Berlinger: Chillicothe, Ohio,

once a bustling
industrial center known

as Ohio's first capital,

but today,

this town has become more

than just another notch
in America's Rust Belt.

Woman:
It's a dark mystery in this
small town of Chillicothe.

Man: Six women have disappeared
over the past 13 months.

-Tameka Lynch...
-Charlotte Trego...

Man:
Tiffany Sayre, Wanda Lemons...

-Shasta Himelrick...
-Timberly Claytor.

Berlinger:: Six young women
go missing in Chillicothe.

Four of them
are found dead.

Woman: I found a woman's body
in the crick.

-Is there a serial killer?
-A serial killer...

Man: It could be the work
of a serial killer.

I'm Joe Berlinger.

I'm a documentary filmmaker
and an activist.

I have fought against
injustice and corruption

and used the power of my camera

to give a voice
to the voiceless.

Now I'm investigating
a ruthless drug underworld

and a series of
disappearances and murders.

There's a lot of sick
men out here.

Woman: He looked me dead
in my eyes and told me,

"How does it feel to know
this could be your last breath?

Ruth: There's somebody out there
that knows what went on,

but they just won't tell
because they're scared.

-So we pay to our father...
-He put the gun to my chest,

and he said,
"Live or die?"

Woman: Everybody who knows
information and tries

to come out and talk about it,
they end up dead.

Man: He gave her
a hot shot of heroin.

Woman: And I said, "I know
who your son is,

and I know what he did, too."

Sam: If she's out there,

please just let her go
and let her come home.

Lytle:
Chillicothe's your typical,

quintessential
small-town America.

"Everybody kind of knows
everybody" type atmosphere.

When I left the military
in 1994, my wife and I,

the one thing we wanted
to do was move back home,

move back to Chillicothe.

Throne:
This is a paper mill town.

People had grown up
with their grandfathers

and their fathers
working at the paper mill.

But it's changed
quite a bit.

[ Bleating ]

[ Auctioneer calling ]

Yeah, I can remember
as a kid walking down

and being able
to get penny candy

with pennies my grandpa
had given me.

But now, you know,
I have a son,

and I don't let him
walk around by himself.

Woman: I just don't know
what's happened to this town.

This town is
just not the same.

Man: Six women
mysteriously disappeared.

Four of them have
turned up dead.

Man #2: Many in this community
are on edge

with so many women
either missing or dead.

Man #3: The FBI is stepping
in to find answers here

and also bring closure
to these cases.

Berlinger:
Starting in May 2014,

six young women go missing

in the small town
of Chillicothe, Ohio.

With in a year,
four of them are found dead.

Woman: They was all good-looking
girls, pretty girls.

We've lost some of that
innocence that we had

for so many years.

Everything started
going crazy here.

Berlinger:
When I learned that a string
of unsolved murders

and disappearances are plaguing
the small town

of Chillicothe, Ohio,

I decide to head out
with my documentary crew

to find out what happened
to these women

and why they're cases
remain unsolved.

We traveled to Chillicothe

to meet with
the victims' families.

Experience has taught me that
my camera can often open doors,

allowing me to go places
that the police can't.

How you doing?
-Oh, okay.

Berlinger:
Our first stop is at a meeting
with the victims' families.

My name is Yvonne Boggs.

I'm Charlotte Trego's mother.

She disappeared in May.

It got to the point
where I didn't hear from her,

and it was almost two weeks,

so I knew there was
something wrong.

She always kept in touch.

She told us that
she would call us tomorrow.

Well, you know,
I never heard anything.

And another day went by,
and I never heard anything.

I just love her.
I want her home.

She's missed very dearly.

I feel everybody's pain.
I'm Tiffany Sayre's aunt.

She went missing May 11th.

And she could
still be out there.

We still don't know.

It's very discouraging --

very discouraging
every single day, not knowing.

She said,
"I'll be back at 12:00."

I said, "Okay."

She promised
the girls ice cream.

Tiff never did show up.

Beautiful girl,
only 26 years old.

If she's out there,
please just let her go

and let her come home.

I -- I miss her dearly.
I really do.

My name's Angela Robinson.

Tameka Lynch is my daughter.

My daughter came by
at least every single day.

She was my best friend.
We were that close.

The last day that I saw
her was May 13th,

My parents and I traveled
from county to county.

I went to
the Chillicothe Gazette.

I went to the radio station.

We got the word out.

It wasn't our law enforcement.

They weren't even
looking for her.

Woman:
They didn't care.

-No.
-I think the police --

they seem to over look that
all of us mothers saying,

"No, our daughters
don't just do this."

They don't just disappear
without calling.

Hansen: Unit 10 to Unit 27,
what's your 3-9?

[ Police radio chatter ]

You don't want to patrol
through neighborhoods fast

because you're gonna
miss everything.

I try to keep it as slow
as 2 miles an hour

and usually no quicker than 10.

Lytle:
When we look at the totality
of this investigation --

and when I say totality,
I mean all six of these cases --

and how closely they
can be tied together,

the possibility
of a serial killer

is a real possibility.

Then you tie in the element
that, you know,

Tameka Lynch was found in water.

You look at Shasta Himelrick
that's found in water.

So I think those things tie
in the thought that it --

that it could be
a serial killer.

Man: Headquarters, what's
the signal seven again?

We're still receiving leads.

We're still getting tips that,

you know,
it could be this person,

it could be that person.

[ Siren wails ]

Man:
...suspicious person...

Hansen: The truth of the matter
is I'm a policeman.

I work a certain amount,
a number of hours a day,

and then I'm not here.

I don't see all the things

that citizens see
in their communities.

I can't know everything

that's going on
in their communities

because there may only be three
or four officers

patrolling the city
at any one time.

Sarah, are you ready
to get on this?

Yeah.

Jess, you got a minute
to sit in, too?

What a mess.

So, we still don't have
anything resolved

for Tameka Lynch
or Tiffany Sayre.

And, uh...
-Charlotte.

Throne: Charlotte
is still missing.

It is absolutely overwhelming.

We'd go through the police
reports every day,

and we knew that any new

report could be
another in the series.

Will it be me
taking pictures?

Well, is anyone else
available?

Things just went, you know,

really, really fast and at
a pace that a small newsroom,

you know, has to really
try to keep up.

Print story will be capped
with sort of a spin forward

and then hit the highlights.
-Yeah.

Throne: I've used the phrase
"drinking from a fire hose,"

and at some point
in time as a newsroom,

we look at each other
and say, "What's next?"

I'm-a take you down to the alley

where supposedly she was
last seen walking home.

Is that okay with you?
-Sure.

Berlinger:
On May 11, 2015,

Tiffany Sayre goes missing
three blocks from her home.

Um, Jessie Sanford
was her best friend.

She was the last one
to see her alive

on May the 11th,
last one to talk to her.

-Which is Jessie's house?
-Let's see.

I think it's this one
right there with the fence.

She would come from Jessie's,

come down the sidewalk,
down through the alley,

and straight to her
grandmother's.

As you can tell,
it's a short distance

as a walk for her.

We don't understand why or how
she could've went disappearing.

We think maybe that
there's something else

that we're not being told.

-What do you think happened?
-We don't know.

We need answers,
and we need justice.

Maybe we could be
in danger.

The person could
still be out there.

Show Grandma again.

She called me at 11:28.

She said, "Grandma,
I'll be my way home."

Tiff never showed up.

I left my porch light on.
I was up part of the night.

I didn't hear
any more out of Tiff.

They were at Jessie's,

and it's not a three-minute
walk over here.

So I know something
was going on.

Had to go on.

Nobody knows Tiffy like I did.

Berlinger:
'Cause you raised her.

Exactly. I raised her
since she was a little girl.

I know there's somebody out
there that knows what went on,

but they just won't tell
because they're scared.

They're afraid to talk.

I am, too.

But I'm hoping and praying

we find out what happened
to my granddaughter

'cause if not,
it's gonna kill me.

It's really gonna kill me.

Berlinger:
This documentary series
is unfolding in real time.

No one, including me
and my crew,

knows where this investigation
will take us.

But we owe it to these women

to try to find out
what happened to them.

Berlinger:
I return from Chillicothe with
more questions than answers,

but one thing is clear.

I need some help to move
this investigation forward.

Angela Clemente & Associates,
this is Angela speaking.

Hey, Angela.
Joe Berlinger.

How are you?

Hey, good.
How are you?

-Long time, no speak.
-[ Chuckles ] That's true.

How you doing?
-I'm good.

Um, I'm looking at a case
that I may want your help on.

Young women who have
gone missing clustering

around Chillicothe, Ohio.

There's talk of a serial killer.
-Huh.

The parents feel like
they're being neglected,

that there's no action,
no investigation,

and nobody cares.

That sounds interesting.

Look, there's...
-Yep.

I think it makes sense
for us to just say,

"We're investigating
the missing women.

Can we do an interview?"

Yeah, I think that --
I think it's a good idea.

Berlinger: I've known
Angela Clemente for years.

She's a forensic intelligence

analyst who has worked
with the White House

and the Department of Justice.

Her specialty is cracking
complicated cases

involving victims
of violent crime.

I would say we interview
all of them

and see what
their answers are,

kind of look at
their demeanor,

look at their behavior,
and then go from there.

Angela and I meet
with Yvonne Boggs,

the mother of Charlotte Trego.

Charlotte was the first woman

reported missing in May of 2014.

Berlinger: You know, for me,
when I make films

about these kinds
of cases,

it's kind of peeling
back the onion

and a process of discovery.

So tell me -- how does it fit
into your process?

I'm gonna do something
called a victimology.

What that entails
is trying

to get a good handle
on the background,

how she grew up,
who here friends were,

who she hung around with.

Was she having
any problems

with anyone prior
to her coming up missing.

Yeah.That could give us
some answers.

Yvonne Boggs last saw
her daughter,

Charlotte Trego on May 3, 2014.

-This is Charlotte's room?
-Yeah.

These are pictures
of her children.

-Yeah.
-The little baby.

Boggs: Charlotte
has two children --

Chloe and then her son, Taylon.

She loved her kids very much.

And her kids
was the world to her.

Charlotte growing up,
she was kind of a tomboy.

She liked to play
in the creek

and play hide-and-seek,
climb trees.

She's a very
outgoing person.

An easy person to get to know.

-That's her?
-Yep.

-Goofing around?
-She always did.

-Was she like a little clown?
-Yeah.

Yep, making
little fishy faces.

Boggs: But she lost her dad
at an early age.

And that's kind of when
she started going downhill.

Berlinger: How did she get
involved with drugs?

[ Horn blares ]

She started taking the pills,

I'd say,
when she was maybe 14, 15 --

after her dad passed away.

And she kind of got
in with the wrong crowd.

I wasn't aware of it
for a couple years.

It went from pills to,
I guess, cocaine.

And last eight months

before she come up missing is
when she started the heroin --

six to eight months.

The last time I spoke to her
was on the 3rd of May.

Charlotte had called me

and told me that she had
to find a place to live.

And I said, "Well, Charlotte,
you're always welcome here.

I just don't want you
bringing any drugs here."

And the last thing
she told me was she loved me

and she'd talk to me later.

Whenever I would think
about Charlotte,

I would just pick up
the notebook and write

whatever I thought
I wanted to tell her.

June 5, 2014 --
"Today's your birthday.

I can't even tell you 'Happy
birthday' or give you a card.

You just don't know
how hard this is for me."

I went in to file
a missing report.

I told them, I said,
"There's something wrong."

And the first thing
out of his mouth was,

"Well, girls like that just
disappear because they want to."

I said, "What do you mean, girls
like that?"

Said, "These girls
that's on drugs."

I said, "Hey."
I said, "I know my daughter

well enough to know

that she's not
just gonna take off

and not call me,
not get in touch."

Her purse is hanging there
on the head of her bed.

Clemente: Okay.

But law enforcement never...
-No.

...never asked
for the purse,

never came to get it,
never tried to --

Did they come in here?
-No.

-They never came in here?
-No.

At all?

Boggs: I did tell them
that I had it. And I said,

"It's not like her to go
anywhere without her purse."

-Angela, does that sound right?
-I'm very surprised.

If that person is missing
and there is a purse there,

you're gonna want
to go through that.

You're gonna want to see --
are their fingerprints in there?

You want to process
it the proper way.

Berlinger:
What do most of the victims'
families say about the police?

They don't think
too much of them.

The cops has told me all along,

"We're trying our best."

But I've kept feeling

like they was
just shoving it under the rug.

Lytle:
Missing-persons cases in adult
cases are very difficult

because if an adult wants
to go missing, they're allowed.

There's nothing that
prevents them from saying,

"Hey, I'm just
going off the radar,

and I don't want anyone
to find me."

In the Charlotte Trego case,
we're looking at an individual

that was friendly with people,

was highly thought of
in her circle of friends.

But we're still dealing
with an individual there

that was involved in drug use

and was prostituting
to support that habit.

So there was not a lot of alarm
until Tameka goes missing.

Now we have a second
missing-person case.

Berlinger: On May 19, 2014,

Tameka Lynch goes missing
from downtown Chillicothe.

Five days later,

her body is discovered
28 miles away from town.

Man: Detectives say the body
of a woman

discovered in Paint Creek

on Saturday near Bainbridge
is Tameka Lynch.

Investigators
took her fingerprints

to compare to the badly
decomposed remains.

I can't sleep.
I can't eat.

I just want my daughter back.

Man:
Tameka was also a mother.

Family members say
Tameka has three children --

two daughters and a son.

One of the hardest parts,
they say,

telling the kids their mother
won't be coming home.

Now, Tameka, whose parents
we're gonna go see now --

Tameka was the first body
actually found,

so I think these parents
are gonna be feeling pretty raw.

Obviously, we need
to be sensitive,

but you have to ask
the hard questions.

So we'll have to see
how open they are.

Berlinger:
So what is this area?

This is our Tameka room.

Clemente:
Wow, she's beautiful.

-Thank you.
-Absolutely stunning.

And these are
Tameka's kids.

Which one is the oldest?

Jeremy is the oldest
and then Kalia and Jayona.

And Jayona.
How old are they?

-Now they're 12, 7, and 8.
-Okay.

Both the girls act
just like their mom.

[ Laughter ]

-Yes, they do.
-Very outspoken.

Robinson:
She was an amazing mother.

Her kids knew
that she loved them.

And that's when the problems
start as far as the drugs.

Did she do any kind
of drugs before?

None.
She never drank alcohol.

She didn't smoke cigarettes.

She didn't do anything.
Nothing.

And started taking more
than what she was supposed to.

-And so, what happened?
-So she got cut off.

So they stopped giving
her the percocets.

-Mm-hmm.
-And yet, she was addicted.

Mm-hmm.

And that's when the heroin
started happening.Yeah.

And I didn't want to
believe it.

I said, "No, not Tameka,
not Tameka."

I about lost my mind.

From that point on,
everything just went down hill.

Her whole future
just went down the drain.

The last day that I saw
her was May 13th.

We went to
the police department

to fill out
a missing-persons report.

They didn't take me serious.

They acted like,

oh, she does this
all the time.

No, she'd never done it
in her entire life.

That was a lie right there.

Lytle: Some of the families feel
like that law enforcement

haven't taken
these cases serious.

We understand that.
They use that, you know,

their daughters
were drug addicts

or their daughters
were prostitutes --

that's all we
can see them as.

But any time you conduct
an investigation,

you have to with an open mind

and try to let
the evidence guide you.

So, the alley that
we're entering here

is the area

where Tameka Lynch
was last seen.

In Tameka's case, we know
that she had some health issues

that drove her to beginning
to take opiates.

And eventually,
she became a heroin addict.

And on top of that, you know,

she began prostituting in order

to support that heroin habit.

So we know the type of lifestyle
that Tameka Lynch was living.

Individuals we've spoken to said

that she got into a vehicle
with an individual

that she was actively
prostituting at the time,

and that's the reason
she got in the vehicle

with that individual.

We'd like to think that we're on
the verge of breaking the case,

but reality is we still
have to find out,

you know, what exactly
might have happened

and how she ended up
where she did.

Maybe this is bigger than
what we initially had thought.

Woman: Tameka Lynch's body
was found in the river.

Investigators
are waiting on autopsy

and toxicology results

to tell them more
about how Lynch died.

Berlinger:
Tameka's case still has
many unanswered questions.

What caused her death?

And who was with her
when she died?

She had socks on,

I think was the only thing
that she had on.

Throne: The autopsy showed
that Tameka Lynch

had died of a multiple
drug overdose

and that her body had been
thrown in the river

after she had died.

It's very difficult
to move a human body,

so evidence points to that

there's more than one individual
that's responsible.

Still to this day, don't have
a complete resolution

as to what happened.

[ Sniffles ]

We're gonna
figure this out.

Oh, I hope so.

There's always a clue.

Trust me.

Berlinger:
It seems our biggest lead
is the fact

that both of these women
were caught

in a vicious cycle of addiction
and prostitution.

The difference is Tameka Lynch
has been found dead,

and Charlotte has not
been found to date.

I know that they ended up
finding Tameka dead out there.

Woman:
Boggs tells us it scared her

when Tameka Lynch's body
was found in the river

after she, too,
had been reported missing.

Boggs: Charlotte had met Tameka
through mutual friends.

I was told they was
all at a party together.

And that's the last time
anyone had seen her.

There's just so many
different rumors I've heard.

You know, most of the folks
that we've talked to tell us

that, you know,
there was a definite link

between Charlotte and Tameka.

You know, it's sort of
like concentric circles

that sometimes intersect.

It is known that they were
involved in the drug habit,

so we know that
links them together.

We also know that they were
involved in prostitution,

which goes along
with the drug habits,

so we know that
links them together.

There is a real possibility
that Charlotte and Tameka,

um, could have died together.

They don't care about
none of these women.

They just figure
that's one more --

what do they call them --
dope addict,

drug prostitute
out of their hair.

Someone they don't
have to deal with.

I think they're incompetent,
and I don't think they care.

I wonder if they was down
this street yesterday.

We're passing out fliers
again.

Did you know any of the girls
that was missing?

Woman: I did not know.

-You didn't.
-I mean, I know of them,

but I never knew
any of them personally.

Boggs: Okay.

You're welcome.

It was forever for the
detectives to get a hold of me.

And finally, I said,
"Can I get a copy of the poster

that you put out for Charlotte?"

And finally, he brought
this poster out

that didn't look
anything like her.

I went out of there crying.

Lytle: The families that feel
like law enforcement

haven't taken it seriously,

I can tell those families
from a personal standpoint

that's not accurate at all.

We have allocated resources
to this case

that I've never seen
the likes of,

I've never seen
in my 20-year career.

We are working diligently to
bring closure to those families.

Berlinger: So, what do you think
happened to Charlotte?

I was told that there
were places of prostitution

where they hold girls
to sell them for sex.

I've thought about,
is she caught somewhere?

Is somebody holding her?

Is she in a basement chained up?

Did they ship her overseas?

Everything's been through
my mind.

Lytle: Any time you're involved
in prostitution,

any time you're involved
in that type of lifestyle,

the possibility exists
that you could be trafficked.

You could be
sold out of country.

You could be taken,
um, as a sex slave.

When we look at that,
it adds to the complexity

of the investigation.

There's multiple avenues

that this investigation

could take or multiple things
that could've happened.

Boggs: Every once in a while,
I'll get a blocked phone call,

but there's nobody there.

And you'll hear
a click on the line.

And I think maybe that's her.

It may be nothing.

But you know, as a mother
of a missing child,

you think everything.

I truly think that they
just up and sold her.

I'm praying they didn't kill
her like they did Tameka.

Berlinger:
But just as Yvonne's fears

about the safety
of her daughter intensify,

another young woman
goes missing.

It is a missing-persons
mystery that is

growing more intense by the day.

Man:
It has been almost a week

since Tiffany Sayre disappeared,

leaving her grandmother
heartbroken.

The 26-year-old mother of two

was last seen
leaving her friend's home

in Chillicothe around
11:30 Monday night.

Boggs:
"Charlotte, it's been a while

since I've sat down
and wrote any.

I miss you so much, Char.
Baby, I want you back.

Today is another bad day.

Tiffany Sayre went
missing two days ago.

I think there is a murderer
roaming among the streets,

and it scares me to think that
you're one of his victims.

I just have a bad feeling
about all of this.

Berlinger:
In a disturbing twist,

almost one year to the day

after Charlotte
and Tameka disappear,

26-year-old Tiffany Sayre

goes missing just
a few blocks from her home.

The similarities
between her story

and the other victims
are striking.

Sam:
And this is when Tiffany,

when she got her
first big bike

that she can ride
by herself.

-So she was raised by...
-The grandmother.

Berlinger:
By the grandmother.

And she was
a happy kid or --

Oh, she was outgoing.
She was always happy.

Riding bikes,
playing in the mud,

just getting dirty
on purpose.

She was
an excellent mother.

She loved her babies
dearly.

Seemed like she just went
from a perfect girl

down the wrong path of drugs
and prostitution.

She just got with
the wrong crowd.

Okay.

Um...

First off, I want to say
I'm sorry to my family,

um, for the mistakes
I've made, um,

'cause God knows
I've made a lot.

Um, I know that...

you guys have
given me chance

after chance after chance
to prove myself.

And I just throw it
in your guys' face,

and you guys probably just
wouldn't give up on me.

Ruth: An addict can't
clear quit to stop.

It'll kill her.

And when she's not on it,

oh, my God, you couldn't ask
for a better person.

Nice.

She'd do anything
in the world for anybody.

Sanford:
Tiffany's heroin addiction
was real bad.

She was on pain pills first,

and then that drove her
into using heroin.

Me and Tiffany were
on Second Street

every day all day
from the time we got up.

And sometimes we
didn't even go to bed

and we'd be out there.

We'd make a couple
hundred dollars,

go get high, go back out.

She was doing a half
a gram probably three,

four times a day.

She would do
anything to get it.

Sex, prostitution,
get some money,

and do it all over again.

Berlinger:
What kind of life is that?

It's not a life to live.

It -- it sucks.

That night, we were
walking Second Street.

And we wasn't
making no money.

We'd been out there
for like two hours.

We came back here.

Tiffany said she had
met these three guys.

They were staying
at the Chillicothe Inn.

She wanted to go
back to the hotel,

and I told her them guys
were kind of aggressive.

They were, you know,

just taking it
instead of me giving it.

And I didn't want
her to go back.

She called her grandma.

She told her that
she would be home

when she was doing
what she was doing.

She left here
about 12:30.

She told me she loved me
and that she'd see me tomorrow.

I've been sober for four days
now. Whoo-hoo!

That ain't shit.
It ain't nothing.

But at least I'm starting.
At least I'm trying.

Tiffany Sayre is a young lady
that got hooked up in addiction,

and her primary
drug of choice was heroin.

So she began to support that
heroin habit by prostituting.

On May 11th, Tiffany Sayre
and Jessie Sanford

had visited three men
at the Chillicothe Inn.

They had left
the Chillicothe Inn,

but Tiffany had made remarks
that she was going back.

Was Tiffany afraid of anything
or afraid of anyone?

She was not afraid of nobody.

Now, the night that
she had left my house,

I don't know if it was she had
an instinct or something.

She said, "I wish somebody
could walk me home."

And I told her
I would walk her home.

And she said, "But there'd be
nobody to walk you back home."

So I don't know
if she felt something

or if somebody was out
to get her.

This lady comes up to us --
never seen her in our life.

We had her
two daughters with us.

-Tiffany's daughters.
-Tiffany's daughters, yes.

She walks over to us and says,
"Those are Tiffany's daughters."

We're like, "Yes."

"Well, I need to
tell you something."

The night that she was
in the hotel,

the night she went missing,

that's when this lady --

she was in there
with her husband.

They were staying there
for three nights.

She said they can hear
a girl screaming

at the top of her lungs.

Screaming with anger
or screaming for her life?

For her life.

Sam: They called the Ross County
cops three different times.

And all three cops --

all three of them
come at different times --

said they could not
go in the hotel.

I don't know if it was her
that night.

I don't know
if it was another girl,

but it could have been her.

There's always those
individuals that believe

that this could have happened

or that could have happened.
And you know what?

Those individuals
may not be wrong,

but all we have to go on is
the evidence that we're given.

The Johns in the Tiffany
Sayre case,

we were able to identify them.

They confirmed that
they knew Tiffany Sayre.

They even confirmed
their relationship

as far as being Johns with her.

But we were able to exclude them

as possible suspects
relatively quickly.

Berlinger:
Without any new information
from law enforcement,

the families of the missing fear

that the chance
of finding their loved ones

alive diminishes
with each passing day.

Then they receive
some shocking news.

Woman: I have an emergency.

I found a woman's body
in the crick.

She's wrapped up in a blanket,

and you can see her breasts,

It appears that the body

was actually dumped
into that culvert.

She was partially unclothed.

in some type of blanket.

There was no trauma found
to Tiffany Sayre's body,

and the decomposition
of the body led us to believe

that someone had had her body

in a location
for a period of time

and then ended up dumping
the body after a period of time,

which would lend itself more to
a homicide type investigation.

Throne:
The fact that Tiffany's body

ends up being found
within a few miles

of where Tameka Lynch's
body was found,

it's a big, big deal.

You know, it's sort of like
ripping the scab

off the wound every time.

I'm concerned it's not the
right person we laid to rest.

It could be someone
else's loved one.

And what does that tell you

about what the police
are doing or not doing?

I mean, when you call them,
they're always out the office,

saying that they're
investigating.

They're doing this.
They're doing that.

Okay, so if you
are investigating,

where's the information
for the families?

Honestly, I believe
they just want

to brush it off as overdose,
druggies -- let them go.

Sweep them
under the carpet.

But they are
someone's loved ones.

Chillicothe knows that
they've got a major problem.

I'm praying that no other girls
come up missing.

If Charlotte comes back,
I want her to see

that we never gave up on her.

Even after they found Tameka,
it was like,

"That's just another
[bleep] dead."

You know, prostitute, whatever.

But that's my daughter.

And this is murder.

Berlinger:
These disappearances and deaths

have taken a toll
on the community.

Kids play inside,
and families are rattled.

It's a charming small town
on the surface,

but underneath, residents
are living in fear.

Throne:
You know, I think the biggest
thing that this community needs

and the law
enforcement folks need

is they need somebody
to come forward that knows more.

But you know, I mean,
people are afraid.

That keeps people from talking

because they don't
want to be next.

The captain of
the police department

is in her list of clients
and drug dealers.

Woman: Behind closed doors,
I was being trafficked

to all of these men
who were the very ones

who were supposed to protect me.

Woman:
You don't do as your told,
and you could be eliminated.

They don't give two shits
about these girls.

Lytle: 1 in every 1,000 citizens
in the city of Chillicothe

have died
from an overdose this year.

All I'm gonna do
is pat you down,

make sure you have
no weapons on you, all right?

If you do deal drugs
in our community,

We're coming up
with these conclusions,

and the police haven't.
