were introduced

to the Las Vegas Metropolitan
Police Department

for the first time after
Stephen Paddock opened fire

on a large crowd
of Vegas concertgoers...

...killing 58 people
and wounding over 500.

In the days following
the deadliest mass shooting

in U.S. history,

a sympathetic public looking
for light in the darkness

latched on to stories
of heroism

from that tragic night.

Many saw LVMPD Sheriff
Joe Lombardo

as a heroic figure.

I wanna thank you
for letting me be your sheriff,

and Vegas Strong.

(Ramsey) Sheriff Lombardo
even had President Trump

kissing up to him

and celebrating LVMPD officers
as heroes.

And then...things changed.

Sheriff Lombardo
was caught lying

about Stephen Paddock's
check-in dates.

(reporter) Was the official
timeline changed--

Please stop asking
your question.

(Ramsey) After the sheriff
changed the timeline

for a third time,

the LVMPD was sued
by seven media companies

for failing to release
public records

from the night of the shooting,

leaving some to wonder

if the sheriff
was manipulating the facts

to minimize Mandalay Bay's
legal liability

since their
parent company, MGM,

had given a lot of money

to Lombardo's
reelection campaign.

And when a reporter
broke the news

that the LVMPD appeared
to be trying to hide the fact

that an officer fired a gun
in Stephen Paddock's room,

many were surprised.

I wasn't.

I had a history with the LVMPD

and knew what this department
was capable of.

My name is Ramsey Denison

and I've spent most
of my career

editing television shows

about good cops

who catch bad criminals.

(music)

Until my encounter
with the LVMPD

I'd never seen police
as anything but the good guys.

(music)

I just finished editing a really
difficult television show,

so I made the four hour trip
to Vegas to relax

and hang out with
my friend Rhett.

(music)

He'd had a pretty crappy day...

(music)

...so I took him out,
cheered him up.

We had fun.

(distant siren)

Around 4 AM, we called it
a night and left the club.

(Rhett) As we were walking
through the parking lot,

there was a suspect
in handcuffs,

and the officer was screaming
at him about his mother.

"Did you know your mama
raised an f-up?

Did you know your mama
raised an f-up?"

I'm lookin' at Rhett,
he's lookin' at me,

his mouth open
just kinda wonderin'

what in the hell these
police officers are doing.

I leaned over to Ramsey
and I said, "Man, look,

all my years on the SWAT team,
I never saw anything like this.

I don't understand
what's going on here."

I worked with
the Las Vegas SWAT team

for seven years
as a videographer,

and I saw a lot of situations
where people were arrested,

and I never saw
a situation like this

where officers acted
so unprofessional.

They had this guy bent over
with the handcuffs,

and they were squeezin'
his handcuffs tighter,

and I could tell it was
just to give this guy pain.

(music)

(Ramsey) I saw four cops
laughing at this guy

as he's screaming his head off
being tortured.

(music)

I didn't know who this guy was,

I didn't know what he'd done
to get arrested,

but I knew there's nothin' right

about what the police
were doing to him.

(music)

You could see that
they were enjoying it.

(music)

(Rhett)
I saw Ramsey pull out his phone,

he was pacing pretty fast
back and forth

'cause he didn't like
what he saw,

and, uh, he called 9-1-1.

(music)

(operator)
9-1-1 emergency.

(Ramsey) I want to report
improper conduct

by a police officer.

(operator)
Is it happening right now?

(Ramsey)
It's happening right now.

(operator)
Okay, what is your name?

(Ramsey)
My name is Ramsey Denison.

(operator)
I will let the dispatcher know

and have him make contact
with you, okay?

-Okay.
-All right, thank you.

Next thing you know,

I'm getting beaten, arrested,

and thrown in jail.

(music)

(Rhett)
And what's so disturbing to me

is here you have somebody

who's really just trying
to do a good thing

going to jail
for three days.

(music)

(Ramsey)
After I was released from

the Clark County
Detention Center,

I started to investigate.

In a town where you can get
beaten, arrested,

and thrown in jail
just for making a phone call

to report police brutality,

I couldn't help
but wonder what else

has the Las Vegas Metropolitan
Police Department done?

(music)

(Philip)
Trevon was a big teddy bear.

He had, like, a smile
ear to ear all the time.

Cared about his friends,
cared about his family.

The store that
we worked at was family.

(Josh)
He even would pull me in

for the big bear hug

either to start the day
or before he left for the day,

or even if he saw
I was having a rough day,

it was "Come here
and give me the big hug,"

and he wouldn't let me go
until I had a smile on my face,

so that's just--
it's kind of who he was.

(music)

He was in love
and excited to have a baby,

you know, like,
that was apparent.

The whole staff knew
that he was gonna have a kid,

and we were all
very excited for him.

Had an extra glow,
and it seemed like

it just added a little bit
more purpose to why

he was makin' money
and doin' what he did.

(Josh)
I'd say probably about

six months into the pregnancy,

he really started to get focused
on what he needed to do

to be able to provide for them.

He was usually a top ten
in the store.

We had about 80 employees,

so he was always
one of the top sellers.

For Trey, you know,
for a top performer,

they get 25 hours a week
at nine dollars an hour.

That's not a lot of money when
you got a girlfriend at home

and a baby on the way.

I think the desire
to get out of where he was

and to provide a safe and stable
life for Sequoia and the baby

was the only reason
he was selling marijuana.

(Andre)
Officer Bryan Yant

was searching Craigslist

for people selling drugs,

and he found Trevon Cole.

They set up a buy
with Trevon Cole

where he sold the police

a very small amount
of marijuana.

That was all on tape.

Instead of arresting him,

the decision was made
to raid his apartment...

because the raid
was gonna be televised.

The arrest could have
been made with one,

two, three,
even four people

if you want to go
on the maximum end.

Here, this arrest
involved ten people

in body armor type suits
going in with AR-15s.

The police officers
went inside

directly to the bedroom.

Trevon Cole was in his bathroom

dumping a bag of marijuana

when Bryan Yant
kicked open the door

and shot him with
an AR-15 in the head.

(music)

Bryan Yant said the reason
that he shot Trevon Cole

was because
a "furtive movement" was made.

And what is
a "furtive movement"?

It's a very vague term,
isn't it?

And that's why they use it.

A furtive movement
means a movement made

that's gonna somehow endanger
the police officer's life,

and clearly Trevon Cole's act

of looking up
while dumping marijuana

did not meet the definition
of a furtive movement.

There really is
no accountability.

They get to go on
a paid vacation, you know,

for shooting somebody
that didn't have a weapon,

and as long as they feared
for their lives, it's okay.

(Andre)
At the time of the shooting,

Trevon Cole was living

with his high school sweetheart
and fiancée Sequoia Pearce.

She was also
nine months pregnant.

She was due to have their baby
in just a few days.

In fact, the shooting
occurred on June 10th,

and on June 16th,
she had her baby.

(music)

The shooting deprived
Trevon's newborn baby

of her dad for
the rest of her life.

It deprived
his high school sweetheart,

partner of a husband
for the rest of her life.

It deprived
their entire family

of somebody who was
widely acknowledged

to be an all-around
great guy, big teddy bear.

(music)

He made a mistake,

he sold marijuana,

and paid for that mistake
with his life.

(music)

And I knew that he was
a good person.

And I know where he is,

and I'm okay with that now

because I know
he's in a safe place.

(music)

And I just want to thank God
for the 21 years

that He allowed me to spend
with such a beautiful person.

(music)

Until we meet again,
sweetheart, I love you.

A short time after

the shooting of Trevon Cole,

Sequoia Pearce moved in
with her mom.

Sequoia Pearce needed
the comfort of her family

after this very traumatic event.

She didn't expect the police
officers to come over

and search her apartment
without a warrant.

I think they were trying
to find anything and everything

that would somehow
vilify Trevon Cole,

somehow make him look bad.

The first thing
Metro did was start

the--the character
assassination of Trey.

That's the first thing they did.

"Oh, he's a drug dealer,

he's a hardened criminal."

He didn't have a lengthy
criminal record.

He was a guy trying
to make a few extra bucks

'cause he had a kid on the way.

(Andre)
If the public believes

that a decent human being

was killed for
the wrong reason,

the public's gonna
be outraged,

so as a result,
what the police do

is they try to dehumanize
the victims,

essentially saying,
"Well, maybe they deserved it.

Maybe he should
have been killed

because he was
dealing marijuana."

(Josh)
The idea of raiding

the guy's apartment

in the middle of the night

over less than an ounce

of marijuana, of a plant,

it's absolutely crazy to me

that he died for nothing.

The whole Trevon Cole
investigation

was basically planned

with the idea that
it would be televised.

That's why the buy with
the small amount of marijuana

was televised
inside the car,

and that's why
they planned the raid

with the idea that television
cameras would be there.

This raid was
a made-for-TV raid.

Langley Productions
and John Langley

separately made
$10,000 donations

to the reelection campaign
of Sheriff Doug Gillespie.

At the same time,
Langley Productions

was granted authority to film
various police activities

by the Las Vegas Metropolitan
Police Department.

They got lucky enough
to actually film somebody

sell some marijuana--

just a small amount,
but they got it on film,

so now all they needed to do
was wrap that segment up

and they could make
really good TV

with a dramatic bust.

See, in reality,
they could have got him

just walking into 7-Eleven,

but that wouldn't make
very good TV.

Instead what they did
is they waited,

um, they waited till
they could get a search warrant

for Trevon Cole.

The problem is,
Trevon Cole,

his crimes weren't worthy

of a no-knock,
high risk search warrant

late at night
when everybody's sleeping,

busting down the door.

(Andre) When they drafted
the search warrant,

they took a different
Trevon Cole

with a different
physical description,

a different age,

and a different
criminal history

and inserted it in place
of this Trevon Cole

that they were dealing with,

and based on the information
that they used

from the other Trevon Cole,

got a search warrant.

(Doug)
We made mistakes,

uh, that led up to
that search warrant

and the execution
of that search warrant.

(dark music)

(Rhett) He was actually
a hundred pounds different,

not even the same height.

Different age completely.

It wasn't the same
Trevon Cole,

and they knew this,
they knew it very well,

but they went to the judge
with a search warrant

for Trevon Cole,

and now they had
their excuse

to do a high risk,
no-knock search warrant

where they could make
some great TV.

The raid was planned
with the idea

that television cameras
would be there.

At the very last minute,

another incident happened
across town

where cameras went
somewhere else,

but Metro still went forward
with the raid.

(Stephen)
So this officer, Bryan Yant,

this wasn't his first
shooting on duty.

Wasn't even his second
shooting on duty.

It was his third shooting
on duty.

(music)

(Andre)
One of the other shootings

that Bryan Yant was involved in

was a shooting involving
Richard Travis Brown,

who was known as
the "Candy Bar Robber."

Bryan Yant came upon a scene

where Richard Travis Brown
was shoplifting,

chased him, and shot him
in the back and killed him.

(music)

Bryan Yant still rakes in
six figures,

over a hundred thousand
dollars a year from taxpayers

in law enforcement

while Bryan Yant cost
the city of Las Vegas

$1.7 million.

That was the payout to
the family of Trevon Cole.

They lied to even justify being
there in the way that they were.

It's as clear as murder gets
in my opinion.

(Stephen) Bryan Yant is
the perfect example

of an officer that was not
properly disciplined.

He should have been fired.

(somber music)

Unfortunately, Bryan Yant
now works for the Police Union.

One of his jobs is
to counsel police officers

on how to properly handle
police shootings.

It's like a giant middle finger
to everybody good and decent

in the Las Vegas Valley.

(Norm)
The reason, in my opinion,

that police officers
are not prosecuted

is because the investigation
is not completely objective.

Oftentimes the victim
is vilified,

the dead person is--
his criminal history

is released to the media.

(music)

(Bill) And then they assassinate
the character of the victim.

That's a very effective
psychology

used all over the United States,

and Metro has perfected it.

After you kill somebody,

you find some way
to disparage them.

You wipe out their character.

So my son was killed twice.

He was murdered by
William Mosher's bullet,

and then his character
was assassinated

in front of everybody.

They tried to turn him
into some kind of a druggie.

Erik was a West Point graduate,
class of '94.

He graduated in the top quarter
of his class.

He was a very effective,
very popular platoon leader.

A lot of laughing happened
when Erik was around.

(dark music)

He and his girlfriend
went into Costco

while they were in Las Vegas,

and Erik was legally
carrying a firearm,

and he did that because
his job often required

quickly going into any area
of Las Vegas, day or night,

some good areas
and not-so-good areas.

Been in there roughly an hour
when somebody spotted the gun

when Erik squatted to see
if three water bottles

would fit into
a soft-sided cooler.

So Erik said that he was a
legally licensed weapon carrier.

(Shai) We just told him
that our policy is

we cannot allow firearms
in the building.

(Bill)
So this undercover security guy,

Shai Lierley, called the cops.

He made it sound like
Erik Scott was crazy.

Dramatized the whole thing.

(Bill)
The cops that arrived

at one time thought they had
a crazy guy barricaded inside

waving three guns around.

Las Vegas Metro
rolled in in force,

15 cruisers, helicopter,
command staff.

(William) The decision was made
to evacuate the business.

-Who makes that decision?
-Uh, that decision is made

by both the business
and by the watch commander

at that particular time.

So Erik and his girlfriend

calmly walked out
with the crowd.

(lawyer)
Was Erik posing any threat

to you or anyone in Costco

walking out of the store?

-No, sir.
-And then Shai Lierley,

who was on a cell phone
talkin' to dispatch,

pointed to Erik and said,
"That's him."

(William) I told the suspect
to show your hands,

to get down on the ground,
get down on the ground.

Before he could do anything,
Mosher fired.

(somber music)

(music)

Mosher did exactly
the wrong thing.

Police policies and procedures

would never okay
challenging a "suspect"--

Erik was not suspected
of anything--

in the midst of a crowd
of maybe a hundred people

that were milling around there,

and then start firing
in the middle of that crowd.

But what I heard was
the officer saying,

"Drop it," bam, bam, bam.

It was immediate.

There was not
a one-second interval

between "drop it"
and the three shots

that were fired
directly into Scott.

He was stumbling backwards
with his hands up...

(music)

...empty.

(music)

His hands were empty

before the other officers
began shooting.

(Bill)
As he fell, two other cops

put five more rounds
in Erik's back

after he was on the ground
and dying.

(music)

Many witnesses say
after the shooting,

only one thing
on the ground:

the Blackberry.

Erik never touched his gun,

but when Erik's body
went into the ambulance,

the only gun that he carried
was still in his holster.

Witnesses saw it,
we know that.

But in order for
the narrative to work,

which is Erik pulled a gun
and we had to shoot him,

I believe that they took
that gun out of the ambulance

and put it back on the ground

before the homicide
detectives got there.

(music)

So when they got there and
take pictures and everything,

the gun was on the ground
right next to the Blackberry.

But one problem:

The AMR ambulance people,
in their report, said,

"Found gun on the body."

(dark music)

So all of a sudden,
Las Vegas Metro had a problem.

How can you have a gun
on the ground at Costco

as supposed proof
that Erik had drawn it

and justified Mosher
killing him,

and yet the EMTs found a gun
on the body in the ambulance?

But Erik only had one gun.

He never carried two.

We gotta have a second gun.

(music)

They had Erik's wallet.

They saw in the wallet
that he had several guns,

so that's why
they enlisted the aid

of the Public Administrator.

Why?

Because they had no grounds

to go get a warrant
from a judge,

so they had to break
into his condo.

They called my son
Kevin three times.

(Steve) Yeah, Kevin,
this is Steve Grodin

from the Public
Administrator's office

up here in Nevada.

I spoke with you
a little earlier

when the coroner's investigator,
uh, spoke with you.

Uh, I need to get in touch
with you right away

regarding
your brother's property.

(Bill)
They used the ploy, quasi-legal,

of the Public Administrator
that says

when somebody has been killed

and there's nobody
to protect the place--

which was wrong right away,

because the girlfriend was
living with him, she was there.

Kevin, my other son,
had already told 'em

that you are not allowed
to go in that condo,

but they did anyway.
They broke in.

(Steve) Uh, I've contacted a
locksmith because we have no key

to get into your brother's
apartment at this time

so I can go in there
and secure what weapons

and variables that are
still in the apartment.

(Bill) The little Ruger,
little Ruger LCP,

that became
the so-called second gun--

it's very small,
about palm size--

they claimed that he had it
in his front right pocket.

He didn't, he couldn't,

because that big wallet
was in there.

There's no way he could
have it in there.

But that's the only way
the narrative played,

and that was their cover
for having one on the ground,

as if Erik had pulled it.

(music)

Costco has cameras
everywhere.

They feed several DVRs
that record everything

that happens in the store,
outside the store.

I believe the video
would have shown

that Erik was literally murdered

for absolutely no reason.

Would have been lots of
liability for Costco,

tons of liability
for Las Vegas Metro.

That had to disappear,
and it did.

Doug Gillespie
was in the middle

of a very tight sheriff's
reelection race at the time.

There had been several other
shootings just before that--

the Trevon Cole shooting

roughly three weeks
before Erik was killed.

And that was
very controversial too.

Another cop did
a very, very stupid thing

and killed a young man
for no reason.

Well, Gillespie was
under fire from that

and other shootings.

He didn't need
this one too.

The Erik Scott case
was going to be the one

that put him underwater.

His numbers,
his poll numbers

were going in the tank
at the time.

They could not afford
to have cops murdering people

in front of Costco
at high noon, basically.

So for the narrative to work,

Erik had to pull this gun.

Well, let's check the video,
see exactly what happened.

Well, amazingly,
that DVR eventually wound up

in Los Angeles at
the Secret Service facility.

Their forensics experts
went through it

and claimed that they could
recover 96% of the data

that was on that hard disk.

Only 4% were considered
unrecoverable

due to physical damage
to the platters

in that hard disk.

Just happened to be the 4%
covered the time

that Erik was in Costco
and being killed outside.

We have four cops
within Las Vegas Metro

that have said that they
or somebody they talked to

in the first person saw
the video of Erik being shot.

(Stephen) They shot him
when he was standing,

they shot him when
he was on his knees,

and they shot him even
when he was on the ground.

Since then, one of those cops
was caught selling a weapon

to a felon

and is no longer with the LVMPD.

(Bill)
Probably the toughest thing

to deal with is the injustice.

Two of the officers
that killed Erik

were honored by the Police Union

for their role
in the Costco shooting,

and Police Union director
Chris Collins

called their actions "heroic."

The Las Vegas Metropolitan
Police Department

has a lot of experience
in killing Las Vegas citizens

and tourists.

When they kill somebody,

they need to make it look
as good as they can

when they can do that.

And one of their
most common customs,

practices, and procedures

is to make the victim
who is now dead

look as bad as they can
to the public

to justify their actions.

They tried to make him out
to look like a druggie,

uh, when he was
basically at Costco

and had
a customer service issue

like a lot of people
who go to Costco.

(Bill) He was taking
prescription pain medication.

He had 40% of
his L5 vertebra broken off

jumpin' out of airplanes

when he got his Jump Wings
in the army.

And he was down
to three pills a day,

which Erik was very proud of.
He said,

"I want to be off this stuff
by the end of the year."

But the cops and the DA turned
that into something horrible,

and they said he was
acting crazy in Costco

because he was on this
heavy duty pain medication.

Not true.

I know airline pilots,
I know lawyers,

I know firemen,
I know cops

who are taking exactly
the same pain medication

and they function just fine,
as did Erik.

But it doesn't matter.

If you can disparage

the person and his character,

there is this subtle psychology

that the American people
have soaked up, and that is,

well, if the cops did something
bad to this person,

then the guy must have
deserved it, right,

because he was a bad person.

And the cops imply,

"Aren't you glad we took
this person off the street?"

Las Vegas Metro is really good

at disparaging the people
that they kill using the media.

They're even more skilled
at keeping the crimes

of their own top brass
out of the headlines,

like when the sheriff,
Doug Gillespie,

had an issue at his house
one night,

and the cops rolled in.

People say it was
domestic violence.

People say
when officers arrived,

he wouldn't let 'em in.

People say that the record
in the computer

was altered or destroyed
or deleted.

That is a call that did
come out of the sheriff's house,

and the event was changed.

It was changed from an original
domestic violence call,

and six hours later it was
reported as a burglary alarm.

Where's the integrity?
Where's the integrity

for everybody
who responded to that call?

It wasn't one person,
it wasn't two people,

it was a lot of people.

And if it wasn't
a domestic violence call,

then why in the world did
the domestic violence lieutenant

get called out
on his day off to show up?

I'm just using a little bit
of common sense here.

(Bill) There was a very good
reporter in town at the time,

and he ferreted that story out,
and he was writing it,

and then instantly,
he left town.

And that seems to happen
to a lot of reporters.

(somber music)

Who do they answer to?

The billionaires
who run the Strip.

(music)

You just don't hear
about bad cops there,

because the Las Vegas
Visitors and Convention Bureau

spends well over
$300 million a year advertising,

"Come to Vegas
and have a good time."

(music)

The whole idea is keep
the money flowing.

How many news organizations
across the nation

are gonna risk losing a few
million bucks of advertising

to run a bad story

showing how the cops
covered up

a white, redheaded kid?

They don't count.

Gillespie said,
after Erik was killed,

to a roomful of his own cops,

"I'm not losin' much sleep
over the Erik Scott shooting.

I don't want you guys thinking
'Shoot, don't shoot' out there.

I want you to do whatever you
have to and go home at night."

(music)

A big hole has been ripped in my
heart that'll never be filled.

Time smoothes
the jagged edges,

but it never makes
the hurt go away.

And so many of these cops
that are out there now saying,

"Do whatever you have to do,
but go home at night,"

if they had even an inkling
of how much damage they cause...

The cops are never around
to see how it affects

many, many families.

(Rondha)
When he was with his friends,

he went by Lance.

That was his nickname,
was Lance down in the hood.

(sighs)

(music)

I met Stan
August 27th of 2000.

(music)

We started playing foosball.

(laughs)

He took me to dinner.

But we were together
every day since then.

We called ourselves
two orphans against the world.

(music)

He's probably the only man
I could ever love.

(music)

The life he gave me...

He tried to make everything
perfect for me,

regardless.

He thought I had to have
the best of everything.

You know, and he made sure
that I had it too.

(music)

(Stanley)
Young war hero, yeah.

And you know it.

I'm a war hero.

Y'all wish y'all was
a war hero too.

Look at them medals
back there.

Don't even act like you can't
see 'em 'cause you do.

Yeah, you see those medals.

(Rondha) He went into the war
in '89 at the age of 19.

And his job basically
in the war

was to clean up
the dead bodies.

(gunfire)

He had to go out there
when the bombs went off,

which they used
depleted uranium,

and basically what
depleted uranium does,

it fuses and it melts
everything together

except for metal.

For a 19, 20-year-old kid
to go out there

and have to see babies
and moms melted together,

that's nothin'
for anybody to see.

He come back,
he developed cancer

from the depleted uranium.

He had lost the muscle movement
on the side of his face

so everybody thought that he was
kind of, like, different,

but he never looked at himself
like different.

He understood what he had
wrong with him and everything,

so he just kept on
movin' and groovin'

like there was just
nothin' wrong with him,

which to me it wasn't.

It was just something
that happened in the service,

and he just learned
to deal with it.

(Rondha) His face kinda got
a little bit messed up

because they took the nerves
out of his right side.

He told me, he goes,
"I don't know how

you can love somebody
as ugly as me."

I don't look at that,
I said, "I look at

the man who's inside."

I look at the heart
that he had.

His heart was so big.

I gave him Shalifi
when he was six weeks old.

He was in my backpack,
I had come home from work.

That dog stuck his head out.

He looked at that dog and he
screamed like a little girl,

and they were best friends
since then.

(music)

(Stanley)
Get it, get it, son, get it!

-People live here.

(Stanley)
Wife's walkin' the monster.

As you can see, she's being
dragged down the street.

(William)
He started losing weight

and he started gettin'
more worried

when the VA started messin' with
his medication and his money

because he had
no other way to live.

He was dependent on
the medicine that the VA

was givin' him
for his cancer.

And then once they start
takin' stuff from him,

he started gettin',
you know, a little upset.

"I went to the Army,
I did what they asked me,

I come home sick,
and they just don't want

to do anything for me,

so it seemed like
I just went to the Army

to help them out,
but when I came home,

they would rather me just be on
the street as a homeless man."

(Cal) He was suffering from
post-traumatic stress.

He was off of his medication

because the Veterans
Administration

wasn't treating him properly,

so he was having difficulties.

(Kelly)
And it also affected his memory.

So he got confused about
the place he had moved into,

and he went into
the wrong apartment complex.

(William) Rondha and Stan had
just moved to those apartments.

All the buildings
looked just alike,

but at the time,
he was off his meds.

The door looked just like
his apartment door did,

so he thought he was at home.

All he wanted to do
was get back home.

(Kelly) And somebody saw him
try to open the door

and they thought
he was trying to break in

and they called the police.

(Jesus) First call that
I hear comes out

is of a black male
in a white Cadillac

trying to break into a condo.

(William) He got back in the car
and he was just

driving around the complex
trying to find his apartment.

(Kelly) After the police
had shown up, he came back,

and they saw him so they went
and they blocked his car in.

(Jesus)
When I pulled in,

there was really not

a whole lot of action goin' on.

He was kind of relaxed.

You know, I think he was on--
laying on his seat,

laying on the floorboard.

Officers try to approach
the vehicle.

The person in the vehicle
doesn't respond.

And everybody
got their guns drawn,

so he was kinda scared.

He hunkered down in the car.

And basically he's having
a panic attack,

and he's not coherent enough
to even realize

that he's in the middle
of a police standoff.

He's basically just trying
to drive his car away.

But they had the car blocked in
to the point where

his tires are spinning
and smoke coming off the tires,

and the car is
not going anywhere,

so there's no way
he could have got away.

A sergeant and a lieutenant
arrived, and they had a plan

to blow out the back window
with a low-lethal shotgun,

which is a bean bag that would
hopefully break the window,

and then they'd put in
pepper spray

and see if they can
make him get out.

I was lethal coverage

in case he came out shooting.

(tires spinning)

I hear a gun shot.

I return fire
to eliminate the threat.

(gunfire)

And then the car stopped,
everything got real silent,

everything just stopped.

(music)

As soon as it happened,
I was pissed. I'm like,

"This guy made me
fuckin' shoot him

because he shot at us."

I thought he shot at us.

And then I remember it was...

Noel Lefebvre walks up to me
and tells me,

"Hey, they didn't find a gun.

That gunshot you heard
was Grego-Smith

shootin' the bean bag
at the car."

If I would have heard, "Hey,
we're re-implementing the plan.

We're gonna fire
the bean bag round,"

I would have known
that gun shot I heard

was a bean bag
from another officer,

and wouldn't have
opened fire.

But the radio system
didn't work.

I'm sittin' there
lookin' at the TV,

and I saw our car on TV.

(music)

I saw that damn car on TV.

(music)

And I called Metro,

and I said, "I think
that's my husband."

(Stephen) Sheriff Gillespie
went to the media

and told the press
that Stanley Gibson

was using his car
as a battering ram

and police officers
had to protect themselves.

It was a total lie.

What Sheriff Gillespie
didn't know

was that somebody from
the apartment complex

was filming the entire thing.

The video was broadcast
on local news,

and it showed Stanley Gibson

surrounded by
empty police cruisers.

Police officers were at
a safe distance away

when Jesus Arevalo
fired seven shots.

(gunfire)

(William)
Man, you guys murdered this guy.

You slaughtered him
in the streets.

I've seen gang shootings
go lighter than this,

and this is
an officer of the law.

You took this helpless man's
life for nothing.

I still can't figure out
what would make the police

do something to this--
this sick guy, you know?

Here, probably the best action
would have been just to wait.

He was pinned in, there was
no need to do what they did.

Some of the things that
occurred in this case

were just unbelievable.
He used his own weapon.

(William)
Brings out his personal AR-15

that he had tricked out.

I didn't know officers could
bring their own weapons to work.

-Why would you?
-Officer Jesus Arevalo's wife

called a local radio show host

and made statements on tape

that Jesus Arevalo
wanted to shoot somebody

so that he could get
paid time off.

(Catherine) I mean, just
literally looked at me and went,

"So am I a bad person
for not feeling guilty

about killing that nigger?"

(dark music)

(William) I don't believe
it was a mistake.

I believe he came
to kill somebody

and get time off with pay,
and it worked.

In my early career,
it was like,

you get six weeks off
if you shoot some fucker,

and it's good
if you do it by Christmas,

you get six weeks off
at Christmas.

(Catherine)
He was bragging about, you know,

"That's pretty good
gettin' off

seven shots in two seconds."

I can't even imagine
how his poor wife feels.

(somber music)

(Rondha) I come up here
and I try to connect.

(music)

Try to make sense.

They always say, you know,

if you get robbed,
you know,

you call the local police,
you call them,

they'll come help you.

You know, my question is,

who do you call
when Metro robs you?

(music)

(Cal) She went through
loss of her husband,

and then as a result of that,

the Veterans Administration

wouldn't take care of her.

She lost her home,

she lost everything
that she had.

(Rondha)
For two and a half years,

every single door
in this city

was slammed in my face.

I could not get no help
from anywhere.

Jesus had everything
handed to him.

He was still gettin' a paycheck
every week.

He was still gettin'
his stuff covered,

still gettin' everything paid.

(Stephen)
Officer Jesus Arevalo

was on administrative leave

for 22 months.

He made over $200,000

to stay home.

While he was on paid
administrative leave,

he spent his time
riding around on a motorcycle

trying to act like
this fake badass,

flipping people off
and trying to cause problems.

(Jesus) They made me to be
the poster child for bad cops.

"Oh, it's Arevalo's fault.

We can make it look like

Arevalo's a bad officer.

We can make it look like

Officer Arevalo's
decision-making is bad,

and we won't even talk
about the radio system

because, oh, we don't want
the public to know

we paid over $40 million
for this radio system,

and it failed that night.

And that failure
got somebody killed."

(Rhett)
It was important for the public

not to understand
that the radio failed,

because Assistant Sheriff
Joe Lombardo,

who was in charge of
the technical services at Metro,

was Gillespie's boy.

He was the one that was

climbing the ranks fast

and was tapped out
to be the next sheriff.

If the public knew that
the technical services division

that Joe Lombardo
was in charge of

had just blown
over $40 million

that the public paid for for a
radio system that didn't work,

that might affect his chances
of being the next sheriff.

The headlines are gonna say
one of two things.

They're either gonna say
a radio failed

that the public had just
paid $40 million-plus for,

and somebody died innocently
because of that,

or they're gonna spin it
the other way and say

this is a bad officer
who killed somebody,

and we need to get rid of him.

The finding rendered during the
critical incident review process

led the board to recommend
he, officer Jesus Arevalo,

be terminated.

After a thorough review
by myself,

I have approved
that board's recommendation.

(Rhett) Sure enough, after Doug
Gillespie fired Jesus Arevalo,

Joe Lombardo announced
he's running for sheriff.

I think Jesus Arevalo
was simply made a scapegoat

to cover up the fact that this
radio purchase was horrible.

Jesus Arevalo hasn't did
a day in jail,

will never do a day in jail.

Not only will he never
be punished for this crime,

they're giving him
a very big lump sum

for disability every month.

You get disability 'cause
you killed somebody?

-That's bullshit.
-That, to me,

was a slap in the face.

You know, to serve and protect,
you know,

they serve and protect
their own.

(somber music)

"She should be happy now.
She's got all that money."

She didn't want the money.

She wanted her husband.

She had her husband
until that day.

People tell me, "Well,
you need money to survive."

Well, yeah,
you need money to survive,

but you also need a partner in
your life to help you survive.

You need somebody
in your life...

that's always there for you,

that doesn't care about

how you look in the morning.

You need somebody that
truly loves you for you.

And I had that.

I had that until Jesus
decided to change all that.

(William) She's still dealing
with all the pain and anguish

of how her husband
was murdered in the streets,

and, you know,
it's a pretty big house,

but it's a big, lonely house.

The money doesn't mean
nothin' to her.

I'm sure she would give it back

just to see her husband
one more time.

Alive.

(Kelly) I knew Stanley Gibson
in high school,

and I hadn't seen him
in a long time,

and the first time
I saw him in decades

was when I saw the report

that he'd been murdered
by the police on TV.

And that's what inspired me
to get involved in activism.

(music)

The Las Vegas Metropolitan
Police Department

actually formed a task force
to investigate, charge,

and arrest us for writing
on the sidewalk with chalk.

(Jennifer) I heard about it,
and I was flabbergasted,

because how could someone
be put in jail for using chalk?

(Kelly)
We had two charges for graffiti,

and we had two charges
of conspiracy

because, you know,
we sat down and planned

to write stuff on the sidewalk.

We were facing four years.

(Jennifer)
We live in Sin City.

Any sick, twisted desire
you want

you can have come true
in this city.

We have the highest rate of
sex trafficking among children,

and they're using
their time and effort

to go after guys with chalk?

(Kelly)
They tried to say it took $1500

to wash the chalk
off the sidewalk.

(Jennifer) Because they used
a graffiti abatement team

when me as a mom
and anybody who knows

you can get chalk cleaned up
with water and a broom.

So I organized a protest.

We wanted to show them
how ridiculous they looked,

and we brought water
and we had all the media there

and we all chalked
on the ground,

and then washed it all away
with water and a broom

like they could have used.

(music)

(Kelly) District Attorney
Steve Wolfson said that he takes

people writing with chalk
very seriously,

but obviously he doesn't
take cops murdering people

very seriously.

The three most publicized
shootings in the past decade

in Las Vegas--

Trevon Cole, Stanley Gibson,
and Erik Scott--

all three shootings
could have been avoided

if the Las Vegas
Metropolitan Police Department

had deescalated the situation
instead of escalating.

(music)

You would have three
very important lives saved

and three families whole.

(music)

(Rhett) So even after
Rondha got her money,

she continued to speak out
about the lack of accountability

and problems
with the department,

and finally the community
was listening.

The community was getting
just as fed up as she was

about the senseless shootings

and problems with the department
lack of accountability.

So it probably
wasn't a good time

for the sheriff to introduce
the more cops tax,

which was the sheriff's plan

to increase the sales tax

to get more cops on the street.

(music)

(Kelly) Personally,
I haven't seen any evidence

that there's a shortage of cops.

They had enough cops to conduct
a two-month investigation

of some people writing
on sidewalks with chalk.

They have enough cops
to have undercover cops

going up and down the Strip

to make sure that somebody
isn't selling water

because they're competing
with casinos.

The fact that it was called
"unprecedented"

when the Use of Force Board
recommended

that somebody be fired
for shooting somebody

because they thought his hat
was a gun is disgraceful.

The fact that
Sheriff Gillespie over here

refused that recommendation
is beyond disrespectful,

it's an insult
to this community.

(judge)
Motion fails.

After the more cops tax
failed in the legislature,

County Commissioner
Steve Sisolak

accused Sheriff Gillespie
of not playing by the rules

in an arbitration agreement,

and Sheriff Gillespie
just came unglued.

It was temper tantrum time.

I'm offended by what
an individual said

not only about me

but as well as my organization,

what I believe to be the finest
police department in America.

It's very dangerous having
someone like Doug Gillespie

at the helm,
because the leaders underneath

will take on
that bullying persona.

The fish does rot from the head,

and Gillespie is about
as rotten as they get.

I've seen him throw a tantrum

and call the minority community
cockroaches.

The tone of
the entire department

is set by the leadership

at the highest levels,

and we have a sheriff that's
essentially above the law.

Even right below him,
Ted Moody,

had a domestic violence
call to his house.

Third in command,
Joe Lombardo,

in charge of
a communication system.

$40 million later,
it doesn't work.

Fourth in command,
Undersheriff Kevin McMahill.

According to court documents,

he was part of a team
that caught a woman with drugs,

and they promised her that if
she would show them her vagina,

they would let her off.

He cost taxpayers
thousands of dollars,

and he resigned.

But they let him back.

I used to say that there was

a massive breakdown
on leadership

starting at the top,

but how do you have a breakdown

if the integrity
was never there?

And these are the people
that are supposed to be

holding other officers
accountable.

(Norm)
When you have the confidence

that you can do
just about anything

and your partners are
gonna look the other way

or not speak up about it
and cover for you,

you can create a monster.

Every bad cop
that kills somebody,

and then the good ones
have to help cover it up

because of the blue wall
of silence nonsense,

what does it do to them?

What does it do
to their psyche?

What does it do to
their level of cynicism

about their own field,
about their own colleagues?

And the good officers,

they don't even want
to be a part of it.

Morale right now is not good.

You know, there is a feeling
around the department

that our current sheriff
doesn't care about us.

He's autocratic,
talks down to folks.

It's either his way
or the highway.

That's just not conducive

to the people business
that we're in.

We're here to serve the people,

and everything we do

revolves on how
we treat the community.

There's a huge schism
within the department out there

between the good ones that
are trying to do their job

and these bad ones.

Unfortunately, the leadership
falls in the bad side,

and at the academy today,

good cops tell me they are
training the new cops,

the cadets, who are gonna
be rookies soon,

that we are at war
with the community.

(Rhett) The department
wasn't always this broken.

We've had good sheriffs
in the past.

Sheriff Jerry Keller,
for instance,

the father of "Partners
with the Community" slogan.

He was a great sheriff,

and he wanted everybody
in the police department

to understand
that they were to be

"Partners with the Community."

I think that's something
that's been lost

in today's department.

(soft music)

I grew up
in a law enforcement home.

My stepfather,
whom I love very much,

was highway patrol.

Some of my best friends
to this day are cops.

I served seven years
on the SWAT team

as a videographer.

So, I'm about as far away

from what you'd call
a cop hater

as you could possibly be.

And I think Ramsey having
the experience that he had

isn't quite feeling the same.

I think it's important
that I show him some cops

that I know he'll respect.

(Ramsey) Rhett's told me
a lot about you,

he says you guys worked
on the, uh, SWAT team.

(Larry) We did, yeah, we spent
a lot of time together.

Known each other
for a number of years now.

(Rhett) It was kind of
an unprecedented thing.

It was something that Larry
started within the department

to bring on volunteers to photo

and video these SWAT incidents.

(Larry) And you find
that things do change.

Little things like language
that is being used is, uh,

suddenly better
than perhaps it would be

without being recorded.

And so there were
no disadvantages to this

because we were doing
the right thing.

The advent of cameras,
that's law enforcement's friend,

and then that helps us
to weed out those individuals

who have no business
within law enforcement.

(Ramsey) I never really thought
bad cops were out there

until I saw it ten feet
in front of my eyes.

Rhett and I actually
saw somebody

being basically beaten up
and tortured by the cops.

I was shocked
at what I was seeing,

Rhett was shocked
at what he was seeing.

I actually called 9-1-1
and reported this.

And a couple minutes later,
I'm getting beaten up,

arrested, and thrown in jail
by those same cops.

(dark music)

And then I was shocked
at how they took that

and they turned it
around on me

to justify
what they'd done.

(music)

It is incredible
to read a police report

filled with absolute
complete lies.

I'm not sure
what your arrest was,

but I'm sure it was
something along the lines

of obstructing
and resisting.

It said "resisting arrest."

He saw me on the phone and said,
"What are you doing?"

I said, "Well,
I saw what you're doing,

there's nothing right
about what you're doing,

so I called 9-1-1
and told them about it."

And he said, "You better
get the hell out of here

or I'm gonna have you arrested."

And as Rhett and I
are walking away,

I said, "Arrested for what?"

And the next second
I'm on the ground

with a guy sticking his boot
on my head, literally,

like you just
look at my mugshot

and there's a--a print
from a boot on my head.

Of course, I go to jail
for three days,

only time I've ever been
to jail in my life.

And I got out
and the first thing I did

was get on that phone.

I called up Internal Affairs
and reported this.

They opened up
an investigation.

I called up the club
and asked for the video.

And you know
what they said to me?

They said, "The cameras
weren't recording that night.

We don't always
run those cameras."

That video...

(music)

...never surfaced.

It went and disappeared.

(Larry)
It is your friend

when you are doing things
that are proper.

When you are not,
it becomes an enemy.

(soft music)

One night I was filming
them arresting a woman.

-Don't touch me!
-And as I was doing that,

one of them came over to me
and told me

that I was not allowed
to film.

(officer #1)
Move on.

(Kelly)
I'm not moving on.

I told him he was wrong,

that I am allowed
to film in public

and that that's part
of the First Amendment.

-You want to go to jail?
-For what?

-Obstructing?
-He insisted

that I was not
allowed to film.

-You want to go to jail?
-Recording is not obstructive.

-Obstruct--
-I'm not obstructing anything.

-Let's go.
-Fuck that, dude.

Will you stop?

Stop!

-I'm not doing anything.
-You need to stop right now.

(female bystander) He's just
recording. That's not okay!

He did not do nothing wrong.
That's not fair!

They threw me in the street

and then charged me
for being in the street.

(female bystander)
Get off of him, get off of him!

(Kelly) I'm not doing anything,
I was recording in public.

It was ridiculous.

But the LVMPD is really good
at being ridiculous.

(Ramsey) And really bad at
holding officers accountable.

-Are you an idiot?
-No, I'm not.

(Ramsey) Internal Affairs
opened an investigation

into the incident
and punished the officer

by giving him
a stern talking to.

(officer #1)
I told your dumb ass to move.

(Kelly) I got arrested,
I was thrown in jail,

I was assaulted,
had some injuries,

and this cop basically
just had his supervisor

sit him down
and have a talk with him.

And that lack
of accountability

is what really
encourages them

to go out and do
the abuses that they do.

That's why it's important
that we videotape them

because that puts pressure
on them not to act that way.

Good officers
actually like cameras

because they realize
cameras can be a protector

against false accusations.

That's one of the reasons
I was actually brought on

to the SWAT team.

It actually served
as a protection to them.

I was just in awe
as I watched Larry work,

as I watched the compassion
that he had

on these horrific
hostage barricade situations

where there's a person
with a gun, you know,

willing to kill anybody,

and countless number of times

I saw those situations
turn out well

where the hostages
were saved.

(somber music)

After he was
a SWAT commander,

he was promoted to captain

and assigned to
the Bolden Area Command,

that's located in
one of the poorest,

most crime-ridden areas
of Las Vegas.

Probably the toughest place
to be a captain in this town.

(music)

(Larry)
It was very common

that someone
commits a crime

right in broad daylight
in front of many people.

The officers come in
to investigate that,

and suddenly
nobody saw anything.

Now, what causes that?

It's simply a disrespect
for law enforcement.

Crime was very high.

And when I speak of crime,

I'm talking about robbery,

assaults with a deadly weapon,

rape, murder.

What I had the advantage of,

is 25 years before

working in that community
as an officer.

What I saw was is that
we were doing the same thing

over and over
and over again

and we got the same results.

(Ramsey) And what was it
that you guys were doing

-over and over again?
-Trying to arrest our way

out of the problems
that we had.

We failed to connect
with the community

on any sustained way.

So, we changed that.

The idea was 180 officers
going into the field

would go out and make
two contacts a day

with anyone of any age,

of any status
in the community,

and simply
introduce themselves,

doing that two times a day,

180 officers.

Over a week,

over a month,

over a year,

what does that do?

I remember
going to a barbershop

and walking
into the barbershop

and having the barbers
and the clients,

I was in uniform,
look at me like,

"What are you doing here?"

And I was going
to meet the owner

of the barbershop
who had an issue.

(Mack)
Had somebody in the parking lot

that I didn't want to have,

and I called
and he responded.

And, uh, after that,

he gave me his card
and everything,

and we just, from that,
gradually become good friends.

By the time
three years were up,

I was shaking hands
and high-fiving

the barbers that
were in the shop.

He kind of wanted to know

the shop owners
and different people,

so if something was going on

they know who to contact.

They tried to build
a relationship

with all the business owners

up and down
Martin Luther King.

I worked for Larry Burns
at the Bolden Area Command

for three years,
he was my captain,

and we really wanted
to change the perception

of the police
in that community,

and we did that.

We reached out
to church leaders,

to community organizations,
to schools.

(Larry)
When you feed those children,

when you have
a little barbecue

and you give them
the only food

they've had for that day,

that information
spreads like wild fire.

(Ramsey) What you're talking
about is policing with respect,

policing with compassion.

And I've talked to people

that think that
makes you a softie.

Larry Burns is a softie.

13 years, uh, in SWAT,

seven years
as a tactical commander.

Anything but soft.

But my experience had taught me

that toughness is required

a very small portion
of the time.

But compassion is what
really changes a community.

And the answer was love.

The answer was
to care about others

the way you care
about your own.

(Kevin) The first time
I met Larry Burns,

he busted me selling drugs

in addition to a gun
I had on me.

And I was a young bad kid
that didn't have no respect

for even Larry Burns
at the time.

I was arrested 47 times
before I was 19 years old.

I was a hardcore gang member.

So when I met him,
it was just pretty much,

"You're one of them
and I'm over here

trying to keep
doing the crime

and you gotta catch me."

So that's how I met Larry.

He put the bad cop thing down.

We saw them as bad,

and he would make it
personal every time.

It wasn't, "Get on the car!"

It was like, "Can I talk to you
for a minute?

You gotta stop it.

You gotta stop it and I'll tell
you why you gotta stop it.

You're better than this.

I mean, you stood out here
hours at a time selling drugs.

It's easier to go get a job
and make money,

and it's your money."

That's what Larry Burns
was about.

He was about trying
to change what--

the bad in you
and make it good.

He didn't give up on you.

(music)

When I got shot
at the City Hall,

he was the only officer
to come and say,

"You almost could have died."

I remember him
coming to the hospital,

"Kevin, you're gonna
lose your life if you don't--

you got a child."

(music)

But I was charged with
racketeering and murder,

and I had
a 22-count indictment.

And that's the last thing
society remembered.

Kevin Lay was convicted
of first degree murder,

he was one vote away
from being on Death Row,

and he's gone.

While I was in prison,
I had committed to myself

that I had to do something

about this so-called legacy
I left out here.

'Cause when I came home,

the gang unit
and the task force

was there watching me
like a hawk.

Larry Burns
took a chance and said,

"You're gonna get it right
this time."

(music)

I started as a regular laborer
at a construction company

and now I'm the superintendent.

He just saw
something good in me

that later was revealed

through some of the things
we do now.

He had influence
and I did too,

and with it together

we knew we could do
great things together.

"Hey, Kevin,
there's a situation

where we know
this guy has a gun

and we can't get it
off the streets.

I'm not asking you
to tell on him,

I'm not asking you to do
anything like that,

but we need this gun
off the street.

This guy is dangerous."

"I agree, Larry.

I agree what you're saying.

And if I can use my influence,
I'll get it."

I got the machine gun
and I let Larry know,

"The machine gun
is behind the store.

It's all yours.

We got that gun
off the street."

"Whose gun?"

"That's a different story,

that's none of--
I can't give you that.

You wanted the gun,
the gun is gone."

The respect is incredible.

When you bring
a community together,

people see that,

they feel that,

and it changes attitudes.

And the citizens knew

they could contact us,

tell us what they knew.

Now you've got
a coalition of good,

and good things
are happening.

Homicides, robberies,
assaults all went down

some 60% initially,

and it continued from there.

(music)

(Rhett)
Even though Larry's area,

the Bolden Area Command,

was the only area in town

where crime was
actually going down,

some of the members of Doug
Gillespie's executive staff

felt that Larry's methods
were too soft on crime,

that they needed to send in
saturation teams

and beef up
police presence.

(Larry) Saturation teams
are groups of officers

that are gathered together
to go in a high-crime area,

it's a zero tolerance approach
to a neighborhood

to reduce crime,
and it does,

while the saturation team
is in place.

The moment
that they leave,

you have two things
that occur:

an increase in crime, again,

and you have a decrease

in public relations
with the police.

So, I would not allow them
access to my area command.

That caused a great deal
of consternation

at the top of the organization.

(Silk) These saturation teams
in my area

have been crazy off-the-hook.

It's rarely that I go out
and do not see

at least two cop cars.

Three or four cop cars
sometimes.

Saturation teams are just
looking for stuff to happen.

When we pulled up
to Sahara and Valley View,

we noticed some cops on the side
of us looking at us.

It's two black men
riding in a nice Lexus,

of course something had
to be wrong with that.

(music)

Before we get to the next light,
we get pulled over.

Questioned why we were pulled
over and they said for speeding.

And who speeds
in front of a cop?

I was just sitting there
minding my own business

in the passenger seat,
I was sitting there,

and the officer
looks over at me and says,

"Do you have your ID?"
I said, "Yes."

He said, "May I see it?"
I say, "No, you may not."

If you're in
the passenger seat in a car

and you're doing nothing,

you do not have
to present an ID.

So, they got mad about that
because I knew about that

and wouldn't give my ID.

I think four or five
more cops pull up.

They all get out the car.

Order me out the car.

This was rolling
the whole time.

They didn't know that.

All right, let's get
your legs underneath you.

They searched
my car for marijuana,

which I'm a union
heavy equipment operator

for Local 12 Operators Union,

I do not smoke weed.

We have a random drug test.

And one officer said,
"I smell weed.

There's weed in here.

Where's the weed?

Help me find the weed,
we gotta find the weed."

You even hear
the jackass say it.

"Do what you gotta do 'cause

'Cause they're not finding
nothing in my car.

They know they just pulled us
over for no reason,

and they gotta find something.

And when they don't,
they make up a bogus charge

about obstructing
an officer

and take me to jail
and have me strip-searched

and charged for just exercising
my constitutional rights

to saying, "I don't
want to give you ID

'cause I've done nothing wrong."

It's like a kick in the face.

You strive, you work hard,
you pay your bills,

you move up, you know,
you study

to do better stuff
for your family.

And then these cops come
and take it all away from you

for being a black man
in a Lexus.

So we get the body cam footage

back from Silk's case.

Now the police officer
said that he was speeding,

going 55 miles per hour,
in the report,

and not only does it show
on the body cam

that they were under 45 miles
per hour, the speed limit,

but as they approached the car,
they tell the driver,

"Oh, we were pacing you,
you were flying."

(officer #2) You were flying
back there on Sahara,

you were going at least 60.

-...speed limit?
-Yeah.

Then a few seconds later,

"Oh, you were going
65 miles per hour."

(officer #2) Yeah, you were
going at least 65.

And then when
the officer shows up,

"Oh, they were going 55."

So which is it?

(Cal) Unfortunately, Las Vegas
has a very, very sad history

in terms of race.

My client was
an African American

who had been booked into the
Clark County Detention Center

as Bill with the n-word
as his middle name.

The judge was incensed

because when the case
came in for the arraignment,

he originally called him
by this name

that an officer thought
was appropriate

to book him under.

I'm terrified to be around
those cops, you know,

if they pull me over
I'm like,

"I could be the next one,"
you know?

Even though I might not
have did nothing,

they might have stopped me
for a broken tail light.

Next day, you know,
whatever they tell the press

is what I did.

And I might didn't do nothing
but reach in my pocket

for my driver's license
and they shoot me up

and then, you know,
I'm the next guy that,

"Oh, he reached
for something."

It's hard to be black
out here right now.

The guy that got shot
at the 7-Eleven,

he was actually a coworker
of my brother's.

They used to cook together
at Union Plaza.

He was actually cooking
until he got shot.

And he said when
he went in the store,

he just grabbed something
to snack on.

He said when the police
opened the door,

told him to, "Freeze, freeze,"
he panicked.

The next thing you know,
he's shot.

(gunshot)

They shot the wrong guy.

Antoine Hodges was not
the homicide suspect

that they were looking for.

After he was on the ground,

they put a knee in his back,
handcuffed him,

and then had an officer
go in front of the public

and justify to the public
why they shot him

even though
he was the wrong guy.

As, again,
the clerk stated he heard

Officer Evans
yell out several times

for Hodges
to show him his hands.

The clerk stated that Hodges
still didn't comply

and he stepped backward
further into the store,

stepping slightly behind
a merchandise rack.

(Norm)
And the police department

tried to put
a positive spin on it

by saying, "See, his arm
went behind his back.

The officer has a split-second
to make that decision,

and he chose to fire."

You get a breaking point,
you know,

there's a critical mass.

So much violence,

so many questionable shootings,

so little of accountability
to the public

has reached a breaking point.

The only hope right now
to really rapidly repair that

is to have a new sheriff.

November is the time
to elect a new sheriff

and give him a chance to change
Metro for the better.

(Rhett) There was a group of
officers in the department

that wanted change,

and they knew that if Joe
Lombardo was elected sheriff

there wouldn't
really be change

because he's basically
a clone of Doug Gillespie.

So they decided to go out
and recruit Larry Burns

to run against Joe Lombardo.

That group that encouraged me
to run for sheriff,

that had
the greatest impact on me,

because what they saw in me

or what they saw in
what we were doing is that,

"Captain, if you can do what
you are in the process of doing

here at Bolden Area Command,

this one little sliver
of this county,

how great would it be
if you could do it

for the entire county?"

We don't need more arrests

to make this
a safer community.

We need better relationships.

We can restore the kind of faith
in this community

so that everyone who sees
something says something,

everyone who hears
something says something.

And I promise you as sheriff
I will listen,

I will reboot the
Metropolitan Police Department

on the first day that
I walk into that office.

I've known Larry
for all of his 28 years.

He was a leader when
he was a police officer,

an informal leader,

he was a leader
when he was a sergeant,

for seven years

and led numerous operations
that saved lives.

And now he's been the captain

of Bolden Area Command
for three years,

where for the first time
in recorded history

crime has gone down,

violent crime
has gone down.

The new sheriff of Clark County,

Larry Burns.

In this election, you know,

Gillespie anointed
Joe Lombardo,

and I think he was really
surprised that the, uh,

police unions didn't support
Joe Lombardo,

they support Larry Burns.

When I was a police officer

and I worked anywhere near

or around Joe Lombardo,

it was very easy to see

that he was the type of officer

that was condescending,

was rude and disrespectful
to other police officers,

and that's the last thing
that we need as a sheriff.

I worry that if Joe Lombardo
is elected sheriff,

how many good police officers
that have the tenure

and have the ability to retire
are gonna retire?

I'll tell you right now, if Joe
Lombardo gets elected sheriff,

Laurie Bisch is retiring.

Joe's done a lot of damage
to our police department.

He was in charge
of a $40 million radio system

that is no longer working.

And now Motorola's coming in
and taking over

and implementing
a new radio system,

and I just find it
really interesting

that Motorola's
a big contributor

to Joe Lombardo's campaign.

The establishment
usually goes with

whoever the anointed
sheriff's candidate is,

whoever the current
sheriff anoints,

and when I mean establishment

I'm talking about
big casino money.

Crime is bad for business
in Las Vegas.

In fact, pretty much anything
negative in the headlines

is bad for business.

So if you have a sheriff

that can kind of spin things

the way that they need
to be spun,

then you can keep
that negativity and crime

out of the headlines and keep
the registers ringing.

(Kelly) They cover up a lot of
stuff because they don't want

to scare away
potential customers.

They want everybody
to come here and feel safe.

(Bill) When you have
43 million people plus

going to Las Vegas
every single year

to have a good time,
spend a lot of money,

we're talking
billions of dollars,

and nobody wants to risk that.

The big money out there
absolutely ensures,

through the elections,

that one of their boys
always gets elected

to be sheriff.

(Rhett) The way campaign finance
works here in Nevada

is an individual or a business
can give up to $10,000

to a sheriff's candidate.

Power brokers want to give more.

And there's a way around that.

What they do is they often own
multiple entities

and they can take
that $10,000 limit

and do it from
every single entity

and end up giving
the candidate a lot more

than they're supposed
to be able to.

For instance,
the Fertitta brothers.

They own Station Casinos.

In this particular election,

they gave Joe Lombardo
over $100,000.

They did it by simply
funneling $10,000

through each one of their
businesses to that candidate.

Is it legal?

Yes, they legally can do that.

But the law was written
to prevent that very thing.

But if you're Joe Lombardo,

you're not
particularly concerned

whether it's ethical or not

because, after all,

this is a candidate
that his main slogan was,

"Endorsed by Law Enforcement."

The truth of the matter
is the police union

actually took a vote
of its members

to see who it was going
to endorse for sheriff.

96% of the entire
police union that voted

voted for Larry Burns.

So, when Joe Lombardo says,
"Endorsed by Law Enforcement,"

technically he's correct.

Four percent of law enforcement
endorsed him,

maybe the mall cops
in Mesquite

or something like that.

So now the average person,
"Joe Lombardo.

Oh, the cops are behind him.

He's endorsed
by law enforcement."

It's an absolute lie.

Larry's definitely
the underdog in this race.

He's outspent, he doesn't have
the endorsement of the sheriff,

which has typically
been the way

that our next sheriff is
elected here in Clark County.

You have
the outgoing sheriff

who is trying
to get his boy elected.

The rest of the department
doesn't want it,

but that's where the money
flows, unfortunately.

People like Laurie Bisch

work a graveyard shift

and then they turn around
with very little rest

to handle a morning event

The results of the latest poll

that came out
from Channel 8

was Larry was ahead 34%,
I believe, to 26%,

43% were undecided.

And, uh, to come out that high
in the first poll,

being the underdog,
it's just phenomenal.

It's all about the team
pulling together

and you have 5,000 employees
that are out there

working hard to get
Larry Burns elected.

Farmer approached
Officer Lopera and his partner

at a coffee shop
inside the Venetian Hotel.

Farmer appeared to be sweating
heavily, looked panicked,

and told the officer that
people were chasing him.

Tashii Farmer Brown
went to the police for help,

and when they started
to treat him like a criminal

when he didn't do anything wrong
and he didn't feel safe,

he tried to get out of there.

And at the time that Lopera
started choking him,

he had already tased him
seven times.

And then when
the other officers arrived,

you can hear them on the video
telling him to stop.

And he refuses to stop,

he holds him for over
a minute until he dies.

This has got to be the worst
Mother's Day in history.

It will never be the same.

I never even got my, uh,

I found the Mother's Day cards
that he got for me.

It just tore me up because it
mentioned the hugs, you know?

He was like, "Mom,
you can run out of milk,

but you will never
run out of hugs."

It made me laugh, but it
made me cry too, you know?

To know he won't be here
to hug me no more.

Our involved officer

in this incident
is Kenneth Lopera,

and that's spelled
L-O-P-E-R-A.

Farmer's charges.

At the present time,
the Force Investigation Team

has concluded that there
are no applicable charges

that would have been levied
against Mr. Farmer

had he survived
this incident.

Even after admitting

that Tashii Farmer
had committed no crime,

Undersheriff Kevin McMahill
referred to him

as "the suspect."

The suspect in this case
is Tashii,

last name Farmer.

He also brought up

"the suspect's"
past criminal charges,

some of which were from
over 20 years ago.

for Farmer.

And as you can see,
couple of DUIs, um,

1996 in Hawaii.

How can you smear someone...

Kevin McMahill,

the cop who once
cost taxpayers money

because he told a woman
he was going to arrest

that he'd let her off
if she showed him her vagina,

was doing everything he could
to dirty up the dead man,

trying to convince
the public

that Tashii Farmer
was a scumbag.

Parole violation in Hawaii

in 2009 as well as an assault.

And the most current arrest
was a DUI in 2016

here in Nevada.

When he got the DUI recently,

he was like, "Mom, I went to
pull over to help somebody."

You know, her car had stalled
out in the middle of the Strip.

Turns out it was
an off-duty police officer.

She smelled alcohol on his
breath and had him arrested.

He saw a female in distress,

and knowing Tashii, charming,

he gonna go help.

I mean, he'd give you the--

he came home with no shirt on--

I mean, no jacket on one night

and it was 60 degrees,
"Where's your coat?"

"I gave it to this girl
at the bus stop. She was cold."

But that's just
the type of stuff

Tashii used to do, you know?

And I know he had some issues,

but he always 'fessed up
to 'em, you know?

He--if he did wrong,
he took his punishment.

But doing that time, he, uh,

he learned, he grew up.

He earned degrees in accounting

and he got OSHA certified

and he's an electrician

and plumbing.

And when he came here,

he immediately started
his own business.

This is one
of Tashii's designs

he was just starting
to get up off the ground.

Tashii said he grew up
in Gary, Indiana,

on the corner eating lollipops
or something like that.

That's why he called him
Sweet Tooth Tony,

he always had lollipops.

And he also created beanies.

I was stunned just to see

that he came up
with all of this.

And I was happy because maybe
I don't have to work again.

He was like, "Mom, you ain't
never gotta work again

because I'ma change the world."

He literally sat in the kitchen
and made this stuff, you know?

It's so cute.

He worked so hard...

He put his heart
and soul into this.

Just makes me sad...

a man attacked a woman
and pulled a knife on her.

Several people stopped
and disarmed him.

The LVMPD arrested the people
who defended her,

but didn't arrest the man who
pulled the knife on the woman.

announce some new information

referencing the in-custody death
of Tashii Farmer.

Officer Lopera will be charged
with involuntary manslaughter

and oppression
under the color of office.

(Ramsey) The LVPPA set up
a GoFundMe account

to collect money
to replace the salary

of Kenneth Lopera.

He's already collected
over $40,000.

Meanwhile,
Tashii's family

doesn't even have
the money to bury him.

They also set up a GoFundMe
which has collected

about $2,000 right now.

Kenneth Lopera is
actually the first officer

with the LVMPD
ever to be charged

for any crime whatsoever
for killing somebody.

If this officer is convicted,

these charges
are probationable.

He might not even spend
one day in prison

for choking a man to death

that didn't feel safe

and asked police for help.

He came there for help.

And I feel bad
because I told him

if he felt like he was
getting overwhelmed,

they have this program called
CIT and it would help him

'cause they would dispatch
this team to help him,

and that's why he went there,
you know?

But instead
they chased him down

and beat him like an animal.

And I figure if you can't go
to a police officer for help,

where are you gonna go?

who do we go to for help

if we can't go
to a police officer?

You can't wrap your head
around something like that.

People come to Vegas
to have a good time,

to forget everything,

to do things that they wouldn't
normally do elsewhere.

Vegas doesn't feel
like that anymore.

It just feels spooky.

When you walk down the Strip

and you see the vigil
and you see the posters

of the people who died
and all of these candles lit,

it's forever changed.

I think there's a lot of people

that knew people at the concert.

They feel terrorized.

Paramedics rushed in there
without any body armor,

without any weapons,

and went in
and helped treat people.

And, really, Metro
played it safe

and they waited 75 minutes
to go into a room

where they knew there was a
guy with a gun firing at people.

We are looking at in excess
of 50 individuals dead.

Now, the suspect,
his name is Stephen Paddock.

(Ramsey)
Paddock was a regular

at Mandalay Bay
and was a high roller,

this rich guy who was given
free rooms and free food

because he spent
huge amounts of money.

And the security guard
this crazy high roller shot,

Jesus Campos,

he was supposed to do
interviews today

with five members
of the national media

and he's just disappeared,
vanished,

nobody knows where he is.

Things are just getting
stranger and stranger

in this case

and I'm looking forward
to talking to, uh,

Mr. Stephen Stubbs

who has the lowdown
on this case

because he's been working
with Eric Paddock,

the shooter's brother,

and has been talking
with the FBI and the LVMPD.

So I'm really anxious
to see what he has to say.

I was approached

by the brother
of Stephen Paddock

because he wanted to do
something very nice

for the victims
of this horrible tragedy.

And during that time,
I was able to interact

with the FBI,

the Las Vegas Metropolitan
Police Department,

and the family,

and I learned some
very interesting things

about how things work
in Las Vegas.

The Mandalay Bay
and the casinos in Vegas

give a lot of money
to Sheriff Lombardo,

and because of that,
they are treated differently.

And Sheriff Lombardo
protects those high rollers

that are at those casinos.

So much so that the casinos

don't even have
to call normal 9-1-1

when something happens with
a high roller in the casino.

They get to call
a special back number

that isn't recorded
like 9-1-1 is recorded

and they can protect
the identities

of their valuable customers.

So that played an influence
in the Vegas mass shooting,

is that what you're saying?

From the information I have

and the way things
work in Las Vegas,

the Mandalay Bay
didn't call 9-1-1;

they called police,

but they called the number
that they have

for high rollers.

Stephen Paddock
was a high roller,

Stephen Paddock
was special,

and because he was special,

when that security guard
got shot,

he was treated special.

And a different line
was called

other than 9-1-1

and the 9-1-1 operators
didn't have an opportunity

to link what happened
to the security guard

to what happened
at the event

because they didn't
know about it.

Because it was a back line.

If they would have
called 9-1-1,

the 9-1-1 operator could have
linked the two much quicker

and the police could have
gotten there quicker.

Less people would have died

and less people
would have been hurt

if the Mandalay Bay
did not treat

their high roller,
Stephen Paddock, differently

and if the Las Vegas
Metropolitan Police Department

didn't allow casinos to
treat high rollers differently.

The politics involved here

made more people get hurt.

This is the narrative
that Joe Lombardo

doesn't want to be released.

But the truth's
gonna come out, right?

If Mandalay Bay's lawyers
can twist things,

they can do damage control

and they will have to pay
less money to these victims.

Now, is it right?
Well, hell no.

But that's how
our justice system works.

We can only work with
the facts we're given

and guess who's the only person
collecting facts right now?

The Las Vegas Metropolitan
Police Department.

The same entity

digging some more

and I discovered that he
actually checked in on the 25th,

and I was able
to receive confirmation

in the form of valet receipts.

They're not being honest.

They are conducting
a misinformation campaign

regarding this
Las Vegas massacre

and I confronted them
at their press conference.

There have been receipts
that have been obtained

from the valet security system--

Ma'am, ma'am, that's not how
we conduct this service, okay?

(Laura) Well, it says that
he checked in on the 25th.

Has your timeline changed?

Please stop

She basically forced him to
change his official timeline.

did he check into the hotel?

Um, to the best
of my recollection

we have information
on the 25th.

Um, I had told you previously
the 28th.

The timeline associated
with the original shot

and Mr. Campos has changed.

Now they're saying
he got shot at 9:59

and the initial shooting
didn't start till 10:05.

Mr. Campos was encountered
by the suspect

prior to his shooting
to the outside world.

(Laura) MGM just recently
came out with a statement

the other day saying that,

"Oh, we're, um,
not really sure

that we can trust the
official police timeline

of this investigation."

MGM puts a statement out

saying, "We believe
Officer Campos was shot

within 40 seconds
of when the gunman was firing."

And then MGM got into
a big battle with them

in the newspaper.

(Ramsey) Sheriff Lombardo
then changed the timeline

a third time,

now claiming
that MGM was right.

Security Guard Jesus Campos
was shot by Stephen Paddock

after he opened fire
on the crowd.

Interestingly,

this timeline appears to
minimize MGM's legal liability,

allowing lawyers to argue
that Jesus Campos

helped stop the shooting.

The fact that MGM has
contributed large sums of money

to Lombardo's upcoming
sheriff's reelection campaign.

Now this is an opportunity

for me to tell you something.

Mandalay Bay security
was fantastic.

I don't want anybody assuming
that they're unsafe

by, you know, staying
at one of our hotels.

For weeks, Sheriff Lombardo

didn't say a word
about an LVMPD officer

firing gunshots
in Stephen Paddock's room.

Did police or security guards

fire any shots
any time during the encounter?

Um...you mean while he was
discharging his weapon?

-We are not aware of that.

But after an ex-cop

studying the police
dispatch recordings

learned that a shot
had been fired...

one shot officer that did fire.

...and alerted local media,

Lombardo was forced
to admit the truth

and claimed it was
an accidental discharge.

Why had the sheriff waited
almost a month

to reveal that an LVMPD officer
fired his gun

in Stephen Paddock's room,

and only admitted this fact

after being called out
by journalists?

The LVMPD has been sued
by seven news organizations

for failing to release the
9-1-1 calls and public records

from the night
of the Vegas mass shooting...

...leaving many to wonder
if the department

is telling the truth
about what really happened.

Do we really have confidence

that they're gonna
do the right thing

for the right reason?

That's what we need.
We need police officers

and we need higher-ups,

we need leaders
that will do the right thing

for the right reason
and nothing else.

We have to restore the public's
confidence in police.

The public's confidence

because all this is happening,

is diminishing
and diminishing and diminishing.

There will come a day

when those people
that give the police

the benefit of the doubt,

those people
who support the police

just because they're police,

those people that have
this idea in their mind

that police are like
Andy Griffith

and everybody's honest,

there will come a day

when those people
don't exist anymore.
