The, uh, first alarm
that you responded to at 7800 Torrey.

What were your orders?

To evacuate the residents
while searching the building

for signs of fire, smoke, water,
whatever could have triggered the alarm.

Were there any challenges
with the evacuation?

The stairs could be slippery.

The radio transcript suggests that there
was a lot of confusion at that building.

Why was that?

Well, we couldn't find any smoke or flame.

The first alarm you attributed
to someone cooking?

His apartment smelled smoky
because he'd been cooking bacon.

But it was the hall alarm that triggered,
not the one in his unit.

The tenant had admitted

that he removed the batteries
from the smoke detector in his unit.

Turns out they were not hardwired.

And that's when things really started
to unravel.

Clearly there's a problem
with the entire system.

So the smells and weird noises were coming
from the vents.
