Today in Bermuda, the island
is gearing up for carnival...

Let's get this on.

..one of the island's
biggest celebrations...

- I want to dance now.
- I know.

..a thief to find...

They shut the phone off, though,
so the intent was to take it.

..and a drugs arrest.

Got 121, drug equipment.

The year in Bermuda
includes many public celebrations.

One of the most colourful
is carnival.

I just love myself some carnival.

It's just freeing, you know,
being yourself

and kind of having those ties
to our Caribbean roots, right?

A melting pot of native
and Afro and Anglo Saxons,

just mixed all in one!

However, Police Constable
Chris Douglas won't be in uniform

keeping the partygoers safe.

Instead, at the weekend,
he'll be joining the parade

in full costume,
and today he's trying it on.

- Are you going to be comfortable?
- With this?

Yeah, I'm comfortable, I just...

It's a little exposed.

HE CHUCKLES

His close friend and sometimes
costume customizer is Juliette.

It's too hard, wire,
you don't want it to dig in,

hurting you all the way on the road.
That's a no.

They met almost two decades ago
at work

where they bonded over a shared love
of Caribbean dance music.

I actually remember that day.

The radio was on,
and Soca was playing. We were

both working in the warehouse,
and she was kind of dancing,

and I was dancing, and we looked
at each other like, "You like Soca?"

I need to make sure that
I have it as they have designed it.

Now, can I remember this?

Belt, chest, head, arms, legs.

Let's get this on.

Officer Chris' costume will include
a set of handmade feather wings

with a two-metre span.

The backpack's really
the main standout piece this year.

And these shorts!

I'm also slimmer this year,
just throwing that out there!

With the standard of carnival
costume expected to be high,

the pressure is on
to get every detail right.

Oh, let's get this on.

With the full outfit assembled,

Officer Chris is all ready to join
the parade this coming weekend.

Brit Police Sergeant Helen McHugh
and Police Constable Robin MacNab

are long-time colleagues
and also close friends.

We're both very dedicated
police officers

and she's an amazing sergeant.
Like, I really look up to her.

So I love seeing her in that role,
and I kind of feel like I'm like

a little cheerleader, like,
I want to have her back.

When something bad happens,
you know that,

I know that I'm just going to
get a text off Robin or I'm going to

get a call off her just to say,
"Are you OK?"

It's a policing partnership
based on mutual support

and, when appropriate,
seeing the funny side.

We have a laugh.

We get on with our work,
but we also have a laugh too.

I'm back with my bestie,
so it's going to be a fun day.

Today, they're patrolling
central Hamilton

when they spot
Police Constable James Eli.

Are you doing a patrol round here
for the antisocial behaviour

and all that sort of stuff?

Along with Officer Chris,

who is on shift ahead of
the big carnival weekend,

they've been tasked with making
the city safe for the parade,

and they're in need
of some assistance.

So we've just come across
a little opportunity here,

we've just seen some of
the community officers,

and we have issues with people
hanging out here.

This park has become a magnet for
antisocial behaviour and drug use.

They may use drugs,
they're drinking alcohol,

so we've been tasked to sort of
make sure we engage these people,

which is why we stopped
to try and deter any crime.

To help with the task, police dog
Roni and Handler Officer Robin

take the lead, with Sergeant Helen
grateful to have him on board.

Roni is a great piece of kit

because he can smell drugs
where we can't smell them.

We might be able to see
the odd thing about,

but he can definitely...

He will get the odour,
and he will go and alert to it.

Roni and the police enter the park,

causing many of those misusing it
to flee.

- Yeah.
- As soon as she saw the dog
coming, she bolted.
- Yeah.

- It might be something around.
- Maybe.

- But it's the deterrent you want,
innit? So...
- Mm?

It's the deterrent you want,
you don't want people in here, so...

The public toilets are sometimes
used for drug taking.

Come here. Hello?

But they only find
someone here today...

..on legitimate business.

- Hello?
- Hello?

OK, never mind.

Not everyone breaking the rules
in the park has fled.

Come here.

Some are keeping a low profile.

You found something?

But police dog Roni
will not be thrown off the scent.

Can he sniff you?

Is that OK? He's not going to
hurt you, just keep still.

The reaction of the dog

gives reasons for the officers
to search the man.

They find drug paraphernalia

commonly used for taking the highly
addictive drug crack cocaine,

and the man is immediately arrested.

The hope is they've just made
this busy park a little bit safer.

Could we get a hotel unit
for transport?

In the centre of the island,

Acting Inspector Tiffany Caisey
is heading out on patrol...

- Hello. Are you all right?
- All right.

- Yes.
- How you doing?
I'm good.

..with long standing colleague
Police Sergeant Mervin Homer.

Being able to work with somebody
you trust, and you know that

you're going to go home at the end
of the day, is very important.

For Acting Inspector Tiffany,

policing sometimes
doesn't feel like work.

Waking up daily to do not a job
but my career that I love,

it feels great.

I love Bermuda
and making Bermuda safer.

As cheesy as some people may think
it is, no, that's my true mission.

Her policing approach has changed
over her 19 years of service.

When I first started,
no, I was gung-ho,

everybody got a ticket,
everyone, that's it. You can try

to talk me out of it, but I'm
still writing at the same time.

But as I've grown, I've become
better with my communication.

That was something I had to work on,
and as I've gotten better,

I'm happier with the outcomes.

- Mm, bus stop.
- OK.

And it's not long before
Acting Inspector Tiffany spots a car

that isn't roadworthy.

No brake light is a safety red flag.

Good day. How are you doing?

I'm Acting Inspector Caisey.

Just pulled you over
for your tail light.

Your brake light is currently out
when you press stop.

So for safety reasons,

because, you know, you want to make
sure people see you stop, right?

Most persons don't and
that's why, to be honest,

just go to a gas station
of your choice,

and they will be able
to help you fix it.

Don't forget when you drive off,
put on your seat belt, OK?

make sure you're safe.

Alrighty.
OK, you have a great day.

The driver has responded well
to Acting Inspector Tiffany's

approach, informing her decision
not to issue a ticket.

She was perfectly fine,
very cheerful,

and so I used my discretion,
as I can, as a police officer,

to give her a verbal warning.

What she will remember from this
is a police officer who gave her

a break,
not one who was statistic-driven

to give her a ticket
for either offence.

Alrighty.

Back on the road, and another call
immediately comes in.

Acting Inspector Tiffany
and Sergeant Mervin have been called

to the cruise ship terminal
in the west of the island.

It's seems as if
someone who was at Horseshoe Bay

had some property taken.

A phone has been stolen
from a beach, and the owner has

tracked it to being somewhere
on this huge 1,200-room cruise ship.

We can't just go
and search everybody,

we have to have some suspicion.

The phone's owner
has told the control room

that he expects the police
to find it.

If I don't have a particular place
where we can even start looking,

- then it's just not possible.
- Yeah.

I don't think it's going to work.

With a busy carnival weekend
expected on dry land,

the Coastguard is keeping things
under control at sea.

The team is preparing to head out.

Safety is paramount.

Make sure everyone's
wearing life jackets,

and we all have our body cameras on.

Corporal Quinton Bergess
and Private Matthew Stephens will be

checking that all boats are
shipshape when it comes to safety.

Make sure our light systems
are working.

But first, they must check theirs.

HORN BEEPS AND BLARES

All our controls, throttles,
our engine on and off,

safety kill switch
in the event of an emergency.

Make sure we have
all our safety equipment inside.

And then once we're ready
to go, we can shoot off.

Being in the Coastguard is a role
Private Matthew seems born to.

Kind of been on the water
my entire life.

I grew up on the water,
and I had a good friend of mine

in the Coastguard and he kind of
egged me on to come over,

and now I'm here doing this,
and love doing it every day,

and it never gets old.

They spot a boat being driven
by someone they recognise

who's had previous brushes
with the law.

So we're just going to
stop this boat

and do maybe a little safety check,
see what he's doing out here today.

They have information that the man
is already banned from the roads

for driving under the influence.

So he's the one that
we arrested for DUI.

He had a couple of warrants.

I mean, he's currently not allowed
to be driving any vessels.

That's received, thank you.

But Private Matthew is unsure
if the ban also applies

to vehicles on the water,
so he checks with his sergeant.

We pulled him over and arrested him
a couple of weeks ago for DUI.

Does that transfer over
to vessels as well?

No?
He's cool to be driving this vessel?

OK, cool.
All right, thanks. Bye.

It's confirmed that the ban
doesn't apply to boating,

but the man still needs
to show the Coastguard

the correct safety equipment.

Life jacket on board?

So no life jacket on board?
You lost it?

OK.

And safety equipment,
flares, do you have it?

No? Nothing on your boat?

The man is on the water without
the backup of any safety items

should trouble arise.

We're going to issue a ticket
for no safety equipment.

It's not for everybody else
around you,

it's for you, OK? Because if you
get stuck, or you get somewhere

and you get into a pickle, it's
your life that's on the line, yeah.

It's a $100 ticket.

You have seven days to pay it.

Next time your boat
comes out on the water,

- it's got to have all the safety
equipment on it please, yeah?
- Sure.

Acting Inspector Tiffany
and Sergeant Mervin

have arrived at Dockyard,
Bermuda's cruise ship terminal,

to meet the owner
of a stolen phone.

- Yeah, so how you doing, man?
- OK.

He wants them to find it
on this 3,000 passenger,

1,500 room cruise ship.

He's been tracking the phone
using a location app.

- OK, so I was at
Horseshoe Beach yesterday.
- Right.

And then I was with my friends,
and obviously while I was leaving,

I left my bag by itself, somebody
went in and took my phone,

or I had it in my lap

and then I accidentally left it
when I got up to go leave.

- So you're not sure if you lose it
or somebody stole it?
- Exactly.

- OK.
- But there...

So basically what happened is
they shut the phone off, though,

so the intent was to take it.

Finding the phone
and the perpetrator, however,

is a big ask for Sergeant Mervin.

We just can't get
to search everybody.

It would've been different
if you had one suspect, right,

if you had one person or two
or three persons,

then we could say, "OK, well,

"it's much easier to search their
location or their cabin to get..."

But to go and search 20, 25, 30, 40,
50, is going to be very difficult.

But the phone owner has more intel
gleaned from his father's phone,

and he isn't taking no
for an answer.

This was today. It was pinging
on the back side of the boat.

Same location.

It's been in the same location
every single day.

It's showing the missing phone
as being in the stern

of the cruise ship, but that's
still not enough to go on.

They're going to have to
narrow it down to a room.

If they can't narrow
it down to a room,

I mean, there's not much we can do.

We can't search everybody
on the boat.

Yes, it says it was
to the rear of the ship,

but the ship has several
different decks.

There is no way that we could
possibly narrow that down.

But Acting Inspector Tiffany
doesn't want to give up.

From training school, they've always
said to put yourself in their shoes.

If I lost my phone,
it has pictures of my family,

my pet that passed away,
which is my baby,

I would be hurt and devastated,
and I would want to know

that somebody did all they can
to get it back.

That means we have to do our job
and not divert,

or just pass it on,
or say we can't do it.

What we're going to do, we're going
to go and speak to security

and see what they can...

- What's a system they can offer us,
all right?
- OK.

- Yeah.
- OK.

Can you check five minutes
on either side?

Security tells the officers that,
even with the help of the police,

they do not have the means to search
the entire stern of the ship.

I don't think there's anything much
we can do with this one.

It's going to be a dead end at this
time for the investigation.

That's where we're at now.

Now the tough task
of telling the stolen phone owner

that they cannot help.

It's very difficult because,
even though you're showing

the back of the ship, right,
it's a big radius, you know,

and that's my only problem.

Yeah, it's just worth a try, it's
got sentimental stuff on it, so...

The officers may not have been able
to recover the stolen phone...

All right, sir?

- I hoped we had a better outcome
for you.
- All right.

..but they still hope
that the father and son

can at least enjoy
the rest of their trip.

- Stealing is not a really big
problem...
- Yeah.

..with cellphone on the island.

You do get it, but cellphone,

I must say, a lot of people
on the island is very honest.

They will find wallets, with cash,
and take it to the police.

Many, many times I've seen it.

Sergeant Helen and Officer Robin,
with their colleagues,

have arrested a man in a public
park for possession of a pipe

commonly used for smoking
crack cocaine.

It's really important to take
drug paraphernalia off the streets.

It sends a message to people
to not be, you know,

out in public doing drugs.

A kid is going to pick that up
and play with it, or put it

in their mouth, or someone's pet
is going to come across it,

and if there's a dangerous drug
in there like Fentanyl,

you know,
that could really hurt somebody.

Officer Robin hopes it could be also
a wake-up call for the man arrested.

It may just be the one thing
that helps that gentleman to think,

you know, "Maybe I need to do
something different with my life."

For Roni, scouring the park
has been thirsty work.

I'm always really proud of him
when he gets a positive hit

because it shows that the training
that I do with him is working

and he knows his stuff,
and it's great.

Makes me feel good,
like a proud parent.

It's a good result, really,

because that was one of the problems
that we're having,

people using drugs in the park, so
that is definitely a good deterrent.

Officers Robin and Helen
continue their patrol, determined

to challenge other behaviour
that's dangerous to the community.

We will probably do some
stop searches, road traffic act,

see who's on the road.

It deters crime because
people will see us out,

it's a high visibility presence.

Find items like weapons,
make the streets a lot safer.

Stopping motorbikes in particular
often provides a gateway

for the police into investigating
more serious crimes.

A lot of our criminal activity
starts from traffic offences

and stolen vehicles.

So for us to try and
proactively stop that,

we need to be doing traffic stops.

Officer Robin runs registrations
through the police computer

to see if passing bikes
have been reported as stolen.

CM, it is correct.

The bike comes back clean,
but a bit further down the road,

another biker grabs
Sergeant Helen's attention.

Just seen a male on a bike who's
going quite fast down Happy Valley.

Just going to have a word with him.
I can't see his sticker.

Just chat about his speed.

The bike has not
been reported stolen,

but the speeding
is a cause for concern.

Just turn your engine off for us
a minute.

The reason I stopped you is,

the speed you were coming down
Happy Valley, you were going a bit

quick when I saw you coming up,
so I just wanted to talk to you

about that and give you some
advice about how fast you're going.

Calm down a little bit,
because if you do crash,

it's going to hurt you and you might
hurt someone else coming into you.

- OK, no problem.
- Yeah?
- Yeah.

- So I just wanted to check,
is it your bike?
- Yeah.
- Yeah?

Can you just do a check on it,
make sure it's all right?

Three nine Delta Oscar ten five.

- Ten five.
- Can I do a licence check?

The check comes back clear,
so the rider is free to go

with another reminder from
Sergeant Helen about his speeding.

- All right.
- Thank you. Have a good day.

Thank you very much.
Remember, slow down, yeah?

- No problem.
- You don't want all this coming off.

I hope he took it, and I hope
he thought about it, because

I don't want to be going back and
having to pick him up off the floor.

It's just something that
I hope that he takes in

in his head
and just slows down a little bit.

On the other side of the island,

Sergeant Mervin and Acting Inspector
Tiffany are back on patrol.

They've spotted a truck that went
straight through a stop sign

at the junction
in front of them.

So it'll be just
for the traffic sign,

and then I can see in his mirror
that he's not wearing his seat belt.

A fine is usually issued
for a stop sign offence,

and Acting Inspector Tiffany's
approach is to deliver

the not-so-good news
in the best possible way.

- How you doing?
- Good day, sir. How you doing?

Alrighty. I am Acting Inspector
Caisey, just stopped you

for a few traffic offences
if that's OK.

Can you turn off your vehicle
for me, please, sir?

Thank you.

Can I have your driver's licence?

Thank you for your cooperation, sir.

The driver responds well
to Acting Inspector Tiffany,

so she decides to issue
only a verbal warning

for the stop sign offence.

As I say, I pulled you over
initially for you stop

at the stop sign
before coming into any major...

making any turns
onto another road, OK?

But her leniency can only be
extended so far

when it comes to safety.

But I am giving you the ticket
for the no seat belt.

In hindsight, he should've gotten
a ticket for the stop sign,

not the seat belt, but I used
my discretion and I gave him one.

The law states if your vehicle
is fitted with one,

that you must wear it, yes?

You have seven days in which
you're due to pay the ticket.

If not, you could go to...

- How much is the ticket?
- $50.

The driver is irritated by the fine,

even though he's been spared
a second ticket.

I only gave you one ticket
and not two.

Alrighty. So you see?

Can you think this is a positive
interaction with police?

Well, all right, then.

But look, look at you,
you're smiling.

You're not really upset with me.

You're laughing.

The man leaves with a $50 fine
and a warning.

Yes, he wasn't happy, but he
ended up finishing with a laugh.

As well as fighting crime,
the police aim to prevent it,

which means carrying out
proactive work in the community.

And for Officer Chris,

it's the last stop of the day
before carnival kicks in.

With recent concerns
of becoming a target,

a local surgery has called on Police
Constables Chris, Krishna Singh,

and Obe Swan
to offer some security advice.

You two together? You two?

Oh, my goodness!

My son, my son, my son.

And in tight-knit Bermuda, Officer
Krishna recognises a familiar face

working at the business.

- Yes, yes.
- I do remember.
- All right.

This is my neighbour
when he was this high,

grew up in front of my eyes.

He was never that high.

My kids and him
grew up together.

The front of the building
is a possible target for burglars...

I would recommend some cameras
to point towards

the windows or the doors.

..and there's one thing
that's a security faux pas.

If this was my place,
that tree goes.

With that tree in front of
the entrance,

it acts as a cover
for a would-be thief.

And with a full check documented,

it's important work
for Officer Chris.

I just love meeting people,
having that interaction with them

again, just giving them advice
and preventative measures,

just to keep them safe
and peace of mind. I just love it.

See, like right there?
Yeah, just cut it.

It's the end of his last shift
before carnival.

Officer Chris is swapping his
police lapels for colourful wings...

It's kind of heavy!

..ready to join the carnival parade.

He may be off duty...

- I want to dance now.
- I know!

..but there's a 20-strong
police team on shift

making sure that the revellers
stay safe.

- Hey, hey, hey, hey, hey, hey!
- Hey, hey!

I didn't know that was you
standing there. What's up, dude?

- Yeah.
- See you all later,
stay safe, yes, yes.

- See you later.
- Yeah, you'll see me!

Officer Terry Thompson
oversees rapid response.

We're on bikes because it's easier
for us to traverse the roads.

With the amount of crowds on the
roads, it's easier for the bikes

to cut in and out
to make it in front of the crowd,

make it back behind.

Easier for us to get to
anything that we need to get to

and respond to.

We don't expect any type
of disturbances, you know,

everybody out to have fun.

And it seems Officer Chris
isn't alone in his love of Soca.

In the service,
it's known as a Soca Junkie.

And our Soca Junkie is PC Fisherton.

PC Fisherton will tell you
what the Soca Junkie is.

No matter who they are,
they know Soca.

And when it comes on, they jump.

They love dancing.

When I say jump, they dancing, all
kinds of dancing, Soca dance, yes.

But today, Officer Victor Fisherton
is very much on police,

not dancing, duty.

Well, they try to get us,
they run at my bike.

Not today.
I'm not getting in trouble!

Officer Chris, though, is making
the most of his day off,

soaking up the Soca
and nonstop dancing of carnival.
