Ruiz Gamez is a 32-year-old
citizen of Mexico

with a final order of removal.

And Ruiz has been
previously removed

from the United States
seven times to Mexico.

He was charged in
the United States

for narcotics and a
possession of a firearm.

Ruiz is wanted by law
enforcement authorities

in Mexico for homicide.

This individual's working for
cartel entities in Mexico.

That's why El Paso
SRT's been activated

to transfer this
high-profile prisoner

to Mexican authorities
at the border.

This is our subject right here.

We always have to maintain
that high level of alertness

and ensure that we're
not compromised.

Choke points, areas where
we are more vulnerable

to be attacked in case
anyone tries to interfere

with the transfer
and break 'em out,

make sure we have our chase
vehicle protecting those planks

of ours, and if we
are compromised,

we will return back to
the detention center.

Secure the subject,

and ensure that nothing

to ensure that there's
a smooth transition.

As you can see, the US
marshals are here as well.

They're gonna prep him with
different type of restraints,

just simply because now
we're turning him over

to the Mexican side
and, of course,

we don't want our
restraints to go with him.

Government of Mexico,

they don't stop traffic.

So, we have to be very
vigilant on that as well.

coming over here,

They've had multiple domestic

as the Immigration

Service, since 1997.

Today, our Fugitive
Operations Team

in New Orleans is out here
investigating the first

of three targets that
we're going after.

This is an area with
a heavy concentration

of illegal aliens.

We work in this area daily.

What Converse has given us over

the last 20-plus years has
not kept up with the amount

of people crossing illegally.

In the interior states, ICE
is here to be the backstop

to what's happening
at the border.

We're gonna make an
investigatory stop,

- It's gonna be a white truck.
- Right behind you.

The basic job areas of an
ICE deportation officer are

to identify, investigate,
locate, arrest, detain,

and remove illegal
aliens from the country.

When we encounter other
suspected illegal aliens,

our expertise as immigration
officers allow us

to identify if they're legally
present in the United States.

- Do you have work visa?

- Yeah, I work.

- You have a work paper?

- No (speaks in
foreign language)

So we made the
investigatory stop,

identified two aliens illegally
present United States,

and their cases are gonna
be checked out further,

The Immigration and Nationality
Act has been the basis

for most immigration law
for almost 70 years now,

despite all the controversy.

We have one in
custody, just trying

to figure out which
direction we're at.

It should be just down
here, down the street.

When we do our targeted
enforcement actions, we know

who we're going for, and we know

what their full
criminal history is.

The male in custody is
Herman Navarrete of Honduras.

He first came to the
country illegally in 2018,

and he came to our attention
for the battery charge.

The young lady is gonna
be an illegal alien,

and the team reported
to me said it seems

like she was drinking
this morning.

What do we got?

- It was a target that came up

in the same trailer
park is the main target.

- Okay.
- So we saw him pull out,

we decided to take him.

Robos just sitting on the main.

We're gonna take him
back to St. Rose,

and we'll be back
out in a minute.

- This couple in custody were
two of our alternate targets,

but we are still
surveilling the main target

at the trailer park.

This guy that we're
setting up on is MS-13.

So, looking at this
guy's case now,

arrested in Texas
in May of 2014,

you enter this guy's
immigration case number.

It's got a flag in
red public safety,

transnational organized
crime actor for known

or suspected terrorists.

Border Patrol agents
encountered the subject

on a freight train
in Uvalde, Texas,

and the agents could tell he
had just come over the border.

The ERO San Antonio Field
Office deported him.

Now, there was a
March 2025 encounter.

For the last six months,

we've been investigating
Mr. Alvarado

and trying to track him down.

Guys under the radar's
living with his girlfriend.

Even though he may not
come out this morning,

eventually, we're gonna catch
up with him, and arrest him.

- Once an individual has come
into the border illegally,

it's upon the men and
women of ICE to go ahead

and put them behind bars.

It's a group of individuals
that don't want to be found,

but the men and women of
ICE are out there using

great criminal case work
and police intelligence

to locate these aliens

that have escaped
justice at the border.

- I like what I
do because people

that are breaking the laws,
of course, we address it,

but also at the same time,
I feel that I do help a lot

of people that fear
the, "Oh my God,

it's immigration, I'm
gonna get deported."

I always put myself
in their shoes,

and I say, "What if that was
my dad getting picked up?"

My dad was an immigrant
back in the 1950s.

He was a migrant
worker who picked foods

and vegetables in California.

That's how he came in.

I will not violate
anyone's rights.

I will not mistreat anybody.

If something is getting outta
hand, I'll be firm with him,

but I won't get to the point

where I'm gonna
take it personal.

This is the Port of Entry
right here. That's Mexico.

On a daily basis,

hundreds of thousands
of people crossed back

and forth from
Juarez to El Paso.

Years back, when we
had the big influx

of the migrants coming
in, the caravans,

Border Patrol was taking the
brunt of all that traffic.

You had, as far as
the eye could see,

there was people there,
families with babies,

with small children.

I talked to two migrants

that were actually
released from jail,

and they said, "You
either go to the US

or you continue to
be in jail here."

That's what they told me.
(screen scratches)

- [Reporter] Hundreds
of people are screaming

into the United States
illegally right now.

Certainly does not look like
an international border there.

- What we saw under the
last administration,

the Southern Border,
was the main point

for most illegal immigration.

- It is a calamity.

They are turning America
into a refugee camp.

And the Biden administration
is not just allowing this,

they are encouraging it
through their behavior.

- You'll see in 12

to 15,000 illegal immigrants a
day coming across our border.

- This is not an
immigration issue.

This is a mass migration.

- As an example, the
Del Rio Bridge incident,

we had thousands of migrant

and illegal aliens taking
shelter under a bridge.

It was a humanitarian crisis,

and it really put
a strain on the men

and women in Department
of Homeland Security.

- Yeah, so this is the closest
we can get to the fence here.

We're actually in
Sunland Park, New Mexico.

This is the only
thing that divides us

from Mexico right now.

You can see, there's families
there in their houses.

What's kind of crazy about
this fence is that some

of these guys that are
smuggling people across,

they'll climb this fence,
and like a lumberjack,

they'll use their belts
and stuff like that.

They'll climb up to a point
where you can't climb no more.

Then they'll have like
a makeshift rope ladder.

They'll throw it over, the
ladder falls on the other side.

If there's no Border Patrol
in the area, sometimes,

you'll have up to 15, 20 people

and like in less than 30
minutes, climb over this fence.

- This powerful new video,

it shows more than
100 migrants climbing

over the border wall.

- Believe it or not,
there's sensors here,

and we're walking.

It'll sense us, and it'll
send an alarm to the main hub.

So, they'll send the team out,

"Hey, go see there's a,
we gotta hit at Zone 357,"

and this looks like
daytime at night

'cause it's so lit.

It's not a flimsy
fence, that's for sure.

- The border crisis
last time was

a national security issue,
and it still is today.

- [Reporter] Border Patrol
just doesn't have the resources

or the infrastructure down
here to handle crowds this big.

- Our Border Patrol
stations, our ICE facilities,

were just so
overwhelmed and crowded.

It put a strain on
our vetting process.

And when you don't
do proper vetting,

that's when real security
threats begin to surface.

is a MS-13 member.

He crossed the border
a couple years ago.

We've seen him leave anywhere

between like seven and 7:30.

administration,

I saw almost 15 million

- Over the last 90 days,
617,000 total encounters,

186,000 were expelled,

70% of the people were
released into the US

to await a court date...

- Trying to get all
those individuals

into court was a huge
challenge to all of us.

people 12 years, 14 years

to live the American dream,
unfortunately, illegally,

that an illegal alien
has an appointment

for 11 o'clock today, and
we're gonna meet him there

because he has a final
order for removal.

We don't really know if
they're gonna comply or not,

vote for officer safety.

of criminal alien arrests

has three small kids

here in the US as well.

And these kids are there.

She's got some kind of
mental health issues.

Last year, she tried
to jump off the Huey P

with her kid in her hand.

- Her criminal history
includes aggravated battery

with a dangerous weapon, home
invasion, simple battery,

and prostitution.

And we just deported
this woman in May of 2025

to her country, and
we received word

that she already came back

and is illegally
back in the country.

gonna follow him

for a little longer.

Like I said, I was going to
have JPO knock on the door.

- All right, so we're gonna
get some local law enforcement

assistance making a
knock at this door.

heavy-set Hispanic male.

No Intel on whether the female's
inside the house or not.

- [Brian] The Jefferson
Parish Sheriff's Office is

a great partner here.

The female target is still
wanted in Jefferson Parish

for prostitution, and
that is the interest

that the local law enforcement
has helping us out.

she's gonna be arrested

and taken into custody for that,

and we'll file an ICE detainer
with Jefferson Parish.

they release her

So, this gentleman says

that he's the target's
mother's boyfriend.

We needed him to be able to
do our law enforcement action

to move his vehicle.

He did that again in the company

of suspected illegal aliens.

So we detained him and
asked him some questions.

This was a person that we saw
as authorized to give consent,

and he gave us consent to
complete our investigation.

So we got our target
safely in custody,

and everything turned out well.

- Yeah, free to go.

In this case, it helps to
have full cooperation of state

and local law enforcement
working together with ICE.

They knew that they have an
interest, and they still do.

We probably are gonna
quickly process her

for removal proceedings

and she probably is
gonna get arrested

on the prostitution
charges and go to jail.

They're aware of that being
a win-win for public safety.

We've got a person who's
been ordered removed

and he's previously convicted
of aggravated assault.

We've called him
into the office today

because we're gonna
take him into custody,

and affect his removal.

He doesn't know that
he's gonna be arrested.

In my experience, if you
tell a person you're going

to arrest 'em, then they'll

final order from 2002.

You filed a motion to
reconsider that order,

and it was denied.

that really messed up your
permanent residence status.

make that determination.

- Judge's ordered you removed
or just execute that order.

like 20-something years ago,

committed more crime,

and I've been doing good.

- The story hit a lot
when the reality sets in,

and it's like, "I can
get a plane ticket,

I can leave on my own,"

but there's no
assurance to us that

that order would be fulfilled.

He knows now he's gonna
go into detention.

He's had the order of
removal since 2002.

So, he sought legal
counsel, filed some appeals,

and the judge has not
reversed their decision

despite those appeals.

So now, we're fulfilling
that order of removal.

have people in custody.

We wanna get people back

to their home countries
safely, humanely.

But unfortunately, we have so
many recalcitrant countries

that won't take their
individuals back.

As a result, many
people with final orders

of removal remain here in limbo.

after a subject who's
a citizen of Vietnam.

Two counts of sexual assault
on a child, and the third count

for aggravated sexual
assaults of a child.

We're gonna take
him into custody.

We're gonna put him at the camp

until he can be removed
from the United States

- Every single
morning, we brief.

We have at least 20
teams out there operating

every single day, surveilling,
making these arrests.

This one, it's a sex offender,

so it's a big priority for us.

- [Operator] 10-4, sir,

- He's got a long rap sheet.

He's got a charge for
a weapon violation

that he received
a conviction for.

He's resisted arrest.

He's also had the
very serious charge

of sexual assault of a child.

That was his stepdaughter.

And on top of that, most
recently, he actually failed

to register as a sex offender.

It's definitely someone
we really want out
of our community.

The fact that we have
criminals like this,

and we can't just send 'em
back, it's unbelievable.

For years, this individual's
been just roaming our streets.

That was the problem we had
been having up until this point.

Foreign governments haven't
been collaborating with us.

One of those
governments was Vietnam.

Before we had to release 'em

because they weren't just
shooting a travel document.

So we're pretty much stuck
with them until we're able

to negotiate with the
receiving country, right,

to accept them.

Officers that have
come across him,

they always say, "He acts
like he's untouchable."

So he's gonna be a little
surprised right now

when he sees us.

Apparently, he's
in the building, so
we'll head that way.

I'm sure he'll be leaving
here in the next two hours.

so we know where he is at.

He's actually at his

- Overall surveillance
is an art.

It's not simply showing up

and "Oh, I'm just gonna park
in front of your business."

No, you have to be strategic,
figuring out the patterns

of your target, what
time they go to work,

who else lives in the house,
are there children in there?

Because it's very
important to us, right?

like it's a strong possibility

that he's probably gonna
exit from the back.

When he does, we're
gonna try and get him

before he gets in the
vehicle in that back alley.

It's gonna be us and US

Because he does have
a weapons charge,

is we're gonna get him

outside the business.

We know he is here.

We see his vehicle out there,

but we're trying to
make sure we get him

before he gets
into that vehicle.

Because once someone
has a vehicle,

they could use that as a weapon.

a real high volume

of detainees in our custody.

So we have to
constantly be assessing

what facility we're gonna be
sending a certain person to.

But the crime scene's
been convicted of
are the most serious

that we see, right?

So there's no way he's
gonna come back lawfully

into the country again.

- Previous four years,
we don't know exactly

who came into this country.

You can hear anything from
15 million up to 22 million.

And the sad fact is we
just don't know exactly

how many people came
into the country

when our border was so porous.

Under the last administration,

ICE has over 1.5
million individuals
that have a final order

of deportation, as
well as criminal aliens

that are arrested every
day in communities

that have then re-released
to sanctuary jurisdictions.

The number is staggering.

cities protect

and shield illegal
aliens from deportation.

- These criminal aliens, if
they're not turned to ICE,

can just go back and
keep re-offending.

That is a huge
public safety threat.
