Berlinger: In the small town
of Chillicothe, Ohio,

six women have gone missing,

young mothers caught
in a vicious cycle of addiction

and prostitution.

Four of them have
turned up dead.

Woman: I found a woman's body
in the creek.

Berlinger:
I'm Joe Berlinger.

I'm a documentary filmmaker
and an activist.

I'm working with forensic
analyst Angela Clemente

and former FBI agent
Steve Bongardt

to find out
what happened to these women.

We've looked into the death
and disappearances of nine women

in Columbus, Chillicothe,
and Portsmouth, Ohio.

We're going to get justice.

All of us in here
have to get justice.

In the course
of our investigation,

one local drug trafficker,
Ernest "Dollar Bill" Moore,

has emerged as a primary person
of interest in the deaths

and disappearances
of several victims.

-It was Dollar Bill.
-Dollar Bill.

Dollar Bill
is the scariest person

I have ever met
in my life.

Berlinger:
Dollar Bill is currently serving
time for a brutal assault

and facing federal
drug-trafficking charges.

In a jailhouse phone call
to us, Jason McCrary alleged

that Dollar Bill
killed Charlotte Trego

and burned her body.

And now new sources
have come forward,

corroborating
Jason McCrary's statement.

Is there enough evidence
for law enforcement

to indict Dollar Bill
for murder?

Ruth: There's somebody out there
that knows what went on,

but they just won't tell
because they're scared.

Magill:
So we pray, "Our Father..."

Heather:
He put the gun to my chest,
and he said, "Live or die."

Landrum:
Everybody who knows information
that tries to come out

and talk about it,
they end up dead.

Coleman: He gave her
a hot shot of heroin.

Kellough: And I said,
"I know who your son is,

and I know what he did, too."

Sam: If she's out there,
please just let her go

[Echoing]
and let her come home.

Clemente:
But now Dollar Bill's name
is coming up all the time

with all these other women.

He's become
a person of interest.

From Jason, what we learned was
he's saying that Ernest Moore,

Dollar Bill, was the one
that killed Charlotte

and that Charlotte's body

was burned on the location
and buried on the location

of where he was selling
his drugs in Gallipolis.

-Gallipolis.
-Right.

Berlinger: Gallipolis, Ohio,
is a small town of 4,000 people,

located an hour southeast
of Chillicothe.

He was not sure
why she was killed,

but it was Dollar Bill,
he's saying,

and it allows us
something to follow up on.

Bongardt:
We need to corroborate.

We have to verify everything

that he said
in that conversation.

Berlinger: Jason McCrary's tip
is currently our strongest lead

in the Charlotte Trego case.

Boggs:
Charlotte has two children.

She loved her kids very much,

and her kids
was her world to her.

And when she got the heroin,

that's when her life
really went into a big spiral.

Last time anyone seen her
was May 3.

Berlinger:
If we discover that Dollar Bill
was directly connected

to Charlotte's disappearance,

we may be able
to make some progress

in some of the other cases,
as well.

Bongardt:
What are the dates, again?

Clemente: Charlotte is last seen
on the 3rd.

Okay, so 5/3.

Now, this is 2014, obviously.

And she had just been
kicked out by her roommate.

Jason McCrary said that she was
killed in Gallipolis, right,

with Ernest Moore?
-Mm-hmm.

5th and the 7th, our timeline
has Ernest Moore sell heroin

to an informant in Gallipolis.

Well, look at the time

Ernest Moore
is actually in Gallipolis.

This probably puts him
in Gallipolis,

so it does corroborate
somewhat the story, right?

'Cause this happens
in Gallipolis, right?

-Right.
-So the point --

That's a nice, little, tight
time period that's fitting.

**

Berlinger:
Could there be a connection

between Charlotte's
disappearance on May 3

and the undercover drug sale
and Dollar Bill's trap house

in Gallipolis two days later?

Angela tracks down Charlotte's
former roommate,

now living in a different
apartment complex,

and makes an unscheduled visit,
bringing a security guard

just in case
there's any trouble.

Clemente: She is the last person
that Charlotte was living with.

She kicked Charlotte out,

and then Charlotte really went
missing right after that.

You know, you want to go back
to the person

that was the last one
that saw her.

The first thing she said,
"You're not recording me."

Said, "Don't worry.
You're not going to be recorded.

You're fine."

So something's going on here.

Something is brewing.

The one thing that she did say
was there were a lot of rumors

that Charlotte was dismembered.

What she was afraid of, though,
was that she's gonna be killed.

She said that she is
terrified for her life.

Berlinger: Just as one door
closes, another one opens.

Charlotte's mother,
Yvonne Boggs,

introduces us to a friend
of Charlotte's

who knew her at the time
she went missing.

So I think
she's out this way.

Yeah,
out to the left.

How are you?

I'm okay.
How are you doing?

-Good to see you.

How are you
holding up?

-Eh, good days and bad.
-Yeah.

-Hi, I'm Joe.
-Hi, Joe.

Berlinger:
This friend of Charlotte's

is afraid of retaliation,

so we agreed
to conceal her identity.

We're going to film this,
but we're going

to keep
your identity out of it

if that's okay.

Thank you
for coming forward.

What is it
that you want to tell us?

Was anything going on
at her house at that time,

like, with regard
to selling drugs?

I don't want to lead you,

but were drugs being sold
out of her house?

Who was doing that
at the time?

At the time
that Charlotte went missing,

Dollar Bill
was selling out of there?

Berlinger: So it was like
a trap house for Dollar Bill?

Why? When you say he's
very scary, just the way he --

I mean, the fact that that was
a trap house for Dollar Bill --

That's big.
-Yeah, yeah.

'Cause it puts them
all there at the same time

the last couple of days
when she was here.

Was Charlotte reaching out
for money around that time?

She had reached out
to Mr. Sturgeon

and, you know,
asked to borrow money.

When was that?
Do you know?

He told me
it was the 6th.

I didn't know
until just here recently.

I was thinking
it was earlier than that.

Berlinger:
This information that Charlotte
called Dennis Sturgeon,

a family friend, is important,

as it changes the timeline
of her disappearance.

Could you take us
to the house?

Sure.

Just to take a look at it, you
know, where you last saw her?

Yep.

Hearing that Charlotte
and her roommate

were letting Dollar Bill
sell drugs

out of their apartment
in Chillicothe

confirms that Charlotte and
Dollar were in close contact

around the time
she went missing.

-So this is the house.
-Yes.

The one in the back
with the stairs.

-Yeah.
-Uh-huh. Up top.

Did she owe Dollar Bill
money at the time?

Boggs:
Well, she asked me for $50.

Right.

And I told her -- she said,
"I need more," but she says,

"Do you have 50?"

"Charlotte," I said, "I don't
have that kind of money.

What do you need
that kind of money for?"

She says, "Well,
I owe Dollar some money."

Was she worried,
was she concerned

that something was gonna
happen to her?

Yeah, she was.

And I said, "Well,
I don't know what to tell you."

"Hon," I said,
"I don't have it," and she said,

"Well, I've got to get
some money for him today."

Berlinger:
We gather more information
from a former drug dealer

who knew both Charlotte
and Dollar Bill.

He agrees to talk to us
only on the condition

that we hide his identity.

Did she ever steal drugs
from anyone else, do you know?

Did he change?

Like, 'cause you knew him
from young.

So he picked Chillicothe
because that was an area

that would make him
more money?

Do you know what happened
to Charlotte?

Berlinger: Charlotte Trego owed
money to her drug dealer,

Ernest "Dollar Bill" Moore.

She asked me for $50,
and she said,

"Well, I owe Dollar some money."

Berlinger: And a source claims
that around that time,

he was selling drugs
out of the apartment

where Charlotte
had been staying.

Were drugs being
sold out of her house?

Who was doing that
at the time?

Berlinger:
We've heard stories about
Dollar Bill's violent nature.

But could a $50 drug debt
be a motive for murder?

To find out,
we tracked down Winter Hodge,

a recovering addict
who had ties to Dollar Bill.

Tell me about Dollar Bill.

There's two sides to him,

and for just as good
as he can be,

he's just as evil.

He started out
when I first met him.

He was such a nice guy.

He was so good to me.

He was good to my kids.

You know,
he was gonna make money

out of my apartment
and look out for me,

and it didn't really
work out that way.

In 2011, Winter let
Dollar Bill use her apartment

as a trap house
to sell heroin.

In exchange, he supplied her
with drugs, but eventually,

the deal went sour.

I had said some things that,
probably, I shouldn't have said,

and Dollar, like, turned on me,
a few days after,

and was banging on my door.

Someone in the neighborhood
had seen him pull up the alley

and told me, like,
oh, they were coming, like,

you were getting ready
to get it.

Did he threaten you,
personally, ever?

Dollar doesn't really have to
say anything to threaten you.

He doesn't have the type
of anger that explodes.

Nothing about him was ever
really unplanned or chaotic.

Like, it was always very --

-Calculated?
-Calculated.

Somebody that I was closely
acquainted with at the time

had done something
to upset him,

and he kept her
for days on end,

like, brutally
torturing her.

She had been beat on.

He was heating forks up
on the stove.

Oh, my god.

Like, I don't feel like they
torture terrorists that bad.

Hey, you know that
we're investigating and looking

at all the different women
that are missing,

and you knew
a lot of them.

Yeah.

Tameka and Timberly
and Charlotte, Tiffany, Shasta.

Yeah,
that's my girls.

Did you ever here if Charlotte
had ever gone to Gallipolis?

I had heard that.
She had been --

I hadn't seen her
for a few days,

and they said that she had
went out of town with him.

-Him meaning? Dollar, okay.
-Dollar.

And at that time, I know that
that's where they were going.

It was supposed to be
a "secret,"

but everybody knew
where they were going.

I mean,
you've known how Dollar is,

and you knew
all the girls.

Do you think he is capable
of killing these women?

Definitely.

Do you think he's involved
in any way?

Yes.

Bongardt: We're going out
to the house in Gallipolis,

the house that Dollar Bill

was arrested out of
in July of 2014.

In time and place,
location,

this is
a very significant place.

And Dollar Bill was busted
in July of 2014.

July, right.

Charlotte disappeared
in May of 2014.

In May, right.

Berlinger: We have been hearing
how addicts and prostitutes

sometimes work as informants
for local law enforcement,

trading information
for reduced charges.

May 16 is the day
that Tameka's husband

says he last saw her,

but Charlotte is last heard from
on May 6.

She calls, asking for money.

We have people that see
Charlotte with Dollar Bill

before she goes missing,

and Charlotte and Dollar Bill
go way back.

Seems to be a lot of growing
connections between Dollar Bill

and Charlotte, you know,

and if police were using her
and others as informants

to build the case
against Dollar Bill --

if he has any kind of plug
into law enforcement,

he might know
that these buys were done.

So there's a chance
that it gets back to him,

he gets angry.

Whoever he's with
he decides to take it out on.

It's one explanation of what
could have happened to her,

that she was knocked off
in retaliation

for snitching on Dolla.

One of the things
that we also know

is she was calling relatives

or other people
looking for money.

We know that Charlotte
owed Dollar Bill money.

That's a real powerful motive.

He was very violent with these
girls when they stole from him.

-Or owed him money.
-Or owe them money. Right.

I think
there's a very real chance

that Charlotte's remains
could be on this property.

**

This is the house.

This is it.

There's people there.

We'll go up
and turn back around.

There is a wooded area,
kind of starting from the road,

goes back up
along the hill that way,

and part of it is wooded.

This is it,
right in front of us.

That whole hill area
up there,

I think they have
part of that area.

So right up in there --

You don't think this would be
a perfect place to bury a body?

Yeah.

This would be a perfect place
to bury a body.

They said they knew drugs were
being sold out of the house,

and they were in
a horrible situation

because they really
couldn't do anything.

There were women and people
coming and going all the time.

At least we've confirmed
that's the place.

It's interesting
no police have come out.

So if Charlotte is there,
nobody is looking for her.

Right.

Berlinger: We feel
there is enough probable cause

for law enforcement
to conduct a search

for the remains
of Charlotte's body

on the property
in Gallipolis.

We return to the Chillicothe
Police Department

to tell them
what we have discovered,

hoping they will act quickly
in response.

-How you doing?
-I'm going that way.

We are trying to work
in concert with law enforcement

and assist you guys
in any way that we can.

And anything that we get,
any kind of leads that we get

that seem substantial
or important,

we want to make sure
that you get them.

We have been speaking
with some people

that would not generally
want to talk.

You're familiar with McCrary,
right?

Mm-hmm. Yes.

So we did a jailhouse interview
telephonically,

and basically, he said
that Dollar Bill killed Trego,

Charlotte Trego,
down in Gallipolis,

a trap house or a house
they were selling out of.

The body supposedly
was buried there.

A lot of the information
we have, obviously,

comes from street sources,

that Tameka and Charlotte
were together,

and we have never been able

to corroborate
any of those statements.

Right. We've sat down,
and we've done a timeline,

and the timeline
on when Trego went missing,

we're not seeing
where they were together.

The timeline piece really,
really piques my interest

because in investigations
like this,

timelines are essential

in trying to piece together
what happened to her.

I know that Dollar Bill's name

has came up numerous times
in Trego's investigation.

We've been very open
about that.

This particular information,
I don't know

that we have
received information

that she was in Gallipolis.

My first step,
I'll be honest with you,

is going to be
is contacting our local

Missing Persons Task Force
Commander, Chief Deputy Hollis,

or Colonel Hollis,
with the Sheriff's office,

who runs our local
Missing Persons Task Force.

You have been helpful,
very helpful.

I appreciate it very much.

I'm gonna take
the information we got here,

and we're gonna run with it.

Berlinger:
While waiting on law enforcement

to act on the information
we shared,

another grim reality
becomes clear.

Drug abuse has contributed
to all of these deaths

and disappearances,

and it has affected
almost everyone,

even Detective Bud Lytle,

whose daughter has been
struggling with addiction.

Her addiction started
with a simple back injury,

and she was prescribed
opiate painkillers

and became addicted and ended up
going to the street.

Banfield:
In Ohio, there have been nearly
90 ODs in the last week.

The amount of 911 calls
are pouring in as though

this were a mass-casualty event.

Everybody was harping

and wanting things done
on the heroin epidemic.

They wanted people arrested.

They wanted people in jail,

but that didn't stop
the drug trade.

You know, as long as
you've got a demand,

you're going to have a supply.

And when it comes
to policing, you know,

the major conversation now
is heroin.

Man:
OD in Carrington, Narcan.

And it's really
the epidemic that we're facing,

a problem in more ways
than I expected

when I took this job.

27 to headquarters.
Narcan's been administered.

Reporter: A record number
of overdose deaths

is keeping
the coroner's office busy.

Reporter: Well, this county
coroner's office

is using
an emergency portable morgue.

Dr. Gabis: It's so painful
for our community to realize

that we're losing
a generation of people

to this scourge,
this epidemic.

Berlinger: Just as our
investigation in Chillicothe

is gaining traction,

we receive a call
for help from Zanobi,

a transgender heroin addict
we met previously.

She has been supporting
her $400-a-day habit

by turning tricks
in Portsmouth, Ohio.

But now she's ready to get
clean and turn her life around.

She wants us to take her
to a detox facility.

Love you, mom.

Berlinger: You got a good
relationship with your mom.

-Yes. I love my mom.
-Yeah.

-My mom is my world.
-That's great.

What made you decide
to do it now?

I wouldn't wish heroin on my
worst enemy 'cause it kills you.

It takes your life away.

It destroy's your life.
It destroys your family's life.

Like,
it's really the devil.

The victims that we've been
following, I mean,

you lived that same life.

Have you had a lot
of close calls?

I've been held hostage
before in the basement,

tied up
for a couple weeks.

There's some crazy people
out here,

and, you know,
like, doing the things

that we do
to get our fix,

things that we turn to
is prostitution, you know?

And being out there
on the streets,

walking the streets,
trying to catch a trick,

trying to catch
a play, like,

those men out there
are dangerous,

and they're crazy.

Bodies coming up missing.
Nobody know what happened.

Murders
aren't being investigated.

Like, you know?

Why doesn't --
'Cause this is not normal.

And so why haven't people
just stood up?

-'Cause everybody's scared.
-Scared of what?

They're scared to talk about it
because they know how it is.

You're going
to come up missing.

Nobody is going to know
what happened.

They're not going to find
your body, none of that.

You're just going to be
another person

that just came up missing.

That's it.

Oh, man.

a rehab facility in Chillicothe.

She knows firsthand how
destructive these drugs can be.

Heroin is just
a bottomed-out drug.

It's not just the kids
that are walking time bombs.

It's everybody that are
actually walking time bombs.

Heroin will make
anybody disappear.

Cheryl agrees to help Zanobi
get into a detox program,

the first step in recovery.

-Hello.

is gathering families

and community leaders
from across Chillicothe

to discuss the epidemic
that is plaguing their town.

Beverly:
Tonight, I'm hoping we will
get some questions answered

and get the community to
understand a little more that,

you know, it's going to take
more than just law enforcement

to help
with this heroin epidemic.

It's gonna actually
take the community, too.

Welcome, everybody,
to the town hall 2016.

The topic is gonna be about
why heroin is on every street.

We have a great panel up here,

and we are gonna go ahead
and get started.

Dr. Gabis:
Every family in this room
has been affected by addiction.

It is a disease.

If I were to tell you that you
had cancer, you wouldn't say,

"Oh, no, it's okay.
I got this."

You'd say, "Do whatever
you need to do. I'm all-in."

Lavender:
My name is George Lavender.

I'm your Ross County sheriff.

When I got elected
eight years ago, you know,

the emphasis was on arresting
this problem away.

We found that don't work.

Everyone agrees that Chillicothe
is facing a serious problem,

but they don't all agree

on how the community
should battle this epidemic.

Hayburn: These drug dealers
find these young girls

that's on Section 8 with kids.

Then, they'll get in there
and start dealing their drugs

out of their apartments
or houses.

And we've got to put a stop
to some of this

by getting these dealers
out of these houses

that we as taxpayers pay for.

I want to address what you said,
Mr. Hayburn,

because it's not people

that are in Section 8 housing.

This heroin epidemic
is no respecter of race,

gender, socioeconomic class.

It does not care
how much money you have.

Your child, my child,
the child of a homeless person

living on the street,

any of them can get access
to the drugs.

It doesn't have anything
to do with money.

Berlinger:
While the town of Chillicothe

is consumed by fighting
this opioid epidemic,

we remain focused
on finding answers

for the families of the missing
and murdered women.

Having heard nothing from
the authorities in Chillicothe

about searching in Gallipolis
for Charlotte's remains,

Steve Bongardt reaches out to
his former colleague at the FBI.

Hey, Steve Bongardt.
How are you?

So we've been out here now
in Chillicothe,

and so I have the information
I want to pass to you.

We were told that Dollar Bill,
Ernest Moore,

murdered one of
the other victims,

Charlotte Trego,

and then buried
the body in Gallipolis

at an address
where he was arrested,

so the body would have
been buried in May of 2014.

Yeah. She's one of the six that
we're specifically looking at.

-Sounds right.
-Okay, sounds great.

-Uh-huh.
-Yep. See ya.

So they have task-force assets

that they're gonna pass
the address to.

If we get any more information,
it'll help, but the asset

is a helicopter
using ground-penetration radar.

Berlinger: With the FBI
sending a helicopter

equipped
with ground-penetrating radar

to fly over the property
in Gallipolis,

suddenly it feels we're
on the brink of getting

some long-awaited answers.

Berlinger: Steve Bongardt
monitors from the ground

as the FBI conducts a helicopter
search of the property

surrounding Dollar Bill's
former trap house in Gallipolis.

Ground-penetrating radar
searches for soil disruptions,

which may indicate
a shallow grave site.

Bongardt: The type of technology
that you're using,

it would be able
to sense a change

in soil composition primarily
due to a body decomposing.

Is that correct?

Man:
It might. It's --

So the fact
that there's been a winter

or maybe two winters
really makes it difficult.

You said there were three fire
pits out there that you saw.

Yeah, three of them.

Was it a way to tell
whether all three are active,

or was one an old fire pit?

All of them are active, yeah.

What would you
recommend now?

Do you think you have enough
for a consent search

and using cadaver dogs
on that property?

What additional information
can we get to help corroborate?

As soon as we come up
with anything,

you know,
we'll let you know.

FBI assets
from the task force

out of Huntington
flew over the property

and did not find
a grave site, per se,

but found three fire pits.

There was one, in particular,

that was far away
from the house, up on a ridge.

If you were looking
to burn a body,

that would probably
be that fire pit.

Berlinger:
Unfortunately, GPR technology
can only detect an intact body

buried in a shallow grave.

It cannot locate burnt remains
buried years ago,

so the results of our search
are inconclusive.

Still, the sighting of three
fire pits on the property

is an important discovery.

The next step is to gather
enough firsthand information

to generate a warrant

for a ground search
of the property.

If we can get some level
of corroborating information,

enough for them to muster
a team of cadaver dogs,

the FBI is going to coordinate
a search at that property.

This is probably our best lead.

Berlinger: The pressure is on
for us to uncover evidence

that places Charlotte
in Gallipolis

around the time
she went missing.

Angela cultivates a relationship
with an associate of Dollar Bill

who agrees to help
on the condition

that his identity
remains anonymous.

Tell me exactly kind of what
you overheard Dollar Bill say.

Man: Charlotte...

He said what?

-[ Speaks indistinctly ]
-Wow.

He should have put Artie
where he put Charlotte,

and then he wouldn't have
to be dealing with it.

Oh, my God. Okay.

He was incarcerated
with Dollar Bill,

and Dollar Bill
was stressing really bad

about how much
he was going to get

on the Artie Hamlin case,
the torture case,

and he said, at that time,
"You know what?

I should have put Artie
where I put Charlotte."

Berlinger:
According to the source,

Dollar Bill admitted
to killing Charlotte Trego,

but we still need to confirm

where this alleged
murder occurred.

What we're trying to do
is develop

corroborating information
from people

that just can put Charlotte
at that house at that time.

Right.
And that's our biggest issue.

We locate another source
who may tell us more

about what happened
to Charlotte.

If she corroborates that

Charlotte was killed
in Gallipolis,

we may now have enough evidence

to encourage
the authorities to conduct

a ground search
of the property.

Charlotte's body

and because she was a snitch?

Berlinger:
While Danielle could not confirm

that Charlotte
was in Gallipolis,

she does give us valuable
firsthand information

that suggests Dollar Bill's
potential involvement.

It feels like we're getting
close to finding out

what happened to Charlotte

and maybe some of
the other victims, as well.

Bongardt: I think the question
we have to figure out is,

how do we move forward

and get the best justice
for the victims, right?

There needs to be
some accountability.

I agree.

So, we're the ones that
are investigating this.

We've been putting
all of this together,

and we're not just
going to let this fall

because that's exactly

what the women's families
were looking at,

and we promised them
that we would do

whatever we could to solve it.

Clemente: Steve and I
have been working really hard

on putting together pieces

that Jason McCrary
has told us about,

and we have
some confidential sources

that we're talking to

that have come forward
about Ernest Moore.

We tried to take
some of this information already

to Chillicothe
Police Department,

they wouldn't contact us

and try to work with us

It seems more adversarial

and talk with us?"

On the one hand, we certainly,
as good citizens,

don't want to thwart
a police investigation.

We want to fully cooperate,

and we want the crime
to be solved,

and we would love
police involvement

in helping us
try to figure this out.

On the other hand, we don't want
the confidential sources

to be named unless
they agree to be named

because that could
potentially endanger them.

This is a pretty major thing
that just happened, so...
