But Homeland Security has radioed word they want him stopped.

The governor has evidence that Plum Island is a bio -warfare time bomb.

The clock is ticking for him.

I used to be a governor. What do they think I am, a terrorist?

It was a raid out of my Navy frogman days.

Only this time I didn't have a gun or a knife.

But from what I'd already found, they probably wouldn't be much help anyway.

This all started when I got a call from a guy named Kenneth King.

He's an expert on biowarfare, the use of viruses and germs as weapons.

He said we're facing a major bioweapons threat and not from any terror group.

Since 9 -11, the government's been opening germ labs all over the country,

supposedly developing drugs and vaccines to protect us against bioterror. But he

claimed these labs, our labs, could kill us all.

There were about 200 high containment germ lab facilities in 2001.

There are now at least 1 ,356 plus many more off the Brooks.

You now have a kind of military academic industrial complex.

that is devoted to hyping the fear of bioterror so that they will continue to

get the funds. Let me ask you this. What do these places actually do?

A whole bunch of things, some of it very reckless.

We have a clear indication that accidents are occurring regularly.

They're being concealed from the public because the biodefense industry does not

want the American public to become concerned about their activity.

We know other countries and terror groups are ready to use bioweapons

So you'd figure defense research would be a good thing.

Kenneth King warned that it's not.

They are taking the approach that a terrorist might create some new

I think so, yes. Really? Yes. The Department of Homeland Security is being

untruthful with the American public in what they're doing. That's what I think.

humans. And the labs themselves letting all kinds of germs and bioweapons escape

into the air, into your neighborhood.

In your opinion, what's the worst case scenario we face?

The worst case scenario is that virus that they created could get out of the

Sounds like we've dodged the bullet so far, but luck can't hold out forever.

If I choose to investigate this, where would you recommend I go? I certainly

would suggest that you look into the facility at Plum Island.

It's about two miles off the northeast coast of Long Island, New York, 70 miles

in the country. Yeah, get ready for this. They're moving it and they're

upgrading it to an even more dangerous level. They're moving it? Yeah. To

Are you kidding me? They're going to move a bio lab into the central part of

country where the majority of our food supply comes from? Come on, guys. Aren't

we overreacting a little bit here? Actually, no, Alex. There have been a

of outbreaks. Can we positively say something has gotten off of this island?

What is that, a shaved dog?

They call it the Montauk Monster.

It was found up washed along the shores of Long Island a couple of summers ago.

And apparently there are at least two others.

The investigation was underway.

June was following up on the Kansas lead.

She'd see where the feds want to move the Plum Island lab and make it even

I was driving across Long Island to get some background on the place.

Alex Piper was already on the beach.

following up on reports that some weird animal made it from Plum Island to the

The Montauk monster is a creature that washed up on this beach in July of 2008,

and more monsters have washed up. Now, when you say monster, what are we

about here?

What I really mean is creature.

It's a creature that scientists cannot explain exactly what species it is.

It's something that I've never seen before, and I don't think the world's

seen before either.

Nick Cuttenaro is a local. He reported on the first creature sighting on his

website. When a second one washed up, he was called to the scene.

The first monster was found right here in Montauk, right on the beach. On this

beach right here. That is correct.

People thought it was a raccoon.

It was a turtle without a shell, or it was an animal that may have been

crossbred.

Crossbred. Two animals in a lab bred together to be something completely new.

That is correct.

I have pictures and video clips. I've seen it with my own eyes more than once.

While Alex was learning more about the Montauk Monster, I was a few miles

with Carl Grossman. He's a journalist and professor, the expert on the history

of Plum Island.

When did Plum Island become what it is today?

After World War II, there was a Nazi scientist, a guy named Eric Traub,

and he figured he would set up off the coast of Long Island.

This sort of germ warfare lab he ran during the war to develop insects, ticks

and so forth for biological warfare.

In Germany, Eric Traub worked for Heinrich Himmler, who ran Hitler's

SS. It was Traub's idea to inject animal diseases into ticks, then release the

ticks as an army of bioweapons.

Traub was brought to the States after the war under Operation Paperclip, a U

government program that recruited Nazi scientists.

We know Paperclip brought over rocket experts like Wernher von Braun, who

start NASA.

The Dr. Mengele types don't get so much attention.

So, Erich Traub comes from Nazi Germany, and so, in essence, what is he, the

godfather of Plum Island?

It was a Cold War situation, and we figured that we better grab them before

Soviets do. Trout was the godfather of Plum Island.

Back on the beach, Alex was seeing a pattern.

One monster is weird enough, but two?

So when you come upon the second monster, what's going through your mind?

This was something that I've never seen before.

Can you pick up the head again?

That's really weird. The creature

was bloated, leathery, it had patches of hair, and it

smelled like a mix of a low tide and rotten garbage. And claws.

Claws. And matchstick -like fingers.

It almost resembled somewhat of a chicken claw.

It's really odd.

With the proximity of Plum Island being close to Montauk and this beach right

here, what I think and what a lot of other people think is perhaps it came

Plum Island.

Ah, totally weird.

Experts say the turbulent tides and currents make it very possible the

It's also possible that something escaped from the lab.

The feds haven't had the best of luck keeping a lid on their nasty little

secret.

How is the security there?

Is it as secure as it should be for something as sensitive as this?

Absolutely not. Plum Island is a sitting duck. The ferry to Connecticut goes

right past it. It's totally exposed.

I mean, and I'm not giving ideas to anybody because, in fact, folks with

connections to al -Qaeda have been found with information dossier.

Carl Grossman wasn't exaggerating.

Haifia Siddiqui is a Pakistani scientist who was named one of the seven most

wanted Al -Qaeda fugitives.

Lady Al -Qaeda, they called her.

When she was captured in 2008, she was carrying handwritten documents about a,

quote, mass casualty attack and a list of targets, including Plum Island.

In the range finder of Al -Qaeda, if they want to hit Rome Island,

there is utterly not a problem. I mean, it just sits there. It's not secluded.

It's right there on the coastline. And all some Al -Qaeda characters have to do

is to rent a Boston Whaler and one of these rockets.

You would have a disaster.

What type of accidents have you heard about?

The most serious accident was in 1978 when there was some sort of screw -up

the negative pressure system at the main laboratory and some foot -and -mouth

disease virus just came out.

Those are only a few of the problems.

There have been virus outbreaks, infected workers, contaminated raw

flushed into Long Island Sound.

Even after 9 -11, after Homeland Security took over, there were outbreaks

foot and mouth.

But the scariest thing to escape is this tiny little tick.

The insect Eric Traub worked with may be the most fierce weapon of all.

Experiments done with ticks raises the specter that that might be the source.

A Lyme disease, a biological warfare experiment done by former Nazi

that got out of control. Do you believe it is? We wanted to see the records in

connection to these tick experiments.

And what did you discover?

The claim was we have no records.

What?

I mean, government always has records. Government records

everything they do.

That's standard operating procedure. And the thing that I'm learning is that

whenever you see standard operating procedures violated, that is your

sign that there's a conspiracy going on.

This lab sounds like a recipe for disaster. And in my experience, the

government's not going to level with us.

That's why I wasn't too surprised by the call from Alex.

Hi, Alex. What do you got? Forget about the Montauk monster.

They found a human body, a mutated human body on Plum Island. What in the hell?

This is the town that gave name to Lyme disease, the debilitating chronic

Some say Lyme disease was created on an escape from nearby Plum Island.

But that's not the only thing that's escaped.

Alex Piper has evidence of human experiments.

paper. It'll attack any part of your body.

It's like standing by the river and throwing in a handful of confetti. When

We've found so many things, like, for instance, the strain is patented by the

Is that where you believe all this takes place?

I have papers where they infected ticks.

They were infecting ticks with all types of viruses. And for what purpose would

they say that they were doing that?

Well, it's, you know, like a military -type installation, and they don't

do things to help people. Right. Anything the military is involved with

Yeah.

Randy, they're doing these experiments on Plum Island. You pretty much proved

that with your documentation.

How would the infected tick get off the island? A few months out of the year,

the current is blowing in towards shore.

But I read they did outdoor experiments, infecting the ticks, leaving them

outdoors.

And, you know, birds fly back to shore.

Migration's going throughout the country, different areas.

One tick, one flock of birds flying from Plum Island to the mainland, can carry

an army of these natural warriors.

And if there's any question that Lyme disease is a weapon, it turns out that

Randy Sykes found the smoking gun. A document from 2005 in which the feds

list the bioterror agents they were working on at Plum Island and other

Anthrax, teleremia, cholera, desert fever, Lyme disease.

I mean, they're all talking about biowarfare and Lyme's listed every time.

So this is clearly bioterrorism or biowarfare. And it seems we're using our

people as guinea pigs.

Randy, in your opinion, what should be done with Plum Island?

If infected ticks could cripple 3 million people, imagine what else is out

I'm at the Suffolk County Police Department. The Homicide Squad are

investigating an unidentified male body that was washed ashore on the southwest

beach area of Plum Island. A white male, approximately 6 to 6 foot 2 inches

tall, with a large build and very long fingers.

They gave me a news release. The party line.

Yeah, well, after I read that, I had a lot more questions. So I cornered one of

the officers, and he gave me some answers.

They found him in the middle of January, but he was wearing nothing but a short

-sleeved shirt and cargo pants.

The officer did tell me that when they found the body, there were five holes

drilled in his head.

They think it was the product of a neurosurgery. Man, what are they doing

there? He had no identification, nothing that would identify him.

The mutant man on Plum Island, that case remains open and unsolved.

Governor, it's me.

I'm in Kansas.

I'm at the site where they want to build this place, the National Bio and Agro

-Defense Facility. They're planning on building it right in the middle of the

university. And it's in the middle of cattle country. You can see it's

just by standing here.

They're serious about moving a top -secret bio -warfare lab into the middle

I need to get out to that island and dig up those secrets that no one wants us

How are you? Good, good. Well, as an old Navy man requesting permission to come

aboard.

It was all systems go.

But all of a sudden, Captain Ron lost his sea legs.

He refused to take us to Plum Island.

And guess what? None of the other captains would take us

either. Homeland Security had laid down the law.

So it's clear that Homeland Security operates under fear and intimidation.

open water. You could read it and abuse scared to death.

While Alex and I were figuring our next move, June had found her connection in

Manhattan, Kansas.

That's where they want to move the Plum Island lab and make it bigger and more

dangerous.

it off of Plum Island or anywhere onto the mainland because of the foot and

mouth disease, because it is such a deadly virus.

Deadly not in the sense that it kills, but in the sense that it takes so few

virus particles to infect animals.

provide any data that they've designed this to have those door seals withstand

the pressure drop of a tornado.

And some of the releases at Plum Island have been from the failure of those door

gaskets. So let's say there was an outbreak of foot and mouth.

It could easily be transported to the rest of the country, couldn't it?

Almost any outbreak would be a worst case scenario because as soon as it was

detected, which could be a week or two, then this whole area, three, five miles,

whatever they decide, would be quarantined. The animals would be

kick on. And that is something that didn't happen in December of 2002.

There was a period of four hours that they lost power from the mainland.

During this time, they had no ventilation to the biocontainment area

that the viruses would be kept in a negative pressure.

Pretty dangerous.

Yes. The people were going around putting duct tape around the outside

the biocontainment area and trying to contain whatever might be getting out

the atmosphere. But duct tape doesn't stop viruses.

Could this be a place where biological weapons could be being built?

I think there was a period of time where I was very concerned because I felt

that there was not a sufficient investment in securing the island. And

of what you encountered, I think, was an increased level of security for the

island. None of the fishing boats would take us out there.

there. So you're comfortable and don't believe in the conspiracy that Lyme

disease originated there because it started in Lyme, Connecticut, which is

I do not accept that. You don't accept that? I do not. What accomplishments

they got out of that?

zoonotic diseases are not studied at Plum Island. Diseases that are animal

-borne that can spread to humans. The only diseases that are studied at Plum

Island are animal -borne diseases that do not spread. And you know this
