grow inside her tummy,

and when he's born,
she gives him to us.

So in about six months,
you're gonna have
a baby brother.

hasn't got much of a chance.

Well, when Janessa
first came into the system,

she was only two and a half.

But before a child can be
adopted,

there has to be
a Permanency Planning hearing.

We call it a PP.

It's supposed to happen
within 18 months,

but our courts are so crowded,
it's averaging more than
four years.

And by that time,

the child's beyond the age
that parents want.

Some kids think
they got it tough.
