Minister.

He was thrown out of office.

He was subject to all sorts of
negative briefing with the media.

And, in some ways,
they've been on his back ever since.

I was horrified,
and I made it quickly clear -

"I am not getting involved in this.

"Crikey, I'm a police officer.

"I'm supposed to serve the Queen.

"I'm not getting involved in
this sordid business you're up to."

People will try and defend
themselves and say,

"No, that wasn't how it was at all."
Oh, yes, it was!

Oh, yes, it was.

The press conference was called
by the Chief Minister to explain

why Senator Syvret had been sacked.

What few had counted on was
that Senator Syvret would turn up.

At a public meeting, those working
alongside the Chief Minister

tried to stop the man
at the centre of the debate

from taking a chair.

They literally tried
to wrestle it from him.

I am not entering into a debate.

That is my last word on the subject.

OVERLAPPING CHATTER

Please, are there any questions
for the minister...?

I-I think... Can I, can I...?

Can I say - I'm sorry, gentlemen,
ladies and gentlemen,

this is a press conference I called.

Senator Syvret has basically
muscled in on it.

But, in another act of what many
will see as further pettiness

and small-mindedness,

the communications unit packed up
the state's backdrop.

There were giggles from
the gathered press corps.

Can I begin by saying I'm here
at the invitation of the visiting

national media journalists here?

It was a huge disappointment to me.

He and I have always approached
politics from very different

ends of the spectrum.

But, for the first 18 months or
so of me being Chief Minister

and he being Health Minister,
we had a very positive relationship.

And then, it just went
completely wrong.

There's a tremendous amount of
money here, vast amounts of wealth,

a lot of power concentrated
into very few hands.

That ruling elite want
the status quo to remain.

Jersey's a tax haven which has
been going for many, many years.

It's used by people from around
the world to hide their assets.

We can only guess at the value
of the assets held there.

They're somewhere close to about
half a trillion US dollars.

Of course, the wealth itself
is not in Jersey.

You know, there's very little
investment in Jersey itself.

This is just wealth
which is booked there,

but which is invested elsewhere -
very often in real estate

in Britain, or real estate somewhere
in Europe or North America.

Any small community, if it's
going to survive, you know,

it has to find its niche
in the global economy.

We are very reliant on
the finance industry

and all that goes with that.

And that ties in with
this cultural phenomenon,

which they call the "Jersey way".

Just don't ask
inconvenient questions.

These places do not like
to have publicity,

unless it's favourable publicity.

We knew that Stuart had been
canvassing on behalf

of abuse victims,
so we thought we had better,

A, take him into our confidence,

and B, go public ourselves.

We were completely open
with the media,

and we said we would not tolerate...

..any interference from Jersey
politicians or anybody else.

And if any Jersey politicians
tried to interfere,

we would feel their collars.

It was as though a huge weight
had been lifted from

my shoulders, certainly.

Because suddenly, we thought,
"Well, this is it.

"We'll finally get this cleaned up.

"We're going to get justice."

And we sat there thinking,

"Well, I wonder if
the phone will ring."

Within a week or two, we had
hundreds of victims coming forward.

Tilbrook wanted me to, you know...

..do things to him, you know?

He would tell me what to do.

I remember him taking
his belt off and flicking it -

like, it made a snapping noise -

and warning me if I didn't
do what I was told,

he would use that on me.

He'd always have a pillow
under his arm.

If you screamed out, he would
put the pillow over your face

and tell you to be quiet.

You were subject to constant abuse,

whether it was by the rape of older
kids and encouraged by the staff,

but it was constant,
it was every night.

You were scared to go to bed
cos you don't know if you'll be

the one that'll get hit, or somebody
else is going to be the one

that's going to get hit.

There was an occasion in the
sickbay where I was made

to fondle another boy.

You know...

If you didn't, you know,
you were threatened you wouldn't

come out there alive.

I was told that anything
that happened in the home,

you don't tell anybody at all,

because nobody will ever
believe you.

And if you do let it slip
out and tell anybody,

the punishment is you'll
have your tongue cut out.

Some of the girls got pregnant,

they would get the baby
taken away from them.

And my question is,
and always has been...

..where were the authorities,
and what were they doing?

It's horrific.

And, you know, we all greeted it
with a case of shock and horror,

even though it probably took
place 30 or 40 years ago,

not on our watch.

But nevertheless, we are now
responsible for making sure that

all people involved in this are
ferreted out and prosecuted.

The police investigation had gone
public in late November.

Back then, I was still the senior
senator in the Jersey parliament.

So, I was the Father of the House.

And it falls to the senior senator
to lead, like, the kind of

end-of-term speeches, as it were,
like a Christmas speech.

As we approach Christmas,
I am giving thought

to the less fortunate,
to the victims,

those who have been ignored,
those who have been failed.

And I believe as we approach...

Senator. Senator, I'm sorry.

Every member is with you
in that respect,

but it is not the occasion

for this kind of speech.

We have a dysfunctional,
non-functioning democracy.

Erm, very low voter turnout.

Why bother voting?
Nothing much ever changes.

Because the real power sits
with Crown appointees.

You've got the Bailiff.

He's the Speaker in Parliament.

Now, that sounds quite benign.

But the Speaker controls
the debates, says who can speak,

who can't speak and what questions
can be asked, or not asked.

As I mentioned, I direct you
to sit down, Senator, or I'm...

It became clear to me that
we were facing far worse...

We will have to forego
the remaining speeches.

As I contemplated several years
of bitter struggle...

DOOR SHUTS

I kind of stood there at
my desk, kind of staring up

at the roof lights, thinking...

.."This didn't happen."

I went home, you know, afterwards.

I happened to bump into one of
the survivors down the road

who had heard this happening on the
radio, cos it was broadcast live.

And he basically hugged me,

and he started crying in
the streets, you know?

When I got back to my flat
that evening, I knew I'd have to

phone up lots of the very vulnerable
survivors and explain to them,

you know, what had happened,
and how, you know,

try and apologise to them for
how disgusting my colleagues were.

You know, I got out of my suit,
I put some jeans on,

just got a bottle of wine.

I just laid down on my futon
and just drank wine,

and stared at the ceiling.

And on that occasion,
that was when I first found myself

seriously thinking of ways
to kill myself on that day.

There were also statements
from people at the home

who said that children had been
dragged screaming from their beds

and had never been seen again.

There was a statement which said
that staff had chased one child

along a corridor, who had then
leapt out the window...

..and that child
was never seen again.

And then, we had a solicitor
approach us who said that he had

a client who saw a dead body.

I met somebody who was very,
very distressed,

who I knew quite well,

and they were actually
lying on this floor.

I said, "What happened?"

And I got a bit of a story.

I was told about dead children.

I was told about, well,
there were even...

You know, the rapes,
the beatings, erm, and related

this person had been through.

So, I made a disclosure
to law enforcement.

Which is what you would expect
somebody to do in my position.

We identify, because of stories
being told, a need to go to

Haute de la Garenne and search
under the floorboards,

because we had people
who were saying that they saw

something suspicious,
they believed it was a child's body.

Ridiculous though it may seem now,

we said, "We should be able to
do it discreetly and it shouldn't

"cause a lot of fuss."

Erm...

Oh, dear.

From the air, it's much easier
to gauge the layout

of the former children's home.

So, let's take a look at it.

Now, the white tent that you can see
there at the rear of the building

nearest us - that marks the
position of the first site

that's been under investigation.

We went to Haut de la Garenne,

and we put Eddie, the cadaver dog,

out into the grounds.

And he went into the building then.

He reacted very strongly
in an area of Haut de la Garenne.

BARKING CONTINUES

And we decided that the
anthropologists should dig

at that spot.

The next morning, I was at home
when I got a phone call to say

that a human bone had been found.

What the forensic
archaeologist described as

a piece of juvenile skull.

It was one awful Sunday evening when
I took a phone call to tell me that

there was a major issue erupting
around the Haut de la Garenne,

and that the whole thing was going
to blow up into something huge.

I will never be able to explain
adequately how I felt

when I took that phone call.

And, of course,
then events from that point

spiralled for quite some time...

..unbelievably, unbelievably badly.

Within no time at all,

we were surrounded by media teams
with long-distance microphones.

So, what we'd planned as a quick,
discreet operation

turned into a carnival.

The partial remains of a child
were found at Haut de la Garenne

at the weekend.

Police search for more bodies at
a former children's home in Jersey.

During the 1970s and '80s,

the Haut de la Garenne was state-run

until it closed in 1986.

Garenne means "rabbit warren" -
which gives some indication of

the kind of challenge police face
in searching this building.

With every day that has passed
since the search here began,

the number of calls to the
police incident room has increased.

Fresh allegations of cruelty
or abuse from those who spent

their childhoods here.

More locations to be searched.

A flow of information that
will keep forensic experts

at Haut de la Garenne into
the weekend and beyond.

Morning. Morning.

Vicky, forensic? Yep, sure.

Erm, Elaine finished
her typing yesterday...

We had senior members of the
social services wanting to get in

the Haut de la Garenne.

And we were saying, "Go away.
This is a crime scene now."

Jersey's former Health Minister
says he has evidence of a cover-up

of child abuse on the island
dating back decades.

He's published a report which he
claims proves that the authorities

failed to act decisively -

an accusation denied
by Jersey's Chief Minister.

These cases were not prosecuted
when they should have been.

They failed to act, and I believe
their motivation for failing to act

was the cover-up.

This is just one further, another
particularly appalling example

of the systemic child protection
failure that we have seen in Jersey,

sadly, over the years.

Excuse me, excuse me...

Sir, can you come forward
to the microphones, please?

When this debate between the
island's Chief Minister and his

former Health Minister stopped,
the real conversation started.

He'd had a longstanding agenda...

..of basically trying
to bring the government down.

This, he felt, gave him
a real opportunity to...

..attack the government - I don't
think it was aimed at me or any

individual politician personally.

It was the whole system of Jersey's
democracy, Jersey's government

that he wanted to attack.

This is why the Jersey
establishment always hated me.

I mean, I'm a pleb.

You know, I'm a prole, you know...

Just came from Jersey's underclass,
basically, you know?

And, er, they...

Yeah, they just couldn't hate...

They just could never get their
head around the idea, you know,

that somebody without money
would actually, you know,

get into public life and
actually defy them.

My family has farmed
on Jersey for generations.

Proud Jersey people, we'll have
been here since the 1200s,

maybe even earlier.

There is a suggestion that William
the Conqueror left some of us here.

My family goes back to
the 1300s on the island.

I honestly knew of nothing
of the rumours regarding

the ill treatment of children.

It didn't get to me.

And Haut de la Garenne
isn't St Martin's.

It's just two miles from here.

PIPE ORGAN PLAYS

There was a church service, and all
the great and the good were there,

the Bailiff and the Chief Minister.

There was an absolute shock
and horror, and disgust -

all the emotions - that this
could have happened.

We have come together in
the presence and love of God,

at a time when our island is
experiencing the darkness

of evil and fear.

There's a presumption that
anybody from Jersey is rich

and they're millionaires.

Well, that's not true, you know?

It's far from the truth.

There's a select few...

..who are millionaires.

But there's a big divide now,

as I think there is across
any western world,

of the haves and have-nots.

Or the haves and have-yachts,
as they call it over here, you know?

But, erm, you know, down here,

this is like - or was - a
kind of working-class estate.

There's a lot of poverty in Jersey.
It's in the hundreds,

the amount of people who
rely on food banks over here.

Jersey's got this lovely,
glossy veneer,

where everything's wonderful.

But there's some people severely
struggling financially over here.

The government here's
predominantly Conservative.

It's run by the rich for the rich.

So, some noises can be made in
our parliament by the socialists,

but that's really all they can do.

They've got no power.

They can be heard,
but they haven't got a voice.

We thought, "Great, brilliant.

"We've got a politician
who's saying what we're saying,

"who's thinking what
we're thinking."

And we had so much faith
and confidence in Stuart.

But we knew he was up...
he would be up against it.

And, you know, I know a lot
of survivors came forward

because of Stuart.

It was Stuart who asked me
to get involved with the

Jersey Care Leavers' Association.

He said, "You need to be
a voice out there."

Care leavers are adults who lived
in children's homes...

..most, if not all of their lives.

So, therefore they lived in care.

The abuse had been
rattling around for years.

People had tried to report it.

And, you know, as individuals,
they were being shut down.

But as a collective group, this was
the perfect opportunity to escalate.

There were two camps,
in terms of how we should deal

with Operation Rectangle.

Stuart Syvret was very keen that
everything should be made public.

Then you have the Chief Minister...

..and many of the members of
the Council of Ministers who felt

that it was important to keep
the lid on this, really,

the reputation of Jersey should
be preserved at all costs,

and that any, er, negative publicity
would likely to have an impact on

our economy - and that should
be avoided at all costs.

I was having my ear bent
by senior politicians.

Conversations I was having
was not about how can we deal

with this and bring these horrible
people to justice, and find out

who covered it up and why
it wasn't dealt with.

That wasn't the tone
of conversation.

The tone of conversation was,

"Look at all these horrible things
newspapers are saying about us.

"How can we put a stop
to all of this?"

Police searching a former children's
home in Jersey at the centre of

abuse allegations have discovered
a trap door in a cellar

and released video footage
from inside the building.

More than 160 people have now
come forward to say they were

victims of abuse.

We have made a couple of finds
of some significance,

which tend to provide corroboration
for some of the allegations that

we have received about offences
that were committed in the cellar.

And I'm sure you'll understand
if I don't want to be specific,

in respect of the items
that we have found.

This is what's being
referred to as "Cellar One".

And right below me is the
stone trough in which were found

minute traces of what police
think is human blood.

At the back of that room,

there is writing scrawled on
one of the wooden uprights.

"I've been bad for years and years."

There was a member of staff.

He would come into the dormitory,

er...pull me out of bed,
"O'Connell, come with me."

And drag me along by my hair
and frogmarch me off.

Take me down into a cellar,

strip me and dunk me in the bath,

and sexually abuse me.

When he was satisfied himself,

he would wander off and
leave you there, in the dark,

traumatised and terrified.

We're now getting a pretty clear
picture of an area described by

those who were abused
as a "deep, dark place".

It's a room beneath the floor
with unrendered walls.

And in it, we've learned this
afternoon, is a shallow bath -

a bit like a sports bath.

Now, the forensic team,
they'll be back in there tomorrow.

A second area is also
being examined.

We had the most lurid headlines,

television, radio reports,
and whatever, erm,

which was just so difficult
for all of us in Jersey

to comprehend and to live with.

And my opinion of the
national media, which possibly

wasn't high before this,
just plummeted.

They were not interested
in the truth at all.

There were moments
when I would be in meetings,

and documents, newspapers
would be thrust at me,

slapped on the table in front of me,

and demands were made by some of
my colleagues to explain myself,

or to explain why I was allowing
Lenny Harper to do this

or do that, or do the other.

No matter what we said,

you could read newspaper headlines
which bore no resemblance

to what we said.

I was, erm, tackled on camera at
one point by a crew who said,

"We've heard that you're going
to dig up six locations."

And I remember saying, and it's
probably recorded somewhere,

"We could find something,
or we could find nothing.

"But what you can be sure of,
as investigators,

"we've got a duty to look."

I saw the headline
the next day, and it said,

"Police search for six bodies."

So, I just gave in.

MARCHING BAND PLAYS

This year, we have learnt that,
even in peacetime,

once a media bandwagon
starts rolling,

it is difficult to distinguish what
is true from what is fictitious.

All child abuse, wherever
it happens, is scandalous.

But it is the unjustified
and remorseless denigration

of Jersey and her people
that is the real scandal.

Today, a support group
for those who grew up in care

issued a statement outside
Haut de la Garenne,

saying they were shocked
and disgusted at his comments.

The Bailiff should retract
his statement and acknowledge that

the most important scandal is
that the abuse took place

and remained unchallenged for years.

The island was the subject
of such continuous,

relentless negative publicity.

It seemed to me that the time
had come to say something

on Jersey's behalf.

CROWD SINGS

Philip Bailhache
hijacked this occasion.

It was sickening, what he did.

Well, I was asking questions
of the mainstream media,

I was asking questions of
our government, our ministers,

our executive,

and being fobbed off and
palmed off, lied to.

So, it was out of desperation.

I had nowhere left to go.

So, I went and bought
myself a computer...

..and self-taught and
started blogging.

So, that's how it really
first started off.

It was just very amateur.

I'm not saying it's professional
now, but it was very amateur.

I was jacking up a lot of stuff,
emails mainly, to and from -

well, mainly to ministers and
the media, not so much from,

because they basically
weren't replying to me.

It's called Voiceforchildren.

Because I wanted to be
a voice for children.

The abuse victims were not believed.

Something is wrong when there are
senior leaders in the island

who want to gloss over the events
and continue to promote

the positive image of the island.

We need to stop
and be prepared to listen.

We have to change our government.

That's the only way we're going
to get through this.

CHEERING

A nod and a wink has traditionally
been the Jersey way.

I think that's partly
why we're all here -

because we're fed up of certain
aspects of the Jersey way.

APPLAUSE

Coming in from the outside,
it seemed to me that there were

a lot of people on the island that
didn't trust the people in charge.

It seemed like there were a small
group of people who were in control,

and anybody who rocked the boat,
anybody who caused problems,

wasn't welcome,

that if you weren't amongst the
cabal sort of running the island,

you were, erm, voiceless.

This wasn't a story that newspapers
had to sensationalise.

This was a...

..sensational story
in the true sense of the word.

The things that were being uncovered

and the allegations that were being
made were appalling and extreme

and needed to be investigated.

CHEERING AND APPLAUSE

Good evening, ladies and gentlemen.
Welcome to Jim'll Fix It.

One of the things that came up time
and again when we spoke to people

on the island was that the TV
entertainer and DJ Jimmy Savile

had visited Haut de la Garenne.

Now, this was obviously in the days
before he'd been unmasked

as a paedophile, but one thing that
was quite striking was the vehemence

with which Jimmy Savile denied ever
having gone to Haut de la Garenne.

And Jimmy Savile really revelling
in that Channel Islands sunshine.

I met Jimmy Savile.

He came several times to the home.

I told the police about
Jimmy Savile in 2007

and he denied ever going
to Haut de la Garenne.

So, I said, "My sister's in
a photograph with him."

Newspapers have millions of readers
and those millions of readers

are eyes and ears
in stories like this.

There will be victims
that want to speak,

there will be relatives of those
victims who want their voices heard,

there will be people
that have heard information.

The phones at the Sun
never stopped ringing.

REPORTER: Lenny Harper gave a stark
warning to those in Jersey

who had committed any such abuse.

If you've been committing abuse
against children of the nature

that we're looking at,
the simple message is,

if they leave the island, then
we will find them in due course.

We would like to talk to you.

Do you admit that you abused a small
girl within your care, Mr Maguire?

What do you have to say?
Do you have any remorse?

Bye.

What about your wife, Mr Maguire?
She was being cruel to children.

She was making them drink
disinfectant.

REPORTER: In a separate development,
Jersey Police say they are now

poised to make three arrests
in connection with the alleged abuse

that went on at Haut de la Garenne
over a 40-year period,

two arrests likely to take place
here on the island of Jersey,

the third on the mainland in the UK.

A third man has been arrested
in connection with the inquiry

into allegations of child
sexual abuse in Jersey.

The 45-year-old has been
questioned all day.

This is the worst kind of
public-relations disaster

a place like Jersey could envisage,

and, for that reason,
as they say in Jersey,

they don't want to look
under that stone.

But when something hits the
headlines saying this place

is a centre of child abuse,
that does enormous damage,

because no banks,
no big accounting firms,

none of their clients would want
to be associated with a place

which has a long history,
half a century of history,

of child abuse,
which has been largely ignored.

Haut de la Garenne
was a byword for brutality.

When I was a child growing up in the
1960s, parents would threaten kids,

"If you don't behave, you will go
to Haut de la Garenne."

We all knew what that meant.
It meant brutal treatment

and no-one will be there
to protect you at all.

In 2007,

I became Assistant Minister
for Health and Social Services.

One of my responsibilities
was the Children's Service.

And my timing could have been better
from a personal point of view.

The ground floor used to be
below ground here,

and that's why they think
they're now discovering

so many underground rooms.

Across here, to the back
of the building,

is where the inspection tent is.

Now, the rubble has been brought
here from the corridor

where the tiny, minute piece of
skull was found last Saturday.

Anthropologists in here are going
through that debris bit by bit.

We didn't have a lot of tools.

The UK press particularly
were damning of Jersey

and the cover-up and, erm...

..how we allowed it to happen.

And, erm, Jersey, you know,
was on its back foot.

I was busily trying to support
our local child services

to ensure that today's service

was not being unduly harmed.

I remember being contacted by
David Rose from the Daily Mail.

I do remember that.

I was interested in the angle
that he was promoting

and had some sympathy with it.

A friend of mine phoned me one day
and said, "You know this business

"in Jersey with these children
who've been murdered

"at this children's home? There's
a guy in Oxford called Tom Higham

"who you should talk to because he's
got some interesting information."

So I called Tom Higham
and it turned out he did indeed.

We were sent this sample
in March 2008.

It took probably 40 seconds to
realise what I had in my hands.

It was late one afternoon
and he said, "Come around now,"

so I did,
and I went round to his lab.

And he said, "Well, Lenny Harper
says this is a fragment

"of a child's skull.
It's no such thing.

"It's a piece of coconut shell."

And his face just fell.
He couldn't believe it.

The more tests they did on this
thing, the more certain it was

that it was not a relatively
recently killed

child's skull fragment,
but a relatively old,

ie well over 100 years,
piece of vegetable material.

And he said, "We've been trying to
tell the police in Jersey this

"for weeks and they
just won't listen.

"They keep coming out with
all this stuff in the media

"and we've had enough. It's time
the public learned the truth."

TELEPHONE RINGS

I had seen all these letters and
emails, so I got him to admit

that there were all these people
who'd been expressing reservations.

I got a phone call from Lenny
because he'd heard that

there had been a leak
of information from the lab.

And, of course, it was me
that was the leak.

So, erm, so I pretended that I
didn't know and I was shocked

and I basically...yeah.

And then I did the story
that Sunday.

Fairly early on, before
we got anything back,

we ruled it out of the investigation

because of the area
that it was found in,

the section that it was found in,
which probably predated

our boundaries for investigation,
but collagen was found on it.

It's only found in mammals.

Collagen is not found in coconut,
it's not found in bits of wood,

it's only found in mammals,
including humans.

As it was a piece of evidence,

they should have documented
every move, sealed it,

signed for it, anybody that touched
it or had any dealings with it

should have signed it.
This was not done.

There was no audit trail
whatsoever kept of it.

It wasn't booked in,
wasn't booked out,

the packaging was opened,
it was...

There was no control over it
whatsoever.

What we didn't realise at that stage
was it would be later used

as a stick to beat us with.

I think the biggest turning point
was the revelation

in the Mail On Sunday by
a journalist called David Rose.

Now, that...

It both came as welcome news
because it meant that

there wasn't a child death
associated with it.

That was very welcome news.
But also it was one heck of a shock.

From that moment...

..the trust in the then
leadership of the police,

both Mr Harper and the Chief
Officer, Graham Power,

the trust in them
came into serious question.

What I saw was a fast-developing
investigation

and a police officer who was not
afraid to follow every lead.

The world's eyes
were on Lenny Harper

and he had very difficult decisions
to make in real time.

Erm, now...

..it's easy to say he got them wrong
at times, but when you look at it,

you can see that he was trying
to disseminate the information

in a way that people felt
they could trust him.

Victims were confident
that this time

stones weren't being left unturned.

I had already written
quite a few articles, erm,

questioning these kind of very heavy
moral panic type investigations,

especially in children's homes
and schools.

And when the Jersey story started,

I just was immediately very
sceptical, thinking, "Really?"

Rose had this history of being very,
very anti child abuse investigation.

If I'd known that before I did
my first interview with him,

I wouldn't have let him
through the door.

I mean, I should tell you that
I am a Jimmy Savile sceptic, too,

and I've done quite a few stories.

I'm not saying that Jimmy Savile
never abused anybody

because I can't prove that negative.

What I do know is that some of those
who claim that they've been abused

by Jimmy Savile were lying
in order to claim compensation.

And, you know, I say that
without any hesitation.

They just made it up.

We've taken over 150 tonnes
of material

from the floor spaces in there,

which we're now storing, which has
all been itemised and labelled.

We've recovered 65
children's teeth.

I would ask you, in the light
of the criticism of the experts

that have been made in the last
few days, to look at that.

The criticism that I received
was that it was a disgrace

that Lenny Harper had held up
a jar with a Jersey coin in it

rather than an English coin.

This, again, was damaging
the reputation of the island.

Then I also got emails
from the Chief Minister

saying that he had been dealing
with telephone calls from people

to get rid of Lenny Harper, take
him off the television screens,

that he should be removed
even from being in charge

of Operation Rectangle.

He became the folk demon,
if you like,

the folk devil, in the minds
of many people

who really wanted the whole issue

of the child abuse inquiry
to go away.

We all felt, all of those
close to the inquiry,

felt in some ways vulnerable.

There was something going on
in the background

and I didn't know exactly
what it was.

I was advised that it would
probably be best

if I handed over the oversight
of Operation Rectangle

and I was asked to sign over
my powers

to my assistant minister,
Andrew Lewis.

I just felt as if I was being
absolutely sidelined.

REPORTER: Desolate and deserted.
This was Haut de la Garenne today.

The police search here has ended.

After sifting through
150 tonnes of rubble,

the officer in charge had to accept
that they may never know

whether children here were murdered.

The vast bulk of the items,
the teeth and the bones,

have yet to be sent for carbon
dating and indeed for DNA.

Now, if the rest of the tests
are as inconclusive

as those that we've already had,
then it would be very difficult

and unlikely that a homicide
inquiry would be launched.

Police investigating a former care
home in Jersey say it's unlikely

a murder inquiry will take place,
even though they found the partial

remains of at least five children.

Experts have had difficulties dating
the teeth and bone fragments,

which are believed to have come from
children aged between four and 11.

The removal of Lenny Harper
had to happen.

I believe his investigation
was out of control.

REPORTER: The detective who's led
the inquiry retires next week,

his last case still unsolved,

but having changed the way islanders
look at their troubled past.

In many ways, their community is
no different from anywhere else.

What has happened doesn't make
Jersey unique or evil.

And the people of the island have
responded, I think, magnificently.

The teeth and pieces of bone
found here,

incinerated, broken
and buried in the cellar,

aren't just pieces
of disputed evidence,

they're pieces of children,
pieces of vulnerable lives

whose story will now
perhaps never be told.

Lenny left and David Warcup,

his successor and my successor,
was appointed.

Personally, I give my reassurance
that we will work

and use every endeavour and every
possible resource that we have

to bring this inquiry to a proper
and successful conclusion.

Then we had the appointment
of Mick Gradwell,

who was going to be Senior
Investigating Officer.

I had had a difficult time
with colleagues.

I did feel very bullied
on occasions,

receiving emails from
the Chief Minister saying,

oh, you know, "There are calls
for your resignation."

I felt that I was potentially
being put in a position

of being removed in the same way
that Senator Syvret was removed,

so I resigned.

It wasn't going to have a happy
ending, I could see that.

The wolves were circling you, lad.

And, you know, as long as
Wendy Kinnard was there,

it was all right,
but when Wendy Kinnard fell,

I thought, "You're on your own now.
They're after you."

So, in a sense, things,
as they developed,

didn't come as a surprise.

REPORTER: The Chief of Police was
today suspended from his job.

This afternoon, it was revealed
the Chief Officer, Graham Power,

has been suspended
in relation to his role

in the historical abuse
investigation.

He strenuously denies
any wrongdoing.

REPORTER: Today, Mr Power's bosses
explained their decision.

I have invoked the disciplinary code
in respect of the Chief of Police

and an investigation
will be undertaken.

Before my resignation, my
assistant minister, Andrew Lewis,

had very much the same view
that I had,

that Graham Power was
an exceptionally good

Chief Police Officer.

So to hear that he had
actually suspended him,

erm, came as a huge surprise to me.

I had no doubt at all...

..that Graham Power had to go.

I had no doubt... Well, he had to
be suspended. Let me caveat that.

I would have liked him to have
come out of this with...

..great credit,
and he could have done

had he not let Lenny Harper
run riot with media briefings

and the way he conducted
the whole thing.

The forensic recoveries
do not indicate

that there have been murders
of children or other persons

at Haut de la Garenne, nor do we
believe that the evidence indicates

that bodies have been destroyed,
buried or hidden.

There are no reported
people missing.

There are no credible
allegations of murder.

There is no suspect for a murder.

And there is no specific
time period for murder.

170 pieces of bone,
which are mainly animal,

were found in the area of Haut de
la Garenne when it was searched.

Of all that amount of material,

there are three fragments
which are possibly human.

The biggest piece
is 25 millimetres long.

There are 65 teeth
found in the floorboards

and one elsewhere.

These teeth generally have the
appearance of being shed naturally.

The officer in the photograph is
about five foot ten inches tall

and you can see the height
of the void.

It's not a dungeon,
it's not a cellar.

How did we get here? I mean,
it was stated on the record

that the remains of five children
had been found at this home.

We told, as a media, the public
this was fact,

and now today we're saying,
because you've told us,

well, actually, no,
this was all rubbish.

That's a huge admission to make.
It is, and I very much regret.

I mean, I'm here representing
the States of Jersey Police,

I'm representing
all my colleagues here

and very, very much regret
that this has actually happened.

There were specialist
PR people brought in

to help protect Jersey's image
and, erm...

..I suspect that's a normal
thing that happens

after such terrible, terrible news
has been made public.

The media tried to sensationalise
what was going on

and then trashed
what they sensationalised.

And it wasn't just one day.
It spanned over a couple of weeks

and they were bringing out
more and more and more.

And it was almost as if
this was all premeditated.

I was angry for the care leavers

because they themselves,
this put them in disarray.

They thought, "Right, we're never
going to get justice."

Everything that we were working
towards seemed to be, erm...

..sabotaged.

Graham was suspended,
so he was effectively silenced,

and I was under attack.

I had no voice.

And that was where Neil
and Rico came in.

It was clear to anybody
that Graham Power was shafted

totally and royally by
the establishment of Jersey,

and he was shafted because
he had the audacity

to let Lenny Harper investigate
decades-long child abuse.

That's all it came down to.

Because if you remember,
back in the day,

before Operation Rectangle, the
editorials in our only newspaper

were praising Lenny Harper for
rooting out the corruption...

2007, they were the greatest
two cops going. Yeah.

And then a child abuse
inquiry came up

and next month they're the
two worst cops in the world,

and you think, "How the bloody
hell did that happen?"

And that's when you and I
both said, "You know what,

"if we're going to do this..." Yeah.
"..we're going to do this."

I've done 300-and-some-odd
videos altogether.

Erm, where is it? Wasn't it that
one? No, that was 14-minutes-odd.

No.

Now, the one thing we haven't got
is any voids here.

What difference does it make whether
you call them cellars or voids?

We went up there and we filmed them
and they were up to six foot tall.

Four foot six...
That's not the end of the...

Four foot six...
It goes higher than that.

Well, if you go up here,
where I'm standing now,

where this concrete here,
and I've no idea where this is...

That's the floor.
I don't even have to bend. Yeah.

I'm... And I'm about five eight,
five nine, five ten.

It doesn't really make a difference
because there's certainly enough

room down there for a child abuser
to commit his crimes regardless.

There's ample room here if anyone
wanted to do anything untoward

with the children and ample
room here, even if I bend down.

But of course, a piece
of child's skull was found

up at Haut de la Garenne.
This was in the local news.

But then, after a certain
amount of time,

they're reporting,
"Oh, it was coconut."

And the people of Jersey think,

"Oh, well, bloody hell,
that's OK, then."

That's why we talk about that.

But nobody's ever said, "How the
bloody hell did that happen?"

How does a piece of child's skull
turn into a piece of coconut?

It's a simple question,
but nobody's ever asked it.

We have,
and we've blogged on it,

and we've put all the evidence up
from the anthropologists.

And then that's when we discovered
that it wasn't...

The evidence wasn't audited
when it left Jersey.

They came back a different size,
texture and colour.

Hang on, could it have been a
switch? Could it have been swapped?

You know, nobody's ever
asked that question.

I don't think you're going to get
the answer to every question,

but I think you've got to
ask those questions.

And the fact that a lot of them
don't get answered or get ignored

does give you the answer
that you were looking for anyway.

We called an emergency meeting
in town.

We invited Mick Gradwell along.

We asked him what was going on
and he said,

"Look, you just need to
drop your case.

"None of you are going to
get what you want

"so you might as well
drop your case now."

We were so angry with his response.

We were just stunned.

So we had to ask him to leave.

And it wasn't about
a piece of coconut.

It was about human lives,

children that were
systematically abused

time after time after time
and ignored.

I didn't want to go through
with it in the first place

and then I managed to build up
the courage to actually speak out

and come out about
what had happened.

And, erm, there was
evidence there...

..to prove that what had happened
did happen,

and a lot of it was never
brought up in court.

REPORTER: The allegations didn't
stop at Haut de la Garenne.

At Blanche Pierre, the house
parents, Jane and Alan Maguire,

subjected children to gross acts
of physical and psychological abuse.

You've ruined the lives
of many children in Jersey.

Do you have any remorse at all?

I tried getting answers
to the questions I was asking

of our politicians
and of the rest of them.

They ignored me and ignored me.

I then had to just go out
to doorstep them.

Attorney General, could you just
tell the citizens of Jersey

why you've decided not
to prosecute the BLEEP?

Attorney General? Would you
like to tell the taxpayers

of your wages why you will not
prosecute the BLEEP?

I remain concerned for the victims
that...

..were obviously upset
by their cases,

11 or 12 cases, being dropped.

On the other hand,
the Attorney General, I think,

was concerned that he did not
want to take forward prosecutions

that he wasn't sure
were going to win.

REPORTER: The island's Attorney
General, William Bailhache,

has revealed that there will be
no further action taken against

a couple arrested in June
as part of the inquiry

due to insufficient evidence.

The justice system in Jersey
is alive and well

and will perform its functions
fairly and objectively.

My brother became the Attorney
General one remove after me,

and for some people that was
evidence of corruption.

Here was a community where two
brothers were in Crown Office

and therefore that was
ipso facto corrupt.

Erm, it wasn't.

William Bailhache was the island's
Attorney General

during Operation Rectangle.

Mr Bailhache said it was
understandable that victims

may have been suspicious
of the authorities

but the reasons for this mistrust
originated with the police

and children's services
and not his office.

Today, Gordon Claude Wateridge was
found guilty of sexually abusing

girls in his care
in the early 1970s.

He groped three girls
at Haut de la Garenne,

touching their breasts
and inner thighs.

Some pretty middle-of-the-road
sort of people,

but no-one of any sort of stature

was ever taken to court
on this island.

Colin Tilbrook, who became
known as "the pillow man",

he abused multiple people.

His stepdaughter came out and said
that she was abused by him.

He's dead now.

And there's so many others.

Jimmy Savile, you know.

Wilfred Krichefski.
He was a former senator.

Then we had Jeff Le Marquand.

This wasn't just one bad apple
or a couple of bad apples.

It was prolific.

I'm going to pass you on
to someone who does know

how to speak to the public,
Senator Stuart Syvret.

CHEERING

What do we want? CROWD: Justice!

When do we want it? CROWD: Now!

Syvret was daily denouncing
the service we were providing.

The pressure was incredible
and to have this constant criticism

of the people providing
the service at that time...

I said something I shouldn't have.

Erm, but under massive provocation.

If you read the blog posts
around the month preceding

those comments of mine

about the service Jersey
was providing today,

and bear in mind that nobody
wanted to come and work in Jersey

and we had people calling off ill
and we had children in our care

and the court still asking...

..taking children and putting them
in the care of the state,

perhaps I should have
just punched the twat.

It would have been better had I,
because he deserved it.

I paid the price politically.

I resigned...

..a few months later
and I didn't seek re-election.

WENDY KINNARD: My experience
of being in the States,

being involved with getting
legislation passed,

anything to do with
financial services,

would go to the top of the list
in terms of getting resources.

That was generally seen as a greater
priority than protecting victims.

If you take something like
the sex offenders law,

I began doing some work
on that in 2003.

I saw 27 drafts that I turned round

in order to try and get
this legislation.

So it is unfortunate to say that
at the time of Operation Rectangle

that we had no significant pieces
of legislation in place

in terms of child protection.

It contrasted to the progress
of financial legislation

because of our economy being based
on financial services.

When I headed the Economic
Advisory Service,

I talked to many companies
about locating in Jersey.

One of the problems that I was
confronting was the way in which

the government was captive
to the finance industry

and the way in which the finance
industry was coming forward and

saying, "We want this law, and, by
the way, we've written it for you."

And it would go through parliament
on the nod because, by and large,

the parliamentarians in Jersey,
you've got a very strange situation

with Deputies and Connetables, most
of whom know nothing whatsoever

about international
financial services.

They weren't in a position
to challenge any of the laws.

So the finance industry loved it
because they had a situation

where you weren't going to get
a change of government,

you'd always have the same
people at the top

and those people were very amenable
to bringing forth bits

of legislation which they
themselves commissioned.

It's all about establishing
the right environment

to persuade,
if that's the right word,

to encourage the world's
leading banks

and many, many other world, erm...
globally represented companies.

It's about creating that environment
that makes them want to come

to Jersey, makes them know
that if they come to Jersey,

their reputation will not
be harmed in any way.

These large transnational law firms
like Appleby Global

and their clients,
like the Apple corporation,

as we now know from
the Paradise Papers,

actually wanted political stability
in a place like Jersey.

The stakes are vast.

One morning, I was walking
across the drive

and immediately three unmarked
police cars screeched to a halt.

There were two officers
in each of the three cars.

Six of them leapt out and surrounded
me, one grabbed me by the wrist,

said, "Stuart Syvret,
you are under arrest

"for breaking
the data protection law."

This was them brandishing a fist
and making an example of me

as they had made an example
of Graham Power.

This was to terrify everyone else
in the community

and make them keep their mouth shut
and their heads down

and not rock the boat.

My God, if these people can do that
to a police chief

and they can do that
to the senior senator,

what chance have we got
against them?

So, that's the Jersey prison
over there - La Moye Prison.

Those long roofs, you can see
the barbed-wire fence.

It was kind of interesting
lying there in prison

and knowing that all these little
wonderful coves that I know so well

from my rock climbing
and running are down here

just, like, a matter of, like,
a couple of hundred yards away

from where you're lying
in a prison cell.

So they've jailed me in there
for two three-month periods so far.

I fully expect to be jailed again.

Hello, Stuart. Released again.

What's the plan? You've just done
two months now.

What's the plan now on your release?

I think the role of the blogs
was incredibly significant.

And I think certainly
the two blogs that I think

were particularly significant
actually are Neil's,

and that's Voiceforchildren,

and also the Rico Sorda blog,
when it was running, was very good.

And I think the impact they've had

was such that without them,

I don't believe we would have
actually got the care inquiry.

It really was a roller-coaster to
have this inquiry up and running.

It was a collective effort
of keeping it alive

and that was the main thing,
because each time

there was new government, it died,
and we had to reinvent it,

to keep it alive,
to keep it in the media,

to get to where we got eventually.

At the beginning, it was just
Haut de la Garenne,

but we had to change it
so that it included

all children's care homes,
to include foster homes.

We had four objectives.

The first was an apology to all
those that suffered as children.

The second was to gain a sense
of identity through records

so that people knew exactly
where they came from,

where they went to
for the redress scheme

to give some form of compensation,

and then the committee of inquiry
as to how all these things

were ever allowed to happen.

There's not many of us left.

I think the world should know
what this tiny little island

doesn't want the world to know.

They just want to see it
as a rich man's island,

a quiet place
to bring your children up.

But behind the scenes,

do they ever bother about children
that really need help?

Peter Hannaford. Peter Hannaford.
He was in Haut de la Garenne.

Terribly sexually abused.

Erm...

Nearly every night he was abused,
Peter.

He was quite a heavy drinker

but he was such a lovely person
as well.

It's so sad.

Peter was one of the first
to speak out about the abuse.

Heidi was in Haut de la Garenne
with us, with her brothers.

Many of the children
that were in the home

either committed suicide

or died of drugs or alcohol.

Paul died of drugs. Overdose.

He came from a middle-class
family, actually.

They weren't short of money.

He went to a private school.

For some reason, he ended up
at Haut de la Garenne

and then when he left
Haut de la Garenne...

..he started taking drugs

and, erm...that's what killed him,
unfortunately.

You've got victims
and you've got survivors.

The victims are those
that can't let go.

They may have been abused
ten years ago, 50 years ago,

but they're still victims

and it's still today as far as
they're concerned, or yesterday,

and it's a living nightmare
for them.

They've got drink addiction,
they've got drug addiction,

they can't work,
they've got emotional problems.

And then you've got the survivors
who, like myself, you...

You try and get on with your life,
you try not to let what happened

to you as a child dictate
how you should live as an adult

and you try and rise above it.

I was too frightened
to tell anybody.

I spoke about it with my brother.

I know for a fact
that Michael experienced...

..exactly the same as
what I went through.

And I believe it just got
too much for him.

And he ended up, he hung himself.

And I firmly believe that
that was because of the abuse,

the sexual abuse.

He was only 14.

So, to this day,
I firmly believe that.

No other reason.

He had just had enough.

They're not going to get their day
in court but they are going to get

their story heard,
and that was so important for me,

that they had a right
to tell their story

and they had a right for it
to be made public as well.

I was listening to a lot of evidence
from victims and survivors

given to the care inquiry

and one particular person said
how he was raped

as an eight-year-old child.

His anus was bleeding for days.
He was embarrassed

so he was keeping it packed
with toilet paper for days.

In the end, it was bleeding
that bad,

they had to take him
to the hospital.

It's...

Did I have a duty to try and
protect Jersey's reputation?

Yes, of course I did.

But my prime duty,
my prime motivation,

my prime aim was always

to get the truth out,
to protect the children

and prosecute the criminals.

We had nothing to hide and
we wanted everyone in Jersey

and indeed further afield to know
that we had nothing to hide.

We find that there can be no doubt
that a significant number

of children in the care
of the States of Jersey

suffered instances of physical
abuse, sexual abuse

and emotional neglect.

We find it deplorable
that the States of Jersey

has failed to understand
its role as corporate parent.

There were no external inspections
of children's homes

or children's services
for approximately 20 years,

no difficult questions asked.

This is unacceptable.

On the 9th of May 2008, Jersey's
Bailiff, Sir Philip Bailhache,

made the Liberation Day speech.

We cannot accept that a politician
and lawyer of his experience

would inadvertently have made
what he told the inquiry was,

I quote, "unfortunate juxtaposition
of words".

We find that Senator Syvret
highlighted relevant issues

about child abuse
that needed to be addressed

to ensure the protection and safety
of children in Jersey.

We record our disquiet
at the manner in which

the suspension of Mr Power
was handled.

Graham Power was suspended
with no notice in respect

of alleged past failings,
when there was no suggestion

that those past failings could
have an effect on his ability

in future to carry out his duties.

Throughout the length of
the operation, all policing

and prosecution decisions were made
conscientiously and properly.

We have concluded that there has
been no political appetite in Jersey

for addressing social issues
concerning the welfare of children.

Children may still be at risk
in Jersey

and the children in the care system
are not always receiving

the kind or quality of care
and support that they need.

Well, the truth has come out, erm...

..and that's important to me

because we weren't believed before
and now we're believed.

Too often children
were not believed.

Unpalatable truths were swept
under the carpet

because it was the easiest
thing to do.

I am deeply sorry.

We did not do what
we should have done.

People cared more
for the status quo,

for a quiet life,

than for children.

On a personal note, it's made me
a stronger person.

Erm...

It's no secret that I've attempted
suicide many times in my life...

..but going through
the whole process,

helping other care leavers,
lobbying,

fighting for justice of some form
or another has helped me.

Sound asleep.

Hasn't got a care in the world.

She's got long eyelashes.

In my youth, I was scared
to have children.

Erm, and I think
that's because of my...

..the way I was brought up.

I think a lot of girls...

..didn't have children
because of the reason

of what happened to them.

Would they cope and would they
do what was done to them,

you know?

Hmm.

Hey, sweetie pie.

Hey. Oh!

Oh!

I don't believe we're at
an ending of this.

This is a thing I think...

Erm, this is all ongoing,

because Jersey is still structured
exactly the same

as it has been
all through these decades.

When you look at the two camps,

those who wanted to speak out,
their lives have been destroyed,

they've lost their homes,
they've lost their relationships,

their reputation, their career,
everything.

And all those who were trying to
protect the reputation of Jersey

are doing pretty well,
thank you very much.

They've all been decorated
by the Queen.

What about the people
who have risked their lives

and the survivors themselves?

Don't they deserve some kind
of recognition?
