crime are divided into three parts.

and prostitution.

All three are under the
control of one organization,

a huge octopus called
the syndicate,

whose dirty tentacles reach into every
dark and corrupt corner of the country.

But the most difficult for law
enforcement agencies to police

is the racket involving women,

because it operates under many
names and many camouflauges.

These were to be the agencies set
up in direct competition to Malone.
