Now he risks spending

Everyone's survival is interdependent.

So when the economy is bad, it affects us.

The economy is critical.

is the government suffered losses.

But we don't know how much.

We can't know for sure
if Najib took money from the people.

We don't know where the money went
or who gave it away.

Whether Najib was right or wrong,
only God will tell.

[man] Well, to his credit,
I thought Najib had the right messaging.

He was talking about reform,

he was talking
about propelling the economy,

his concerns for the poor and inequality.

He was a very good minister in my cabinet.

I was thinking that he would be,

like his father was,
the second prime minister of Malaysia,

who did a great job.

[Bin Ibrahim]
Najib was a student in the UK.

The father died and he was brought back,

made a deputy minister,
and rose through the ranks very fast.

[man]
Najib is regarded by people who know him

as a fine Malay-English gentleman,

because of his background,
being educated in England

and how he speaks very well.

He's very engaging when he talks to you.

I have some interest in tennis

because, basically,
my children love tennis,

and they force me to watch tennis.

[man] I think a lot of people in the West,
and certainly in finance,

breathed a sigh of relief
because they felt Najib was

someone who's gonna be easy to work with.

You know, I have a very good relationship
with Prime Minister Najib,

and we are close partners
in cooperating on a whole host of issues.

We have this expression in Malaysia
called "Malaysia Boleh,"

which-- "Can do." "Yes we can."

I think Obama learned from us.

[audience laughing]

Those people who are in the know

knew that Rosmah
is really the power behind Najib.

Well, my husband loves
to see me walking two steps behind him.

[Bin Ibrahim]
Rosmah is known to wield direct influence,

not only meeting Najib,

but meeting
some other key government leaders.

Unlike her husband,
she had worked her way up.

She was a player.

I don't mind walking two steps behind.

It makes him happy. But what's important,

I get what I would like to get.

So they came up with "One Malaysia."

That means all of us,
whatever race we are, we are one Malaysia.

That was his political slogan.

Najib took over as prime minister

just as the global financial crisis
was being sorted out.

So he was really in a sweet spot.
Things were moving,

the economy was going up,
the stock market was going up.

But then, unfortunately,

he started 1MDB.

I'm honored to welcome you

to the future

of our economic growth.

[man]
One Malaysia Development Berhad, 1MDB,

was created to invest
Malaysian tax payers' money overseas,

generate huge returns,
bring back foreign direct investments

in order to spur Malaysia's economy.

So, on the surface of it,
sounds like a good idea.

[Bin Mohamad]
The budget has always been in deficit.

Yet the government, at that time,

decided to have a wealth fund

similar to those that you see in Kuwait

and other rich, oil-producing countries.

When we established 1MDB,

we wanted to achieve our...

vision of an advanced economy,
high-income economy,

because of the global downturn
at that time.

Only the countries in the Middle East
had surplus capital,

and we...

wanted a kind of a special relationship
with them.

[man] Developing countries
always need outside financing to build

roads and airports, hospitals.

That's what you want, theoretically,
your sovereign wealth fund to be doing.

You want it to be either making money
or building infrastructure.

[Pua] In 2009,

1MDB took a loan
of approximately 1.2 billion dollars,

and within a couple weeks,
they'd invested 95 percent of the sum,

one billion US dollars,
in a single company.

And, when you do a simple research
on that single company,

you realize that the company was new,

it didn't have a history,

and nobody knew anything
about that company.

[Bin Ibrahim] The investment was
around a billion at that time.

So we googled and checked PetroSaudi.

So there were bit dubious dealings.

I was the number three
of PetroSaudi in London.

But there was almost no activities
until 2009.

The official story was

that PetroSaudi was bringing in
oil fields in Turkmenistan,

but they didn't have these oil fields.

They never had oil fields.

It was a lie.

This joint venture was somebody bringing

almost two billion dollars
and the other one bringing nothing.

[Pua] And that's when you start thinking,
"Is this a scam?

Is this real?

Or is it actually a pretend agreement

in order to take one billion out

from Malaysian taxpayers?"

[Rewcastle Brown] I run a blog

dedicated to exposing corruption
in Malaysia.

I knew about 1MDB
because, since roundabout 2010,

1MBD had been making noises
about getting involved

in the rain forest state

where I'd been looking
into timber corruption.

Nobody could get to the bottom
of what was going on,

except that this fund
appeared to be losing money,

and investing in strange institutions
that had no past,

like PetroSaudi,

that were connected to Najib's son's pals.

That was what everyone was whispering.

"Hey, yeah,
it's all run by a bunch of boys

who are friendly with Najib's son.
It's that Jho Low."

[man] How do we define value?

[Pua] Jho Low was, and perhaps is,

the international man of mystery.

[man] Is it something we can see?

[Pua] Nobody really knew much about him.

All we found was this very...

expensive video

of him and his brother

talking about his company,
Jynwel Capital...

It's about how each deal
changes a community,

a country, and the world.

[Pua] ...that didn't say anything
about what the company does.

[Low] Our approach is

to fundamentally question
how quality is created...

how to enhance value, identify synergies,

capitalize on efficiency,
and maximize potential.

Then we can enjoy bringing creativity

and expertise to a deal,

and execute it in our own way.

What sort of business enterprise
was he involved in?

Nobody can explain.

This young upstart...

no track record.

How is he assigned

to run the biggest government enterprise?

There's no answer.

[Kay Tat]
He studied in boarding school in the UK,

and he made friends
with children of ruling family

in Saudi and Abu Dhabi,

and he also made friends with Riza Aziz,

the stepson of Najib.

He got himself a position
as an advisor to Najib.

Saw an opportunity to trade
on his Middle Eastern connections.

[Kay Tat]
One of the shareholders of PetroSaudi

was Prince Turki of Saudi Arabia.

So Jho Low was able to connect...

Najjb to them.

Yeah, Jho Low is the man who...

who had the special connections
with some very key personalities...

in the Middle East, you see.

With these countries,

uh, you need a special channel
to make things happen.

It was much more on an informal basis.

Well, the thing about Malaysia is
it's a very small society.

You know, stuff gets out.

And Jho Low
had already come onto the radar,

just purely as being
a sort of jaw-dropping spendthrift.

Obviously, 50 bottles of Cristal

from Saudi and Malaysia is not enough.

[crowd shouting, whooping]

Guess what?

We got a lot of shit
coming from Saudi and Malaysia!

Bring out 100 bottles of Cristal
for everyone!

-[cheering, whooping]
-[loud techno music plays]

[man] In the nightclub world, a "whale"
is somebody who is a really big spender.

Like, a big enough spender
to almost single-handedly

keep a nightclub viable.

So Jho Low
was the biggest of the whales,

the blue whale among whales.

[pops]

[Niemietz] The first time
we heard about him,

Jho Low had gone to this club 1OAK.

He saw Lindsay Lohan,

and somebody had told Jho Low
it was her 23rd birthday.

So he bought 23 bottles of champagne
for the club.

It comes out,
the waitresses put sparklers in it

and they run around the room,
and everybody cheers.

And then somebody approached him and said,

"Hey, you know, you've kind of been
played with here. It's not her birthday."

And, kind of,
I think, sort of as an act of defiance

but also just having fun with it,
he ordered another 23 bottles.

[cheering]

[Rewcastle Brown] Paris Hilton
was allegedly charging Jho Low

a million dollars every time
she went to be his party companion.

He had hired Busta Rhymes
to do some kind of personal party.

Jamie Foxx and Swizz Beatz.

They were giving each other party presents
of Bugattis to drive away on.

And then there were dancing dwarves,

and caged lions by the pool, and acrobats.

They'd get someone like Britney Spears
jumping out of birthday cakes.

Everyone is wondering,
"How is it that this...

fat Chinese boy gets to party
with all the hottest girls in Hollywood?"

So it all came together,
really, late 2013,

as the promotional stuff came out
for a movie.

Um, The Wolf of Wall Street.

[man] My name is Jordan Belfort.

The year I turned 26,
I made 49 million dollars,

which really pissed me off, because it was
three shy of a million a week.

[man shouting]

[Rewcastle Brown] But I'd also discovered

that the producer of this movie,
this 100 million dollar movie

about squandering stolen money,

was the stepson of Najib Razak.

I mean, to have the pedigree of talent

with, Leo DiCaprio, Martin Scorsese,

and to have four years of our life
into this movie

and then see it all manifest itself
onto the big screen,

and to have the acclaim
that the movie is getting,

it's a great feeling.

-[woman] Congratulations.
-Thank you. Thank you very much.

We're very excited. Very, very excited.

[Rewcastle Brown]
And at every single launch party,

standing next to this young man
who, inexplicably,

had been able to,
as a rookie in Hollywood,

generate a 100 million dollar film
with Leo DiCaprio and Martin Scorsese,

next to him was none other than Jho Low,

the guy behind this 1MDB fund

that was spending so much money
and investing, nobody knew where.

Thank you to the entire production team,
Joey, Riz, Jho. Joey, Riz, and Jho,

thank you for being
not only collaborators,

but taking a risk on this movie, truly.

I was never...

invited to these parties, fortunately.
[chuckles]

Even if I was invited,
I wouldn't have gone.

It's not my my scene.

I felt very awkward, actually.
He knows I didn't like it.

Uh...

But I suppose
he felt he needed to show that...

uh, something like that
would be associated

with somebody with a lot of money,
and therefore would impress others.

You know?
It certainly didn't impress me,

but he might have thought
it could impress others.

And I got a lovely quote during that time

when Jho Low
was being reported spending money.

Apparently, Rosmah was opening up
some online story

that was talking about this,

and she stamped her foot and said aloud,

"You know, he needs to remember,
this is my money too."

It's time to meet the lady of the house,

none other than the Prime Minister's wife,

Datin Rosmah Mansor.

Hello, Datin!

How are you?

I did the whole house.

Everything, I did.

I picked all the furniture,
designed the carpets.

I don't know Rosmah personally,

but the media has portrayed her to be
very much like Imelda Marcos...

except at a much higher level.

Whereas politicians
are probably more discreet,

Rosmah was not discreet at all.

These are a pair of earrings.

She would have
a different Birkin crocodile handbag

on her arm every time she went out.

You have a tiara like this.

There's a story about Rosmah Mansor
taking a trip to Hong Kong

and spending so much money shopping,

they end up filling an entire jet airplane
to the brim.

Amazing necklaces like this.

You know, how could the wife
of a politician afford such luxury?

A ring of some sort.

Jho Low took care to spend
a heck of a lot of money on Rosmah.

[man speaking indistinctly

[Najib's voice]
I accept that there were--

there were accusations
of an opulent lifestyle. I accept that.

[man] I had the idea, other people...

[Najib] And it's not appropriate.
So I'm trying my level best...

you know, to change that perception...

because I think
it's just a question of perception.

The truth is something else.

And I hope, you know,
people in due course will understand

the real person that I am.

[interviewer]
So you don't think it's true

that you and your wife
live an opulent lifestyle?

Uh...

I think it can-- it can--
the lifestyle can be explained.

I mean, she does, like most women--
my wife does like to shop, but...

uh...

you tend to accumulate things
over a period of time,

and some of the places she shops are...

You know, she goes
to outlets as well, you know?

I sometimes complain.
I say, you know, "Don't keep those things!

You are a hoarder.
You keep things for a long time.

Get rid of them," you know?

But if you--
It's amazing that after a few years,

the amount of things you accumulate,
particularly when you're in office...

We have friends.
Friends do give us presents.

And it's not anything against the law...

in Malaysia to receive presents.

Every head of government received gifts,

particularly from the Middle East.

I mean, your president received...

quite expensive gifts from...

from the Middle East as well.
I believe it's well-documented.

and people say, "Hey...

we want to see
the latest picture of Kiky."

They'll make comments like that.

It's widely exaggerated
in terms of my lifestyle.

I'm basically a simple person.
I love the simple lifestyle.

[Turnbull]
Asia was kind of slow to really pick up

on the full extent
of the crisis in the US.

It didn't really hit the region until...

basically around the time Lehman...

uh, defaulted, and then you just saw
this implosion in trade.

After the financial crisis,

it was a terrible time
for investment banks around the world,

and some of them didn't survive.

Goldman was one
of the few major, surviving,

truly international investment banks.

With all the regulatory pressure
on the U.S. businesses,

there was a push to look
to emerging growth markets.

They felt that they had to find something
to allow them to grow their business.

They thought the answer was Asia.

[man] People come to this firm
wanting to make a contribution.

Of course, they want to have
a satisfying personal career,

but I'll tell you,
what they really want to do

is they wanna
make their mark on the world.

[Kay Tat] Tim Leissner,

who was then the head
of Goldman Sachs in Southeast Asia,

wanted to get into the deal.

I mean, everybody heard
about Jho Low, right? And 1MDB.

Bankers, they want
to be part of the transaction.

After the PetroSaudi joint venture,

Malaysia didn't have any more money
sitting around.

So Najib and Jho Low needed new ways
to get money into the fund.

[Taibbi] Leissner had a reputation
as a rule breaker,

a partier, an operator, a womanizer.

Low had to like that.

He had to think,
"This is exactly the kind of person

I was looking for."

Tim, I didn't know him very well.
We worked in the same building.

By reputation, he was a bit of a wild man.

But essentially,
a very good relationship manager,

and knew everyone and anyone in Malaysia.

[Taibbi] For Low,
Goldman Sachs is the whale.

For Leissner, the whale was,
you know, Najib.

Goldman Sachs facilitated the issuing
of three different sets of bonds,

totaling in billions of dollars.

[Turnbull] When the deal was first done,

I had the chance to go through it,
and it was...

it was a complete joke, frankly.

There was no stated use of proceeds.
There was no governance structure.

Who was going to manage this?
There were no employees,

so the answer is no one,
or it will be determined at a later date.

But with a deal as big as this,
every senior member of the firm

who sits on the major risk committees
would've had to look at this thing

at least in some detail.

And so it's weird
that it got passed on through.

Goldman ended up receiving

about 200 times the normal fee

for brokering bonds.

If this business
had been on the up and up,

they could have gone
to any other investment bank

and they all would have offered
roughly the same services

for roughly the same price.

But this was an unusual service.

They were asking Goldman
to underwrite something

that was pretty clearly corrupt.

Uh, and not every investment act
was going to do that.

So in order to get that service,
they had to pay more.

[Kay Tat] In 2013,
1MDB raised money through Goldman Sachs

to build a new financial center
in Kuala Lumpur

called Tun Razak Exchange, TRX.

[man]
A global financial force is emerging.

A catalyst for convergence...

between east and west.

Smart.

Sustainable.

The Tun Razak Exchange.

[Pua] Tun Razak is Najib's father's name.

So this Tun Razak Exchange
is meant to be constructed

with funds raised by 1MDB...

in this case, three billion dollars.

A lot of people in the business community
had their doubts,

but it was really
quite a grand, ambitious plan.

[Pua] It was meant to be the magnet
for global financial companies

to invest in Malaysia.

In reality, we had a huge,

semi-abandoned construction site
right here...

where projects were hanging.

Some were stopped.

There was a great deal of uncertainty
as to whether there was enough money

to continue with the project,

to complete the infrastructure
that was promised to the investors.

[man] The fund has
42 billion ringgit in debt,

and there seems to be a lot of speculation
that they will have troubles

meeting their financial obligations
on the US dollar debt.

[Low] I just wanna be clear.
So you're asking for my views on--

I'm asking for your views, yeah.

[Low] Okay.

From what I can read
from the audits and accounts,

my understanding is 1MDB
clearly has more assets than liabilities.

I think the key is...

how quickly these assets are monetized,

um, and really
for the management to execute.

[Kay Tat] The government could not service
the debt of 1MDB by 2015, 2016.

So they took money
from other government agencies too.

Money was stolen from Tabung Haji
to pay off outstanding 1MDB debt.

It's like a Ponzi right?

Once the money was gone,

you have to find more money
to cover the hole.

[in Malay] Since 1992, I've put money
in the Tabung Haji fund.

That's my commitment to go on hajj.

[man] Tabung Haji is a fund
that Muslims can invest in,

and it will actually help fund
your pilgrimage to Mecca.

See, the thing about the hajj is
that not every Muslim can afford it.

Not every Muslim can actually go
once in their life.

You have to wait a very long time,
sometimes 50, 60 years,

to finally get to Mecca.

[in Malay] We start saving young,
so when we're older we can go on hajj.

Because in Islam,
it is compulsory if you can afford it.

[Idros] The speculation that Najib
has taken funds from Tabung Haji

to fill up the holes in 1MDB...

[in Malay]
A lot of the money disappeared.

So the dividend decreased drastically.

From 6.25 percent to 1.25 percent.

[Idros] They've saved up
their entire lifetime for this.

And then, suddenly those funds
that you've invested your entire life,

they're gone.

I mean, how can somebody steal funds

from something
that is meant to be... holy?

[Rewcastle Brown] There are certain people
in our global community

who think they are above all laws.

And people like Najib have total power
within their own countries,

and they are let off
by all the financial institutions

that turn a blind eye
in order to do business in these regions.

And I think he thought
he could get away with it.

Fortunately, what happens
when you start writing

about a story
that really is in plain sight,

something like this,
this huge expenditure of money,

is that you become the person
that people who've got information

tend to contact.

I left PetroSaudi in April 2011.

Two months later,
I called the IT guy of PetroSaudi.

I said, "I just want to have
a kind of insurance.

If one day there is a problem...

I just want to prove that I had
nothing to do with those big numbers."

So I asked him to get a copy
of the PetroSaudi server.

The first time I went to Bangkok,

I had no idea who I was going to see.

In fact, I'd been warned not to go
because I'd been warned

that it was more than likely to be
a Russian mafia operation,

and that I was risking life and limb.

[Justo] One of the key elements
in these emails was

that the transfer of 700 millions

was related to this Good Star company,

that had nothing, absolutely nothing to do
with the PetroSaudi deal.

[Rewcastle Brown] Three hundred million
went into PetroSaudi's bank account,

and 700 million went
into a mystery company

called Good Star Limited.

And signing on behalf of Good Star

was a person I knew to be
Jho Low's business manager.

That was what nailed
the whole PetroSaudi joint venture

as a scam.

Their weakness was
that the money was put into dollars,

and so therefore
it entered the United States jurisdiction.

I had them. I knew I had them.
I had the evidence.

And, what's more, I'd given the evidence
to the United States,

and they acted on it.

And we are here
to announce a significant step

in our ongoing work

to combat global corruption,

and to ensure that the United States
offers no safe haven

to those who illegally use public funds
for private gain.

The scheme was fairly simple.

It was stealing money,

hiding it under a shell,
and then moving those shells around

until nobody knew
where that money came from anymore.

Jho Low opened companies in countries
that have very low regulatory requirements

and he used names
that sounded like legitimate businesses.

He would move the money
between an incredible labyrinth

of shell companies around the world.

In the end, 2.7 billion dollars

was siphoned off from the bond offerings,

used for Jho Low's pleasure.

The Equanimity yacht
worth 250 million dollars.

A Picasso painting
worth 3.2 million dollars.

A jet worth 35 million dollars.

The film Dumb and Dumber To,
over 20 million dollars.

Shares in a company called Flywheel.

The painting by Basquiat
called Dustheads.

The film Daddy's Home.
Two paintings by Claude Monet.

A lingerie company.

An Oscar statue that Marlon Brando won.

A condo at One Madison Park.
A condo at the Park Laurel--

The L'Hermitage hotel.
An office building in London.

A penthouse in Walker Tower.

He bought the model Miranda Kerr
a crystal piano,

but she had a room in her house
built around the piano,

so the FBI couldn't physically seize it,

because we couldn't remove it
from that room.

[Rewcastle Brown] Jho Low was
the moneybags for everyone in all of this.

Six hundred eighty-one million dollars
had gone into Najib's account.

[reporter] Hello, Mr. Prime Minister,
it's ABC Australia.

I'm wondering if you can explain

the hundreds of millions of dollars
in your account.

Mr. Prime Minister.

People were getting more and more aware

that, you know, lots and lots of money
were actually stolen.

Five hundred thousand people
came out to the streets,

and people were really angry.

[reporter] Tens of thousands of protesters
gathered in Malaysia's capital on Sunday.

They're demanding
Prime Minister Najib Razak's resignation.

[woman] Najib became very desperate
when he saw the people's movement.

He had people arrested
for actually talking about 1MDB.

So he took action against us,
closed our paper.

We will not apologize

because we have not done
anything wrong, okay?

We stand by everything we have published.

It depends on the nature of the criticism.

If it's considered
to be fair criticism, then--

Then we accept it.

We have to accept it.

If it's unsubstantiated,
or we feel that it is one-sided...

uh, then it puts the government
in a... in a tight spot, you see?

I was arrested in June 2015
by police from Bangkok.

And they made me confess

that 1MDB was a good company,

and that Mr. Jho Low and Mr. Najib Razak
didn't do anything wrong.

He sacked the attorney general
who was investigating.

He sacked his deputy prime minister,
another cabinet minister.

All those who oppose him
or started asking questions about 1MDB.

[crowd, officers clamoring]

[Bin Ibrahim]
I was the first member of Parliament

to raise the issue of 1MDB.

I was sentenced
to five years imprisonment.

I am not surprised with the judgment.

I know the system,
we have worked with the system.

We have seen how the police
conduct the affairs and the prosecution:

clearly malicious.

I was arrested under 124C

of the penal code that actually says

that I'm trying to undermine
parliamentary democracy.

We, her own sons,
have no idea where she is right now.

We don't even know
when we'll actually get to see her again.

[Chin] My son's car...

Chicken blood
was actually thrown at his car.

That was a message to me to say that,
you know,

"We know where you are,

and if you don't retreat,

worse will happen actually to your sons."

There is no word to explain
what's going on in a Thai prison.

In a cell of 30 square meters,

there's, like, 50 people
sleeping on the ground.

You will end up sleeping with the feet
of your neighbor on your face.

I was supposed to be released
in Switzerland in September 2016.

But out of nowhere,
two or three days prior to my transfer,

Mr. Najib Razak came to Thailand,
and he blocked my transfer.

I spent eighteen months.

Five hundred forty-seven days.

I counted each one of them.

[Pua] After the exposé,

Najib was able to become
more powerful than he ever was.

And hence, the only way

for a corrupt government to be checked

is the-- perhaps,
the most difficult way of all,

which is by an election.

We call upon all Malaysians,

irrespective of race, religion,

political affiliation, creed or parties,

young and old,

to join us in saving Malaysia

from the government
headed by Datuk Seri Najib Tun Razak.

In early 2018,

when I was still in prison

and barred from any possibility
of entering the elections

or taking any position in government,

then the leaders of the opposition

decided that Dr. Mahathir,

who used to be prime minister once,

would be then our candidate.

Tun Dr. Mahathir
decided to come out from retirement

and to stand for elections
against his own choice of Prime Minister.

Yeah. Certain heads must fall.

We had lots of public gatherings

where thousands of people attended.

Even at 90 years old,

I was still out there campaigning,

meeting them and taking an interest
in their unhappiness.

But we didn't think we could win.

You know, never--

you talk to Malaysians who were there,
they were shocked.

I accept...

the verdict of the people.

[Kay Tat] I remember, May 9, May 10,
the euphoria on the streets.

Malaysians were elated,
they were so happy that it happened.

They never thought
that it would ever happen.

I thought I would never see it
in my lifetime.

That we would win.

This is for the children to see.

This is mother of all election,

and he's the father of all leaders!

[cheering]

[Pua] They couldn't believe
that Malaysians, as one...

came up to vote in force,

and successfully did
what no one thought they could.

Basically what I feel
is something like an independence.

Independence from a government
which has ruled us for the past 60 years.

[crowd chanting in Malay]

Yeah, okay.

You know, this whole issue
of 1MDB and the loss of, uh...

my party for the first time
after 61 years.

Uh, it's certainly

something which is hard for me,

uh, you know, to live with.

I mean, the moment we lost,

the night of the 9th of May,

uh, things...

unraveled...

in ways that we could never have imagined.

[reporter] Najib's private residences
were raided by police

who confiscated 240 million dollars' worth
of luxury goods.

There were 284 boxes containing handbags.

And there were 72 bags containing cash,
jewelry, and watches.

[Kay Tat] We have heard about it,

but to finally see it with our own eyes
and the police dragging it out,

it's like, "Wow,
what we suspected all along now is out."

They did take jewelry, they took handbags,
they took cash.

Let me deal with the cash.
For example, you know...

Being a head of a political party,
president of party,

I was just continuing the tradition
of a president of a party.

This was a CSR political account
under my name.

You see? The donation that was given

by-- under the behest of King Abdullah

was specifically meant for me...

as the leader of Malaysia.

For welfare purposes
and political purposes.

People expect the government to do

something that would be good
for the people.

If you do that, you're bound
to be supported by the people,

but he had different ideas.

At one stage,
he told me that cash is king.

When you say, "Cash is king,"

you are actually saying
that bribery is okay.

If you use money to buy support,
that's all right.

[in Malay] Najib used to give us RM300.

Now, this Mahathir gives us less.

[in Malay] Before the 1MDB scandal,
everyone got cash assistance.

For all kinds of things:

Boats. Engines. Lots of things.

We don't have what we used to have.
There's no more money.

We all agree!

Though Najib takes money from others,
from the country,

he gives it to the people.

He takes care of the people.

It's okay if he takes the country's money.

Who doesn't steal?
What prime minister doesn't steal?

It's not just Malaysia.

Be it America, India, China,
or any country.

Maybe it's not right.

If they have the chance,

they'll take everything.

His government fall down because of--

So, nothing to be ashamed of.

My time is limited, I know.

You know, in four days, in a week,
I'll be attending my trial...

and then, uh, Friday, Saturday, Sunday,
I'll be doing my--

my engagement with the people.

But you know, I accept it.
It's one of those things you have to---

to make your adjustments,

and hopefully, you know,
it won't be too long before

uh, we see the light
at the end of the tunnel, so to speak.

[Pua's voice] Some charges has been
brought against Najib.

There's many more charges to come.

I'm confident...

justice will be served.

But the trial will take time.

It will be months, and perhaps even...

a year or two.

Well, they said I was responsible for...

stealing money, you know?

But nothing has been proven...

in the court so far.

one fundamental requirement of law.

Najib must be proven by the prosecution...

to have the full knowledge...

that this money,

in fact, came from the 1MDB loan.

But the majority of the facts
seem to indicate he has no knowledge.

I would never have accepted

a single cent
if I knew it was 1MDB's money.

[Rewcastle Brown] Najib knew everything
from the beginning. He couldn't have not.

He had designed these companies specially

so that every single financial transaction
had to be signed off by him.

We've got the signatures.

I sign so many documents.

If it's recommended...

and the board sanctions it...

normally, as a matter of course,
I have to sign it. You see?

The responsibility
lies with the prime minister.

He's prime minister.

He set up the company.

He's chairman of the company.

He choose Jho Low, his friend.

[Pua] If you walk the streets
and talk about 1MDB Scandal,

probably the number one question

that everyone is asking:
"Where is Jho Low?

Where is Jho Low?"

Well, Jho is nowhere to be found, you see?

And I'm here facing the music, you see?

So really, you have to ask yourself,

you know?

"What actually happened,
and who was responsible?"

Jho was smart.

I don't want to say
that he was some kind of mastermind.

I think he wanted to belong,

and so he found a way to buy himself in.

[Niemietz] I don't know why somebody
who has so much to hide

would be flaunting his wealth
to the degree

that Jho Low was flaunting his wealth.

When you see people who just really,
really, no matter what they have,

need to bring
more attention to themselves,

you really have to wonder
what's wrong with them.

[interviewer] Do you feel any regret
for having brought Jho into this?

Yeah.

I suppose, you know,
you make a thousand decisions...

you know, as prime minister.

You might get one or two wrong,
and the one or two that you get wrong...

uh, they're the ones
who come to haunt you, you know?

After the first US 700 million was stolen,

there was a chance for Najib

to stop it.

He should've exposed Jho Low
there and then.

But Jho probably told him,
"Don't worry," right?

"You put in more money,
I'll get back the money and put it back."

And because he doesn't want to expose
Rosmah or Riza or whatever...

what would he have lost then? 700 million.

Today it's seven billion.

[man in Malay] The main problem for us
is that we are in huge debt.

That's all.

I'm apprehensive
and I don't want to comment too much.

If I do, who knows, I may end up in jail.

It's difficult to earn a living.

I have two kids. One boy and a girl.

If there's no paddy,
we don't have anything.

The system seems to protect and promote

stealing and plundering
the wealth of this country.

You can't successfully steal money
unless you're able to launder it.

It was very easy for Jho Low

to convince the banks
to look the other way.

We saw documents
that a kindergartner could've forged

and the banks were willing to pass on.

Goldman could be legally responsible
on a number of fronts.

There could be fraud, it could be
the Foreign Corrupt Practices Act.

Tim Leissner, who--
he's the one who pleaded guilty,

for those who don't know,
and Andrea Vella,

who's said to have known about the scheme,

were Goldman partners.

They were Goldman partners
in the investment bank,

the investment bank that you ran
for 12 years. These were your guys.

How does it make you feel?

The investigation's ongoing.

I think Goldman's usual defense
in these kinds of situations is

they will try to fight it if they can,

and when it starts to go bad enough,

they tend to throw people under the bus,
which is optimal for the firm.

If they can construct a narrative
that Tim Leissner

pulled the wool over the eyes
of bank risk committee, legal,

then Goldman can save its skin.

But these guys were in such close contact

with very senior people at the bank
on a very regular basis,

like Lloyd, like Gary Cohn, like anyone
who sat on those risk committees.

When the news came out
that Lloyd Blankfein had actually met

with this crazy character Jho Low,

there were rumors on Wall Street
that that was why Lloyd stepped down.

I'd like to take a moment
to address the ongoing investigations

related to matters with the Malaysian
sovereign development fund 1MDB.

The people of Malaysia
were defrauded by many individuals,

including the highest members
of the prior government.

Tim Leissner,
who was a partner at our firm...

was one of those people.

For Leissner's role in that fraud,

we apologize to the Malaysian people.

Then, finally, okay. A public apology.

What the heck you talking about,
public apology?

You were corrupt.

You were complicit to the crime,

and you must finally pay,
and you must be punished.

These are all obligations

that are going to rest
on the Malaysian taxpayer

for the next 20 years.

[Chin] We have to actually pay our debts.

Of course, it has been reduced
by the present government,

but we still have a huge debt to pay.

Money that could be spent
on building roads, building schools,

will now have to be used
to service the debt of 1MDB.

[woman in Malay] The whole of Malaysia
suffers from this debt.

My medicine isn't cheap.

I can't get care anymore.

I've never struggled as much as I do now,
because of Malaysia's economy.

If you say that, you know,
"Can Malaysia revive itself?"

It's going to take us a long time...

but we are trying to get there.

Of course, these sorts of rulers

do not want people to understand

how the modern economy works
and how they're being ripped off by it.

They just rip them off.

who's living on the margins of existence

and he'll shrug his shoulders and say,
"Oh, well, it was great under Najib,

because he gave me a bit of money
just before the election, normally.

I didn't think that justifies
what Najib did.

Ours is a developing economy.

We have problems of grinding poverty,

quality education, dilapidated schools.

How can you, then...

squander these billions and ignore...

the plight of our people?

I think one has to be fair.
I mean, you have to...

be responsible for the things you did,

but you cannot just blame the man
at the top for everything that goes wrong.

You know, I don't think that's fair.

To what extent did he have the knowledge,
to begin with?

Did he intend to cheat in the first place?

Was there a guilty mind
in the first place?
