I'm guessing that Vinnie Black faked his demise
in order to escape his enemies,
and it seems that he's now living low in Hawaii.
So maybe Dr. Lim saw a picture of Vinnie
at the Mob Museum in Vegas, and started to connect the dots.
And confirmed his hunch when he got home.

A notorious, supposed-to-be-dead gangster is still alive
and hiding on this island?
