in front of an oncoming train

to make it look like suicide.

The crime happened in broad daylight,

The problem was,

Gibbs couldn't prove it,
so the case was closed.

But it was Gibbs' boss, Mike Franks,

who took it the hardest.

He called it "the one that got away."

He never got over it.

Apparently, neither did Mulligan.
