and this is what I learned.

The city's in worse shape
than it's led on.

Budget-wise,
they're completely underwater.

They've already
reduced services at 911 and PD.

51's not shutting down,

but to conserve resources,

the city's implementing
strategic brownouts

and rig reductions,
effective immediately.
