Their daughters are too trusting to
realise the danger they're heading into.

I walked into the room and there were
five, six guys in there.

One guy wanted sex, he was very nasty,
very forceful and throwing me about a

They abused me.

One story from a year in a typical
British city.

Bradford, West Yorkshire, a city on the
edge of the moors, with nearly half a

million inhabitants and an ethnic
population at 23%. It's one of Britain's

multicultural cities.

What might traditionally have been a
divided city is working hard at

integration.

We spent a year here recording life we
rarely see or want to see.

Lives lived out on the edge of a modern
British city.

The 13 -year -old girl who's had a

hundred sexual partners.

The love affair played out in poverty
and drink.

In old age, a bitter fight for
independence.

Get out and take those with you. And the
surprising sentence for a hardened

young criminal and his Asian tracker.

And if I have to take shit, I'll take
it, but there's also a limit. There's

something called respect as well,
Matthew.

And in the thick of these tangled lives
are the social workers, trying to cope

with 11 ,000 cases a week.

Increasingly familiar to social workers,

every parent's worst nightmare.

They're in school, they're targeted.

Girls in year 6, that's 11.

Year 7, that's 12.

Year 8, that's 13.

And they're often targeted by young men
who are driving by at break time.

We didn't get in anyone's car, we did.
Asian men used to pull up. We just used

to go in the car, go for a cruise, just
anywhere to chill out, really.

We did it a few times and got a few
telephone numbers and a few mobile

We started riding around with other
people then.

A lot of them have got away with words
and how to make you feel like you're

gorgeous and like you're worth
everything.

Did you think that this guy was your
boyfriend?

Oh, yeah. Told me he loved me. Told me
how beautiful I was.

Did you love him?

Yeah. Yeah, I could say at that point,
yeah. At that age, I thought I did.

So, how old were you? 14, I reckon.

They're targeting girls who might have a
sense of low self -esteem sometimes.

And getting into a very nice car,
sharing alcohol and having that kind of

attention is a greater draw to the girls
than anything that parents can offer.

Girls as young as 11 and 12 are being
groomed for sex by adult men.

It starts very innocently.

The girls think they have one particular
boyfriend who loves them.

To protect their identity, their voices
have been changed.

And his most important gift to her is
tellingly a mobile phone.

But these men aren't interested simply
in finding a steady girlfriend.

They introduce you to the friends, and
the friends' friends, and the cousin

brothers, and the nephews, and this,
that, and the other, and eventually they

all end up knowing you.

So were you sleeping with these guys?

Yeah.

And where would they take you then?

Sometimes it would be places just back
up, basically.

Dark alleys, country lanes, things like
that.

And you'd have sex in the car?

Yeah, or sometimes it would be flats.

This is not about underage sex between
young people. It's not about

prostitution.

It's about targeting the most vulnerable
and passing them around groups of men

for easy sex.

It's the sexual exploitation and abuse
of school children.

This girl is 13.

According to her social worker, she's
had sex with over 100 men.

Bradford Social Services have run a
child protection investigation with the

police for 18 months.

Last year, in one Bradford office out of
four in the district, 50 suspected

cases of grooming were being
investigated, while another 20 were

their books.

What's devastating for such a
multiracial area is that in Bradford,

girls are white and the adult men,
overwhelmingly, are Asian.

Everyone agrees that the men form a
small minority of Bradford's Asians, but

nature of the crimes cannot be
underestimated.

Quite a few of our young girls say to us
that they've been

abducted, they've been locked in flats,
they may have been raped by a number of

men, as I say, anally.

recall the details of this because they

Two mothers from Keithley were brave
enough to share their life with us over

harrowing months.

For the last three years, their
daughters have been groomed for sex.

We've changed their names.

And their voices.

It's too dangerous to identify them or
their daughters.

One night, they showed us what they
regularly see on the streets of

If we're looking for the girls, street
corners, groups of Asian men, or parked

cars with music going.

These girls that are sat on the wall
here, on the left -hand side, these are

girls that are sitting, waiting to be
picked up by the Asian men.

There's a car now that's just gone in
front of us. This is the car that'll be

turning around and coming back to pick
them girls up.

Shirley's daughter was taken into care
for her own safety nearly three years

ago.

Since then, she's been in 14 different
placements away from Bradford.

Jean is struggling to keep her family
together at home.

She has more than one daughter who is
being groomed.

It's about this time, 11 .12, the phones
start going.

Yeah, when they've come off the taxi
shift, all the takeaways close.

They phone the girls and say, I want you
here now.

Red car. The girls are just known as...
Packy Shaggers.

The mothers head out onto the moors.

This is where they know their girls and
many others are taken.

Two mothers are searching for their
daughters on the moors above Keighley.

They've become expert in where to find
them.

They know the men and their cars.

You see, there are cars there with the
Asian drivers in. There they are. That's

them. Three cars.

There they are.

Just carry on. There's plenty more.

At the end one, they were laid down with
the seats down. They stuck his head up

and laid back down quick again.

Seeing them park there, it just makes
you feel sick.

Knowing the amount of times your own
girls have been brought here.

and that even if the police came, they'd
still just be left there.

The mothers say the girls are groomed to
lie about their age, so even if the

cars are stopped, the police can't prove
the girls are actually children.

For these mums, this sexual exploitation
is blatant.

The men are manipulative and violent.

They abduct their daughters, they drug
them, and they rape them.

But this hasn't just been happening to
their daughters.

Bernardos have been working with girls
in the Bradford district for nearly 10

years.

They never work with abusers, but they
do see on average 100 girls every year.

The girls are terrified that if they
don't turn up at a place in a certain

they will be targeted.

We're talking about being in fear of an
adult who is a man who is far more

powerful.

physically than you, but he's far more
clever than you. He's exceptionally

skilled at controlling your brain.

I have actually watched police officers,
and I have done it from here. They've

walked outside, they've approached a
car, and the minute they approach the

getting abused by young men.

And if it were the white man out there,
I would expect the police to do the

same, to go across and say, why are you

We have frontline troops who are busy
recording registration numbers,

descriptions of men, and there's been a
gaping hole in terms of who is collating

it, who is actually assembling the
intelligence which might make a

and the answer really is that's done in
violence, and this is 2003.

We are not talking about one psychopath.

We are talking about many, many, many
scores of

adult males feeling they can do this to
13 and 14

year old girls.

Weighing up risk, protecting those who
can't protect themselves.

It's the day -in, day -out slog of the
social worker, dealing with problems

never go away.

They're both presented as extremely
vulnerable adults. He is extremely...

he's alcoholic, drink problems.

They're desperate. They're frightened,
basically, and desperate to move.

It's not just children who need
protection.

In Bradford, vulnerable adults represent
one of the fastest -growing areas.

Eight years.

I met him after my husband died.

Six months after my husband died.

And how did you meet?

I put an ad in paper.

I thought, I'd like to meet a bloke.

Tall, dark, and handsome.

We're going out and watching telly.

He rang me on Thursday, he came up on
the Friday, and we just started going

together.

Caroline Murphy has myotonic dystrophy,
a muscle -wasting disease.

She's 44.

Keith Ragg has mild cerebral palsy and
is a registered alcoholic.

He's 38.

They live in inner city Bradford.

They moved there a year ago after Keith
was attacked and stabbed.

I'm sick of the drinking.

Without the drink, it'd be perfect.

Caroline is one of 18 cases on Dave
Williams' books.

With an even longer waiting list
clamouring for attention, he needs to

It became apparent that Caroline was
involved in a physically abusive

relationship with her partner Keith.

We advised the couple to contact the
police domestic violence unit.

Shortly after that...

assessment to see what support we could

At the point of visiting, she was fairly
independent in terms of her personal

care, but herself and Keith as a couple
perhaps neglected themselves in terms of

the way they lived, in terms of
cleanliness, hygiene, that kind of

They needed some support with domestic
tasks and some support and advice around

the relationship difficulties they were
having.

Keith and Caroline have a long history
of attracting harassment.

They've moved eight times in the eight
years they've lived together.

I just want to get out of here. I'm the
only person that can't admit he's dead.

As long as the couple stay together,

Caroline will stay out of care and Keith
will stay out of the gutter.

-consuming cases, and they're not the

easiest to work with. But that's part of
our job, to motivate people who aren't

always wanting to be motivated.

Caroline and Keith are willing, but not
necessarily willing to take on

responsibility, and that can be quite a
difficult decision to motivate people to

do that.

worker with Bradford's youth offending

team. He's picking up today's new case,
Matthew, a 17 -year -old he's worked

with before.

Matthew's being released to serve his
last three months in the community, on

condition that Omar, his tracker, keeps
him straight.

You know I'm going to be working closely
with you for the next three months?

Every day?

Yeah. Every day?

Yeah, man.

I'll tell you what, it's the first thing
you have to do in it, give me a tip.

trying to show him new places and new

What we try and do is try and influence
in other ways, befriend them, mentor

Keithley is only six miles from
Bradford.

Asian immigrants moved here in the 1950s
to work in the mills.

But modern Keithley has seen a vicious
heroine war between rival Pakistani

gangs.

Residents now believe that a minority of
young men are beyond the control of the

town's Muslim elders.

Grooming young girls for sex doesn't
just happen in Keithley.

It happens all over the district.

all over the country.

The problem for the police and for
social services is that the girls won't

accept they're being abused.

In most cases where we have a crime, we
have a victim that comes forward and

says, I'm a victim of crime, and we
follow the investigation through from

This is unusual because we don't have
girls actually saying that in most

We've got one allegation for a serious
sexual offence, which is currently

awaiting trial, and a number of girls
who simply don't see

what was going on as being a problem.

Every time I went missing, the police
were looking for me, but I didn't want

be found, basically.

I hardly ever used to spend the night in
my own bed.

I ended up going with my friends,
actually dropping drugs off.

heroin and crack.

I was supposed to get paid but that only
lasted about a week, two weeks and I

ended up getting slapped by him.

I never ended up getting my money after
that. He turned up really nasty, he did

after a bit. I was terrified.

The problem of grooming is on the agenda
of the Area Child Protection Committee.

What we're wanting to do is to get some
actual workers up there in Keighley. So

we're hoping to put a grant application
into Connections.

Let's go back to Prince. The girls,
young women over the age of 13, unless

are prepared to make a complaint, the
police actually don't have anything to

investigate.

So we have problems.

I think where we need to concentrate
more is...

coercive and abusive of these children.
Any child protection referral is taken

very seriously and investigated under
very clear procedures.

We all feel that sense of frustration
that we haven't been able to progress

perhaps more convictions through the
criminal court.

If you set it as a target, it gets done,
doesn't it? And unfortunately, it

hasn't been a target before. It's been
street robberies, it's been house

burglars, it's been car crime, and it's
never been up there on the agenda. You

know how passionate I feel about it. I
know you do, Steve.

The difficulty is not just getting
proof, but more alarmingly, it's a

of resources.

While burglary is a police national
target, child protection is not.

If the girl is 13 or over, she must make
a statement of rape to the police

herself. Her parents cannot do this for
her.

Number one on the list, he's 23.

He's the one that I've known of for
three years.

He picks girls up, he goes to school...
A list of 57 names was given to the

police last summer.

The daughters believed these men were
the main perpetrators of the abuse in

Keithley. The list was replicated for
us.

Number seven at the moment is in prison.

What's that for?

Dealing heroin.

They've got a flat that they regularly
take girls to.

When we've talked to authorities before,
they're saying it's a thing of the

youth. It isn't.

He's 38, he's 42.

The next one, number 11, is 28.

A lot of them are brothers, and a lot of
them are related, and the relationship

between them all, we're told, it's not
organised.

It is.

One from Devi will have a cousin that
lives at Larkham.

And it's two different groups, that's
the link in between, and the girls are

passed from the Devi group down to that
one.

This one here is the one that raped my
daughter.

The police and social workers are
convinced that there are no organised

of men, but the mothers are adamant that
the girls get passed informally from

one group to the next.

In July 2003, the police investigation
steps up with patrols around the schools

and the lovers' lanes.

By now, Jean and Shirley's daughters had
been abused for three years.

As part of the tracking programme with
Omar, Matthew's required to check in at

the Youth Offending Team office every
morning.

He hasn't shown up.

never been married, no children, he

lives independently at home, he's got
his own home.

He's had some involvement in social
services for a couple of years, very

minimal, at times accepting help and
then withdrawing fairly quickly.

A very independent gentleman.

Things aren't brilliant. Things are
slowly breaking down.

These trees outside make it so dark.

We are hoping to get some services in,
some home care and some day care to get

him back on his feet.

His mobility is quite poor.

He's not eating properly and also he's
not really going to bed.

He's dozing in his chair, which is bad
for his legs.

Slow progress.

Eric's lived in this house since he was
13.

For 20 years, he ran his own business.

All his relatives are dead.

Now Eric is one of 8 ,000 elderly people
on Bradford's books.

I think Eric's quite lonely.

John knows it's been difficult walking,
really.

At last.

I mean, it's difficult enough making
simple meals and washing up, but...

heroin as well as being involved with

So what is Mother's view of these
problems? What would she want us to do?

She is beginning to recognise that this
daughter has a lot of risk

in her life. We haven't put it to her
that we want this.

abuses these young women.

What's abusing them is the rape, the
misogynist attitudes, and the attitude

girls can be used for sex and exchanged
quite so lightly and used.

While we were filming, the first
prosecution of a perpetrator in Keithley

to court.

The judge stressed the man had targeted
and groomed a girl before having sex

with her.

He got 15 months on two charges of
sexual assault.

Dalwa Hussain is 24.

His defence was that he believed the
girl was 16.

She was 12.

He was not known to our mothers.

His name was not on their list of
suspected abusers.

He was not associated with any known
gang.

One conviction on a sex offence in all
them years.

One Asian man was on the street outside
our house talking to one of my daughters

and he said, us Pakis are going to have
to watch what we're doing with you young

'uns now because they're starting to
come down on us for it.

There were no thought that they were
doing something wrong.

I don't want any riots.

I don't want bad feeling between any
different cultures.

But I don't want my daughter to be
sexually abused so this can carry on

nice quiet town.

My great fear for these girls is there's
no one in their lives who they

will turn to when they are absolutely
desperate.

They're left really vulnerable, and my
frustration and fear is that we can't

protect them. I don't know what to do to
protect these girls quite often.

I walked into the room and there were
five, six Asian guys in there.

One guy wanted sex, he was very nasty,
very forceful and throwing me about a

bit.

In a way it was abuse but I didn't
realise it.

I think I was growing up and realised I
didn't want my body to be a game anymore

for everyone to play with and that's the
way it was.

Jean's daughter has been brought back to
West Yorkshire.

It remains difficult to protect her and
Jean feels she's still at risk.

Shirley's daughter came home after two
years in care.

She has now broken the cycle of abuse.

In Keithley, ten people have been
charged with offences ranging from rape

abduction, witness intimidation and
threats to kill.

The end of their summer together, Omar
goes back to college to finish his final

year in social work.

Matthew starts his joinery course. He
hasn't offended for nearly three months

That's the longest time he's been out of
trouble since he was 10

Matthew dropped out of college after six
