- All right, Jubal was meeting a whistleblower there

this morning. This is no coincidence.

That's--that's who shot up the Threat Intake Center.

There were two of them, at least.

They're back,

and they're inside the FBI.

- So this is the agent that tried to--

Maxine Joubert, legit FBI agent out of Jersey.

Seven years under her belt.

- Average caseload, no reprimands or accolades.

Unremarkable.

- Yeah, except for the Forefront tattoo.

They all seem to have that.

So last time we dealt with Forefront,

they were inside the Marshals Service.

- Yeah, inside the JOC stealing intel,

crippling our investigations.

- Right.

And after we shut them down, whoever is running them

was somehow able to recruit FBI agents.

- [softly] As unthinkable as that is,

the real question is, what do they want now?

- Well, this is the guy that I met with this morning.

Kevin Saxton, DOD logistics.

He was telling me about a terror plot

that came across his desk targeting the New York office.

Maggie and OA are on their way to Kevin's apartment,

so hopefully they'll find something.

I mean, what-- what worries me is--

- How many more Forefront operatives are inside the FBI?

- And where they are.

- Jubal, we've gotta start talking about your protection.

They saw your face. - I can take care of myself.

- Listen, Forefront went in to kill anyone

who could reveal their plan.

Now they have a loose end: you.

- ADIC Reynolds.

Deputy Assistant Director Keane.

- Isobel.

- Six dead at an offsite station.

[suspenseful music]

- This morning, you were meeting with a DOD informant

at the Threat Intake Center.

What'd he tell you?

- We were hit before I was able to get much from him,

but he--he called the op A New Day.

- In your report, you refer to this informant

as a whistleblower.

Why that term, whistleblower? Did you already...

- You're nervous.

- I just--I wish we knew more.

- How'd they get access to the building?

- Shot the guard, sir.

- Well, the code at the front door changes every 24 hours.

The purpose of that location is a secret.

Do you have any notion as to how they got in?

- One explanation. They have help.

Forefront has people inside the bureau,

maybe inside this building.

- Yeah, on that we can agree.

I've been keeping tabs on them.

Forefront is cunning.

They've burrowed into our institutions.

They're good at hiding in plain sight.

Makes them difficult to sniff out.

And yet you, ASAC Valentine,

have encountered and survived not one,

but two attacks by this group.

- This is a waste of time. Jubal is as good as they come.

Reading your file, it's no novella, I'll tell you that.

You stayed with the bureau even after being

passed over for the top job.

A lot of guys would have put in for a transfer.

Then again, a lot of guys don't have your past record either.

If Forefront really wanted to hide one of their own

in the New York office, they'd want someone well-positioned

to pass on intel.

Maybe an ASAC,

someone with a sordid past,

easy to blackmail.

I made peace with the fact that my career would have a ceiling.

in a joint CIA-NSA op.

- Says here they were packed with a micro explosive

and detonator rigged to blow when they

received an encrypted text.

- Okay, so those are like the pagers Mossad developed.

- The project was scrapped and the devices

were sent to the Pentagon.

But based on Kevin's logs, someone found out

about the shipment and altered the logistics chain

to have these devices delivered to an internal

FBI supply department.

- Wait, so you're saying that explosive phones

are unknowingly in the hands of FBI agents?

- And the specs are identical

to our standard issue cell phones.

- Everybody stop.

What is the date on that report?

- Four weeks ago.

Has anyone received or traded in

an FBI-issued phone in the last month?

- I can store them in our Faraday cage just in case.

It would block out any detonation signal.

to Forefront, and the phone bombs

that killed ADIC Reynolds and our eight other agents.

ADIC Reynolds and eight others were the intended targets,

so what we need to figure out is,

why kill these eight agents?

- Well, we know that they certainly

were not all high ranking.

I mean, at least half of these agents

were just regular folks trying to make cases.

- They all worked for different divisions inside the office.

It's almost random.

- What do we know about them?

- Olivia Wilson, helped her out with a cybercrime case.

Hackers were based out of Guangzhou.

- I know Kenzie Baker.

We planned a corporate espionage sting last year.

- Who was the target?

- Aerospace company.

Chinese military was after their designs.

- We worked with Devon Mills on a political corruption case.

- Hush money out of-- - Beijing.

Okay, I'm seeing a pattern.

- Okay, so what are-- what are we saying here?

That these eight targets were all investigating

Chinese influence in New York.

- Come on, we think Forefront is a Chinese op?

- Is it really so far-fetched?

I mean, we know that China's active in New York,

hunting dissidents, blackmailing lawmakers,

stealing trade secrets--

all of the things that these brave agents

were putting a stop to.

- Okay, but if Forefront answers to Beijing,

install corrupt leaders.
