On Friday 22 July 2011, Norway was hit by two terrorist attacks.

First a bomb detonated in the government quarter of Oslo.

This is followed by a massacre

at the Norwegian Labour Party's Youth League summer camp

on the island of Utoya.

The perpetrator was a 32-year-old ethnic Norwegian right-wing extremist.

if the Labour Party failed to change its policies.

In court, the attacker stated that he would do it again.

The 22 July Commission concluded that the attack on the government quarter

could have been prevented,

that the authorities failed to protect the people on Utoya

and that the emergency preparedness should have been better.
