INTERVIEWER:
How hard was it leaving
Mexico without him?

(whimpers)

(whimpers)

He was my whole world.

TOM BROKAW:
It was a brutal day in
the drug wars of Mexico,

and an American drug agent
is one of the victims.

The body of Enrique Camarena
was found today,

beaten, bound,

wrapped in plastic,
and dropped in a field.

He had been missing
for a month.

MALE REPORTER:
The bodies were found

along a well-traveled highway

about 70 miles
from Guadalajara.

The bodies were taken
to a hospital morgue

in nearby Zamora.

The commander of the Mexican
police task force investigating

the disappearance
of Camarena arrived.

The U.S. Drug Enforcement
Administration's top man

in Mexico was also there.

He looked shaken as he left.

(horn honks)

(siren chirps)

HOLM: It hit me hard
because the agents told me...

what they did to Kiki.

And I went home,

and my wife
had never seen me cry.

And she saw that I was upset.

I got a beer
and sat by the pool.

She said,
"What happened?"

I says,
"They tortured him."

You know, I didn't
tell her what they did.

And my little girl said,
"Mommy, Mommy, I'm scared."

(nervous laugh)

"Daddy's crying."

So anyhow,
I had an emotional reaction,

which makes you want
to retaliate.

MALE NARRATOR:
In 1985, the kidnapping,
torture, and murder

of DEA agent Kiki Camarena
transformed Mexico

into the newest frontline
in the war on drugs.

Under intense pressure
from the Reagan Administration,

the government of Mexico
arrested two drug lords
for the murder

but refused to extradite them
to the U.S.

Instead, Rafael Caro Quintero

and Ernesto Fonseca Carrillo

divvied up the cartel
from lavish prison cells

stocked with liquor, drugs,

women, and exotic animals.

In response,
the DEA reassigned

its most aggressive narcs
to Mexico.

They came
with huge snitch budgets

and orders from the White House

to bring the full fury
of America's drug war

to the doorstep
of the Guadalajara Cartel.

BERRELLEZ:
Two years after Kiki's murder,

I was promoted and assigned
resident agent in charge

of the Mazatlán, Sinaloa,
Mexico office,

and his assassination was
very present and clear.

So I knew that I needed
to be very, very careful.

Mazatlán was super hot.
As a matter of fact,

Mazatlán was the hottest area
of all of Mexico,

because all
the major drug lords,

they were all from
the state of Sinaloa.

And they all had businesses
in Mazatlán.

Most of the hotels there
and major restaurants

are owned by the drug lords.

It was a very, very dangerous
office to work with.

There were shootings
and killings all the time.

We would watch
the news reports from Mexico,

deaths all over the place,
big shootouts.

And Hector was in
the middle of all of that.

He could get killed
at any moment.

Well, I suffered a lot.

But my son is very strong,

and he kept going.

BROKAW: This case has
stirred international
repercussions and outrage.

And the U.S. government still
is trying to bring his killers
to justice.

MALE REPORTER:
In the nearly two years since,

no one has been brought
to trial for Camarena's murder.

This agency has not
and I hope will not stop

until we have brought
everyone involved to justice.

How long do you believe
we are going to wait?

It has been a year and a half.

MALE REPORTER:
Congressmen charge evidence has
been destroyed or disappeared,

while Mexican police
continue the cover-up.

Our commitment is firm
to this,

and I'm certainly
not gonna sit here and say

that there haven't been
frustrations in our efforts.

-It's a fraud.
-I don't think there's
the smallest possibility

that the Mexican government
will ever...

fully ventilate
the Camarena case.

I agree with the DEA agent,
who's knowledgeable,

who told me the government
of Mexico would collapse.

I agree with him.

BERRELLEZ: I get a call
from an agent out of Colombia,

and he tells me that they
are investigating a shipload

with tons of marijuana
and cocaine.

We've been also doing wiretaps
on the Escobar-Medellín Cartel.

And the recipient of the drugs
is being called at this number.

That number comes back
to a Pablo Jacobo

at a little store
in Navolato, Sinaloa.

So we proceeded to Navolato
from Mazatlán,

and we go directly
to the store.

I walk in with my AK-47 here
and my gun like this,

and I see a guy standing
behind the counter and I go...

"Federal Police, we are
looking for Pablo Jacobo!"

And he turns around
and says, "There's nobody
here with that name."

But I see him going
to a drawer,

so I run up and I put
my gun on his head.

"Freeze, motherfucker!
Or I'll kill you!"

"Where are the drugs?"
And he says,

"They are at
my ranch, in Limoncito.
They're not here."

Is there anybody there?
He says, "No, no, there's
nobody there.

Just my ranchers."

WHITE: So we're driving up
in four vehicles.

It was a total of 16 of us--

12 Mex Feds and 4 DEA.

I don't like it.
I'm looking down my binoculars.

All of a sudden, I remember
my mom's premonition.

Before I reported to Mexico,

she said,
"Son, before you leave,

I'd like to do a tarot card
reading on you."

It's a field with...

rows of corn.

All these fields
are sown with corn.

Death, injuries, blood...

I see blood all over the place.

So I tell my men,
"Okay, everybody mount up.

Everybody put their vests on.
We're gonna go in."

WHITE: One of the Mex Feds
yells "cuerno."

And that's the term they use
for AK-47s.

And I'm thinking,
"Shit, we are screwed."

BERRELLEZ: And I could see
there was, like, a silo,

and, man, there was
a guy just pouring.

Lit it up with a machine gun.

WHITE: The Mex Fed on my
right side, he got hit...

and the AK-47 fire just about
severed his arm.

CHATITA:
I can see them running
in the cornfields.

Some fall,

others run,

but I can see blood
raining down.

BERRELLEZ: Some of the Mex
Feds are all shot up.

"We're bleeding to death here,
please help us!

Please, we are gonna die here!"

And I said, "Jim, we gotta
get those wounded guys."

And I started grabbing guys
and pulling them to the side.

And we threw them
in the back of the Ram Charger.

WHITE: I laid down,
and I, using my left hand

to run the gas pedal,
and my right hand to steer with,

and it went in reverse.

Hector with his AK was laying
down fire while I was driving.

BERRELLEZ: So we're
driving down the main highway
and then one of them says...

"Hey, boss, would you give
me a cigarette, please?"

And I go, "Okay.
I'll give you a cigarette."

All of a sudden,
I hear laughter.
I look back.

"Hey, what's going on?

Why are you laughing?"

And the guy goes, "Mira!"

And he pulls on the cigarette,

and you can see smoke
coming out of his chest.

He had a sucking chest wound,
and he's smoking.

And then, all of a sudden,
I see a taxicab's
coming our way

in the opposite direction.

So then we go,
"Stop!"

Alto! I point
my rifle at him.

I says, "Give me the keys
to your cab."

And he goes,
"Are you taking my cab?"

"Yes, you're lending it to me!"

Jim, he's gonna take you
to the hospital.

I'm gonna go back
to the shootout in a taxicab.

I pulled into the shootout
scene, to the ranch again,

and the gunfire's
still going on.

Everybody's shooting
happy-go-lucky there.

And as soon as I pull in,
everybody stops shooting.

It's silence.

The crooks are wondering,
"Who's in the cab?"

My guys are wondering,

"Why's that cab here?
Who's in the cab?"

So finally,
I get out of the cab,

and I yell, "It's me, guys!"

Finally,
the Mexican army shows up.
and I run up to them.

I said, "Do you have an M-79?"

"Oh, a grenade launcher!
Yes, I've got one!"

"Please, bring it to me!"

So then I shot a couple
of grenades up there.

So all of sudden, they start
putting white shirts and stuff,

wanting to surrender.

So then the prisoners
start coming out.

And of course, the dope is
there in a big semi-truck.

Of course, there's dead
on their side.

We killed some
of the traffickers.

They had been laying there
dead for so long

that rigor mortis had set in.

I mean, they were stiff.

Finally, as we're picking up
everything,

I remember the guy
up in the silo.

So I walk underneath,
and I shoot up.

Like 60 rounds.
(imitates gunfire)

And this-- this guy falls from,
like, from the sky. Bam!

And he's going,
"Ay-yi-yi-yi-yi!"

And I go,
"What's wrong with you?"

"I've been shot!"

"You shot me in my leg."
(chuckles)

MALE REPORTER:
This gun battle then raged on
for over two hours,

with over 20,000 rounds
expended by the narcotic
traffickers.

It should be noted that
this was the longest gun battle

in the history of the Drug
Enforcement Administration.

As a comparison,
in the Vietnam war,

American soldiers were
under heavy gunfire

for an average
of 15 to 20 minutes

before getting air
or artillery support.

Special Agent
Hector G. Berrellez's actions

upheld the finest traditions

of the Drug Enforcement
Administration's,

and are hereby recognized

by awarding him
the Federal Bar Association's

Medal of Valor.

(applause)

MALE REPORTER:
As a result of this raid
by Special Agent Berrellez,

several major drug overlords
were arrested.

Because of those arrests,
Special Agent Berrellez

and his family
were targeted for execution.

BERRELLEZ: When the word
got out I had been targeted
for assassination,

by Miguel Félix Gallardo
and the Guadalajara Cartel,

they pulled me out.

They said, "You gotta leave.
They're gonna kill you.

"We're gonna escort you
to the airport right now,

and you're out of here,
we're gonna take you back
to the States."

And all I had was
what I was wearing and my gun.

And I got on a plane and
headed for the United States.

BERRELLEZ: I'm in Arizona,
and I'm praying for my life.

So I remained there for,
like three months.

I didn't hear anything.

I was being paid,
but I was getting bored,

just doing nothing,
just staying in a nice hotel.

And one day, the agent says,

"Hey, you gotta come
to the office.

The administrator wants
to talk to you."

So I dial the number.

And a voice
comes on the line,

he says, "I'm Jack Lawn.
I'm the administrator.

How are you, Hector?"

And I said,
"I'm fine, sir. How are you?"

He says, "I'm fine. You ready
to come back to work?"

I says, "I'd love to."

He says, uh...

"How'd you like to run the
Camarena murder investigation?

How'd you like
to be the supervisor
of Operation Leyenda?"

I said, "I'd love that.

That's an honor.
I'll take that case."

MEDRANO: If you wanted
a chance at success
in this investigation,

you needed Chicano agents.

You needed Mexican-American
agents.

You needed Spanish-speaking
agents.

You needed agents
who had been doing

undercover drug deals
in the barrio,

who knew and understood the DNA
of Mexican drug dealers.

And the agent who epitomized,

who I believed
to be the ideal agent

to go after these bad guys
for Camarena's murder,

was-- was Hector Berrellez.

He had been in firefights
down in Mexico before.

Hector Berrellez knew
and understood Mexico.

BERRELLEZ: At that juncture
in the investigation,

the DEA had not recruited
one person

that could tell them
what happened to Kiki.

They don't have any informants
or witnesses

that were there
when Kiki was picked up,

that were there
when Kiki was tortured.

They don't know what happened.

The director of DEA,
Jack Lawn asked me,
he says,

"You will be able
to get me witnesses?"

I said, "Of course."

I said, "I'm gonna have
to spend a lot of money,

'cause I'm gonna have to bring
whole families out here."

He said, "Whole families?"

I says, "Yeah, you can't
bring a guy over here

"and leaving his family
back there.

"Soon as they found out
he's working for us,

"they're gonna kill
his whole family.

"So you're gonna have
to be prepared to give me

"that kind of support
and put some of these people

under Witness
Protection Program."

He says, "Fine. You run it
the way you have to run it.

"You have my support.
And by the way,

how much money you think
you're gonna need?"

I said, "I'm gonna need
a big informant budget.

I'm talking about
three million."

He said, "What? That much?"

And I said, "Yeah,
I gotta develop
informants in Los Pinos.

Those guys are gonna run,
like, ten grand a month."

He says, "You can get
informants in Los Pinos?"

That's the Mexican
White House.

I said, "Of course."

I said, "We're talking
big, big time here."

He says, "You got my support.

"Get me people that were there
that can tell us

"what happened to Kiki.

"I wanna know from the time
he got picked up

"till the time he died.

I wanna know what happened
to that man."

I recruited informants
that I knew

knew the people
that were involved.

And one of them was
this young man by the name of--

We called him Rafa.

He ran brothels down there.

And because he was providing
women to the cartel members,

he knew who ran with him,
who the bodyguards were,

who was close to these guys.

He says,
"I know this guy Jorge Godoy."

Ah, fucking Rafa.

The phone rang.

The early cellphones we used,

that were like fucking bricks
like this.

"Listen,

"this is Hector Berrellez,

"chief of the DEA
Pacific Division.

"From Alaska
to Tierra del Fuego,

all the way down
to Argentina, dude."

"And what can I do
for you, sir?"

BERRELLEZ: I says,
"I need your help, man."

I says, "Why don't you come
up here and help me investigate

the murder of Enrique?"

He goes,
"No, you're gonna arrest me."

"You are going to fuck me...

I'm a stinking dog."

BERRELLEZ:
And I said, "Listen..."

"Do you believe in God?"

"Yes, I believe in God."

"Then believe in me, bastard.

"I'm going to change
your whole life.

You know everything,
motherfucker."

"I swear to God

that if you cooperate,
I will not arrest you."

I told him,
"Just give me a chance

"to say goodbye
to my children.

"And if you're going to
fuck me, then do it.

I'll go."

BERRELLEZ: So they arrived
in Tijuana and took a cab
to the port of entry,

where I was waiting for them.

I saw a very frightened man,

a very frightened man.

I said, "Don't be nervous,
calm down.

What can I do for you?"

He said, "I need a beer.
Please bring me a beer."

So we got him a 12-pack
of Budweiser,

and we started driving
towards L.A.

And I started asking him
about what he knew.

He said that he had been
a pistolero, a bodyguard,

for Ernesto Fonseca Carrillo

the jefe de jefes,
the boss of bosses

of the Guadalajara Cartel.

He told me that he had
been a state policeman

assigned to protect
Ernesto Fonseca Carrillo

and Rafael Caro Quintero

who were involved
in Kiki's murder.

He told me that he had been in
a lot of pre-abduction meetings

where they discussed

how they were going to pick him
up and interrogate him.

"Do you know other people
that were there?"

He said, "I know everybody.
I know who picked him up."

He told me that René was
a good friend who was
also assigned

to Ernesto Fonseca's
protection detail,

that he was also
a homicide cop.

I said, "He was in the car
when they picked up Kiki?"

He says, "Yes."

Ah, I said to Godoy,
"Bastard, you sold me out."

I was thinking, "I'm getting
fucked by these bastards."

I said, "I really want him
real bad, Jorge. Please.

"Go down there
and recruit him for me.

Help me get this guy."

We started to talk
and Hector told me,

"If you tell me the truth,

"I can help you.

"But if you lie to me,

I'm going to
take you down myself."

BERRELLEZ: He said, "Okay.

I'm gonna trust you.
I'll come up."

LOPEZ:
When I arrived in Tijuana,

at the border there were
around 20, 25 DEA agents.

And I told my wife,

"If they arrest me,
you all get out of here."

I brought my wife as well
as my mother-in-law.

They both started crying,

and it was a real mess.

But Hector calmed them down
and said, "No, no.

Nothing will happen to him."

One thing that
surprised me about René,
he was not a drinker.

Not a drinker at all.

This is a very concentrated
guy, very focused guy.

He made me a little nervous,
actually.

He looked like
a cold-blooded killer to me.

You know, those--
that empty look in his eyes.

BERRELLEZ: Six months later,
we recruit Ramón Lira,

another eyewitness
to Kiki's murder.

He was René and Godoy's boss.

And he becomes
my third witness.

I am all ears, man.

MEDRANO:
When you're running a major
investigation like this,

there's certain protocol,

certain rules you gotta follow,

so these informants are
kept apart every single day.

They never mingle,
they never saw each other.

They never
spoke to each other.

They never read each other's
written statements.

Because that's how you
preserve their credibility.

So then begins a very lengthy
process to try to ascertain

if this particular informant
is being candid with us.

And here's how you do it.

You're the informant.

We sit down for
two hours today.

Tell me everything
that you saw.

Everything that happened.

Who was present.

I take copious notes.

I say, "Okay, thanks.
We're gonna take a break.

I'll see you in two days."

Hector Berrellez
brings him back.

We go through exactly
the same thing.

Who was there?
Tell me what happened.

We take another break.
I'll see you in a week.

And this time, I don't
wanna go chronologically.

Let me go to the very end.

Okay, now, let's jump
to the beginning.

And finally,
let's go to the middle part.

Chapter Two.

And if the story,
the statement,

remains consistent throughout,

then I believe
that informant.

INTERVIEWER:
And when did you meet Fonseca

for the first time?

I met Ernesto Fonseca in 1984.

Always in a suit.

He was very well dressed.

And he had nice cars
and good weapons.

You really believed
he was a federal officer.

When Fonseca was doing well,

when he was not on drugs,

he was a nice person.

You could deal with him.

One time
I went to his office,

at the house code-named
"Restaurant One."

I was so sleepy that
I lay down on the floor.

Suddenly I heard Fonseca
open the door, so I jumped up.

But he said,
"No, no, it's okay,

calm down, calm down.
It's just me."

Five minutes later,
Fonseca came back in

and covered me with a blanket.

GODOY:
The personality of
Caro Quintero and Fonseca,

one was like a teenager,

the other one an adult.

Ernesto Fonseca, more
intelligent, older, sharper.

And the other bastard,
Caro Quintero,

dirtier, more impulsive,

saying "I don't give a fuck,
fuck your mother,

because I'm powerful
and strong."

Caro Quintero had a saying:
"The cockroach!"

"The cockroach!"

And when he said,
"The cockroach!"

that meant you had to do
what he told you, immediately.

If he liked a lady
walking down the street,

he would order us,
"Get her in the car."

At first, the lady
was so scared,

because we were basically
kidnapping her.

But Caro was good at
calming and charming them.

LIRA:
Fonseca used to tell us
the following:

"When I'm resting,

that's when I really
need you to protect me."

INTERVIEWER:
He didn't sleep much, did he?

Not at all, because of the
drugs.

Day and night, he was high.

They taught me how to make

cocaine base cigarettes,

so that I could stand next to
and give them to him,

to my Master,

to Mr. Ernesto
Fonseca Carrillo.

One night I was guarding
Fonseca when he told me,

"Be alert, important
people are coming."

And two men arrived
who I recognized.

One was the former president
Jose Lopez Portillo,

and the other was President
Miguel de la Madrid.

They went into a locked office
with my boss.

I saw the three of them
together.

They were drinking
and smoking freebase cocaine.

LOPEZ:
We were driving in the car,

Samuel was here,
Fonseca was driving,

me and this other guy.

And this guy was
arguing with Fonseca,

they didn't get along.

"Fuck your mother,
no you fuck your mother."

Fonseca was in a bad mood.

They kept arguing.

And Ernesto Fonseca
slammed on the brakes.

We all jolted.

"I told you to shut
the fuck up, son of a bitch."

And Fonseca points the gun
at him. Bang, bang, bang!

He put three bullets
in his head.

And Fonseca tells me,
"Open the door

"and throw that fucking
bastard out of here.

I don't want any trash here."

Well, I opened the door

and threw
"the fucking bastard" out.

LIRA:
I have another story.

On one occasion,

Caro Quintero told me,

"Hey look, let me
tell you something...

"every two months or so

"we send free kilos

"to president Miguel
de la Madrid Hurtado,

"the president of Mexico,

we send him kilos of cocaine."

That's what
Caro Quintero told me.

MEDRANO: The drug cartel
felt they could do
whatever they want.

And they did not take lightly
when, because of Camarena,

they lost over a billion
dollars of marijuana

seized at Bufalo Ranch
in Chihuahua.

This massive,
extraordinary plantation

of marijuana out in
the desert in Chihuahua

in the middle of nowhere.

And that was taken down.

MIKA:
Kiki had discovered
that acreage of marijuana,

and he kept telling
Mexico City, the embassy,

and they said,
"We can't do anything
until you bring us evidence.

We need pictures."

I can assure you that if Kiki
hadn't taken those pictures,

nothing would have happened.

MEDRANO:
He was good at what he did.

And he inflicted
tremendous pain,

financial pain,
on the cartel.

And they were not gonna
take that sitting down.

And they didn't.

INTERVIEWER: Where were you
when you found out

about the Bufalo raid?

We were all in the living room
with Ernesto Fonseca,

then Caro Quintero arrived,

and, he was really angry.

"How the fuck did this happen?"

He was so pissed off.
Because he had already
paid for-

what he called, "his rights,"
for the plantation.

Before he planted his crops
there in El Bufalo,

before harvesting,

he had already sent a portion

to the president,
Miguel de la Madrid.

Bartlett Diaz himself
came to collect the money.

The part of the profits that
belonged to the President.

INTERVIEWER:
And how do you know that?

Because we all saw it.

We were there when they were

getting the boxes
of money ready.

Caro Quintero was furious.

He was hurt.

Well, think about it,
it was his biggest crop.

LIRA:
The DEA was already
on their minds

before the Bufalo Raid,
because the DEA

was hitting them
with seizures of money.

They developed
a psychosis about the DEA-

and the DEA coming after them.

Any person who looked like
a gringo was from the DEA.

So any gringo was in danger.

Gringo or gringa.

All of them, they
were from the DEA.

MALE REPORTER:
Guadalajara has rustic beauty.

But in recent months,
this city of 3.5 million

has added something not found
on postcards or in brochures.

Terror.
Seven Americans are missing.

In December, Ben and Pat
Mascarenas of Nevada

and Dennis and Rose Carlson
of California

were abducted
in broad daylight

in a rich suburb
of Guadalajara.

All four are
Jehovah's Witnesses.

GODOY:
They came doing their
God's mission.

Knocking door to door.

They knocked on the wrong door.

The women were dressed
elegantly, the men in suits.

Ramon Lira told Fonseca that

two couples had come
and rung the doorbell.

"Well, apparently
they were from the DEA."

Because they were white.

Fonseca said,
"What are you waiting for?

"Why come to tell me?

You already know
what you have to do."

"Tie them up."

By then, they had started
walking down the street,

as if they sensed
something was wrong.

But we cornered them
with one of our vans...

And Samuel pulled
his gun on them.

"We are police."

Then Fonseca ordered me

to interrogate them.

"Let's see what
they know about

"the police, the politicians,

"about the CIA, the DEA.

Ask them."

It was a police-style
interrogation,

writing down questions
and answers, all that.

"Who are you investigating?
Who do you work for?"

Both the women and the men

said they were missionaries,

who carried the word of God.

INTERVIEWER:
And what did you think?

I really believed them,

because they were terrified.

You could feel their fear.

I thought, they are
telling the truth.

And when I took my report
to Fonseca I told him,

"Sir, these people
know nothing,
they're innocent."

And Fonseca started laughing.

They take them from that house
to some apartment,

and they start torturing them.

The women are raped
in front of the husbands.

Then they're taken to
a ranch where the women
are repeatedly raped again.

And the women
are being tortured

by running a rope
between their legs.

Their vaginas are bleeding.

LOPEZ:
And when Los Dormidos arrived,

Samuel Ramirez told them,

"There are four people there

that you must
take to the graveyard."

They were crying,
they were screaming...

They brought them down
one by one,

and right near
the edge of the well,

they shot them all,
and they fell down.

One by one.

And that's the story of
the Jehovah's Witnesses.

BERRELLEZ:
There was another occasion

where two tourists
that had walked into...

La Langosta restaurant,

a seafood restaurant
owned by Rafael Caro Quintero.

Only high-quality seafood,
fresh, special,

for the Narcos,
for government people...

BERRELLEZ:
Caro Quintero was there,
Fonseca was there,

and they're all celebrating.

LIRA:
I saw a table in the center.
