who would obviously disapprove.

So he anonymously reaches out

and tries to talk to somebody at NCIS.

tried to get her to come clean,

decides to keep an eye on Harris

to make sure he doesn't go
to anyone on his own.

Which would explain all the
surveillance equipment in his home.

So when they find out

that he did set up something
with NCIS...

They hack his car,
disable his seat belt and airbag

and try to kill him and Sam
at the same time.
