When he decides
to actually prey on a victim,

he's already done his homework.

The fantasy is already alive and well

and reeling through his head.

So when he is assaulting her,

he doesn't think he's raping her.

He thinks he's just living out a fantasy

and that she is an active
and willing participant.

Welcome to "very scary people."

I'm Donnie wahlberg.

The norcal rapist wears a ski mask.

He is armed with knives and guns.

He makes each woman his prisoner,

the torture lasting for hours on end.

Norcal was a stalker, meticulous planner,

but he has made some mistakes,

leaving solid evidence
and promising clues

at crime scenes
across northern California.

Will investigators eventually
connect the dots?

Here is part two of
"the phantom predator."

It began in 1991.

As I have said many times before,

cold cases often become
a journey for justice.

I woke up to a masked man

who had his arm around my neck,

and he very calmly said,
"don't make a sound.

I have a gun."

I was picked, and I don't know why.

How did he even pick these people?

He cased their homes.
He learned their habits.

He stalked them.

He is always going to pick
a vulnerable victim.

Who lives alone or is alone
a sufficient amount of time

for him to commit the assault.

That following and watching
and voyeuristic behavior,

intel-gathering behavior...

That could have predated those
assaults by as much as months.

Who is this guy, and why has he been able

to get away for so long?

He will always act in the
interest of self-preservation,

meaning he's gonna be organized.

He is not impulsive.

This is very carefully thought out.

He knows the floor plan.

He knows how to get in
and how to get out.

One of the cops said that he probably was

in my house before the incident.

What he did was cut a hole
through the drywall

in the garage and stuck his hand
through the drywall

and then opened the door,
you know, and unlocked it.

He is using what I would call
more of a blitz attack.

A sudden and quick effort
to overpower the victims.

He jumped on me, and he had a knife.

I was just gonna do everything
possible to survive.

Before the attacker
leaves, he takes a necklace

that she's wearing off her neck.

Why?

So that he has a trophy of his conquest.

The trophies become memorabilia
for that individual

of a time
that was very important to them.

When you know that there
are multiple people

who he's already attacked,
your mind starts going to,

"when is he going to hit next?"

He jumps on her, attacks her.

He took her atm card

and made her give him the pin,
and, remember,

that relinquishing of the security pin

is part of the power and control.

"Even after I've left,
I'm going to victimize you."

When he went to the atm,

he was caught on surveillance
at that time,

at about 7:30 A.M., wearing
a clear plastic Halloween mask.

And then we had a couple of victims

who were not so cooperative,

and they did try to fight with him.

I grabbed the scissors
and stabbed him in his arm.

I didn't have it in me to kill him.

I could have killed him.

He made a mistake.

He tried to clean up the scene,

but he left something behind.

His blood is... you know,
there's liquid DNA right there

to help track down the perpetrator.

And it was particularly
after he left blood

DNA at the scene where that matched up,

and then I think it was at
that point they were like,

"okay, we have
a serial rapist here."

It almost is like a ticking time bomb

because you know
it's going to happen again.

You don't know where,
and you don't know when.

The night of this
incident, I got a call at home.

Dispatcher came on and said,

"hey, you've got to
get in here."

This was a young 22-year-old
college girl,

home for the weekend, studying
for a computer science final.

She had been in and out of her apartment

that evening, doing laundry.

I think she might have left
her door unlocked at one point.

Her roommates had gone home
for the weekend.

She was there alone.

She was going about her routine,

and she hears noises
coming from upstairs.

It kind of alarmed her.

She decided to go investigate.

She grabbed a pair
of scissors, went upstairs.

Looked in the roommate's room.

There was nothing.

Went to the second roommate's room.

She was confronted by the guy in the mask

that jumped out from behind the door.

It was just a matter of seconds
and instantly overpowered her.

He's surprising the victims,
and he's overwhelming them.

She told him that her roommate
was about to come home.

She may have thrown him off his game

by saying that the roommates
were coming home,

but he is determined.

He changes his plan of attack.

He responded by carrying
her out of the apartment

and taking her to her car.

And then he drove her away from her home.

The minute an assault
like this goes into a vehicle,

the risk goes up exponentially

that it's going to also be a murder.

He then drove around for several hours.

He stopped occasionally
to sexually assault her.

He drove her back, stopped in
the vicinity of her residence,

left the motor running.

Actually asked her if she wanted him

to call somebody to come and help her.

As if he were being gentlemanly
or caring.

It may seem unfathomable
that a rapist would actually

express concerns towards his victim,

but that is completely consistent.

He once again is acting
on a fantasy in his head

that she is a willing participant.

She was bound,
so it was incumbent upon her

to try to free herself
of the bindings enough

that she could escape
the vehicle and get help.

She ended up going to the police
station on her own,

still having duct tape attached to her,

and filed a report saying she was raped.

When I got to the police department,

the victim was sitting in the lobby.

It was almost like she was in shock.

This was a very well-planned attack.

To take somebody out of their home,

carry them out to their vehicle,
put them in it,

and then drive them elsewhere...
That's a very risky thing to do.

That was definitely a much bolder move

than we had seen
in some of the other cases.

M.0. Changes over time
as the offender

gets better at the crimes

and he gets more experience,
more confident,

maybe wanted to take a risk

because that was quite exciting for him.

This particular incident, we
had basically two crime scenes.

You had the victim's apartment
on one side,

and then you had the car where
they actually left the scene

and where the attack occurred.

The vehicle seats were processed,

and they, in turn,

yielded what we felt was usable
amounts of DNA evidence.

It was a period of time later
that we got notification

that the DNA in our case
had matched other cases.

They basically had this genetic
blueprint of their suspect

without knowing who it is.

This was a case involving
literally like a stranger

in the night.

The suspect came in,
the crime was committed,

and he vanished into the dark.

Think of it as just a clock winding up,

unwinding, resetting.

It will never stop until he's caught.

She walked into the garage,

and that's when she was attacked.

For nearly a decade,

the norcal rapist
has been able to elude police.

He has left DNA at several
of the crime scenes,

but, still, police have been
unable to make an arrest.

The big question is why.

People think that
if you have somebody's DNA

that that means that
it's like going to the dmv

and punching somebody's
name in and vehicle type

and having their picture
flash up on the screen

with all their pertinent data
related to them,

and that's not the way that it works.

California has this
incredible thing called codis,

which is the DNA data bank

that is run by the department of justice.

Every state in this country
has a similar system

of collecting DNA from people

that have been convicted of crimes

and also trying to figure out
if any unsolveds.

So, if you have an unsolved
case, you've got DNA,

you then upload it to the DNA data bank

and you look to see
if it matches any person

or if it matches any other unknown case.

Having that DNA sample
isn't the end-all, cure-all,

because somebody could have
never been arrested before.

They're not in the national database.

It's like having a
fingerprint from a suspect.

And you know you have a fingerprint,

but you don't know who
that fingerprint belongs to

until a person is arrested.

You're hoping and praying for a hit,

meaning it comes up
and matches some criminal

you already have in the database,

but that doesn't always happen.

There was no witnesses to this crime.

There was no video evidence
of this crime.

There was nothing to go on.

It wasn't long before we suddenly felt

we were at a dead end.

After the 2000 Davis assault,

there was a six-year gap

in the norcal rapist's activities.

There's any number of
reasons that the series can stop

for a period of time.

Could the suspect have been in custody?

Could the suspect have moved
to a different jurisdiction?

Could his marital status changed
or his personal life changed?

He may be able, because
of the fear of getting caught

in that interest in self-preservation,

to actually desist from acting
on his fantasies,

but make no mistake...
The fantasies never stop.

They're still going on in his head.

It will never stop until he's caught.

The earliest I can remember

becoming aware of the norcal rapist

is when he struck here in
Sacramento, which was in 2006.

There were two victims.

They were roommates.

They lived in the natomas area
of the city.

One of the roommates
was at home by herself.

She decided to take a shower.

And when she got out of the shower...

...she was accosted by an
individual inside of her home.

He immediately grabbed her and bound her,

covering her eyes and her mouth,
and took her to the bedroom.

He seemed to know that she had
a roommate,

and it appeared

as if he was waiting
for the roommate to come home.

She came home to find
the suspect's vehicle

parked in the garage.

She thought it belonged
to a friend of her roommate

who was helping to remove some things.

And that's when she was attacked.

She said the norcal
rapist took her to the same bedroom

that he had taken her roommate to attack

and attacked her, as well.

Throughout a number of hours
in the evening

and into the next morning,

he sexually assaulted both
of the victims numerous times.

After he had finished,

he took them into the bathroom
of the home

and forced them to clean themselves.

He evidently was trying
to get rid of traces of DNA.

Right now a serial rapist
is on the loose.

And Sacramento police have new evidence

this guy's been
attacking women for years.

When an offender graduates

to multiple victims at the same time,

it could suggest he's trying
to make it more exciting,

he's trying to take bigger risks,

and with risk comes more mental
and sexual excitement.

It could also suggest
that he feels very confident

in his own strength,

in his own ability
to control the situation.

It could be that he's bored
and he wants to change it

a little bit,
make it a little bit different.

It appeared to us that he had
some knowledge

of both of the victims,

that he did a lot of research
prior to the attack.

He knew a lot of details
about their jobs.

Where they worked or what
their daily pattern was.

The fact that he knows where
they work leaves these women

with a fear that
this person is still out there.

They're scared of walking
around their neighborhood,

wondering when this person
is gonna strike next.

We were able to see on
the video-surveillance camera

that there was a white s.U.V.

That drove down the street
where the victims' house was.

We were pretty confident
that that white s.U.V.

Belonged to our suspect.

So, in 2006, the norcal rapist attacks

two roommates in their home.

He tries to get rid of the DNA

by showering the victims thereafter,

but the police were able to
retrieve that DNA nonetheless.

That DNA was given to the crime lab.

The crime lab was able
to develop a profile,

and then that profile is uploaded

to a national database called codis.

They obviously didn't have
a name of the person,

but they had a DNA profile.

It did tell us that we had other cases

that were linked to our Sacramento case,

so it was a DNA case-case hit.

We knew that this person had not
only struck in Sacramento

but he had struck in other areas
throughout northern California.

It was a game-changer
because it was at that point

that we realized, "holy cow.

We've got a prolific offender."

The utility of a task force
in law enforcement

is not just the sharing of resources,

but it's the ability to go back
and look at cases

that are unsolved and say,
"I want to look at this thing"

with a renewed interest,
with a different eye.

I want to bring some different people in.

I'm gonna reinterview witnesses,

"and I'm gonna try and get this
case back on the forefront."

Sacramento county d.A. Is
kind of taking the lead on it,

and they're working
with these d.A.S

from these other six counties.

What we immediately did was

get a hold of all those other reports

from all the other agencies.

Who were the victims in the other cases?

What did he do to those victims?

Did he take anything from them

that was monetary
or any type of property?

Were there any leads in those cases

that maybe weren't followed up
on or could be followed up on?

Definitely, we had some great leads.

In the 2006 case, we had a lot
of evidence

that came from that scene.

One of the victims
had her blindfold slip,

and she was able to catch
a glimpse of him

and provide a description to the police,

which led to a sketch
being released to the public.

The suspect is white, in his late 30s,

roughly 6 feet tall, 250 pounds,

and has brown spiked hair.

This is the second sketch
of the norcal rapist

from a victim
who caught a glimpse of him,

the first from 1997
and the second from 2006.

We were able to see
that he had gained weight.

He had gained 30 to 40 pounds

since he first started
attacking women in 1991.

Another significant development
from the 2006 case

was that a surveillance camera
belonging to a neighbor

captured a vehicle leaving the scene.

Newly released surveillance video

shows the serial rapist police
blame for attacks

across northern California.

One camera captured the suspect
driving away

from the latest sexual assault last month

in a white Toyota 4runner.

We were able to see
on the video-surveillance camera

that there was a white s.U.V.

That drove down the street
where the victims' house was

about the time that
the crime would have occurred.

He drove out of the camera shot,

and we found out later
he had pulled into the garage.

And then that same vehicle
was seen leaving that scene about

when the victims said
he would have left their house.

He had blacked-out, tinted windows

so you couldn't see in the car.

We were pretty confident
that that white s.U.V.

Belonged to our suspect.

They believe he was last seen

driving a white Toyota 4runner

with tinted windows
and possibly a roof rack.

Getting a vehicle that a subject
could have traveled

to or from a crime scene on videotape

is incredibly useful to investigators.

Every vehicle has to be
registered to somebody,

and, yes, people could use
somebody else's car,

yes, they could steal a car,

but it gives you a place to start.

We turned that vehicle surveillance video

over to our auto-theft unit,

and they were able to narrow down

that we were most likely looking
for a 1998

to 2000 Toyota 4runner limited,
white over silver.

There was a description of a vehicle.

There was a composite drawing believed

to be reasonably accurate.

I thought at that point, "hey,
they're gonna get this guy.

I can sit back and be happy

that maybe this is
finally coming to a close."

And then, of course, that portion

of the task force went forward

with trying to locate all of
the registered owners

of Toyota 4runners
in the northern California area,

and, as you can imagine,
that was a huge, huge list.

It narrowed it down a bit,
but it was still overwhelming.

We had a lot of detectives
who worked a lot of hours

trying to track down
all the registered owners.

It was not a list that we were
able to exhaust

because there were so many.

Operation 4runner
actually ended without them

identifying the norcal rapist,

which was a most unfortunate outcome.

But the task force was determined

that they were going to stay together

and come up with new strategies
to try to hone in

and identify who is the norcal rapist.

No tip that gets called in got ignored.

We took upwards of over 120 DNA swabs.

You would have someone
that would look really good

and I would be really excited

and I would think,
"this is gonna be the guy."

Law-enforcement officials
have formed a task force

to bring all the norcal
rapist cases together.

Criminal profilers now add
their critical analysis

to provide detectives with
a better understanding

of this twisted phantom.

The heat is finally on.

The norcal rapist doesn't know
it, but police are closing in.

There is about to be a major
break in the case,

and investigators are about to execute

one of the most impressive
manhunts in U.S. history.

On November 21, 2006,

the task force holds a press conference,

and you have one of these two roommates

who's bold enough and courageous
enough to come forward

so that they can catch the norcal rapist.

If you can get it out
into the public's consciousness,

maybe somebody hears about it

that knows something
that can come forward.

Police have released an undated sketch

of the rape suspect, as well
as surveillance video of him

using a victim's atm card
at a woodland bank

after one of the attacks.

A mask distorts his face,

but detectives say someone
should recognize him.

We released not only the composites

but we released the Toyota
4runner surveillance video

and we released the atm photo

to see if anybody in any community

throughout the bay area
and in northern California

recognized any of those pieces
of evidence.

It impacts a whole city and,

in this case, a whole region of our state

where people are worried that
this is going to happen to them

or their loved ones
when they're not home.

If I can't be in my house and be safe,

then where is the safe place?

As investigators hoped,

the public reaction to that
press conference was immediate.

Public fear was stirred up,

and dozens of new tips
and clues started pouring in.

We did get a lot of leads from people.

We got a lot of tips.

We did a lot of follow-up on those...

On those leads and those tips.

People would see the composites

that were put out on the television

and throughout the media,

and they would call in
and they would try to help.

"We think that this
is our neighbor."

No tip that gets called in got ignored,

no matter how superfluous or tangential

or how ridiculous it sounds.

Some of my victims would call and say,

"hey, there was a sexual assault
that happened in this city.

It sounds really similar.
Can you look into it?"

Investigators run every one
of those leads to ground

because you don't know
when one of those leads

is gonna be the thing that's gonna cause

and help you to break the case.

We took upwards of 120... over 120...

Swabs, DNA swabs, from...
From individuals.

You would have someone
that would look really good,

and I would be really excited
and I would think,

"this is gonna be the guy,"

and we would send that swab
to the crime lab,

they would do their testing on it,

and the DNA didn't match.

I think any case that is a big
case like this is frustrating

because you don't have the leads

that you need to solve it right away.

It was a roller coaster in that sense,

up one minute, thinking,
"this is gonna be it,"

and then down the next minute
when it really

wasn't your person.

I think there's a lot of
challenges and frustration

that goes on a case
that has gone this long.

As happens with most cases, leads dry up

and tips stop coming in,
and you pretty much feel

like you've worked to the end
of where you can go.

Maybe he's dead.
Maybe he's in jail somewhere.

It may have been an illness
or an injury or something

that made him feel less likely
to get away with it,

or there may be victims
that we don't know about.

Could be that he did engage in crimes

but those crimes weren't reported.

Highly unlikely that he
probably completely stopped

100%, but it's just really hard to know.

Ultimately, the investigation

into the norcal rapist ground to a halt,

no hint of an arrest on the horizon.

I felt like I had failed...
Some sort of sense

of letting down all of these women.

As time went by, I started losing hope

because it had been a long time.

He hadn't struck again,

and I just tried my best
to move on with my life.

It is revolutionary.

I asked one of my colleagues
that's one of the brainiacs

working on it,
"is this gonna work?"

And it got a hit.

It was a huge surprise.

DNA is the greatest tool
ever given to law enforcement

to find the truth.

The Sacramento district
attorney, Anne Marie schubert,

and her team that employed
investigative genetic genealogy

are really on the cutting edge

to resolve these decades-old cold cases.

They are taking crime-scene DNA,

analyzing that with genealogy sites

in order to identify an unknown suspect.

D.A. Schubert had been
looking at cold cases

that could be solved using
this new DNA technology.

The first case that she tackled
was the golden state killer case

that had been unresolved since the 1970s.

On the golden state killer case,

I asked one of my colleagues
that's one of the brainiacs,

"is this gonna work?"

And the answer was,
"it's our greatest hope."

The accused golden state killer

just made his first court appearance,

and you might be shocked
at how police cracked

this 30-year-old cold case.

The golden state killer was
the first case

that we worked on
that involved genetic genealogy.

Police say they found him
using information

from one of those genealogy websites

that will tell you about your ancestry

or help you find a long-lost relative.

Essentially, you take
that DNA from your crime scene

and you develop a profile,

and then you utilize
your genealogy site to determine

if there's any relatives
that may match your suspect.

They compared the genetic
profile to those online

and identified potential relatives.

That finally led police
to the alleged serial killer.

Once I became aware
that an arrest was made on that,

my first thought was,
"we have to do this with norcal.

You know,
we have to do this."

I really felt like that was
our last hope.

The norcal rapist obviously left
this DNA at the crime scene.

That DNA was given to the crime lab.

The crime lab was able
to develop a profile.

And that was then uploaded to gedmatch.

Investigators are on edge.

They're waiting and hoping
between a possible match

between the crime-scene DNA

and a relative's DNA
in the gedmatch database.

They got a hit,
and it wasn't an exact hit,

but it was someone they felt was
related to the norcal rapist.

And they had a very narrow link
on a very close relative.

It was a huge surprise.

But, at this point, the police don't know

who the suspect is.

They only know who a close relative is.

From there, you do the law-enforcement

work of building the trees.

We have to figure out who are
their parents,

their grandparents, and beyond.

Would be building family trees
in order to get to our suspect.

When you have a very
close relative match,

like in the norcal case,

it involves much less tree-building

because you really just have
to identify their grandparents

and then the descendants
of those grandparents,

and one of those should be the suspect.

They're using census records and birth,

adoption, marriage records,

divorce records, military records,

those kinds of things
to get the information

you need to build your trees.

Then we can start eliminating
people based on gender.

Eliminating females
because they're not the suspect.

Age, often, location.

People who live in other areas

at the times of the crimes.

Trying to narrow down the
number of potential suspects.

We're obviously looking for somebody

that fits the description and the age

and the height, weight,
and having a connection

to the area where the crime occurred.

Then you start looking at,

"okay, we know certain guns
were used in these crimes.

Did this person own those guns?

Is he registered
for these firearms?"

Finally, you narrow it down
to one individual

that you have all
your high suspicions on.

At that point, we let
the investigative agency

know about the suspect.

We had an actual
photograph of this individual

that we believed was our suspect.

I almost was in shock
because it was like, "holy cow.

This is the person that
I've been wondering about

for the last 12 years."

Roy Charles waller.

He's 58 years old.
He's a white male.

Waller lives in benicia,
is married, has children,

and has worked at uc Berkeley
for the last 25 years.

He led a relatively
quiet life in benicia,

working over at the campus of uc Berkeley

as a safety engineer.

He was married.

His neighbors didn't know
too much about him.

Neighbors at the benicia home

where waller has lived
with his wife are stunned.

From a distance, he seemed normal.

We're very surprised
and obviously shocked.

You never know, do you,

for certain who or what
your neighbors might be up to?

They would see him in his garage,

tinkering with motorcycles
and automobiles

that he worked on.

They didn't say he was very friendly.

You were his former brother-in-law.

This family member in disbelief.

This is the kind of guy that,
if he did happen

to get pulled over
by the police or get a flat tire

and have somebody offer to help
him, he would be invisible.

There was nothing that ever told police,

"hey, you need to be
looking at this guy."

There was no hint at all.

Waller has held a stable job
for 25 years at uc Berkeley.

They don't have any evidence
that anything

he did happened on the Berkeley campus

or with any of the students there.

The Sacramento police
department did a great job

of taking that information
and running with it

and learning so much about the suspect

in such a short period of time.

But in order to make an arrest,

police need a current DNA sample
from Roy waller

to match it against the crime-scene DNA.

What we normally do in
these types of cases is

to get what we call
a surreptitious DNA sample.

That DNA sample
can come from a variety of ways.

It can come from discarded trash.

It can come from spitting
on the sidewalk.

It can come from touching an object.

They basically sat outside his house

and waited for garbage day.

They got a straw, a drinking straw,

that had some of his DNA on it,

and they pulled that from the garbage.

And the crime lab told us,

"okay, this sample
that you just brought me

matches your DNA profile
from your 2006 case."

That was the final nail in the coffin.

And that gives us probable cause

to get an arrest warrant
for this individual

and get him into custody.

I just wanted to go and see
with my own eyes

and know whether or not it was him.

He walked in. I could feel both
of us just lose our breath.

Like, gasped.

My initial reaction was just shock.

The Sacramento police
have matched the DNA

from the crime scenes
with that of a suspect,

58-year-old Roy Charles waller.

The plan is to arrest waller

while he's on his way
to work at uc Berkeley.

So, there's a lot of planning

that goes into arrests like this.

They knew exactly what
time he came and went,

what he drove,
the routes he took to work,

where he parked.

Berkeley... that's
a very, very busy area

with a lot of college kids
and that kind of thing,

and so we had a lot of concern.

Police knew from
the norcal rapist's m.0.

That he had used guns in the past,

and as a result of that,
they had reason to believe

that this suspect could be
armed and dangerous.

You're always worried
about what's gonna happen.

How are they gonna react?
Are they gonna be violent?

Are they gonna try to harm the officers?

But when police moved in
on waller, he didn't resist.

If we said the perfect way
to make an arrest,

the perfect circumstances,
that's what happened.

There was no violence.

He was very cooperative.
No one was injured,

and then he was transported
back to Sacramento.

I had the proverbial chills
down the spine,

if you will,
almost to the point of euphoria

as it set in that
they finally got this guy.

It was a fantastic feeling.

The suspect was a real-life bogeyman

who crept into his victims' homes

under the cover of darkness
and attacked them

when they were most vulnerable.

On the morning of September 20th,

we got sort of a cryptic e-mail

from the Sacramento d.A.S
office.

Announcing there
had been a major development

in the norcal rapist case.

Yesterday, Sacramento police
detectives arrested

Roy Charles waller,

a 58-year-old man living in benicia,

the suspect who we believe is responsible

for numerous horrific crimes

where he terrorized women
in jurisdictions

throughout northern California.

They had the d.A.S from
the various counties,

dozens of law-enforcement
officers saying,

"we cracked one of
the biggest cold cases ever."

It was a momentous day.

Through an incredible partnership

between science
and passionate policework,

the answer that many have waited so long

has come to us in the last 10 days.

The answer has always been in the DNA.

They got him.
They got him.

DNA got him.

And I remember saying,
"thank you, thank you,

thank you, thank you,"

so many times and just was,
like, hysterical,

and I kept repeating,
"it's been 27 years.

It's been 27 years."

It was great to know

not only could I stop thinking about

who this person was but mostly

that all of my victims
could stop thinking about

who this person was and where he was.

Genealogy is going to serve
more and more cold cases.

With genetic genealogy,
we're coming for you.

We are going to figure out
who you are eventually.

No one is gonna be safe
from the long arm of the law.

It is going to revolutionize
crime-solving.

There's no question in my mind.

I would be very scared
if I were a suspect.

Waller was booked into
the Sacramento county jail

on sexual-assault charges
that could bring a life sentence

for him if he's convicted.

The suspected norcal rapist was in court

for the very first time today.

He did not enter a plea for
the charges listed against him

by a Sacramento county judge.

Several of the people in
the audience were his victims,

who wanted to look him in the eye

and show him that they had survived.

I was gonna be in the room with him

for the first time in 27 years.

I was sitting with another one
of the victims,

and we were holding our hands
really tightly

and our faces were kind of
right next to each other.

When he walked in, I could feel
both of us just lose our breath.

Like, gasped when he walked in.

It actually felt good
to see him in a cage,

to see him behind bars.

It was very empowering.

There's a sense of relief,
but there's also this sense of.

"Now I can put a face to you."

I think I went to the arraignment

just because I wanted to know
whether or not it was him,

and when I looked at him,
I knew immediately that was him.

The defendant kind of stared at the judge

and was softly kind of shaking his head.

It almost seemed like he was questioning

whether he's the wrong guy
behind bars for these crimes.

Earnest-payte was the first of 10 victims

who allegedly fell at the hands
of Roy Charles waller.

A range of emotions came over her

as she saw waller behind bars

for the first time Monday afternoon.

As he left, he turned around,
kind of looked over the gallery,

and then looked right at us.

I felt like the blood
left my body at that point,

and I was terrified.

I hate to say that out loud,
'cause I don't want him to think

that he still can make me terrified.

I want to go to every single court date

where I can actually be of help.

I am looking
forward to getting on the stand

and telling the story to a jury.

It will be a release for me.

I'm willing to do whatever it is
that I have to

so that he gets
the maximum sentence possible.

I just think it's important
that you say what happened,

you know, and don't let people
get away with evil stuff.

This is, to me,
like a miracle that, you know...

That he got caught.

Police say that Roy waller
had been working at the same job

at the university of California,
Berkeley since 1992.

After waller's arrest,

two female staffers at the university

reported that his disturbing
stares made them feel so uneasy

that they avoided
walking past his office.

According to campus police
and the Sacramento p.D.,

there is no indication that any crimes

relating to the norcal rapist

occurred within the campus community.

Norcal survivors Nicole and maki

attended waller's first court appearance.

They're helping prosecutors
with the case and grateful

to see justice done.
