in the South China Sea,

taking the lives of
three American sailors

and wounding many others.

to voice America's outrage
at this reckless act

and unnecessary loss of life.

President Li expressed sincere
regret over the incident.

More importantly, he has
agreed to several steps

to be outlined in the coming
days to de-escalate the crisis

so that another such tragedy
