In Bermuda today, it's Carnival time
for Officer Chris...

Got a few cramps. The price you pay
of just nonstop revelling.

..a challenging road traffic
collision for Officer Helen...

I am new to the role of sergeant,

so this is a new one for me to
investigate.

..and the race to find an
elderly lady.

Sometimes we get some people with
dementia,

so just basically making
sure she's OK.

In the centre of the island,

Brit officer Helen McHugh is
starting her shift.

Look how calm it is today.

She moved here from North Wales 14
years ago.

I was a police officer for 18 years
over there.

The pay was not the best and I was
struggling to get two weeks

in a caravan in North Wales,
whereas here,

we have a good work and life
balance,

the kids have a brilliant life here.

Also going well
is Officer Helen's career

in the Bermuda Police Service.

I'm the first female sergeant in the
armed response unit.

It's quite a bit of a proud moment,
to be honest.

I'm not really one for
differentiating

with females and males,

I'm one that we're all equal, we
all...we're all in the same job

at the end of the day, but the armed

response unit is a very
male-dominated unit.

It's sometimes a challenge but,
yeah, we get there.

Today the armed response unit
is on call for any major incidents.

In the meantime, Officer Helen is on

the ground doing some roadside
checks.

Yeah, just for your information,
myself and ARV3

are doing traffic initiatives.

She's in charge of Officers
Jonathan Wood and Sasha Franks.

They've discovered the man they've

just pulled over is riding an
unlicenced bike...

OK. Well, I'm just going to give you
a ticket for the unregistered bike.

..and he has three outstanding
warrants for his arrest.

Do you know what they're for?

He did some checks on the unlicenced
bike and on the rider,

and then our system usually flags up
when people have warrants,

and he had several apprehension
warrants.

You're unlicenced, no insurance.

He has to be taken into custody and

then put before
the next available court.

I just saw him getting a little bit,
sort of, upset.

PC Wood came over just to, sort of,
let me know exactly what it was

that he was getting upset about and
then it was just a step in.

Mm-hm, I understand.

The man pleads for them not to
arrest him because he claims

he must collect his daughter.

Well, we can't...
It's apprehension.

Yeah, we can't give you that
discretion.

Wait, wait, wait, wait, wait.

But what I'm saying is it's not
in our discretion to do that.

If you've been issued tickets or
you've been arrested for an offence

and then you don't attend court,
it is out of our hands,

we have to take you into
custody to put you before the judge.

Stand over here for us.

Right, but where's your daughter
now?

Listen, I don't have that...
I don't have that discretion.

If we'd have allowed him to go on
his way and pick up his child

on an unlicenced, uninsured bike,

and he'd have had an accident, who
are the public blaming?

What you can do...

I didn't say it was OK.

Explain your circumstances to the
custody sergeant

and he will try and make
arrangements

for you to get your child,

but we can't do that on
the side of the road.

You're not obliged to say anything
unless you wish to do so,

but whatever you say may be taken
down and given in evidence.

Once the officers there knew that,
then it was...it was good to go.

It's been a successful intervention
for Sergeant Helen,

but being in charge of some of her
closest colleagues

and friends will take some getting
used to.

That is quite a challenging one for
me at the moment, to be honest.

I don't want to come across overly
bossy, so it's finding a balance.

I'm getting there, but that's where
the challenge comes in.

Officer Helen's skills as a sergeant
are about to become greatly tested.

Her and Officer Jonathan,
known as Woody,

are responding to a call
about a road collision

between a car and a motorbike.

Preservation of life is always
the first thing that we deal with.

We potentially, sometimes, can beat
the ambulance,

so in that scenario we're going to
be the ones giving the first aid.

That's why we're going on
the blues and twos at the moment.

All you're thinking is, "Are they
hurt? Is the other person hurt?

"Am I going to need to do first aid?

"Where's the ambulance?
How far away are they?"

Cos, you know, we're not highly
trained in first aid,

it's just basic first aid, so if you
turn up and there's bones sticking

out everywhere, then the wheel's
spinning with the information.

So we're not sure whether there's
any injuries.

I think it came across that there
may be, correct?

And because it's a bike involved,
it's more likely that there will be.

Policing Bermuda takes teamwork.

And because officers are paired up
with partners they work with

on a regular basis, friendships are
formed.

Please don't get injured for the
rest of the day. I will not.

But Officers Chris Douglas and

have an extra special bond.

I call PC Skerritt my police mother

because she has pretty much

been taking me under her wing since
I started my career 11 years ago.

When we're on patrol together, we
work very well.

She's not old, she is definitely
just somebody who guides me

and I really have appreciated it
over the years, she's just amazing.

There's a sign right here that
says minibus only, sir.

And I'm not just saying that cos
she's standing right next to me.

She really is an awesome officer.

Today police mum and police
son are on a special mission.

We are here to have a change of
uniform.

My cap is faded, so I need to
exchange it for a new one.

Miss Skerritt, what would you like
first?

One would be my epaulettes. I can
hand these over to get new ones

because the sun has faded them.

Yes. And they're not longer
presentable.

The warehouse contains around
$5 million worth of supplies,

and officers can swap old uniform
for new as often as they need to.

Uniform's extremely important for
us. As an officer, your outer duty -

presentation, appearance - says a
lot.

Thank you, sir. Is that everything,
Miss Skerritt?

Thank you, sir. I'll be putting on
these right away.

And the sun right now is terrible

and our uniform tends to wear
quickly,

so we have to exchange them
very regularly.

Checking what size your cap is,
which is small.

I'll get you.

I recall in training school,

I did a lot of push-ups for not
having my uniform correctly

until I got it right, so, yes, they
are very strict.

Bobbies wear button down shirts and
black trousers,

or Bermuda shorts in summer.

And this looks great. Let's see if
it fits.

And while this pair agree on most
things,

there is something they don't see
eye to eye on - hats.

The difference between the two caps,

one is a bobby hat and one is a
regular flat cap.

These are optional - we
can wear any one we so desire,

but I choose to wear the bobby hat
because they sit properly on my head

and there's a cooling space for me.

So that's why I choose the bobby
hat.

Feel like this is a crowning for me.

Since getting my new hat, I feel
refreshed,

no-one can make comments about,

"Oh, my goodness look at your hat,
it's all sunburned,"

so I feel almost, like, refreshed
and ready to go.

It is not... Nothing is there, sir,

so I'm going to do some checks.

Sometimes I'm kind of, like, more
focused on the beat

The reason for our stop is cos the
bike is displaying a sticker saying

April and we're now in July,
so as a result,

we call it into police operation and
they are running the check to

confirm to us that the vehicle is
indeed licensed.

She can be tough, and she knows it.

But she's just doing her job at
the end of the day.

We've done confirmation.

Of course, I have to take that
softer approach, for sure.

If not, I probably wouldn't survive
with my fellow Bermudans.

Vehicle expires
30th of April 2025.

Right, so confirmation from police
operation,

this bike is indeed licensed and
insured,

just means he doesn't have the
sticker on, so he was warned,

and he will get the sticker and
affix it to the bike.

Everything is OK, we'll resume our

Brit officers Helen and Woody are
responding to reports

of a road traffic collision between
a car and a motorbike.

Thankfully, upon arrival, there
appear to be no serious injuries.

Right. Which church were
you going to?

OK, what I'm going to do is just...

we'll sort it out.

The female driver seems to have had
a delayed reaction to the accident.

Do you need an ambulance? You OK?

Are you OK? Are you sure?

Are you sure you don't want to get
an ambulance to check you over?

Is there any medication that
you take that helps you?

Where's that? You all right?

Have you got high blood pressure?

Sorry, 10-9.

She's just got high blood pressure.

The motorist has been driving
for decades,

yet it's her first-ever accident.

Right.

I think she was, sort of, obviously,
in shock.

We'll just keep an eye on her
ourselves,

in case her condition changes.

But she seems OK, other than that.

Also largely unscathed is the
other party,

who just happens to be an on-duty
police motorbike officer.

Do you have any other injuries other
than the road rash, no?

What happened?

The bike race... Right.

So I came ahead.

So, you were following the...?
No, I was ahead of them.

OK, so they were coming up.

I was overtaking this gentleman
here. OK. Yeah.

I was coming along here.

The lady came out of the driveway
here. Right. Didn't stop.

And she's pulled out?
Just come out to turn right. OK.

So there was a bike race on today.

So the RPU section - which is
the Road Policing Unit -

will escort the bikes to make sure
that they're safe,

cos the bikes are travelling at
quite fast speeds.

As the sergeant on the ground,

Officer Helen must take charge of
the scene.

Yeah, 10-4. We are going to need
to put some information out

to say that this road is going to
be blocked,

if we can let the public media
relations know.

And because the crash has involved
a police vehicle,

things are about to get complicated
for Officer Helen.

So when a police vehicle is
involved in a collision,

then it is a sergeant or above
that would come out and

deal with the investigation side.

I am new to the role of sergeant,

so this is a new one for me
to investigate.

For newly-promoted Officer Helen,
she now has to determine

if a fellow officer is at fault
for the collision.

It is tricky dealing with
police officers,

because they're family, aren't they?

Summertime is festival time in
Bermuda, and the island is

gearing up for one of the biggest
celebrations of the year, Carnival.

It's a long weekend of music
and revelry,

and for Officer Chris Douglas a
chance to ditch his police uniform

and really let his hair down.

Police uniform, not really my thing.

I'm kind of, like, more flamboyant.

Like, I like to wear some colours,
and all that great stuff.

This is the Carnival costume.

For this year it's going to be
arm pieces, leg pieces,

and then a cape.

I'm going to be able to wrap these
around my arms.

Going to be great.

Glue is not sweat-resistant.

Difference between me wearing
my Carnival costume

and my police uniform?
I get to dance a lot more.

Every year, the island is thronged
for the carnival's main event,

Revel De Road, when costumed
partygoers take over the streets.

I'm just anticipating just fun.

Just want everybody to just have a
good time, enjoy themselves,

cos I am definitely going to enjoy
myself.

I would say that Bermuda is
definitely a great place to be

I feel comfortable outside of
police, and then when

I joined police, I felt even more
comfortable in knowing

that I can wear my button-ups
and collared shirts and...

But outside of work, I love that I
can just, you know, express myself.

I get to just wear some shorts and
a few little pieces, and...

Ah!

You look nice!

So I can pretty much just be me.

Bermuda's Carnival has been going
for ten years -

nowhere near as long as some in
the nearby Caribbean -

but it's a rip-roaring success,

attracting partygoers from the
island and overseas.

I love Carnival.

It's something that we have taken
from the Caribbean

and made it our own.

That is where thousands of locals
and visitors attend.

It is basically soca music,

or calypso, as they'd say back in
the day.

Hey, honey! Hi, man!

The carnival celebrates Bermudan
culture.

A police team keeps it safe,

assisted occasionally by colleagues
out of uniform.

So, albeit that you're wearing
the costume, well,

you still are a police officer.

In fact, two years ago, where there
was a potential affray, or fight,

that almost broke out, and here
I am. But that year I was wearing...

..feathers on my back!

And a few of us that were police
officers, we actually stepped in

to defuse the situation and say,

"OK, not here.
We're not doing that."

Today's event, Revel De Road,
lasts for up to ten hours.

Hey!

But dancing his way along the
parade route is beginning

to take a toll on Officer Chris.

I've got a few cramps that
I've had to ice down, so...

The price you pay of just
nonstop revelling.

It's a lot of preparation, for sure.

It is worth it, in the end.

When you get that costume on,
and you're just like,

"OK, I am ready for the road."

I didn't feel I had to be this
whole formal person,

as a police officer that has to be,
you know, in a sense, very serious.

I just felt free.

The route was just amazing,
just freeing up, being myself.

Loved it, loved it, loved it.

side of island policing

Officer Jen was a barber in
the UK

before joining the Bermuda Police
Service two and a half years ago.

I feel like the skills that
I had as a barber,

being a people person,
I could bring into policing.

In barbering, you have to learn
a lot about how to read to people,

how to communicate.

And, again, you know, that brings
a lot into policing.

I found it a really, really nice
transition.

So far, today's been a quiet shift.

But at midday, there's a high
priority call.

We're doing a welfare check on
an elderly lady that's been out

walking since nine o'clock this
morning.

So just basically making sure
she knows where she is,

what she's doing, whether she's OK.

The elderly lady is 98 years old,

and has been missing for over
three hours,

so finding her is a priority.

Sometimes you get some people
with dementia,

but it's always good to check in,
make sure, you know?

Any job we go to, you just have
to keep an open mind.

So it's just a case of, you know,
using your resources,

using everything that you can to try
and find out what you're actually...

What you're dealing with.

And as the sun beats down across
the island to the east...

So just out on patrol right now.

They've got a call to attend
a local cricket ground

on their side of the island.

There's a report of suspicious
males.

And a lot of times here in Bermuda,
when people go to commit crimes,

they keep their helmets on to keep
their identity concealed from us.

So, for some people, that shows
a red flag.

Out of an abundance of caution,
we're just going to go check it out.

Officers Eddie and Jen could be
driving towards potential trouble.

But for another patrolling
partnership...

We attend so many different types
of jobs, and I guess nothing

really surprises me any more.

Shortly after they arrive,
the officers are joined

by the lady's relative.

No, I took the bus.

She's strayed far from home,
and it's up to Officer Jen

to persuade here to take a lift
back.

Definitely being personable helps
in a lot of situations.

You know, 98, I mean, that's
impressive. Congratulations.

Walking's the secret. Yeah.

When you take the time to actually
speak to someone, you know,

people respond well because they
believe that you actually care.

Yeah, we'll put you in the car.

Otherwise, you know, you don't want
to be walking all the way home.

I started in the police on
February 14th, easy one to remember.

I'd done my previous career
for a long time,

and I'd wanted to try something new.

My goodness, you're quicker than us
in and out the cars.

This career, obviously, is
completely different to what

I did before.

I knew a lot of police officers,
so I got a lot of good advice,

and it gave me the confidence
to do it.

Cos I'm just thinking, you know,
maybe in the future,

if you do go out, you could always
let someone know,

just so they know you're OK.

Oh, pink. Oh, very nice.

I was comfortable in my other job,

but I'm proud of myself for making
the change.

So it's my way of giving back,
I guess.

On the east of the island,
officers Eddie and Jen

are arriving at the cricket club...

And there's a match going on.

..but there's no sign of the
suspicious males reported earlier.

Most likely they were sitting right
across from us on the steps.

So they maintain a police presence,
and take in the local cricket game.

Whilst most Bermudans have a
passion for their national sport,

there's not a lot of love for
cricket in this car.

I am not a fan.

Cricket can be very drawn out.

And in this heat - no, thanks.

It's not my sport to watch, waiting
for somebody to have a heat stroke.

Right? It's too long.

Is it really a sport if you can stop
and have a tea break?

Officers are still at the scene
of a collision between a car

and a police motorcycle...

..and newly-promoted
Sergeant Helen McHugh is in charge.

So can you go down to the junction?

The police motorcyclist,
an outrider for a bike race,

collided with a car as it pulled off
a junction.

Now the road's being closed
so that accident investigators

can comb the scene.

Let me know when you're at
the junctions, yeah?

The cyclists in the race can still
come through, OK?

Just let me know when they're
coming, yeah.

Normally a regular police officer
would determine the cause of

a collision, but because a colleague
is involved, specially trained

officers, expert at gathering
evidence, have been brought in.

So the TCI is the traffic collision
investigator,

and the FSU is forensic scene
investigator.

They can assess what's happened,
they can look at the distance

of the road, how straight the road
is, the junction, any blind spots,

anything like that, skid marks,
they will take and investigate it,

and they will give their report.

And that shows an impartiality that
we're not going to be biased,

we're not going to be taking sides.

We've obviously shut off the road
to make it safe for

the police officers to do the
investigation.

So it's safe for them, people
aren't going to come tearing round

the corner and knock over a police
officer, and then we have to

deal with something else.

We're here to deal with a collision,
at the end of the day.

I'm looking for any brake marks,
skid marks, gouges.

Those marks can give you the speed
of the vehicle.

While the investigators gather
evidence on the collision,

Sergeant Helen and Officer Jonathan
Wood speak to the people involved.

This is going to be investigated.

I have to get a statement off
everyone.

If there are any offences
disclosed,

so things like due care and
attention.

They might determine that somebody
was driving carelessly.

So I will collate the evidence,
then we'll get statements

off everyone. There was a witness.

So we'll get statements off
the two drivers, the witness,

and then the report from
the investigator,

and then we'll determine if there's
any offences that have been

disclosed, and if there has been,
they will be dealt with accordingly.

So if the civilian was found to be
at fault, we would be looking at

driving without due care and
attention, and that would be either

a court proceeding or we would go
by way of a caution.

Were you on lights?
Yeah, lights on.

Lights were on? Yeah.

OK. So where were you at the time
of impact?

I was on my side of the road.
This side of the road? OK.

If it comes about that the police
officer was at fault,

then it might be just a driving
matter.

It could be just a driver training
issue, or just going out for

recertifications, or something
like that.

It is tricky, because everyone has
mistakes when it comes to driving.

We're all human beings, at the end
of the day.

Like I say, I've always been
professional in my work,

so even if a police officer was
at fault,

then I would deal with it
the right way.

Corner number two...

We've obviously been here for
quite some time.

We are just here with the collision
investigators,

and they're taking their
measurements.

The forensics team have just been
and taken some photos,

and they've finished now,
so they're on the way.

The next steps now, we will get
the vehicles moved off the road,

and then people can use the road
freely.

And we've already got the police
truck ready and waiting

for the police bike to be recovered
to the impound.

I've been in the job 24 years.

So I've dealt with collisions
throughout that time,

so it's not much different.

Sergeant Helen continues her
investigation into the collision.

With no clear evidence proving
who was at fault,

she decides neither party should be
prosecuted for the crash.

I've just become a sergeant,
and this is my first collision

involving a police vehicle.

It's just an added responsibility.

And extra paperwork.
