November 1910

Alfred Ander is decapitated.

It was the last execution in Sweden.

But the penal system was not
reformed until the 1930s.

Reformer Karl Schlyter's slogan
was "Depopulate the prisons!"

The reforms gave the Swedish
penal system a good reputation.

Non-custodial sentences have resulted
in only 5,000 full-time inmates.

The rest, 22,000 lawbreakers,
serve their time outside the walls.

Completely new institutions have been
created, open and semi-open jails-

- so-called colonies, where convicts
are put to work as manual labourers.

Director-General of Prisons T. Eriksson
has helped implement the reforms.

It's been satisfying creating the open
jail system, and it's worth noting-

- that the courts strive towards
non-custodial sentencing-

- and a full third of our clientele
are rehabilitated-

- in completely open jails.
No other country can match that.

Labour replaced idleness, and the
penal system became big business.

Prisoners got 48 hours
leave every six months.

There were other experiments:
Special jails for youth offenders.

Some prisoners have conjugal visits,
others live with their families.

Prisoners have holidays, and can
study at academic institutions.

After a while, here at the school,
we get to know one another.

We achieve a mutual responsibility.

Then we can start thinking about
a move to an outside school.

There are 20 places here, and
5,000 inmates competing for them?

That's right.

- Are closed prisons necessary?
- It depends on the level of threat.

You only have to read the papers-

- to understand that there are
a number of criminals-

- who must be stripped of their
freedom, at least initially.

They can then
progress into open jails.

- Have closed jails also improved?
- They have.

The government has requested
that closed institutions-

- should be made more secure.
It's not something we appreciate.

Increased security leads to an
increase in violence against guards.

The only way out
is to attack an official.

But the government is insistent.

We hold the world record in escapes,
so there's nothing else for it.

I'm notjust chief physician,
I'm the assistant and researcher too.

I'm also the regional psychiatrist
for the entire area-

and a total of 800 inmates.

There's room for teams of doctors,
psychologists, social workers-

The government, in its wisdom,
built and planned it all-

- then refused to create the jobs for
those who should have worked here.

- So there are no positions to fill?
- There are none.

Is it standard practice to use
drugs if time is of the essence?

It happens. I try not to.

When I took over, 40%/% of the patients
here were on addictive psychodrugs.

Now the figure's 5%/% .

It's a bad habit - if you can't
talk to them, give them drugs.

- But it happens at otherjails?
- It happens everywhere.

- As one would expect.

If the convict is not sober when he
leaves here, open jails are useless.
