That makes no sense.

If there wasn't enough evidence

maybe Carver had no idea

what the Littletons had written
down in there.

Maybe he just couldn't risk
the possibility

that there was something that
implicated him.

The upside is, Internal Affairs
is gonna keep an eye on him.
