he is fingered

in the case of a robbery
or something like that?

They have their own cops,
the gangs themselves.

Each gang takes care
of its own territory,

whatever that may be,
a block or two in size,

anywhere up to
a mile or more.

But it's the rumbles,

that's what tears the gears
out of the machinery.

That's when the community
gets frightened

and opens up a little,

and that's when
we are called in.

But most of the time
it's too late.

When the peace is made
between the gangs,

then we're back
outside the walls again.
