Who are the people who are the victims? Who are the people who are the
perpetrators? Mind control as an ability to take over somebody else's mind is
not science fiction.

Alan Sheflin is more than a top legal scholar.
He's the award -winning author of books like The Mind Manipulators, a courtroom
expert on mind control. He sought out Jesse Ventura because his research
indicates the CIA is creating a new kind of weapon.

The Manchurian candidate, the label for the brainwashed assassin, entered
popular culture through a novel and two movies.
Many assume it's all make -believe.
The first question, I think, is whether the construct of a Manchurian candidate
is possible.
You know, can you take control over somebody's mind to the point where they
essentially are your robot and they're not aware that they are so acting?
And what's the answer to that? The answer to that is yes.
So it gives plausible denial. You got the typical lone nut assassin and no
conspiracy, nobody tied to him. They could never reveal the information
they didn't know they had it.
Why do you necessarily would the government need a Manchurian candidate
assassination when you could take a highly trained Navy SEAL?
and get the job done. Amnesia. If they're assassinating someone who they
should be assassinated, a villain of some sort out there in the world, say an
-Qaeda terrorist out there, why would they feel fear of the assassin talking
about it?
One of the ideas of a Manchurian candidate is to get somebody from

I would like you to do many things if you could. One is to investigate whether
or not the intelligence agencies are continuing the psychological aspects.
That work is still going on. It's still going on today.
I'm former military, and it bothers me greatly that our country could continue
to use military people as guinea pigs.
And that's one reason I think I can dig into this, because if our government is
abusing our military personnel like they've been known to do in the past, I
would like to turn them over for that.

was there reading The Catcher in the Rye when the police arrived.
Pretty bizarre behavior.

And as he watches his actions replayed on video, that's what disturbs him most.

I'm kind of violated, honestly.
Really kind of disturbed because I don't have any memory of this yet. I'm seeing
it happen right in front of me. It scares me that that could happen.

He could have been ordered to kill.
It scares me knowing that I did that and I have no memory of it and that I was
able to be programmed, frankly, that easily.
I think if you work on somebody enough, you could break their will and make them
do anything.
And I think that if it's used for the wrong thing, it could be disastrous.

Now imagine if evil forces did the same thing, but did it over a period of weeks
or months and threw in some torture.

Well, let's take Timothy McVeigh, the Oklahoma City bomber. Now, he claims to
have been implanted with a chip, with a microchip. And it's known that he worked
at a facility in Buffalo, which was used for these mind control experiments in
the 50s. Wait a minute. So McVeigh is a government -trained killer now?
Well, McVeigh is saying he was implanted with microchips. That's what he's
saying. And what about the 9 -11 hijackers? Well, the problem there is

Do you think that MKUltra practices go on now? The Manchurian candidates exist.
My guess is that MKUltra was very much a product of the paranoia of the 50s and
60s and the Cold War.
So when you're in times of great paranoia, you're going to get

government operates, how the military operates, wouldn't you have to believe
it's going on somewhere within that vast?
I'm sure that it's going on somewhere. I have no doubt.

Jesse Ventura is about to confront a programmed killer.
Robert Duncan O 'Finnian says he's living proof that the government's top
sleeper assassin program is back in action.
Jesse Ventura, decorated war veteran and Navy SEAL, demanded to judge this so
-called super soldier man to man.
The meet takes place in a downtown parking garage.
This is bizarre, to say the least. It goes beyond bizarre and gets more
as you dig down the rabbit hole.
We've all read about quote -unquote Manchurian candidates, and what you're
to tell me is it's absolutely real. It is absolutely real. However, we were
beyond Manchurian.
A Manchurian candidate, as a rule, was designed to do one job, one job only.
We did multitudes.
Now, when you say we, who's we? And are we speaking here of MKUltra?
MKUltra is more of a catch -all phrase for anything to do with what we're
talking about.
The governor finds out more about O 'Finnian's supposed microchip implants.
Correct me and educate me as we go along here. You were involved in a car
accident.
Correct. And because of it, you got an MRI.
Right. What happened is the MRI caused the cranial implant to malfunction.
And when it malfunctioned, it broke down specific barriers that were put in
place to keep memories separated, departmentalized, as it were.
And it was at that moment that I knew that all the nightmares, the daydreams,
weren't just dreams. They were actual memories of the different personalities
missing.
After that day, I basically had a choice. It would go totally insane or
what happened.
How many implants did it turn out that you had in you?
I know of three, and I'm told I have at least five, maybe seven.
And you have no recollection of these implants being put in your body?

It's at that time your psyche has two choices.
Split to an alternate personality or die.
One thing's pretty clear.
O 'Finnian absolutely believes what he says.
But does Jesse Ventura?
Did you serve in combat? Where did you serve?
Southeast Asia, Central America, South America, just about every jungle on the
world. And you did that as an operative of who, the CIA?
CIA, the NSA, whoever.
Okay, but you were not in military service. We were created by some black
operation factions of the government somewhere, somehow.
Yes. But we were loaned out, sold out, poured out to whatever agency needed us
to do a job for them at that time. And now the training they put you through,
what type of training do you recall you went through?
Severe physical.
training, martial arts training, marksmanship training. You name it, we
through it. We were taught to fly a variety of aircraft, drive a multitude
vehicles, from tanks to both wagons. Really? Everything in between.
Anything that needed done, we were trained to do.
So they didn't need us Navy SEALs anymore.
Don't be surprised if some of you Navy SEALs weren't some of us.
Let me ask this. You said we could be blunt and straightforward, right? Have
killed people? I have. You have? I have.
And you've killed them through this operation?
Correct. Now, let me ask this. What type of target would you get and for what
purpose? Usually, I was never told why. Just at your target, eliminate.
And you had no control over this when you did it?
No.
As your memories come back, Do you remember things that you naturally wish
wouldn't remember?
Every day. And you actually still work for people today?
Not that I'm aware of.
Do you fear for your life today?
The CIA and the government is very good at doing preemptive
strikes. Would the powers to be be extremely upset if they know you're
to me?
Absolutely. Am I in danger now from talking to you? No, you're too high
So it's just a small minority within the government that does this.
Absolutely. So whoever created all this and did all this to all you people, you
feel should be held accountable for it. They should be, and that's part of our
goal. Find these people, hold them accountable, stop what's going on, and
us some closure.
