US citizens 18 and up are legally allowed

known colloquially as simply

"The Binge."

Studies show that providing this outlet

to the populace just once a year
would combat their urge

to indulge thereafter.

In fact only 23 percent of citizens
attempt a second binge.

For a third, this number plummets
to just six percent.

Psychologists predict this mechanism
