- They spent tens of millions of pesos,

that is several million dollars,

in hotel bills,

in which these cops were
essentially doing nothing

but protecting themselves.

- They had no choice.

They were killing cops each day,

and there was some sort of psychosis.

- Take them in and take them out.

The one who wants,

because the police don't
even want to go to the hotels

stay with their wife.

We said, okay the wife
take care of the police.

- The reason the numbers
of dead people in Mexico

are now causing a stir,

is the US press and the US government

consistently, without exception,

lies about the numbers.

You can pick up a newspaper tomorrow,

find major papers saying it's 50,000 dead,

when it's 100,000.

- There's a sense that
Mexico's gone to hell

and a hand basket.

The populous doesn't trust the government.

They don't trust the
statements of the government,

their statistics.

- When you hear a number
in numbers in Juarez,

that's the minimum.

It doesn't count to disappear.

The people that get kidnapped
and never come back.

- [Voiceover] Many people are disappeared,

and then they're never heard from again,

but they're not officially
homicide statistics,

because their body never appears.

- And we know that the government,

and also criminal organizations

have put a lot of pressure on media

in other parts of Mexico,

and that crime is not being
reported hardly at all,

and many reporters have been murdered.

- The government says it's
only looked at 5% of the cases.

Looked, not investigated, looked.

Somebody's lying through
their teeth if they said

they all belong to a cartel,

when nobody's ever
investigated the murders.

- People's emotional memory
is very strong in Juarez.

Anyone you know that has
been affected by the violence

is never the same again.

- It's been a real struggle
to see a place that they love

escalate into this chaos and violence.

People are ready to rebuild that city,

and welcome peace in whatever
fashion that comes to them.

- In the case of Ciudad Juarez,

the murder rate was
reported very faithfully.

They still are keeping a tab
on the number of murders,

and they all report
that, indeed, it is down.

- Clearly there's been a
decline in homicides in Juarez.

The city is getting safer.

I know that from personal experience,

walking the streets of Juarez

and talking to many people there.

Many people report that the
quality of life is returning.

- There are new businesses,

new businesses, new clubs.

Life is coming back.

- The homicide levels have dropped.

This is something we're hearing.

It's a new Juarez,

but people's memory is very strong,

and before they trust those numbers,

they have to trust themselves.

You can't really recover from a war zone

if you're still in it,

and if the violence can be
triggered at any moment.

- No, no.

I think when this idea
got in the government,

95% of the homicides are investigated.

Are investigated.

Cities like Medellin, Palermo,
even New York, Chicago,

it took them almost three, ten years

to decrease the delinquency
like we did in two years.

When I came to office,

the first time I was mayor in late 2004,

there was no community centers in Juarez.

Right now there is almost 42

that can ensure us that we give

opportunities to the less
fortunate people in the city.

The next thing was to
fertilize the municipal police.

- I will say that the
most important change

that Leyzaola has brought to
the police department in Juarez

is pride.

- Local police is the one who
has more roots than the city.

If you grow the pride of the local police

because they have children,

they have grandchildren,

they have roots on the land.

You get better results.

That's what we did.

- Julian Leyzaola Perez is
a very macho police chief

who wants to fight his enemies
directly in the streets,

and he will call them out by name,

and he will threaten to attack them,

to even kill them.

He's not a person that backs down.

He was somewhat successful Tijuana

in lowering the homicide rate.

Tijuana had been dominated
by the Arellano Felix cartel.

- In Tijuana, the cartels
try to kill you four times,

and Juarez twice?

- Five times.

- Five times?

And Juarez twice.

How are you staying
alive and doing all this?

- He is unique.

A very good discipline soldier,

because he is completely disciplined

to the authority I have.

He's an honest police, very honest.

- Chief Leyzaola has brought a
somewhat more modern approach

to crime fighting, to Ciudad Juarez.

He's developed the sectorization progam,

which each police station
is very much in touch

with what's going on in the sector.

- We are focusing and
trying to map all the sector

with police completely equipped

and with enough equipment to do the job.

- The chief of police, Mr. Leyzaola,

in the last couple of years

has dedicated a lot of
the police time and energy

to harass people downtown.

Prostitutes and dealers and poor people.

- We have seen many people
arrested just by their look,

and I have talked to officers,

and they openly say that they just

arrest people just if they
think that they're poor

or unemployed, et cetera.

And so, there's been a lot
of thousands of arrests,

of these kinds of arrests.

- He takes people off the streets

and puts them to jail.

They're not read the rights.

They're not informed.

They don't have access to a lawyer.

All the constitutional
and due process rights

are denied.

Thousands and thousands of
people are right now in prison,

without necessarily knowing
what their charge is,

without any possibility
of getting out of prison

any time soon,

but also and worse,

without the possibility of a trial.

The individual that is in charge
of human rights compliance,

in Ciudad Juarez,

is one individual.

He has no staff.

He has no lawyers working for him,

and at most,

he may be able to sit and, in a hearing,

listen to the complaints of the relatives

of the relatives of these
individuals who have been abused.

- Some of the major people

that were ordering these murders are gone.

They were captured.

They were taken away.

El Diego is one example.

- 1,500 why not 15,000?

What's the difference?

I don't pay much attention to confessions

extracted by torture.

I'm sure they can get him to confess

to crucifying Jesus Christ.

I know a person,

who was in that prison in Juarez,

when this chief went in the
yard and beat a man to death,

according to this person.

I also know if the guy
actually proved that,

a lot of people in Juarez
would celebrate it,

because they think having
somebody come in and kill people

will stop the killing.

- While I was in the prison in Juarez,

I saw him come in several times.

The times that he came in,

he had a mask on a few times,

and then he would remove it.

All of his men had their faces covered.

When they came in they
came in with two by fours,

billy clubs, I mean,

rifles to hit and beat everyone.

One instance that happened in our area,

the guy was beating one of
the guys around the corner

from where we work,

and Leyzaola broke a two
by four over his back,

and his guy said here's another one.

Go ahead, continue.

For the next three or four days
the guy couldn't even walk.

I mean he was literally just
stumbling around from this.

He would just pick someone out

if you looked at him wrong,

or if you didn't run or
jump high enough for him,

he did it.

He'd take you out of
the crowd and beat you.

- No.

I don't know one guy in the jail,

who'd blame what he did.

Police risks their lives

to defend the communities.

Let's hear more of the police hearings

than the people who are making
delinquency in the world.

- Mayor Murguia would
be seen as quite a hero,

if he could bring the
violence down to the level

that it was in 2007.

I think that if he's responsible

for bringing the violence down in Juarez,

it's because he was able

to establish some new kind of arrangement

in the traditional manner of how a plaza,

a drug plaza,

is run in Mexico.

It's because the government
officials make arrangements

so that the drugs can pass,

people can make their money,

I mean Juarez ran like that
for a couple of decades,

before the outbreak of
the hyperviolence in 2008.

- Historically the
Mexican political system

controlled drug cartels.

To some extent it can be said

that they created drug cartels,

and controlled them through
a kind of protection racket.

Drug cartels would be
protected by governors,

by generals, by local police authorities,

that were put there by politicians

so that the politicians
could get their cut

of the drug trade.

These days, though,
cartels have grown so large

that the balance of power has shifted

from the political system
over to organized crime.

Now it tends to be the case

that cartels actually install mayors,

and in some cases even governors.

- It is known in Mexico

that when new mayor or a
new governor takes office,

he is approached by the drug
traffickers the next day.

It's a common practice

that has existed in Mexico since the 70s.

- What would you like
to tell those people?

- If I did a connection
with some of the cartel,

I were dead already.

Am I alive?

Sooner or later, once
you get into the mafias

or into the cartels,

you get killed.

So never on my life.

So tell your people who's saying that

they are stupid, liars,
and completely malinformed

of what they are saying.

(indiscernible)

I know a lot of them

that never come even to get a drink

or a hamburger or a taco
or a burrito Juarez.

Just in the desk of the UTEP,

saying a lot of,

Come to Juarez.

Come to Juarez.

Come to Juarez and see Juarez.

We won the elections yesterday.

What they people say?

We won the election, majority.

- The situation in Juarez
regarding drug cartels

is very mysterious.

It's clear that drug
trafficking occurs in Juarez

at a very, very high level.

The question is,

who is in control of it.

There's a lot of argument

to the extent that the Sinaloa Cartel

now dominates Ciudad Juarez,

but this is always subject
to question, debate.

No one knows exactly for sure,

except the direct participants.

- Since the assets or
the heads of la linea

are all imprisoned or out
of town or dead, et cetera.

Mostly arrested,

and other group is still untouched.

You may understand that
this is kind of a victory

for one group.

Head of the Municipal Police said

that they focus firstly,

in that every touri under
control of la linea.

Around 2010 the war was
decided for the Sinaloa Cartel.

- That is complete stupidity.

People who talks about that
is completely nonsense.

Delinquency is delinquency.

It's not cartels,

trying to say that the ground rate

goes down because the cartel
were negotiating something

is stupid.

- Is it just a coincidence
that Leyzaola, sort of,

cleaned up, quote unquote, Tijuana

and beat the Arellano Felix cartel,

and then the Sinaloa
cartel took over Tijuana,

and then the same scenario
occurred in Juarez

that he and others
helped defeat the Juarez,

when the Sinaloa cartel took over?

Is that a coincidence?

Did it happen by accident?

Or was it an organized conspiracy?

That's really the question.

I think most people in Mexico would think

it was a conspiracy.

- I don't know about
that New Juarez Cartel.

I don't listen to them.

I don't hear them.

I didn't fire Leyzaola,

so what, given,

some presence are people
who is like a ghost.

You don't know New Juarez cartel.

I don't know them either.

- Oh that's a rough question.

The Juarez cartel used to be run

by officers and ex police officers,

and it was called Glaniti,

and I think that the new Juarez cartel

is composed by the remnants
of that organization.

- The New Juarez cartel
is essentially not new.

It is the remnants of the gang members,

some Azteca members and some looser allies

of the former Juarez cartel

that are resisting being
absorbed by the Sinaloa cartel.

- One of the reasons that
police in Mexico are killed

in these areas that
represent major gracorridors,

because of their involvement
with competing groups.

Many officers who refuse to join,

let's say, the new group,

will be threatened and
eliminated if necessary.

- Very similar to the United States rates.

Very similar to the world's rates.

- How many people have you
fired since you took over?

Wow.

As soon as you sense
corruption, they're gone.

- I don't know who made the banner.

No one knows.

What I do know

is you're just blowing smoke.

Cause you say,

well I know what happened
because somebody hung a sheet

and wrote some words on it.

What the hell would have happened

if somebody had written
Mary Poppins on there?

- Is there any proof that
the New Juarez cartel exists?

Is there any proof that they are the ones

wo killed the policemen?

If you were the people
actually doing such a thing,

would you advertise that you
were murdering policemen?

If you were the government doing something

like murdering policemen or drug addicts

or criminals or whatever,

wouldn't it be to your advantage

to advertise it and use this
theatrical narco banner,

cultural thing that we
know has been happening

in Mexico for years.

- [Voiceover] The Juarez police chief says

Mexican federal agents shot at him

during the riot last night.

Chief Julian Leyzaola says
that the federal police

fired several rounds at his suburban

while he was trying to get to the prison.

They say at least 20 agents

shot at the police chief.

In response federal agents say

they didn't know the chief was in the car.

- Who gave the order
for the federal police

to try to kill the Municipal
police chief in Juarez?

If indeed that's what happened.

Are the federal police on
the government payroll?

Are they on Chapo Guzman's payroll?

Some other cartel's payroll?

Are they on everybody's payroll?

- The mayor of Juarez is furious tonight

over the death of a bodyguard.

Federal police shot the man dead

near the Stanton Street Bridge last night.

He's identified at 29 year old
Jorge Humberto Munoz Perez.

At as news conference last night,

Mayor Hector Murguia
blasted what he called

the abuse by Mexican federal agents.

No word tonight on why the
agents shot the bodyguard.

- [Voiceover] The victim was
identified as a bodyguard.

He put his gun down because
there was no apparent threat.

Then he put his hands
up as a sign of peace

to the federal agents
when he was murdered.

I'm very angry with a lot of indignation

and have a big concern,

because if this happened
with the mayor's bodyguards,

what can we expect with
the people of Juarez?

(gun shots)

- Historically, Mexico as a country

has had a hard time creating
unity at the national level,

because each region feels
like, to some extent,

it could be its own country.

There's a historical deep rooted conflict

between the provinces, the
regions such as Chihuahua,

and the federal government.

People of Juarez feel
that it's very unfair

that bridge tolls, which
raise millions of dollars,

most of that money goes to Mexico City.

Many people in Juarez view people

from Mexico City as chilangos.

Corrupt, greedy, power mongers.

When the federal government
comes in to Ciudad Juarez

in the form of federal policemen

or the Mexican military,

they're viewed as outsiders.

They view the federal police
basically like vandals,

coming in to rape and pillage their city.

- One of the fantasies
is that all this violence

has been because of two men,

Chapo Guzman, who heads the Sinaloa cartel

and Vicente Carrillo, who
heads the Juarez cartel,

and these two guys murder the city

to control a couple bridges.

There's a drug organization in Tamaulipas.

There's one in Tiajuana.

There's one in Michoacan.

They've always been there,

and all the time they've been there,

they never managed in six years

to slaughter 100,000 Mexicans.

That's what's happened,

and they're called their
own administration.

You cannot explain this

by saying it's a cartel war.

The question that should be asked

that isn't being asked is

why did the lid come off
starting in December 2007.

What was the genie that
got out of the bottle?

There's only one variable I know

to prove he's a tough guy

after he assumed office

starting in early 2007

sent the army out of the barracks

into the country to clean it up,

and wherever the army went,

there was an explosion of violence,

and an unusual number of dead people.

When they're saying this army went out

to valiantly protect the Mexican people,

manfully took on the drug world

and fought it to a stand still,

they've explained to me and others

why there's now 100,000 butchered Mexicans

and less than 200 soldiers
have died in six years.

In the signature
slaughter in Boca del Rio,

a bunch of people were slaughtered

and then dumped in an underpass

by a high end shopping mall there,

and the press everywhere
reported, in the United States,

that these were zetas, meaning
criminal organizations.

They have never reported
that a right of center,

La Reforma, conservative,

investigated the dead people

and found out they were petty criminals,

prostitutes, nothing, drug addicts.

Some of the people swept
up were kids drinking.

They had nothing to do with anything,

and then their parents would go,

what happened to my kid?

They saw the police take them,

and they showed up in that same pile

under the underpass by
the mall with zetas,

with it written on their bodies.

- Certainly the drug
trade, the drug demand,

and drug prohibition all
play a part in the murders

that we've seen in Juarez
and in Mexico at large.

The conservative estimate is at somewhere

between $8 to 10 billion is sent to Mexico

by US citizens who buy marijuana,

the proceeds of which

go in to the hands of the cartels.

They use those proceeds to hire people

into their organization,

to bribe public officials and police,

to arm themselves,

and to be able to kill
on the streets of Juarez

with complete impunity.

- If we're not dealing with
the issue of supply and demand,

and the economics of the drug trade,

we're not gonna get anywhere.

We should look at a more sensible policy

that reduces the profit margin on drugs.

- After 40 years of the
war on drugs declared

by President Nixon in 1971,

you spent over $1,000,000,000
of our national wealth,

you've imprisoned more
people in this country

than any country on the
face of the plantet,

you've contributed to
the bloodshed in Mexico,

and yet the easiest place
to find marijuana today

is in a U.S. high school or middle school.

- The only way to legalize drugs

is doing something like liquor.

All over the world legalizing drugs,

in United States, in Japan,

in China, in Europe.

If you legalize drugs in Mexico,

all the addicts of the
world come to Mexico.

Sooner or later you're gonna get Mexico

into the hell's kitchen in New York.

- For years we were
selling El Paso, Juarez

as one community,

and then all the sudden it
became very inconvenient

for us to be one community.

The reality was we still are.

Our economies are tied together.

When we have economic success in Juarez,

there's an accompanying
economic success in El Paso.

People on the other side of the border

were extremely desperate
during the economic recession.

You had 50,000 people
who, all of the sudden,

found themselves without a job,

and they had worked with
the Maquila industry.

The Maquila's provided their housing.

Now all the sudden, you have no job.

You have no house.

You have no unemployment insurance.

You have no welfare.

You have no food stamps.

What the hell do you do?

You turn to a life of crime.

- Most of the losses of
jobs we have in Juarez

were from the recession in United States.

Not for insecurity.

Our main problem in
Mexico is not insecurity.

That's a complete lie.

No, our main problem is lack of jobs.

Jobs.

Jobs.

- I think that Mexico needs
presidents in the United States

that understand their
country and their problems.

The United States really
for the longest time

has essentially dictated how
things should be in Mexico,

and Mexico's been powerless in many cases

to do anything about it,

and Obama has not been any
different in my opinion.

- I want every America to know

my administration has devoted
unprecedented resources,

in personnel and technology

to securing our border.

Illegal immigration is down, not up.

And we will continue
to do what's necessary

to secure our shared border.

- The Obama administration
has essentially stopped

illegal immigration.

Obama has deported more Mexicans
than did president Bush.

- [Voiceover] According to Doug Mosier,

the spokeman for Customs
and Border Protection,

and the El Paso arrests have dropped

from about 1,000 per
day in the early 1990s

to about 20 to 30 a day now.

But like with most border issues,

the reason why is far from unanimous.

Wallace writes,

You must think Americans
are stupid if you expect us

to believe illegal
immigrant arrests are down

due to more border patrol
agents or improved technology.

Come on, get real.

Don't repeat just what you
are being told like a lap dog.

It's the economy, stupid.

- I'm concerned that we have a president

that doesn't understand the power of trade

for enhancing American employment,

and the prospects of American prosperity.

- Romney is someone who
is very pro business.

His main concern is a strong economy,

so if he's to be Mexico,

I would expect that he would support

the NAFTA free trade agreement.

Maquiladora's and international commerce

between the two countries.

- Paul Ryan and I understand
how the economy works.

We understand how Washington works.

We will reach across the
aisle and find good people

who like us,

want to make sure this company
deals with its challenges.

We'll get America on track again.

- Many social critics have said

that the Maquiladora Industry
pays very poor salaries.

It takes a lot of profit out,

but does not contribute much

in terms of social and
economic development.

- I'll make sure that we create
agreements that work for us,

not just for the other guys,

and I'll make sure that
the people we trade with

follow those agreements.

- You have a lot of
extremely low paid workers

in the Maquilas,

whose children are often times

raised in environments with
only one parent or no parent

in the household,

and these children don't
want to work in Maquilas,

and often they form the ranks of the gangs

and drug cartels in the city.

- The only reason United States

doesn't have the security
we have in Mexico

is because they have
take care of their youth.

If they are hungry, they can have food.

If they need counseling,
they can get counseling.

In Mexico, we have a
complete different ball game.

- There are entire sections of the city

with hundreds of thousands
of people who live in them

that aren't served by
schools or high schools.

There is missing basic infrastructure

like waste water systems in housing.

Those are problems that occur
when we only look at Juarez

as a source of cheap labor.

I mean I think we need

to have a more mutually
beneficial relationship

with Juarez,

a greater investment in that community,

and I think it needs to be treated

as a full partner of El
Paso and the United States.

- President Calderon and I
also reaffirmed our commitment

to stand together against the drug cartels

that have unleashed horrific violence

into so many communities.

Mr. President, you and the Mexican people

have shown great resolve

in fight for the security
and safety of your country.

As I pledged to you before,

Mexico can count on the United
States as a full partner

in this effort,

and as your partner,

we'll give you the support
you need to prevail

through increased law enforcement

on our side of the border.

We're putting unprecedented
pressure on those

who traffic in drugs, guns, and people.

We're working to stem the southbound flow

of American guns and money.

- [Voiceover] Operation Fast
and Furious was an operation

led by the Bureau of Alcohol,
Tobacco, and Firearms.

The ATF says its plan was
to dump weapons into Mexico

to infiltrate and identify

high level drug dealers and criminals,

but the plan was botched,

and a border patrol agent
was killed with a weapon

from the program,

and Attorney General
Eric Holder is unwilling

to release certain documents
Congress has been asking for

for months.

- Fast and Furious allowed
a certain number of guns

to go back across the border

when the ATF agency knew

that they had been purchased illegally

and were being smuggled.

- You look at a program
like Fast and Furious

where we allowed guns
purchased in the U.S.

by straw buyers to walk into Mexico,

knowing full well those guns would be used

to kill people in Mexico,

probably not envisioning
that they'd also walk back

to the border

and end up being involved in the death

of border patrol officers.

I mean that policy is indefensible.

- [Voiceover] The plan seemed simple,

allow traceable firearms into Mexico,

and follow the trail back to
high ranking Cartel members,

but hundreds of guns
got lost in the shuffle.

Some of those weapons were used

to kill Arizona border patrol
agent, Brian Terry, in 2010.

An ATF agent ultimately blew
the whistle on the operation.

Yesterday for the first time,

President Obama invoked
executive privilege

to keep secret the documents
congress has been seeking.

Now the National Border Patrol Consult,

which represents more than
2,000 agents here in El Paso,

is asking for the resignation
of the Attorney General.

- The laws in the United
States are so complicated,

it's so hard to convict
people for arms trafficking

that ATF knew that a
lot of guns were going

from Arizona gun stores into Mexico,

but they simply couldn't stop it in a way

that could lead to a conviction,

so to some extent they allowed these guns

to flow into Mexico,

but it wasn't a deliberate
attempt or effort

to get guns into Mexico
and then track them.

Apparently that was a perspective

that was promoted by right wing bloggers

associated with the Republican party.

It seems to me that this
is a house of cards,

this argument that there was
this Fast and Furious program

to deliberately allow guns to get

into the hands of the cartels.

- The question you have to ask is,

is there any reason to think

that the people killed by
those guns would still be alive

if those Fast and Furious
guns weren't there,

and I think the answer to that is no.

It's not as if the criminals
don't have other sources

of their weapons.

- This is the progress
that we've made today.

It's a progress that calls
to mind a Mexican proverb

that I'm told says,

tell me who you walk with,

and I will tell you who you are.

Mr. President, the United States is proud

to walk with Mexico.

- You really want the truth?

- Yes, I want the truth.

- The United States is murdering Mexico,

because of our lack of gun control,

and our failure on the war on drugs.

We are murdering Mexico,

in massive amounts.

Yes, Mexico is to blame also.

There's no question about it,

but this is truly a shared problem.

- As I understand it,

Mexico only has one official
location near Mexico City,

or in Mexico City, where
people can legally buy guns.

- There's only one gun store in Mexico,

and it is in the capital.

- All the weapons and all the
AK-47s and assault rifles,

guess where most of it's coming from.

United States into Mexico.

- [Voiceover] Mexico's
future is gloomy at best.

The entire country is affected
by the drug cartel war.

It might just take a country wide revolt

to pull Mexico out of this,

because they're certainly not getting help

from the United States.

- No more weapons.

Dear France, and the United States,

Mexico needs your help

in order to stop this terrible
violence we are suffering,

and the best way to do that
is by stopping the flow

of assault weapons towards Mexico.

No more weapons to Mexico.

- Mexico is just as much at fault

until both governments get together

and closely examine the underlying factors

that's driving all this violence,

more Mexican people will be slaughtered.

I can't point to one administrative action

President Obama has taken

in regards to the Mexico murders.

He's sitting around having a ham sandwich,

watching all these innocent Mexican people

being slaughtered.

- Tens of thousands of
voters here in Ciudad Juarez

turned out to the polls today.

Most hoping and praying

that a change in the president

will also mean more prosperity

to our border once again.

- [Voiceover] Members of
this humanitarian group

take part in a march for peace

with elections in mind,

the peaceful demonstrators
continued their walk

to the Benito Juarez
monument almost a mile away.

Supporting all of Mexico,
says Manuel Escobedo,

yes we can move forward.

Everyone's vote counts.

- [Voiceover] Pena Nieto's
victory paves a way

for Mexico's old institutional
revolutionary party,

or PRI party,

which ruled for 71 years,

to return to the presidency
for the first time since 2000.

- Enrique Pena Nieto is a very handsome,

somewhat charismatic politician,

who is heavily backed by
some of the richest people

in Mexico.

and backed by the two
major television networks.

The PRI has always been
about staying in power,

above everything else.

It's a party whose ideology
is very hard to describe

because it can swing to the left.

It can swing to the right,

but ultimately it's always
about controlling power.

- For me, it's a lot of hope

that the president of Mexico

is gonna be a militant
of my own party, PRI.

The hope of saving Juarez

for arriving Pena Nieto
as the president of Mexico

is very high.

Very high.

- We cannot expect from Mr. Pena Nieto

any kind of serious reform.

A lot of different entrepreneurial groups

threw a lot of money his way,

and a lot of political groups.

- I think that he is just as out of touch

with what most of the Mexican
people deal with every day

as Felipe Calderon is.

- The elections were corrupt.

This was not a free election.

People were bought out.

We know that they got cards
to go and buy groceries.

We know that the PRI has
used its dirty tactics

to elicit and collect people's votes.

- I don't think that the PRI
party is completely reformed.

I think that the PRI party is changed.

They learned how to win elections

in a free environment,

because they used to
control the elections.

- Presumably if Pena Nieto is competent,

he'll figure out a way
to attack these cartels

or cut deals with them, such
that violence will decline.

Often that involves a certain amount of

cooptation, negotiation, back room deals,

between drug traffickers at a high level,

and people in the federal government.

I assume that the PRI
will do that as they did

in the past.

But the Zetas are a group
that are not amenible

so easily to these kinds
of political arrangements

and compromises,

so I think the Mexican state
has to attack the Zetas head on

and I think they will.

- The Sinaloa cartel is
quintessentially a drug business.

Los Zetas are a much more
versatile, dangerous group.

- Zetas, according to our
law enforcement sources,

have been entrenching themselves

in Juarez, southern New
Mexico, and west Texas

for over the past 2 years.

There are on going investigations

of their alleged activities
in arms trafficking.

We recently received word

that Zetas have been given the green light

to start carrying out hits and kidnappings

in this region.

- It seems so far that Los
Zetas in the Gulf cartel

are in an internecine
battle among themselves

in the northeastern part of Mexico.

While they're doing that,

the Sinaloa cartel now
controls most of the corridors

in western and central Mexico.

That means peace.

If Los Zetas prevailed,

and they decided to
challenge the Sinaloa Cartel,

yes things could get very very difficult.

- No, I don't know nothing about it.

We don't, we didn't hear
nothing about Zetas.

You people from the news make more stories

than we know here in Juarez.

Zetas, we hear them from them,

because one of the Zetas drop
over in the United States,

but in Juarez, we don't
hear nothing about Zetas.

- Juarez has been traumatized,

and it will take a lot of years for Juarez

to revive.

I think it will take a lot of time,

until we see Juarez again as vibrant

as it was a few years ago.

In the future,

it all depends on us.

- I hope there's a new
Juarez going forward,

and I hope that this decline
in the deaths there continues,

and when we have peace there,

I hope that that is seen
as a window of opportunity

to make the necessary
investments in that community.

- Of course Juarez will not be the same

as before because the scars
will still be very fresh,

but life will regain some normalcy.

- For those who have
survived the violence,

there comes a point where
they have to carry on.

They have to continue.

They have to have the
strength and the vision

and the hope and the
love for their community

to want to stick around,

to wan to build it and rebuild it.

- Completely.

Completely.

Future is very bright for the Juarezes.

We're gonna grow.

Keep living here in harmony, in peace,

happy, very happy,

eating a lot of burritos,

running, trying to get
the best for our families

for the people we care.

- Mexico's future isn't gonna be good,

until the Mexican people
change their conscience.

You cannot have factories
that pay slave wages

and have a good country.

You cannot have adolescents with no jobs

and no money to go into high school

and have a good country.

You can't have a non-justice system

and have a good country.

And you can't under the fiction

of a war on drugs,

let the army, federal
police, and state police,

run around the country murdering people

they don't approve of
and have a good country.

Outside of that there's
not a problem there.

- Yes, there is some problems

consumption of drugs in the world,

consumption in the United States,

consumption in Mexico,

consumption in Japan,

consumption--

We, all the people in the world,

need to be together trying
to defeat the people

who take drugs to our kids.
