After he was beaten, tortured, and
scarred, Charlie Luciano realized he

could no longer stay out of the war
between Masseria and Marzano.

He put into effect a dangerous, daring,
and possibly deadly plan.

It would take many months, but if it
worked, it would give him almost total

power in New York City. It included
sending Michael Lasker to Cuba and

risking the life of his other friend
from childhood, Ben Siegel.

Bugsie Segal was the go-between.

He was the only one who knew.

master plan? One more evidence of

Luciano's criminal genius.
